Foreign Students' Advisor Of ce is a hub of activities of foreign nationality students. It provides guidelines related to admission, issue of offer letters for provisional admissions, bona de certi cates, stay, guidance to register with Foreign Regional Registration Of ce (FRRO), medical tness examination, maintaining lawful status, extension of stay, transfer of schools/programs, addressing any other academic or administrative problems of foreign students and running English language pro ciency program etc. It also provides assistance to international students, scholars, and visiting faculty members with regard to formal orientation of the campus, advice and counsel for educational, social, and personal problems and dissemination of important and timely information through notices.
For matters concerning foreign students educational, tuition fee, signing of MOU's and other related academic and administrative matters, the of ce maintains communication with various embassies, University Grants Commission (UGC), Association of Indian Universities (AIU), Indian Council for Cultural Relations (ICCR), Various governing Councils, EdCil, and concerned of ces of Ministries of External Affairs and Home Affairs, Govt. of India. Each year during the admission time, certain existing students/ faculty members from various departments/faculties are identi ed, who provide voluntary service of counseling new candidates seeking admission at Jamia Hamdard. Care is taken that Arabic & Persian speaking students are nominated, who provide assistance to such candidates who are not well versed with English Language. Periodic meetings of foreign students are being organized at Convention Centre, Jamia Hamdard with the of cers of the respective Embassies to discuss various issues related to academics/hostels/fee and other relevant issues at Jamia Hamdard. The concerned of cers from various departments of the University are also invited to attend and address these meetings. Foreign Students' Advisor in consultation with various Heads of Department/s has identi ed certain faculty members (Academic Mentors) who are made responsible for co-ordination with foreign students in their respective faculties /departments to address day to day problems/issues encountered by the foreign students. The of ce also organizes various Literary & Cultural programs for the foreign students of Jamia Hamdard. Each year a well awaited Cultural Evening /Get Together Rendezvous is organized in the month of February/March. This is a cultural evening of foreign students studying in Jamia Hamdard. Program is also attended by Ambassadors and Diplomats of various embassies in New Delhi, of cers of Govt. of India, students' family members along with of cers & faculty members of the University and International students studying at certain other Universities in Delhi. ENGLISH LANGUAGE FOUNDATION COURSE It has been observed that certain students particularly, who come from non English speaking countries/ geographical regions are not well versed with spoken/ written English up to the desired levels with which they can satisfactorily go along and pass their professional courses examinations. Due to this very fact, despite being talented, hardworking and committed to their studies, these students are not able to perform appreciably in their respective programs of study at Jamia Hamdard. To take care of this aspect, Jamia Hamdard conducts an 'English Language Foundation Course' of Three months / Six months and Nine months duration. To evaluate the level of understanding of English language, Foreign Students' Advisor Of ce conducts an 'English Language Pro ciency Test'. All the newly admitted International students are required to appear in this test. It is mandatory for an International student, who either fails / secures less than the desired scores or fails to appear in this pro ciency test, to join the English Language Foundation Course of either 03 months or 06 months duration (depending on the scores secured in the pro ciency test). Option is also available for the foreign students for taking 09 months duration English Language Course as well. In addition to the annual and other fees of the main program of study at Jamia Hamdard, the eligible student will also have to pay for this English Language Foundation Course as per the University prescribed fee structure. It is desirable, that International students join this 03 months / 06 months or 09 months 'English Language Foundation Course' well before beginning of the academic session.this course is also open for the International students, who are planning to take admission in any of the regular programs of study at Jamia Hamdard in the next academic session. Such students may be provided hostel accommodation if required, on normal payment of fee for boarding and lodging. 2

Note: The students from Iraq and Tibet will pay US $ 2000 for B.Sc (Hons.) Nursing and US $ 0 for DGNM as an annual fee. For Indian Council for Cultural Relations (ICCR) sponsored candidates, the fee structure is applicable as per the fee structure of Jamia Hamdard Prospectus- 2008-09. Details of the fee may be obtained from Foreign Students' Advisor. All students belonging to SAARC countries and Tibetan refugees will pay annual course fee equivalent to fee charged from Indian students under SFS category. Where SFS fee is not available, the fee chargeable will be 50% of the course fee charged from foreign nationals from other than SAARC countries. ICCR sponsored students who belong to SAARC countries will be charged a per the fee structure mentioned for SAARC students in general and those ICCR sponsored students who belong to non SAARC nations will be charged with the same fee as mentioned in the Prospectus -2008-09. In addition to annual fee there will be refundable security deposite of Rs.10,000 in M Sc. An allottee will have to deposit Rs. 2475/- (for boys) and Rs. 3300/- (for girls) as annual Laundry charge for washing of clothes as per rules of the University along with Annual Hostel Fee. Availing the Mess facility will be compulsory for the residents of Jamia Hamdard Hostels. Hostel byelaws will be applicable to all hostlers. 7
