Headway rebuilding lives (Hrl) is a community-based rehabilitation service provider supporting people with disabilities, specialising in working with people with acquired brain injury (ABI), their families, carers, friends, service providers, government agencies and other professional bodies. Hrl co-ordinates an integrated range of rehabilitative services for people with disabilities including individuals with complex support needs. Purpose Statement of Headway rebuilding lives To rebuild the lives of people living with an acquired brain injury and other disabilities through the delivery of person-centred community-based rehabilitative services as contained in Hrl s Model of Practice. Description of Hrl Disability Employment Service The Hrl Disability Employment Service (Hrl DES) works with jobseekers to identify and provide employment support. The service also supports employers to accommodate the needs of people with disabilities through on-the-job training, maintenance support and re-training of workers. Code of Conduct Working Environment Employees must abide by Hrl s Code of Conduct and appropriate standards of professional behaviour. Terms of Employment This position encompasses contract-based permanent hours. In consultation and as negotiated with the Hrl DES Co-ordinator, employees may be required to work outside normal operational hours from time to time. A three (3) month probationary period applies to this position in which time the incumbent shall participate and complete the Hrl induction program. Position Summary The Employment Consultant is a multi-functioned employee who is engaged to provide direct services to participants in job placement or support services, training courses, and other programs and activities provided by the employer. This position will have an emphasis on supporting people with disabilities in an employment setting. Employees will be required to assist in the development and administration of programs including client assessment activities, preparation of individual client service programs, the conduct of employment placement and other employment-related activities. Employment Consultants can be expected to monitor and review individual client programs, to monitor, report and advise on client outcomes, and to carry out case management functions and duties. Employment Consultants may also be expected to conduct job clubs, and / or market services and / or clients to employers. All functions are undertaken in accordance with the organisation s Model of Practice and the Disability Service Standards. Service Objectives To provide clients with high quality support that addresses individual needs and enhanced independence, abilities, community participation and/or quality of life. Level Of Responsibility This position is directly responsible to their immediate supervisor for all aspects of service delivery and organisational management whilst at work. Employment Consultants are required to exercise professional judgement within the policy parameters of Hrl and Hrl DES. Employees will also be required to take responsibility for writing reports and assisting in the preparation of funding proposals, liaising with and marketing to employers, industry and the community, participating in co-ordination activities with other agencies, referring clients to appropriate agencies and programs, and carrying out client placement activities. Direction and Supervision Employment Consultants works under general direction but will be given a reasonable level of autonomy. Employment Consultants may be required to supervise lower classified employees in their day-to-day work. This position reports directly to the Hrl DES Co-ordinator and ultimately the Manager Client Services with limited supervision over daily tasks. Core Duties Primary Tasks and Duties Secure work at Award based wages for clients of Hrl DES. Effectively market Hrl DES to target industries to ensure continued appropriate job-seeker referrals, work trials and employment opportunities. Case manage Hrl DES s job-seekers and workers within a quality assurance framework. Conduct professional employment focused job seeker / case manager sessions in group settings and on an individual basis with clearly defined Employment Pathway outcomes that fulfil DSS and Hrl DES administrative requirements. Provide appropriate assistance and support to job seekers and workers including direct hands on support, task breakdown / analysis, and workplace support (including Post-Placement Support and Ongoing Support). Exercise effective communication and negotiation with new and existing employers so as to develop appropriate employment opportunities that meet individual job seeker circumstances. Document all DSS claiming requirements in accordance with the current DSS 2013-18 Employment Services Deed, Hrl policies and Quality Assurance standards, ensuring every possible measure is taken to ensure no claims are missed. Effectively market clients to prospective employers. Other Duties Communicate with, contribute to and support the Hrl DES team and other work teams in a respectful and professional manner. Maintain an awareness of employment, vocational training and disability issues. Attend and actively participate in meetings as required. Attend training courses as requested. Ensure that the service provided is in keeping with the Disability Service Standards and Hrl policies and procedures. Qualifications Formal qualifications in a disability or employment-related field; Relevant experience or expertise in a disability or employment-related field; and / or Certificate IV (or above) in Training and Assessment (or an equivalent).

Possess extensive knowledge and skills in case management, particularly as they relate to working with people with disabilities. SC3. Demonstrated ability to identify client training and support needs, and the ability to conduct formal training and informal on-the-job training. SC4. Demonstrated use of initiative and ability to work autonomously and as part of a small team. SC5. Have an understanding of current issues relating to people with disabilities, in particular as they relate to a person s integration into the workforce. SC6. Demonstrated ability to work under pressure, to meet strict contractual guidelines and tight deadlines. SC7. Possess a Driver s Licence and a National Police History Check / National Police Certificate.
