SAN JACINTO COLLEGE JOB ESCRIPTION TITLE: EPARTMENT: Vice President, Human Resources Human Resources SECURITY SENSITIVE: Yes FLSA STATUS 1 : Exempt GRAE: 38 FUNCTION: Provides leadership, management, and direction for all aspects of Human Resources operations in the areas of employee relations, benefits, employment, compensation, and HRIS. Responsible for overseeing the assigned functions in accordance with the policies and practices of the college as well as ensuring compliance with applicable employment laws and regulations. Maintains and improves existing programs/systems and designing/implementing new programs/systems needed to meet the organizational strategies and goals of the college. Ensures that policies, practices and procedures are in place to maintain a high-performing organization. Requires a strong working knowledge of federal, state, and local regulations affecting the operations of HR. REPORTS TO: SUPERVISES: Vice Chancellor, Human Resources irector, Employee Relations and Benefits irector, Employment irector, Compensation and HRIS MAJOR REPONSIBILITIES: Essential Job Functions 2, W, M, Q, A 3 %Time 1. Provide strategic direction, planning, leadership, and 25% coaching in human resources operations functions of employee relations, benefits, employment, compensation, and HRIS. 2. 3. Lead and direct initiatives to assess and implement programs and systems that improve efficient transactions and processes within the assigned functions. Take appropriate action to ensure continuous improvement for efficient and effective transactions. 4. irect, monitor, and review the implementation of the talent management strategy for the attraction, retention, and on-boarding of a diverse workforce. Monitor progress of all recruitment and employment activities to ensure that goals are met within established timelines. 5. Lead and direct the employee relations function including regular review of compliance or policy violations, investigations, corrective actions, employee performance issues, and employee separations. 6. irect, monitor, and review the implementation of a competitive compensation strategy resulting in the attraction, retention, motivation, and rewarding of a high performance workforce. Evaluate and make recommendations for new or changes to existing programs. 7. Ensure state mandated benefits programs are administered and communicated according to established regulations and requirements. Ensure compliance with requirements affecting employee benefit programs including: ERISA, COBRA, FMLA, AA, ACA, HIPAA, Section 125, Medicare, and OL requirements. 8. irect and monitor the HRIS function to ensure reporting requirements and technology support the needs of leadership and employees throughout the organization. 9. Lead and direct the assigned HR functions to assure alignment with College s annual priorities and needs of the organization. 10. Establish credibility throughout the organization with leadership and the employees by being an effective listener and problem solver of people issues. 11. Education and Experience: Required Education: Bachelor s degree in human resources management, business studies, organizational development, or a related field required Preferred Education: Master s degree in human resources management, business studies, organizational development, or a related field preferred. Required Experience: Ten years experience in at least three of the following areas: employee relations, benefits, employment, compensation, HRIS, performance management, and leadership development. Five years of recent supervisory experience within Human Resources. Preferred Experience: Ten to fifteen years experience in all of the following areas: employee relations, benefits, employment, compensation, HRIS, performance management, and leadership development. Experience in employee relations and experience in a higher education environment is highly desirable.
