Health Coordinator Sector: Health Location: Myanmar Employee Type: Employee Category: Regular Full Time Description The International Rescue Committee (IRC) is a private, non-political, non-profit, non-religious organization with its global humanitarian relief tasks for more than 80 years since 1933. Today, the IRC continues to bring swift emergency relief and development to the vulnerable and the displaced people in more than 40 countries. The IRC has been working in Myanmar since May 2008, initially supporting emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since

then, IRC has responded to natural emergencies, such as floods and Cyclone Giri as well as conflict, such as ethnic violence in Rakhine and Kachin states. Over the years, IRC has broadened its portfolio to include health, water and sanitation, livelihoods, and social development programs and aims to employ a holistic approach. The IRC is committed to a longterm presence in-country with the aim of improving the well being of vulnerable populations living the hard-to-reach areas. IRC works in several states, primarily focused in the most marginalized areas of the country, including Rakhine, Chin, Kayin and Kayah States. Inter-communal violence between Buddhist and Muslim populations in June and October 2012 resulted in at least 140,000 people displaced across Rakhine State - 95,372 of which are in Sittwe Township across 23 registered IDP camps. To respond to the needs of both IDPs and conflictaffected host communities IRC currently provides health services in 12 locations in Sittwe and 12 locations in Rathedaung Townships. Seven mobile clinic health teams provide primary and reproductive health services, conduct disease surveillance, and offer emergency referrals when necessary. To complement service provision, IRC mobile clinic health staff conduct health education on immunizations, disease prevention, and water, sanitation, and hygiene. IRC health projects in Rakhine are currently funded by European Commission for Humanitarian Aid and Stichting Vluchteling (the Netherlands Refugee Foundation). Scope of work: The Health Coordinator is responsible for the management and coordination of the IRC Myanmar s Humanitarian primary health care program in Rhakine State. He/She plays a key role in direct technical oversight, supervision and capacity building of humanitarian response health program staff, managing, monitoring and evaluation of program quality. The Health Coordinator will also make significant contributions to the coordination in Sittwe, with the Health and other relevant clusters. Serving as key technical liaison with MOH representatives from Township to Union levels, WHO, and key INGO health actors, s/he will provide support to the WHO-led Health cluster. This support to the general coordination of the health cluster will include participation and leadership in needs assessments, planning and strategy development, advocacy and mobilization, support emergency response/contingency planning, and contribute to disease surveillance and monitoring and reporting. Program Quality: Responsible for leading the Humanitarian health program in line with Humanitarian Accountability Principles of IRC. Monitor activities at field sites to assess technical quality of activities; provide technical assistance, feedback and recommendations to support quality implementation of program activities in line with health program framework. Conduct frequent and regular visits to field sites, document and monitor on-going challenges and provide structured feedback and on the job coaching to team.

With a view to the beneficiary experience, provide critical analysis of IRC program areas and larger health needs of community and work towards obtaining necessary support to address needs. Responsible in the development of detailed program log frames, work plans, monitoring tools to ensure high quality outputs and impact program implementation is achieved throughout the project cycle. Team Management: Responsible in recruitment and supervision of humanitarian health program staff to complete program objectives and activities specified in various grants. Supervise and provide technical oversight of humanitarian program staff using IRC s Performance Management System: Monitor and evaluate staff performance, providing regular feedback and guidance through regular supervisory sessions and on job training. Responsible in capacity development of humanitarian health program staff and program quality in close collaboration with the National Health Director, MC Team Manager, HR department and Senior Technical Advisors. Responsible in the development of program budgets, procurement and spending plans and conduct a monthly review of expenditures to ensure efficient budget management and donor/irc compliance. Project management & Program Development: Ensure adequate and timely reporting on program activities to all donors, program partners (including SHD and other Humanitarian actors, sometimes on daily basis) and IRC staff. Identify needs of community and translate into funding requests. Assist the senior management team in assessment of humanitarian needs in the areas of emergency response in the country as needed. This includes providing significant input to proposal development. He /She will assist the IRC senior management in ensuring the safety of IRC-Myanmar staffs, especially should an Emergency response be required. Assist the Country senior management team in managing of country program staff safety and health preventive and promotion actions. Remain flexible to perform other duties as required or requested by senior management team in order to meet the needs of the target beneficiaries or respond appropriately in the occurrence of an emergency. Representation and Advocacy: Provide leadership within the humanitarian health context in Sittwe and Rathedaung. Develop summaries of context analysis for health status and needs to be used to advocate to donor and humanitarian community (OCHA, UN, etc). Represent the IRC humanitarian health program with Ministry of Health representatives from township to Union level, and at various external coordination meetings and donors as requested by Senior Management.

Represent the IRC humanitarian health program with authorities from township to Union level, as well as other Humanitarian health actors (INGOs, IO s, etc) in close collaboration with Humanitarian Response Coordinator, Field Coordinators and National Health Director. Provide significant support to WHO-led Health cluster, this position will require very active leadership within the Health cluster. Provide analysis of these working relationships and communicate regularly with other IRC Sittwe staff and Yangon staff. Position Requirements: M.B., B. S or MD or RN, with Post Graduate Degree/ Certificate in Tropical Medicine / Medicine/ Health in Disaster or a related field. Proven experience in setting up and managing complex emergency health programs in a humanitarian context, and demonstrated high level skills in program and project coordination, management, mentoring and multi-tasking. At least 5 years of emergency health and related working experiences in UN/INGOs/LNGOs. Experience in managing comprehensive primary health care programs in disaster or conflict area with particular expertise in Primary Health Care, Maternal and Child Health, Reproductive Health, nutrition promotion, malaria control, Water-Sanitation and Hygiene promotion Refugee/IDP health. Strong coordination skills with experience in emergency/protracted emergency setting. Strong budget management skills and experience managing multiple grants. Monitoring and analysis of key activities and outputs is essential along with being able to utilize information in design, implementation and analysis of health program assessments and surveys. Experience and skills in managing and mentoring multidisciplinary health program team in multiple sites in coordination with other sectors to achieve maximum potential is required. Experience of staff capacity building is essential. Excellent communication skills, fluent written and verbal English skills. Experience working in health clusters/coordinating with other health actors. Good computer literacy and have experience of applying database and research softwares. Professional demeanor, ability to work under stressful conditions while maintaining perspective and a sense of humor. Patience, diplomacy, flexibility, critical thinking and analytical skills. Prepared to travel extensively to program implementing hard to reach rural areas, including by boat, a must.
