BUILDING CODE ADMINISTRATION PROGRAM A. POLICY (USF #6 019) Flrida law and regulatins require that all new buildings cnstructed, and mdificatins t existing buildings, be reviewed and inspected fr cmpliance with adpted building cdes and standards. The plicy requires that all University entities, cnducting building cnstructin, repair, r mdificatins n University-wned prperty, submit cnstructin dcuments (drawings and/r specificatins) fr review, btain a building permit (see frms) fr cnstructin, which, after prper inspectin and cmpletin, is certified fr ccupancy, re-ccupancy, r cmpletin. Maintenance prjects, nt requiring cde cmpliance, such as painting, flring, equipment replacement, minr repairs, etc. are exempt frm the cde permitting prcess with permissin f the Building Cde Administratr. B. PURPOSE The purpse f this Prgram is t establish and implement Building Cde Administratin fr the University f Suth Flrida Capital Imprvement Prgram. Such regulated practice f building cde cmpliance is necessary, in the interest f public health and safety, which shall be prvided thrugh cmpliance f all adpted cdes and standards. The Prgram will be administered by the Building Cde Administratr, thrugh dcument reviews and cnstructin inspectins. C. AUTHORITY Building Cde Administratin is required by F.S. Sect. 240.209, regulated by F.S. Chapter 553 Part VII, and delegated by F.A.C. Rule 6C-14.020(2). Categries f cde administratin persnnel are established in F.S. Chapter 468 Part XII. D. RESPONSIBILITIES 1. FP&C DIVISION OF QUALITY ASSURANCE (FP&C QA) BUILDING CODE ADMINISTRATOR (BCA) A Building Cde Administratr has been appinted t manage the Building Cde Administratin Prgram. The Building Cde Administratr is certified by the Cuncil f American Building Officials and licensed by the Department f Prfessinal Regulatin as a Building Official. The Building Cde Administratr administers, fr cde cmpliance, the dcument reviews and cnstructin inspectin prcess. FP&C QA reviews cnstructin dcuments fr cmpliance with adpted cdes and standards. After reviewing the dcuments, cmments, if any, are returned with apprpriate references. A letter f cde cmpliance (see frms) is issued after final review and apprval f 100% cnstructin dcuments and upn reslutin f all utstanding cmments. The General Cntractr (GC) r the Cnstructin Manager (CM) r the Prject Manager (PM) submits t the BCA a request fr a building permit. 3
BUILDING CODE ADMINISTRATION PROGRAM CONT. A building permit is issued t the GC r the CM r the PM upn satisfactry cmpletin f the applicatin prcess and receipt and review f all necessary dcuments (see flw chart). The BCA, in cnjunctin with the GC r CM, develps a cnstructin inspectin schedule (see frms) t facilitate apprpriate inspectins, t cincide with the prject cnstructin schedule. The building inspectr (BI) perfrms cnstructin inspectins in accrdance with the established inspectin schedule (this requires tw business days fr scheduling). Fr example, an inspectin request that is submitted by 3:00 p.m. n Mnday, will be perfrmed n Wednesday; received by 3:00 p.m. n Thursday, will be perfrmed n Mnday. The request must be submitted befre 3:00 p.m. in rder t have the inspectin perfrmed within the next tw business days. If the inspectin is received after 3:00 p.m., the tw-day turn arund time will begin the next day (received at 4:00 p.m. n Mnday, the inspectin will take place Thursday). Prir t ccupancy f a new building r re-ccupancy r cmpletin f a renvated building r prtins theref, the BCA issues a certificate f ccupancy r re-ccupancy r cmpletin (see frms). The certificate f ccupancy r re-ccupancy r cmpletin states that the new r renvated building r prtins theref are cmplete, cnstructed in accrdance with the cnstructin dcuments, and meet the minimum cde requirements at the time f issuance f the building permit. The State Fire Marshal and ther required University entities must inspect and certify that the new r renvated