1 Issuing f qualificatins and statement f attainment Plicy and Prcedures Versin: 5.0 Last Mdified: 12 February 2015 Purpse Duke Cllege issues AQF certificatin dcumentatin nly t a learner whm it has assessed as meeting the requirements f the training prduct as specified in the relevant training package r VET accredited curse. The purpse f this plicy is t prvide a cnsistent set f principles under which qualificatins and statement f attainments are issued by Duke Cllege. Duke Cllege adheres t the fllwing statement frm Standard 3.6 f the Standards fr Registered Training Organisatins (RTOs) The RTO meets the requirements f the Student Identifier scheme, including: a) Verifying with the Registrar, a Student Identifier prvided t it by an individual befre using that Student Identifier fr any purpse; b) ensuring that it will nt issue AQF certificatin dcumentatin t an individual withut being in receipt f a verified Student Identifier fr that individual, unless an exemptin applies under the Student Identifiers Act 2014; c) ensuring that where an exemptin described in Clause 3.6 (b) applies, it will infrm the student prir t either the cmpletin f the enrlment r cmmencement f training and assessment, whichever ccurs first, that the results f the training will nt be accessible thrugh the Cmmnwealth and will nt appear n any authenticated VET transcript prepared by the Registrar; and d) Ensuring the security f Student Identifiers and all related dcumentatin under its cntrl, including infrmatin stred in its student management systems. Requirements All students wh have cmpleted a curse that leads t the award f an AQF qualificatin are entitled t receive the fllwing certificatin dcumentatin n award f the qualificatin: A testamur, and A recrd f results (academic transcript) Students wh cmplete part f the requirements f an AQF qualificatin in which they are enrlled are entitled t receive a statement f attainment and recrd f results. All AQF certificatin dcumentatin issued by Duke Cllege meets the requirements fllwing requirements: Issuing AQF Qualificatins Duke Cllege will include the fllwing infrmatin n the testamur, in additin t the requirements f the AQF Qualificatins Issuance Plicy: the name, Natinal RTO cde and lg f the issuing rganisatin the cde and title f the awarded AQF qualificatin, and the NRT Lg in accrdance with the current cnditins f use cntained in Schedule 4 (Standards fr Registered Training Organisatins (RTOs) 2015). Duke Cllege will nt include the learner s Student Identifier n the testamur cnsistent with the Student Identifiers Act Issuing Statements f Attainment The issuance f a statement f attainment recgnises that students d nt always study a whle AQF qualificatin in which they are enrlled. They may chse t cmplete nly a unit r units f cmpetence frm a qualificatin r part f qualificatin. Thrugh the use f the statement f attainment, the AQF acknwledges that cmpletin f accredited units cntribute t the prgressin twards achievement f an individual s lifelng learning gals. Students wh have cmpleted an accredited unit(s) in these circumstances are entitled t receive a statement f attainment. A recrd f results (interim transcripts) will als be issued. Duke Cllege will include the fllwing infrmatin n a statement f attainment: the name, Natinal RTO Cde and lg f the issuing rganizatin a list f units f cmpetency (r mdules where n units f cmpetency exist) shwing their full title and the natinal cde fr each unit f cmpetency the authrized signatry the NRT Lg the issuing rganizatin s seal, crprate identifier r unique watermark the wrds A statement f attainment is issued by a Registered Training Organizatin when an individual has cmpleted ne r mre accredited units The fllwing elements are t be included n the statement f attainment as applicable: the State/Territry Training Authrity lg (nly where use f the lg is directed by State/ Territry Training Authrities) the wrds These cmpetencies frm part f [cde and title f qualificatin(s)/curse(s)] the wrds, These cmpetencies were attained in cmpletin f [cde] curse in [full title], and where relevant, the wrds, these units / mdules have been delivered and assessed in English fllwed by a listing f the relevant units/mdules. Duke Cllege will nt include the learner s Student Identifier n the statement f attainment cnsistent with the Student Identifier Act Duke Cllege will: retain registers f AQF qualificatins they are authrized t issue and f all AQF qualificatins issued retain recrds f AQF certificatin dcumentatin issued fr a perid f 30 years, and prvide reprts f Recrds f qualificatins issued t its VET Regulatr n a regular basis as determined by the VET Regulatr. Duke Cllege is respnsible fr authenticatin and verificatin f a student s statement f attainment. Duke Cllege is als respnsible fr ensuring that it has in place mechanisms t reduce fraudulent reprductin and use f the statements f attainment it issues. 