1 SAN JACINTO COLLEGE JOB ESCRIPTION TITLE: EPARTMENT: irector, Employee Relations and Benefits Human Resources SECURITY SENSITIVE: Yes FLSA STATUS 1 : Exempt SALARY GRAE: 34 FUNCTION: Partner with leaders across all campuses regarding all aspects of employee relations and benefits for faculty, administrators and staff. Collaborate with leaders to identify training opportunities to achieve optimal levels of efficiency and effectiveness for the organization. Lead and direct staff within the employee relations and benefits functions to ensure that polices, practices, and procedures are being followed in compliance with federal, state, and local regulations. REPORTS TO: Vice President, Human Resources SUPERVISES: Manager, Employee Relations (2) Benefit Coordinator (3) MAJOR REPONSIBILITIES: Essential Job Functions 2, W, M, Q, A 3 %Time 1. Mentor, develop, and grow the employee relations 10% and benefits function to ensure a high level of customer service. 2. Provide problem resolution and conflict management 15% guidance for employees and leaders at the three campuses and district office. 3. Provide proactive advice, guidance, and coaching to leaders on improving the performance and behavior of direct and indirect reports through feedback/coaching and corrective action. 15% 1 A, B, CAFÉ, CHIL, IA and IB bands are Non-exempt, all other bands are Exempt 2 All job functions MUST add up to 100% 3 =daily, W=Weekly, M=monthly, Q=quarterly & A=annually

2 4. Receive/review/examine incoming EEO complaints from federal/state agencies; identify/research and preserve applicable record information; establish case files; and prepare responses. 5. Ensure that all necessary information is properly entered into the Banner system for purposes of eligibility premium payments, employee contributions, cost analysis and reporting. 6. Administer the College s retirement and benefits program as well as the voluntary annuity programs. Ensure conformity with state and federal laws and regulations. 7. Manage relationships with outside vendors to ensure plan documents are properly administered, maintained, and updated and contracts are effectively administered. 8. evelop, interpret, and implement college policies & guidelines relating to employee relations and benefits. 9. evelop and administer training programs for employees and leaders at all levels of the organization on best practices in employee relations and benefits. 10. Serves as the College s HIPAA compliance officer. Assumes responsibility for the development and implementation of College policies pursuant to the Privacy Rules. 11. Provides effective customer service to address benefit issues; Serves as a liaison between the College, the employee, and insurance carriers. Assists in the resolution of eligibility and benefit claim issues, including but not limited to employee appeals of denied claims. Responds to employee inquiries in a proficient and prompt manner. Other duties as assigned. 1% REQUIRE/MINIMUM QUALIFICATIONS Knowledge, Skills and Abilities: Ability to lead and direct the activities of exempt level professionals in the functions of employee relations and benefits. Ability to coach and influence employees and leaders. Able to partner with leaders to bring resolution to employee concerns and benefit issues. Ability to facilitate leaders and employees in group settings. Able to develop training materials and user manuals and the ability to conduct training in a classroom setting. Ability to assess and implement on-line training programs. Knowledge of laws and regulations applicable to employee relations and benefits; the ability to apply this knowledge in recommending appropriate actions. Clear and concise verbal and written communications. Able to confidentially maintain personal information. Understands and respects the sensitive nature of information and manages this responsibly to ensure issues are handled discreetly, effectively and efficiently. Education and Experience: Required Education: Bachelor s degree in Human Resources, Organizational evelopment, or Business with HR concentration. Preferred Education: Required Experience: Master s degree in Human Resources, Organizational evelopment, or Business with HR concentration. Must have seven or more solid years of experience with a heavy emphasis in employee relations and benefits. Must have three years leading and managing exempt level professionals.