building r prtins theref are substantially cmplete, prir t ccupancy r re-ccupancy r cmpletin. Fees (see fee schedule) fr these services are brne by the prject and are billed directly t the apprpriate cnstructin accunt. Fr minr prjects ($1 millin r less) payment fr the building permit will be inviced t the Cntractr. It is the Cntractr s respnsibility t pay via check, per the invice prvided after applicatin is made. The check can be mailed r delivered by hand t: 4202 E. Fwler Ave., ADM 131 (in the Administratin Building). The Cntractr may prvide a cpy f the check, r prf f payment if desired, t Facilities Planning and Cnstructin. Upn depsit cnfirmatin frm USF Accunts Receivable, the permit will be issued. Per Cde, n cnstructin may start until the fee is paid. 2. DESIGN PROFESSIONALS (A/Es) Design prfessinals are respnsible fr the design f the prject in accrdance with the apprpriate adpted cdes and standards. FP&C QA reviews the prject dcuments at the cmpletin f the fllwing phases fr majr prjects: prgram (PRO), cnceptual schematic design (CSD), advanced schematic design (ASD), design develpment (DD), 50% cnstructin dcuments (50% CD s), 100% cnstructin dcuments (100% CD s). A majr prject shall be defined as a prject with a cnstructin cst greater than $1,000,000. All ther prjects will be reviewed at the 100% cnstructin dcuments. A letter f cde cmpliance, stating that the building dcuments cmply with all current adpted cde requirements, will be issued by the design prfessinals, after all utstanding cmments have been reslved, and prir t the issuance f the building permit. If the level f wrk requires the invlvement f a design prfessinal as described in Chapter 471 and Chapter 481 f the Flrida Statutes, the cnstructin dcuments must be signed and sealed by the architect and engineers f recrd. 3. GENERAL CONTRACTORS/CONSTRUCTION MANAGERS The General Cntractr/Cnstructin Manager (GC/CM), applies fr the permit. At the time f applicatin fr a permit, the GC/CM prvides three sets f sealed and signed cnstructin 4
dcuments and specificatins, a list f all subcntractrs with apprpriate license numbers, and the letter f cde cmpliance indicating the dcuments have been reviewed by FP&C QA and all utstanding items have been reslved. A building permit is issued after these items have been reviewed and apprved by the Building Cde Administratr. One f the submitted sets f plans and specificatins will be returned with the building permit and will be stamped Reviewed fr Cde Cmpliance. This set f dcuments will be kept n site fr use by the inspectrs. BUILDING CODE ADMINISTRATION PROGRAM CONT. The GC/CM meets with the Building Cde Administratr t develp a building inspectin schedule. The GC/CM is respnsible fr scheduling all required inspectins in accrdance with the plan develped (tw business days turn arund time required between when inspectin is requested and cmpleted t allw fr scheduling). At substantial cmpletin, the GC/CM requests a certificate f ccupancy r re-ccupancy r cmpletin. 4. UNIVERSITY DEPTS. PROVIDING CONSTRUCTION/MAINTENANCE SERVICES Any University Department/Divisin prviding cnstructin/maintenance services fr either themselves r anther University entity is required t btain a building permit, and pay a fee, as specified herein. E. PROCEDURES Design: Design prfessinals prepare cnstructin dcuments in accrdance with all applicable Cdes. FP&C QA review such dcuments fr cde cmpliance and returns cmments r a letter f cde cmpliance as applicable. Building Permit: The GC r CM r PM applies fr a building permit with the prper fee and three sets f sealed and signed cnstructin dcuments. The BCA submits the three sets f sealed and signed cnstructin dcuments t the State Fire Marshal (SFM), with tw sets t be returned t the BCA. These will becme the recrd set and the cntractr s set with the permit. The prject is respnsible fr plan review fees f the State Fire Marshal s ffice and any ther regulatry agencies. The State Fire Marshal s ffice charges.25% f the cnstructin cst f the prject. Five sets f fire alarm and/r sprinkler shp drawings need t be submitted t the BCA wh will send t the SFM. The BCA reviews the building permit applicatin and issues a permit, if all infrmatin submitted is acceptable and cmplete: Permit Applicatin with prper fee, three Sets f sealed and signed Cnstructin Dcuments, Letter f Cde Cmpliance, all applicable Permits (SFM, SWFMD, Water, Sanitary, Fuel Tanks, FEMA, Threshld, etc.). 5
