South Tahoe Public Utility District Job Description JOB TITLE: Underground Sewer Repair I & II UPDATED: 1/18/12 EFFECTIVE: 1/1/12 DEPT: Underground Sewer Repair APPROVED STPUD: NH APPROVED LOCAL 39: CS JOB SUMMARY: Under the supervision of the Underground Sewer Repair Supervisor and/or Lead Person, performs a variety of maintenance, repair and operating work, and related tasks as required. Is responsible for carrying out stated maintenance and repair procedures. ESSENTIAL FUNCTIONS: 1. Maintains and repairs sewer lines and laterals; replaces, repairs and adjusts manhole covers and frames. 2. Cleans and inspects sewers, manholes and related facilities. 3. Maintains and repairs sewer main lines; maintains, repairs and installs sewer laterals as required. Repairs force mains and installs sewer mains. 4. Performs sewer television inspection and sealing. 5. Breaks out, removes, and repairs street pavement. 6. Operates and services sewer cleaning and rodding equipment (i.e., hydros, vacuum trucks, rodding equipment and t.v. camera equipment). Performs preand post-vehicle inspections. 7. Operates trucks, tractors, backhoes, loaders, and related equipment. 8. Operates air compressors and associated tools, such as jackhammers and other air tools. 9. Updates sewer grids using infra-map software. 10. Performs easement clearing using chainsaws and chipper. 11. Responds to emergency calls for assistance when available and accepts standby duty as needed. 12. Adheres to and enforces stated safety policies and procedures. 13. Uses Self-Contained Breathing Apparatus safely, as stated by California law. Page 1 of 7

OTHER FUNCTIONS: 1. Operates and maintains snow removal equipment such as backhoes, loaders with blades, sanding truck, and trucks with snow plows; removes snow by hand when required. 2. Investigates and resolves sewer service complaints; meets the public and handles complaints with tact and judgment. 3. Assists other departments when emergency conditions warrant it, or when assigned by Underground Sewer Repair Supervisor and/or Sewer Lead Person. 4. Assists the Land Application Manager with maintenance and repair of facilities in Alpine County, including maintenance of irrigation ditches; builds, repairs, and grades roads, lays new pipe, constructs improvements and roadways, and other duties as required. 5. Performs related duties as directed by the Underground Sewer Repair Supervisor or Underground Sewer Repair Lead Person. 6. Performs lateral final inspections and sign-offs for 10 year approval for District. 7. Operates T.V. truck for lateral locations for contractors. 8. Locates or assists in locating of District mainlines using hydro, wire, and line locators. 9. May inspect new backwater valve installations. 10. Underground Repair Sewer II performs duties of Underground Sewer Repair Supervisor or Sewer Lead as assigned. JOB SPECIFICATIONS: EDUCATION High School graduate, or equivalent, with ability to read and follow safety procedures and job related instructions, is required. Page 2 of 7

EPERIENCE 1. Underground Sewer Repair I: One year of experience in at least one of the following: collection system maintenance, construction, repair or general maintenance work. 2. Underground Sewer Repair II: Three years of experience in construction, repair and maintenance of a sewer collection system. Requires some experience in directing an assigned crew. RESPONSIBILITY 1. Works under the direct supervision of the Underground Sewer Repair Supervisor and/or Sewer Lead Person. 2. Ability to work independently after receiving instructions. 3. Requires ability to exercise individual judgment and take prompt and decisive action when emergency situations arise. PHYSICAL REQUIREMENTS 1. Requires physical strength (i.e., to lift manhole covers, operate power tools including jackhammer weighing up to 90 pounds, and wacker, remove and repair street pavement, shovel snow, etc.). 2. Requires physical agility (i.e., to evacuate from confined spaces). 3. Requires the ability to get and maintain an air tight seal with self-contained breathing apparatus for confined space entry. 4. Requires clean-shaven face to meet requirements of District Respiratory Protection Program. 5. Requires ability to maintain a level of physical fitness necessary for the use of self-contained breathing apparatus. 6. Requires current medical certificate for Class A drivers license, as defined under Proficiency Requirements. 7. See attached Job Analysis for complete physical requirements. Page 3 of 7

PROFICIENCY REQUIREMENTS: 1. Underground Sewer Repair I requires CWEA Collection Systems Maintenance Certification Grade I, or ability to obtain, and maintain, within 24 months of hire date. Underground Sewer Repair II must possess CWEA Collection Systems Maintenance Certification Grade II. 2. Requires a valid Class A license, acceptable by the State of California, appropriate to operate Class A vehicles, and with a driving record that enables insurability. Requires endorsements for Air Brakes, Tanker, Towed Vehicle over 10,000 lbs. 3. Requires training and certification in the operation of District forklifts, backhoes and loaders. 4. Requires Competent Person training for trenching and shoring, as required by Cal-OSHA. 5. Must have current, valid CPR and First Aid certificates. 6. Requires ability to remain certified with the Confined Space Program and the duties of Confined Space Supervisor (UR Sewer II only), Entrant, and Attendant, as provided during annual training and maintains confined space and confined space rescue certification. 7. Requires knowledge of the methods, tools, materials and equipment used in the maintenance and repair of sewer collection systems, and related facilities. 8. Requires knowledge and ability to install gravity sewer mains and repair force mains. 9. Requires ability to complete written work orders, keep simple records and prepare reports. 10. Requires computer skills to enter data into Computerized Maintenance Management System (CMMS). 11. Underground Sewer Repair II requires NASSCO, PaCP, MACP and LACP certification and recertification every three (3) years, and computer skills to operate and troubleshoot the T.V. Truck. 12. Requires traffic control and signage/flagging certification. 13. Requires the ability to read and follow written and/or verbal instructions, safety procedures and job-related instructions. EQUIPMENT USED Air compressors, jackhammers, wackers, and other air tools; rodding and sewer cleaning equipment, vacuum trucks, sweeper, t.v. camera equipment; snow removal equipment; heavy trucks, forklifts, backhoes, and loaders, and related equipment. Self-Contained Breathing Apparatus. WORKING CONDITIONS Most work performed outdoors sometimes in severe weather conditions, usually on roads and in ditches. Occasional confined space entry into manholes. Exposure to raw sewage, and sewer gases when cleaning up spills and repairing of laterals and mains. Exposure to other irritating chemicals used in sewer maintenance work. Uses chemicals and grouts which may be listed under MSDS as dangerous chemicals requiring the proper protective equipment for safe use. Exposure to wet and muddy conditions. Page 7 of 7
