2 CHETANA COLLEGE OF SPECIAL EDUCATION 1. Introduction Jewels International has established Chetana College of Special Education. The main objective of the college is to undertake manpower development and provide service to persons with mental handicap and other disabled persons. As a part of the Teachers Training programme the College offers one academic year Course leading to Master of Special Education (Mental Retardation) with affiliation from Utkal University, Vani Vihar, Bhubaneswar, and recognition from Rehabilitation Council of India, (A Statutory Body under Ministry of Social Justice and Empowerment, Government of India), New Delhi, and also from the Department of Women and Child Development, Government of Orissa. The course prepares the students to work as Master Trainers in the field of Intellectual Disability in Colleges and Universities. They will also work in higher positions in Govt. Departments and Non-Government Organisations in India and abroad. 1.1 Programme Objectives M.Ed. Special Education (Mental Retardation) is a Course affiliated to Utkal University and recognised by the Rehabilitation Council of India. Special Education is an emerging field with the human resource requirement having increased in the past decade. With the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 having shown indications that education is the right of every child with disability, the role of Special Educators has further been emphasized. Keeping in view the need for Special Teachers at various levels, the M.Ed. Special Education (Mental Retardation) has been launched. If we look at the scenario of educational services in the Country, we have a large number of Special Schools, Special classes in Regular Schools, Integrated Schools, Inclusive Education and Special Education Programming in Community Based setting. The M.Ed. Special Education (Mental Retardation), aims at training Special Educators to work with children having Mental Retardation, in different settings as mentioned above. A person qualified in M.Ed. Special Education (Mental Retardation) can serve as Master Trainer to teach Special Educators under going training at Diploma or Graduation levels in Special Education (Mental Retardation). In addition they can assume the role of Researchers, Leaders, Capacity Builders, Developer and Catalysts in the area of Special Education (Mental Retardation). 1.2 Duration The duration of the programme is one academic year. 1.3 Eligibility The admission for the degree of M.Ed. Special Education (MR) degree shall be open to:- a) A candidate who has successfully passed B.Ed Special Education (MR) from a recognised university or any other degree considered equivalent to B.Ed. Special Education (MR) from an affiliating university and/ or teaching department under any university recognised by U.G.C.

3 Or b) A candidate who has successfully passed the B.Ed General course and has successfully completed a one year Diploma Course in special Education (MR) recognised by the Rehabilitation Council of India with minimum 50 per cent marks in each course. A candidate for admission to M.Ed. Special Education (MR) course has to qualify in the entrance examination conducted by Chetana College of Special Education, Bhubaneswar. The candidate will be admitted strictly in accordance with the merit list prepared on the basis of Entrance Test results and Career Marking and Reservation Policy of the Utkal University. 1.4 Seats There shall be 10 seats available for the Course additional to this 2 seats (15%) available under Management quota. Reservations i) SC & ST: 12% of the seats for the SC and 8% for ST (interchangeable). In case of nonavailability of candidates in one of these categories, seats will be filled up from the candidates of the General Category. ii) iii) Orthopaedically Handicapped: 1% of the total number of seats will be reserved for Orthopaedically Handicapped students at the time of admission. In case of nonavailability, the seats will be filled up from the merit list. (Blind & Deaf candidates are not eligible for becoming Special Educator for M.R. Children) In-Service: 10% of the seats will be reserved for In-Service candidates working in the organizations registered under Persons with Disability Act, Selection Criteria The selection will be made as per Utkal University s Norms and RCI Guidelines, i.e. Career Marking and Entrance Test. The University Reservation Policy is to be adapted. General Education Distinction Joining and Submission of Certificates This is a full time course of one academic year; the candidates admitted to the Course can not pursue any other course. Selected candidates should join the course by the stipulated date. At the time of joining the course, the selected candidate will deposit their original certificate which will be released after the completion of the course.

4 The prescribed application form and prospectus may be obtained from office of the Chetana College till The cost of application form is Rs. 500/- (Rupees Five Hundred only). Please remit the amount by Demand Draft in favour of Chetana College of Special Education payable at Bhubaneswar. If the candidate still desires to leave the course by any reason, the total fee and deposits paid by the candidate will be forfeited. Original Certificates deposited will not be released during the course and students are advised to keep sufficient number of photo copies before submission of original certificates to the office at the time of admission. In-Service candidates will submit (i) Appointment Letter, (ii) Salary Certificate, (iii) Continuing Attendance Sheet, (iv) PWD Act Registration Certificate, and (v) Relieve Order. 1.8 Hostel Accommodation Hostel accommodation to outstation candidates will be provided subject to availability on first come first served basis. Boarding charges will have to be borne by the trainees themselves. The Hostellers are required to deposit Hostel Seat Rent and Mess Establishment charges at the time admission only.

5 The Hostlers have to obey the rules & Regulation framed by the College Authority otherwise He/she may be penalized or debarred from the Hostel without any prior notice. 1.9 General Framework of the Course The M.Ed. Special Education (MR) will consist of 10 papers of 1200 Marks out of which 6 Theory papers of 600 Marks and 4 Practical papers of 600 Marks. Optional papers can be selected from own choice of candidates. 6 1.10 Examination The examination of the Master of Special Education (Mental Retardation) will be held at the end of the Academic Session. Each theory paper consists of 80 marks of 4 hours duration. The students shall complete all Practical Assignments and face viva. The Viva for each Practical paper shall be conducted by External and Internal Examiners jointly Pass Mark The minimum pass mark is 45% in each theory paper and average 50% in practical papers. The aggregate pass mark is 50% Award of Division to Successful Candidates The following percentages of Marks will award the candidate to secure Division:- 50% or above but less than 60% : Second Division 60% or above less than 75% : First Division 75% and above : First Division with Distinction 1.13 Award of Degree The University shall award the Degree Master of Education (Special Education Mental Retardation) to the successful candidates Improvement of Marks The student will be given opportunity for improvement of marks in any paper by reappearing in the concerned paper in the next examination. The highest marks secured by the candidate in the said paper shall be retained Reappearing Facility The student who fails in any paper may be allowed to appear in that particular paper for a maximum of 3 times within next three years. If the student fails to pass the examination after three appearances, he/she will be expected to undergo the course again Transitory Regulations Whenever a course or scheme of instruction is changed in a particular year, two more examinations immediately following thereafter shall be conducted according to the old syllabus / regulations. Candidates not appearing at the examinations or failing in them shall take the examinations subsequently according to the changed syllabus / regulations.