Payment f fees required prir t issuance f permit. Cnstructin: The BCA and the GC/CM develp a cnstructin inspectin schedule. The GC r CM requests, and FP&C QA perfrms inspectins, in accrdance with the inspectin schedule. Any changes t the permitted cnstructin dcuments, after review and apprval by the cnsultant, are t be reviewed and apprved by the BCA. All shp drawings fr Sprinkler Systems and Fire Alarms, after review by the cnsultant, are t be submitted t the BCA fr review and submissin t the SFM (five sets). SFM inspectins are t be crdinated thrugh the BCA. When cnstructin is substantially cmpleted and all required inspectins perfrmed, the BCA issues the apprpriate certificate f ccupancy r re-ccupancy r cmpletin. F. FPC DOCUMENTS REVIEW PROCESS 05/05/03 Prcess t get Majr r Minr Dcuments reviewed: Prject Manager (PM) receives eight (8) full size (24 x 36 maximum size fr minrs), r tw full size and six half-size review dcuments, and ne CD with AutCAD files via regular mail, UPS, curier, etc. Receptinist t lg in when received and when frwarded t PM (shuld be the same day). PM prepares Cnstructin Dcuments Request fr Review Intake Data Sheet (see Page 5e) requesting actin and frwards the dcuments t the Plans Review Rm (FPC 124), (Intake area) and infrms the Building Cde Administrative Assistant (BCAA) that they are ready fr distributin wh, again, will lg this actin int tracking spreadsheet. BCAA Actin: Once plans and sign-up sheet are hung in FPC 124, prepare an email ntice fr dcument review. There is a standard list used fr varius types f prjects with subgrups/cntacts that have already been cmpiled. Include in email ntificatin deadline date t recipients (Nn, tw weeks frm date plans were received by BCAP when received by nn. Otherwise, the twweek review prcess begins the next day). Distribute riginal dcuments t: FPC Civil Engineer half size FPC Mechanical Engineer half size FPC Electrical Engineer half size FPC Cnstructin Crdinatr half size FPC Landscape/Interirs half size (split set) BCA half size Plans Review Rm (FPC 124) full size Physical Plant (Facilities Enhancement) full size CD t Jim Neighburs BCAA receives cmments via email (bth PM and BCA receive a cpy f these emails). After receipt f these cmments, the BCAA integrates int ne Cde Cmpliance Letter that will be given t the PM and BCA fr editing. The Cde Cmpliance Letter will then be signed by the BCA and PM. The PM will then send the cmpleted letter t the design team and cntractr. Tracking and filing f review cmments is essential. BCA keeps ne set f plans in the Plans Review Rm fr strage, (make certain dcument is labeled). Dcument strage upkeep. 7

Only after cmments, made during review are incrprated, will the final permit set, signed and sealed, be created and submitted including the cmments. Only then will permit be issued. State Fire Marshal Apprval may add 30 days t issuance f permit. Only the permit set f signed and sealed dcuments will be sent t the SFM ffice. c. Issuance f a Building Permit will be cntingent upn cmpliance with all applicable permits (i.e. SWFMD, EPC, Cunty Health Department, State Fire Marshal, etc.). d. All cmments will be directed t the BCAA with a cpy t the BCA and PM. The BCAA will incrprate all cmments int ne Cde Cmpliance Letter (PM and BCA t edit and c-sign) befre frwarding t design team and cntractr. This will give the frmat fr respnse. e. Include in all submittals a full set f Life Safety Cde cmpliance