1 Central Contra Costa Transit Authority Position Description Position Title: Chief Service Scheduler Department: Transportation Reports To: Director of Transportation FLSA Status: Exempt Grade: 8 Salary Range: $50,748 66,757 annually Position Code: Approved By: Lisa Rettig Approved Date: 11/30/07 PURPOSE Administer and coordinate the scheduling function of the Service Planning Department POSITION SUMMARY Under general supervision, contributes to the planning function by developing scheduling procedures and action plans that define strategies such that the Department's goals and objectives are accomplished. Manages the scheduling of all fixed-route bus service to ensure it is within CCCTA's policies and the Memorandum of Understanding guidelines. Manages the runcutting/rostering function for all CCCTA fixed-route bus operators. Supervises the locating of on-street amenities. Ensures the computerized scheduling software is updated and maintained in a fully operational status. Provides supervision and direction to scheduling staff. ESSENTIAL DUTIES AND RESPONSIBILITIES Manages the scheduling of all fixed-route bus service. Organizes the scheduling functions to assure timely and accurate production of all schedules/run-cuts and related paperwork. Coordinates the scheduling activities necessary for four major sign-ups a year. Writes schedules which provide optimum service and safety within the equipment allocations provided. Responds to requests for special projects as needed. Provide project management oversight, and direction. Implements service adjustments between sign-ups, as directed by need. Prepares routing and re-routing plans and develops new routes. Manages the runcutting/rostering of all CCCTA fixed-route bus operators. Supports and enforces CCCTA's policies and procedures when cutting bus operator runs which address personnel, legal and regulatory requirements and employee/employer relations. Blocks and cuts runs in the most efficient set of vehicle and driver assignments such that payroll and fuel expenses are minimized.

2 Writes full- and part-time scheduled operator assignments (runcuts) to optimize bus operator labor utilization in conformance with CCCTA policies and objectives, the Memorandum of Understanding (MOU) guidelines, and state and federal labor laws and regulations. Prepares operator assignments during the year as determined by the MOU or as needed. Ensures that all sign-up documents are accurate and prepared in accordance with requirements of the MOU. Issues reports necessary to institute the runcut/roster according to schedule. Ensures the computerized scheduling software is updated and maintained in a fully operational status. Updates the software, inputs data and generates reports as required. Supervises the locating of on-street amenities (bus stop signs, benches, and shelters). Investigates and analyzes requests/needs for new/revised amenities. Oversees the issuance of appropriate work orders and other reports to effect necessary changes or additions to on-street amenities. Ensures bus stop inventories are maintained in a complete and accurate manner. Promotes and maintains good public relations when representing CCCTA. Creates a working relationship pattern that will attain and maintain a high level of employee morale. Conducts oneself in a positive and professional manner and encourages subordinates to conduct themselves in a manner that will reflect credit on CCCTA as a public service provider. Provides sensitivity in the composition of driver assignments so that employee satisfaction with work schedules contributes to the maintenance of high morale among the operators. SUPERVISORY RESPONSIBILITIES Directly supervises the scheduling staff. Carries out supervisory responsibilities in accordance with CCCTA's policies and applicable laws. Responsibilities include interviewing and training; making recommendations for hiring and disciplinary actions; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems. OTHER DUTIES AND RESPONSIBILITIES Other duties and responsibilities as assigned. REQUIRED LICENSE Must be able to possess and maintain a valid California driver's license and must have a satisfactory driving record to maintain that license or must be able to use an acceptable, alternative method of transportation. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities necessary to perform the essential duties.

3 EDUCATION and/or EXPERIENCE Associate's degree (A.A.) or equivalent from a two-year college or technical school in business administration, computer science or similar field and one year's related experience and/or training in transportation scheduling; or three years' related experience and/or training in transportation scheduling using computerized systems; or equivalent combination of education and experience. Previous supervisory experience is highly desirable. Knowledge of principles and practices of supervision and motivation are required. Must be able to supervise, counsel and communicate well with subordinates. Must be able to administer discipline effectively and consistently within CCCTA's policies and procedures. Ability to plan, organize, schedule and assign specialized transportation routes that meet public needs and CCCTA's objectives. Knowledge of scheduling and run-cutting concepts, principles and procedures. Knowledge of statistical analysis and performance indicator programs. Working knowledge of CCCTA's geographic service area, routes and schedules. Basic typing and computer skills using a computer terminal and monitor. Knowledge of and ability to use computerized systems such as scheduling/mapping software, data base applications, spreadsheet and graphing software, and word processing software. LANGUAGE SKILLS Ability to communicate clearly and concisely, orally and in writing. Ability to read and interpret documents such as maps, route schedules, operating instructions, and procedure manuals. Ability to complete forms and to write routine reports and correspondence in a legible, accurate, complete and timely manner. Ability to establish and maintain effective working relationships and to promote and maintain good community relations. Ability to interact effectively with passengers, the public, staff members of municipalities in CCCTA's service area and local, state and regional regulatory agencies, private service clients and the business community, and CCCTA employees in a multicultural environment. A pleasant, professional attitude toward the public is essential. MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs and pie charts. Ability to interpret statistical and performance data. Ability to maintain records.

4 REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to analyze information and requests for service and to plan trips logically and sequentially. Ability to interpret statistical and performance data. Ability to exercise discretion and independent judgment and initiative within areas of responsibilities and CCCTA's policy and procedural guidelines. Ability to plan, develop, organize and evaluate systems of control. Ability to perform multiple tasks at a time and to have good time management and organizational skills. Ability to maintain a courteous and tactful manner when under pressure. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee occasionally is required to twist or bend; climb or balance; and stoop, kneel, crouch or crawl. The employee occasionally must reach at or below shoulder level. The employee occasionally must lift and/or move items that weigh up to thirty (30) pounds either manually or with a dolly or hand truck. Specific vision abilities required by this job include 20/20 vision, whether normal or corrected. Normal hearing ability is required. WORK HOURS AND WORK ENVIRONMENT The work hours and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Normal working hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. (40-hour week). The position may require working other hours or days on occasion.

5 Work is usually performed in an office environment. The employee is required occasionally to operate a passenger vehicle or to use an alternative method of transportation to determine route schedules or to ascertain need for new or revised amenities. The employee is occasionally exposed to vapors, dust or airborne particles, outside weather conditions and uneven outdoor terrain. The noise level in the work environment is usually moderate. The Service Scheduler classification may require travel using CCCTA staff cars or personal vehicles. Therefore, the employee is subject to substance abuse testing.
