1 PROCUREMENT MANAGER Support Services Salary range 30,843 to 33,315 (Subject to Job Evaluation) We are looking to appoint an innovative Procurement Manager to advise and support client departments and identify opportunities for delivering procurement savings/benefits across the Council. The post reports to the Acting Group Manager (Legal and Procurement) and forms part of the Council s corporate Support Services function. This position will help to put Sedgemoor in the premier league of authorities with a first-class approach to procurement. Sedgemoor is an excellent choice for both employment and as a place to live. The area boasts splendid scenery with the Quantock and Mendip Hills, Somerset Levels and extensive coastline. There is a good choice of housing in towns and villages at attractive prices. Prospective candidates will ideally have full membership of the Chartered Institute of Purchasing and Supply or relevant degree and with a proven track record of procuring goods and services at a high and influential level. The successful candidate will be expected to advise client departments in relation to the procurement of goods, services and works, to maximise the Council s purchasing power and deliver best value for money. As the manager of the Procurement Section you will drive and lead the procurement strategy, implementing efficient and effective procurement projects to deliver financial savings for the Council. A detailed knowledge of the tender process both in relation to the EU public procurement methods and below the EU threshold will be required. This is an exciting opportunity that includes the chance to influence the revision and implementation of an updated Corporate Procurement Strategy. In addition you will have excellent communication and organisational skills and the ability to influence and gain the confidence of Senior Staff and Members. Duties and Responsibilities include: - 1. To manage staff and other resources effectively in order to meet service needs. 2. To be responsible for implementing and further development of the Council s Procurement Strategy to ensure it is in line with the National Procurement Strategy. 3. To review Corporate purchasing policies, amending these where necessary to comply with changes in other Council policies, Government guidance and relevant legislation. 4. To create, organise and chair a procurement steering group, the purpose of the group to develop strategies and promote procurement best practice across the Council 5. To investigate produces, services and suppliers and identify ways of making savings across the Council. 6. To ensure the implementation or assist in implementing an e-procurement marketplace within the Council promoting its use across all Council departments. 7. To review procurement practices across the Council and make recommendations for improvement. 8. To ensure that procurements are undertaken in accordance with the Councils standing orders, legislation and EU regulations and guidance. 9. To ensure that auditable systems and procedures are in place for all procurement activity. 10. To monitor purchasing by officers to ensure that corporate policies and legislation are adhered to. 11. Prepare and issue guidance and model procedures to assist officers in complying with corporate policies and legislation. 12. To ensure that quality and sustainability issues are incorporated in procurement decisions. 13. To advise officers on procurement issues, in particular on expressions of interest, invitations to tender, contract terms and contract specification and partnering.

3 14. To identify, evaluate and exploit any potential for achieving corporate savings or efficiencies through the procurement process. 15. To co-ordinate contract and supplier relationships, ensure the maintenance of the database of council contracts and manage the administration and operation of the Councils preferred supplier database, managed by Exor Services. 16. To develop performance indicators and performance monitoring to ensure the effectiveness of the procurement function. 17. To liase with local suppliers and businesses and promote how to do business with the Council. 18. To maintain up-to-date knowledge of good practice and legislative developments in procurement, applying the principle of Risk Management to the process to reduce the level of risk to the Council. 19. To train Council officers and keep officers up-to-date on procurement best practice, compliance with the Council s contract procedure rules and relevant legislation. 20. To prepare tender documentation on behalf of the Council, analyse and evaluate tender responses in accordance with best value, legislation, standing orders and council procedures. 21. To discharge other reasonable duties appropriate to the appointment and grading of the post. Training and Development You are responsible for ensuring that all staff, who report to you, are given equality of access to training and development opportunities in accordance with the Council s Training and Development Policy. Specifically, you will need to agree Training and Development Plans with all employees and evaluate with the employee all training and development activities undertaken. Health and Safety You are required to contribute to the safe working environment of employees, public and contractors by ensuring that health and safety is effectively planned, organised, controlled and monitored within the scope of your responsibilities and to seek appropriate specialist advice from the Health and Safety Officer. The Council s responsibilities are to be set out in the Health and Safety Policy and other Guidelines issued by the Council. Where you are aware of potential breaches to this Policy then you must either, take action directly or seek advice from the Head of Personnel, Payroll and Training. Appraisal and Development In addition to informal review of staff performance, which takes place as part of the day to day management, you are required to carry out an annual Individual Appraisal and Development Review with every member of staff. These should be carried out in accordance with the Council s agreed Scheme.

4 Communication The Council is committed to communicating effectively with all employees and you are responsible for ensuring that a broad range of communication methods are used and that no staff are omitted from this process. Staff Welfare and the Management of Sickness As a Manager/Supervisor you are responsible, in the first instance, for the welfare of your staff whilst at work. Changes in an employee s performance, attitude, attendance etc. should be raised confidentially with the employee and action, as necessary agreed. You should be aware of the sickness records of all staff for whom you are responsible and be involved in the Council s sickness reporting procedures when staff are absent. Best Value and Performance Indicators All employees will have a part to play in Best Value and you are responsible for ensuring that they are fully involved in the process for your Service Area. You will be required, both informally and formally, through the Individual Appraisal and Development Review Scheme, to communicate key information. You are also responsible for ensuring that your staff are fully aware of Performance Indicators that are pertinent to your Service Area. Environmental Management All employees will have a part to play in the Council achieving its stated objectives as they relate to Environmental Management and you are responsible for ensuring that they are fully involved in the process for your Service Area. Knowledge of Financial Regulations and Contract Standing Orders within Local Government Knowledge of European Procurement Legislation Experience in drafting procurement strategies and policies Experience of Staff Management Experience in making presentations Experience in delivering procurement training including the production of training guides and documentation Experience in managing procurement activities Experience in managing tendering procedures, including procuring a diverse range of supplies, services and works Experience of project management ESSENTIAL/ DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Good written and oral communication skills Ability to draft invitations to tender Good negotiation skills Ability to cultivate and maintain good working relations with external and internal customers. Commercial acumen Understanding of modern public sector procurement and the national procurement agenda