GUIDELINES FOR ADMISSIONS OF INTERNATIONAL STUDENTS Rules framed by University Grants Commission (UGC) and noti ed in its website www.ugc.ac.in will be followed for deciding the eligibility and admissions of International students to various courses offered in Jamia Hamdard. International Students: As per guidelines students holding passports issued by foreign countries and people of Indian origin who have acquired the nationality of foreign countries are included as foreign students. Documents required for admission of International Students: VISA: All the international students will require a 'Student VISA' endorsed to this institution for joining full time courses. No other endorsement is acceptable. Students wishing to join a research program will require a 'Research VISA' endorsed to this institution. The visa should be valid for the prescribed duration of the course. Students who are doing full time courses, in some other institutions, do not require a separate visa for joining 'Part Time courses' provided that their current visa is valid for the entire duration of the course. No Objection Certi cate: Students do not require a 'No Objection Certi cate' for joining professional courses. All International Students wishing to undertake any research work or join a PhD or M Phil program will have to obtain prior security clearance from the Ministry of Home Affairs and the approval of Department of Secondary & Higher Education, Ministry of Human Resource Development, Government of India and this must be on the research visa endorsed to this institution. Eligibility Quali cations: The quali cations required for eligibility for admission to different courses can be checked in detail from the prospectus. Only those Students who have quali ed from foreign Universities or Boards of Higher Education recognized as equivalent by the 'Association of Indian Universities' (AIU) are eligible for admission. When required, a reference will be made to AIU to check the equivalence. In case the University /Board is not included in the list, the candidate has to obtain and submit a certi cate to this effect from AIU by paying the requisite fee. Students will generally be admitted in the beginning of the course. However, students can also be admitted as transfer cases in the middle of the course from other institutes with which there is an understanding for accepting the students as transfer cases. Step wise procedure for admission of International Students for Full Time Courses in Jamia Hamdard. Step 1: A student wishing to join Jamia Hamdard gets the information on the courses available, the eligibility requirements and admission procedure from the prospectus or the website of Jamia Hamdard www.jamiahamdard.edu. Following this the candidate has to register for the course of study ONLINE (Also take out the print of online registered application form). International students should apply on a separate form prescribed for Foreign nationals. For any further assistance, candidate may contact Foreign Students Advisor of ce. The application form registration and admission processing fee of Rs. 3500/- or equivalent in US $ is required to be paid through a crossed Bank Demand Draft drawn in favor of Jamia Hamdard, payable at New Delhi. The candidate can also transfer the required amount of fee in the account of Jamia Hamdard from any bank or credit card. This should be done well in time, so that the student is able to obtain the VISA and NOC before the due date of admission. Step 2: International Students Cell after checking the eligibility criteria and other relevant information provided, will accordingly issue a Provisional Admission Offer Letter (on payment of non refundable advance amount of 20% of the total annual fee). This is required to get the VISA and to complete other formalities. At this stage, if required, Telecon Interview of the candidate may also be conducted. After getting provisional admission, the candidate should apply to the Indian Embassy in his/her country and get the 'Student VISA' / Research VISA (as the case may be) and complete all other formalities. 8
Step 3: On or before the date of admission mentioned in the Provisional admission Offer Letter, report at Foreign Students' Advisor Of ce, Jamia Hamdard for admission. Submit the below mentioned documents (in original along with the attested photo copies) and get them veri ed by the Foreign Students Advisor of ce. a) Degree/ Pass Certi cate of the qualifying examination b) Mark list of the qualifying examination c) 'Student VISA'or Research VISA (as the case may be) in Original d) A photo copy of the Passport- duly attested by a Notary e) Two Passport size photographs f) Certi cate for the gap period (if any), duly veri ed by the competent authority Note: The original certi cates will be returned to the students immediately after making an endorsement to this effect. Step 4: Students are required to undergo the medical tness examination (at Jamia Hamdard hospital) and get the medical tness certi cate. As per government rules all international students entering India on 'Student / Research VISA' have to be tested for HIV and will not be given admission, if found to be positive. All international students will be required to pay medical fees of US $ 50, which includes the medical insurance cover for the rst year. For subsequent years medical insurance fees will be the same as for other Indian students and is included in other fees. Step 5: Appear for the 'English Language Pro ciency Test' conducted by Jamia Hamdard. Step 6: Pay the remaining course fee in full. Once this is done, the nal admission is