and Building Cde cmpliance infrmatin. f. Type f Cnstructin will be included in DD s and beynd. g. Engineer signed and sealed drawings are required if engineering wrk is ver $10,000 r changes t HVAC n systems ver 10 tns. Refer t Flrida Statutes fr specific cmpliance requirements. c. Review f Dcuments will be tw weeks frm the time they are received by the Building Cde Administratin Prgram (BCAP). Only under extreme circumstances will this time frame be reduced. d. Dcuments fr Minr prjects shuld be reviewed at 80% and then again at 100% t assure that the design is prperly meeting USF Standards and Cde requirements. e. Dcuments cnsidered 100% will be submitted fr review and need nt be signed and sealed. Only after cmments, made during review are incrprated, will the permit set be created, including the cmments. Only then will permit be issued. State Fire Marshal Apprval, when required, may add 30 days t issuance f permit. Only the permit set f signed and sealed dcuments will be sent t the SFM ffice. f. A respnse letter frm the design team regarding hw the cmments were addressed in the dcuments is required. g. Issuance f a Building Permit will be cntingent upn cmpliance with all applicable permits (i.e. SWFMD, EPC, Cunty Health Department, and State Fire Marshal), and payment f the permit applicatin fee. h. All cmments will be directed t the BCAA with a cpy t the BCA and PM. The BCAA will incrprate all cmments int ne Cde Cmpliance Letter and submit t PM and BCA fr editing and signature. The PM will then frward the cmpleted Cde Cmpliance Letter t the design team and cntractr. This will give the frmat fr respnse. 9

Include in dcuments a small-scale, full building flr plan, t indicate the exact lcatin f the prject, exiting travel distances, and cmmn path f travel fr Life Safety Cde cmpliance and general infrmatin. Minr Prjects nt meeting requirements f Item b abve a. Cnstructin Dcuments will be included with the Building Permit Applicatin by Cntractr r PM. A scpe-f-wrk descriptin will be included as t limits f wrk t be perfrmed. The BCA will cmmunicate such descriptin t the dcument reviewers as necessary. This may be emailed in PDF frmat. This will nly serve as ntificatin. Any cncerns at this time shuld be directed t BCA fr fllw up during cnstructin and inspectin. Minr Prjects BCA Prcedure: Prir t, r during, the design develpment r budget develpment, the Prject Manager is t request a cde review f the existing space. The prpsed design shall then include any cde issues with the riginal design scpe. This will imprve budget estimating and real cst estimating. STAND UP REVIEW: When desired, a stand up review t meet and discuss issues can be arranged. The fllwing is what is expected f ALL wh participate: Dcuments received fr review need t be received a minimum f ne week prir t the date f the stand up review. Any questins and cmments during the stand up will be written and relayed t USF by the design team with respnse. USF reviewers will give, in writing, their cmments n this prject. They may be handwritten, and have been edited during stand up as t hw design team answered. This prtects yur cmment frm being frgtten. Cpies may be distributed at end f meeting t facilitate the answering f all cmments by all cncerned. Cde Questins: Any cde-related questins, and apprval f such, shuld nt be by phne cnversatin nly. Fllw up dcumentatin and subsequent answers shall be in writing. Other Permitting: SWFWMD; Health Department; EPC; etc. that require signatures and tracking f the cmpliance with ther regulatry agencies shall be submitted thrugh the BCA fr tracking and cmpliance. Only dcuments reviewed and apprved by USF shall be submitted fr prcessing. A cpy f all plans, applicatins, letters, and dcumentatin shall be submitted t the ther regulatry agencies and shall be prvided fr USF recrd keeping. Only cmplete applicatins shall be given t assure cmpliance with USF guidelines and prject requirements.
