The UNOPS Myanmar portfolio currently comprises several programmes and projects, including fund management of the multi-donor Three Millennium Development Goals Fund and the Livelihoods and Food Security Trust Fund. In addition, UNOPS is the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar. UNOPS Myanmar has also been designated as Principal Recipient of the GFATM for a Regional Malaria Grant (Regional Artemisinin Initiative) covering 5 countries- Vietnam, Myanmar, Thailand, Laos and Cambodia. UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas. In July 2013, UNOPS Myanmar established an Infrastructure Unit with the recruitment of an Infrastructure Specialist to define, pursue and implement infrastructure opportunities for UNOPS in Myanmar. UNOPS Infrastructure Unit is undertaking a project to construct 100 rural health centres (RHCs)/Sub-RHCs in Myanmar funded by the 3 Millennium Development Fund (3MDGF). The Construction of Rural Health Centres and sub-rhcs will support 3MDGF s increased access and availability of (a) essential maternal and child health services for the poorest and most vulnerable in areas supported by the 3MDG Fund, (b) HIV, TB, and malaria interventions for populations and areas not readily covered by the Global Fund, and (c) strengthen Myanmar s health system. Functional Responsibilities Overall: Support project in producing the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Construction Supervisors will oversee and manage the day-to-day operations of the construction works at sites. He/She will report to the Infrastructure Manager and will be responsible for supporting the day-to-day operations of the construction work on ground, provides daily updates to the Infrastructure Manager and, Page 2 of 5
communicates and coordinates with the internal as well as external entities for successful completion of the project. He/She will be responsible for the following duties and responsibilities; Represent UNOPS and its clients at meetings with officials of local and national authorities. Maintains his/her attendance full time on the project site in order to identify the existing problems and provide appropriate solutions through application of sound engineering standards in consultation with the Infrastructure Manager. Responsible to oversee the implementation of works for the specific projects and maintains the necessary and appropriate means in monitoring progress of works according to contract schedules, specifications and project plans. Collect and document site information in relation to contractor s work including information on the contractor s work force, weather, progress of work and any other related information. Undertake measurement of site works in support of contractor payment requests Check contractor s claims and submittal against its accuracy and reality, and make recommendation to the supervisor. Ensure the strict implementation of quality control standards and procedures on the sites and report regularly to the supervisor. Prepare project implementation programs and/or review and advice on programs submitted by contractors. Responsible for preparation of progress reports on construction activities and submission of such on a weekly basis to the supervisor. Oversee the contractor s implementation of Environmental and Health & Safety measures in the project sites. Assist in the identification, evaluation, selection and supervision of building contractors for specified project work. Monitor and record appropriate field data to validate contractors compliance to cross-cutting issues (gender, environment, sustainability, health and safety on site, etc.) as stipulated in the contract and detailed in the construction work programme. Perform any other duties as may be assigned by the supervisor. Education/Experience/Language requirements Education Bachelor s degree in civil engineering or other related field is required. Additional three years of relevant work experience, preferably in combination of relevant diploma, may substitute for the requirement of a bachelor degree. Work Experience A minimum 2 years of proven experience in construction supervision for the building construction is required Experience working with UN or other Humanitarian/Development agencies would be an asset. Experience in contracting and /or consulting environment is an advantage. Proficient computer skills especially Microsoft applications is required.