con rmed. The bona de certi cate will be issued to the student. The bona de certi cate is required to be submitted in the Head of the Department or Dean of the concerned faculty for enrollment. (The International students will have to pay the fees in US dollars or equivalent in Indian rupees. Fee has to be deposited in the form of Crossed Demand Draft / Bank Pay Order, drawn in favor of Jamia Hamdard, payable at Delhi / New Delhi. The candidate can also pay the required amount of fee in the Account of Jamia Hamdard from any bank or Credit Card).Even after the admission, at any stage if it is noted that the qualifying Degree/ Certi cate is not recognized by AIU, the admission of the candidate may be cancelled. Withdrawal of admissions/ refund of fee cases will be dealt as per the guidelines of Jamia Hamdard in this regard. Step 7: Within two weeks of arrival in India, on obtaining the Bona de certi cate from Foreign Students' Advisor Of ce, students are required to register their names with the police in the 'Foreigner Regional Registration Of ce (FRRO)' of Delhi Police located in R K Puram (behind Hayat Regency Hotel), New Delhi. International students who are studying for full time courses in any other institution can be given admission to Part Time courses, only if they hold a valid visa for the duration of the Part Time course. A separate visa is not required. Such students will pay the fee as applicable. Jamia Hamdard in consultation with 'International Students Cell' may admit such cases directly, if they meet the prescribed eligibility quali cations. For PhD scholars the topic of research has to be passed by the concerned department Doctoral Committee. Con rmation of registration of the scholar along with appointment of Supervisor / Co- Supervisor will be nalized by the Board of Research Studies of the concerned faculty. (For further details please visit the PhD guidelines on Jamia Hamdard website) Transfers and change of course: An International student who has been granted admission to a particular course shall not be allowed to change the course. Transfer from one institution in India to another is also not allowed ordinarily. In exceptional cases, the 'International Student Cell' may permit this- based on the availability of the course, eligibility rules and permission of the Competent Authority of Jamia Hamdard. Government of India Scholars: International students who are awarded scholarships by the ICCR, New Delhi shall be preferred while granting admission and for hostel accommodation. Sponsored candidates from different foreign governments for training and for studies are also preferred for the same. Attendance: It is mandatory to have 75% attendance in all subjects of the course and English Language Foundation course (if enrolled) in order to become eligible for appearing in the semester or nal year examinations. Discipline: The International students should abide by all the rules of Jamia Hamdard and the code of conduct as applicable to Indian students enrolled in the same courses. Examination and award of Degrees & Diplomas: Promotion to the next semester, number of papers that could be carried along as backlog, procedure for examination, payment of examination fees, issue of mark list, issue of passing certi cates and award of degrees will be same as for the Indian students doing the same courses. Immediately on completion of the admission formalities at Foreign Students' Advisor of ce, student shall contact the of ce of the Dean of concerned faculty for these guidelines. 9
Financial Assistance for Meritorious students: There is a provision of discount in fee for the meritorious foreign students from the Students' Aid Fund, the below mentioned criteria will be adopted: The fee concession will be applicable from the II year/third semester (after passing rst year/second semester) and onwards based on performance of results etc. in a particular course. 1. 25% discount in only annual Tuition fee of the concerned academic year may be provided to those foreign national students studying at Jamia Hamdard subject to the following terms and conditions: -75% class attendance in the concerned academic year.-75% Marks (in aggregate) in the concerned academic year (if semester system, then aggregate of both the semester exams) Must have passed all the subjects of the concerned academic year in rst attempt.. Student must produce a certi cate of poor nancial condition certi ed by the concerned Embassy of that country in New Delhi. 2. 15% discount in only annual Tuition fee of the concerned academic year may be provided to those foreign national students studying at Jamia Hamdard subject to the following terms and conditions:-75% class attendance in the concerned academic year-65% Marks (in aggregate) in the concerned academic year (if semester system, then aggregate of both the semester exams) Must have passed all the subjects of the concerned academic year in rst attempt. Student must produce a certi cate of poor nancial condition certi ed by the concerned Embassy of that country in New Delhi. Conclusion: The above rules and guidelines will be strictly followed. In case, there are any differences on the interpretation of rules then the opinion of the 'International Students Cell' will be nal. Students will have to pay the revised fee, when applicable. On the points not speci cally covered, the decision of competent authorities of Jamia Hamdard will be nal. GIVING TO JAMIA HAMDARD Donations are important for Jamia Hamdard in order to maintain the high quality of Teaching, Training, Research and Development. While Jamia Hamdard partially depends on state funding to support many vital University functions, the Government provides only about onequarter of Jamia Hamdard's annual budgetary requirements. Besides this Jamia Hamdard also receives considerable funding from the Hamdard National Foundation to meet its requirements.