3 Issuing f qualificatins and statement f attainment Plicy and Prcedures Versin: 5.0 Last Mdified: 12 February 2015 AQF certificatin dcumentatin is issued t a learner within 30 calendar days f the learner being assessed as meeting the requirements f the training prduct if the training prgram in which the learner is enrlled is cmplete, and prviding all agreed fees the learner wes t Duke Cllege have been paid. Imprtant Ntes t the Students A Student is entitled t receive a qualificatin (certificate/testamur) f an enrlled curse/qualificatin nly upn successful cmpletin f the requirement f the enrlled qualificatin. Hwever, if a student decides t drp frm an enrlled curse in between r cmpletes nly a part f enrlled curse, they will NOT be issued with any qualificatin even thugh the cmpleted prtin f the enrlled qualificatin may cnstitute the lwer AQF level qualificatin; they will rather be issued with a Statement f attainment. Fr example, if a student is enrlled in an Advanced Diplma f Business qualificatin and student hlds nly ne CE (Cnfirmatin f Enrlment) f Advanced Diplma f Business, hwever student decides t withdraw frm the Advanced Diplma f Business qualificatin after ne year f Study int the qualificatin, Duke Cllege cannt issue sme ther qualificatin fr student s ne year study, even thugh ne year f study may have met the requirement f Diplma f Business. Student will be issued with Statement f Attainment saying Student was enrlled in Advanced Diplma f Business and Student has partially cmpleted the Advanced Diplma f Business qualificatin and it will als lists the unit f cmpetencies student has successfully cmpleted. Hwever, if a student hlds tw separate CEs, fr example ne f Diplma f Business and anther fr Advanced Diplma f Business, then student is entitled fr bth qualificatins up n cmpleting the requirement f each qualificatin. As a part f quality indicatr data reprting requirement, Duke Cllege must reprt hw many students were enrlled (based n number f CE issued) in each qualificatin per calendar year and hw many students have successfully cmpleted the qualificatin in each calendar year. Definitins AQF Australian Qualificatins Framewrk NRT Natinally Recgnized Training ASQA Australian Skills Quality Authrity Department f Educatin - The Australian Gvernment Department f Educatin NCVER- Natinal Centre fr Vcatinal Educatin Research Training Package - A set f natinally-endrsed standards, guidelines and qualificatins used t recgnize and assess the skills and knwledge needed t perfrm effectively in the wrkplace The cnferring f certificates is an imprtant stage in the delivery f Duke Cllege training prgrams. As a RTO, Duke Cllege will fllw all relevant Standards fr Registered Training Organizatins (RTOs) 2015, ASQA and AQF guidelines n the issuing f accredited curse qualificatins. Legislative Cntexts The AQF Standards fr Registered Training Organisatins (RTOs) 2015 Natinal Vcatinal Educatin and Training Regulatr Act 2011 This plicy and prcedure is subject t nging revisin t reflect cntinuus imprvements. Prcedure fr issuing certificates All certificates issued fr Duke Cllege students must fllw the steps as utlined belw: a) On cmpletin f the curse r unit f cmpetency students apply fr certificates/ transcripts. b) The Student Supprt Officer ensures that students are eligible fr receiving certificates. c) The Student Supprt Officer ensures that students have a Unique Student Identifier (USI). d) All results and relevant infrmatin is frwarded t the Directr f Studies wh ensures student has cmpleted all requirements t issue certificates and enters the details int the resulting database. e) The apprved frm is frwarded t the Student Supprt Officer wh prduces certificates/statements/transcripts and signs the checklist when printing is cmpleted. f) The certificates/statements/transcripts are returned t the Directr f Studies t ensure everything is accurate and in cmpliance as per the requirements befre signing the certificates. g) All certificates alng with all assciated dcuments are frwarded t the Chief Executive Officer t further check and verify accrding t the check list frwarded by Directr f Studies. h) The Chief Executive Officer signs after ensuring that all requirements are met. Design requirements fr a qualificatin All certificates design and text must crrectly refer t the Australian Qualificatin Framewrk (AQF) guide and Natinal VET regulatr (NVR) requirements. Re-issue f Qualificatins In case if a student lst r misplaced the certificate issued by Duke Cllege, a replacement certificate will be issued free f charge. On the replacement qualificatin, the date will remain the riginal date f issue. Request fr re-issue f a qualificatin must be prvided in writing t the Directr f Studies utlining the reasn fr the re-issue prviding supprting evidence. Register f issued AQF qualificatins Duke Cllege maintains this register f the AQF qualificatins that it has issued. The register will cntain sufficient infrmatin t identify crrectly the hlder f the qualificatin, AQF qualificatin by its full title, and date f issue/award/cnferral.
