Isle of Anglesey County Council Job Description Job Title: Corporate Procurement Officer Post Number: NEW POST Directorate: Resources Service Unit: Finance Grade: Overall Job Purpose: Purpose of Job Under the general direction of the Corporate Procurement Manager, the post holder will work within the Strategic Procurement Unit and assist with the development, implementation and management of the Council s Corporate Procurement Strategy. Additionally, the post holder will be required to assist with arranging some corporate and service specific contracts for certain goods and services through a tendering and contracting process, as well as participating in customer focus developments and expenditure data analysis work. Principal Accountabilities / Key Tasks: To assist in developing, implementing and managing the Council s Corporate Procurement Strategy. To assist in the implementation roll-out of the E-procurement system. To provide advice and assistance to officers and members of the Council on procurement in respect of legislative requirements (including OJEU) and the requirements of the Council s own Financial Regulations and Contract Procedure Rules. Establishment of contracts and purchasing arrangements OJEU and non OJEU to cover goods and services in areas lacking contract, including assisting in the monitoring and managing of contract performance of new and existing suppliers.
To Identify value for money opportunities from research into non-pay expenditure and benchmarking initiatives. Develop and promoting effective working relationships with relevant Council staff and colleagues in order to ensure a strong customer focus, including developing and managing frequent customer satisfaction surveys, working alongside the Corporate Procurement Manager. Working with the Corporate Procurement Manager to deliver procurement communication strategy including responsibility for maintaining and updating corporate procurement websites. Deliver and implementing a procurement training programme across the Authority which is of a complex technical nature. Provide support to the Corporate Procurement Manager with all aspects of procurement matters. Working closely with Departments and the Corporate Procurement Manager to ensure that corporate Contracts are established and put in place. Responsible for letting tenders and contracts. Assisting with the implementation of the new E-Procurement System. Working with departments, ensuring that they comply with the procurement guidelines and Contract Procedure rules in order that all procurement activities adhere to the appropriate rules. Responsible for ensuring that departments follow the correct procurement procedures prior to market testing. Responsible for the operational day to day and management of the Corporate Procurement card, liasing with the bank and ensuring staff are aware of any changes. Develop and maintaining the policy and guidance relating to the Barclaycard System.
