Expression of interest (EOI) is invited from interested parties for forming a consortium for participation in the above cited tender (Specification No: MD/WZ/PUR/PD-IPDS/06/NIT- 114/22631) with Bharat Heavy Electricals Limited (BHEL) floated by Madhya Pradesh Paschim Kshetra Vidyut Vitaran Company Ltd, Indore (MPPKVVCL, Indore) under IPDS, as the lead bidder of the consortium. Broad Scope Division (Tentative and shall be discussed in detail with the selected party) BHEL SCOPE Engineering, Supply, transportation and supervision of installation, testing & commissioning of 33 kv & 11 kv GIS panels and Capacitor Bank. OTHER PARTNER (Lead partner) Site Survey, Engineering, Supply, Transportation, Unloading, Site Storage, Civil Works, Erection, Testing, and Commissioning of rest of the items. Unloading, Site Storage, Civil Works, Erection, Testing, Commissioning of BHEL supplied equipment Successful completion of performance guarantee tests and handing over of complete 33/11 kv substation & associated works to MPPKVVCL under the referred tender and AMC for five years for the complete package with assistance of BHEL (for BHEL supplied items only).
Brief Scope of work: NIT No. MD/WZ/PUR/PD-IPDS/06/NIT-114/22631 dated 18-12-2015 Specification No: MD/WZ/PUR/PD-IPDS/06/NIT-114/22631 Supply of materials, erection, installation, testing and commissioning of new 33/11 kv, 1x5 MVA sub-station (GIS indoor type), SCADA compatible and expandable to 2x5 MVA with four outgoing feeders with annual maintenance (for five years) on turnkey basis under integrated power development scheme (IPDS) of GOI in Indore & Ujjain district of Madhya Pradesh under the jurisdiction of MPPKVVCL-Indore. The scope of work under the subject package includes site survey, planning, design, engineering, assembly manufacturing, testing, supply, loading, transportation, unloading, insurance, delivery at site, handling, storage, installation, testing, commissioning and documentation of all items/material required to complete the SUPPLY OF MATERIALS, ERECTION, INSTALLATION, TESTING AND COMMISIONING OF NEW 33/11 KV, 1X5 MVA SUB- STATION (GIS INDOOR TYPE), SCADA COMPATIBLE AND EXPANDABLE TO 2X5 MVA WITH FOUR OUTGOING FEEDERS WITH ANNUAL MAINTENANCE (FOR FIVE YEARS) ON TURNKEY BASIS UNDER INTEGRATED POWER DEVELOPMENT SCHEME (IPDS) OF GOI IN INDORE & UJJAIN DISTRICT OF MADHYA PRADESH UNDER THE JURISDICTION OF MPPKVVCL-INDORE The scope indicated in the EOI is tentative however detailed scope of work shall be finalized with the party shortlisted. The party willing to associate with BHEL for this bid should have been in the business of construction of 33/11 kv Power Distribution Substations since at least the last three years. Qualification Requirement for the associate: The interest parties are expected to meet the following technical qualification requirements: Any EPC/Turnkey Contractor domicile in India, who meets the following Technical qualifying requirement may respond to the EOI: 1.0 Pre-qualification criteria Part A: 1.01 Technical: (I) Part I: Supply, Erection, Construction, Testing & Commissioning of 132/11KV or 66/11KV or 33/11KV or 22/11KV Semi-GIS / GIS Sub-Station The bidder must have successfully erected, tested and commissioned substation of 132/11KV or 66/11KV or 33/11KV or 33/22KV voltage class in a single turnkey contract in last 5 years as on the date of submission of EOI, having installation of at least 50% of the transformation capacity considered in proposed bid (i.e. Sum of KVA ratings of Power transformers proposed in the
present bid), and the system so created must be in satisfactory operation for at least one (1) year as on the date of submission of EOI, Or The bidder must have successfully erected, tested and commissioned substation of 132/11KV or 66/11KV or 33/11KV or 33/22KV voltage class in TWO turnkey contracts in last 5 years as on the date of submission of EOI, each having installation of at least 40% of the transformation capacity considered in proposed bid (i.e. Sum of KVA ratings of Power transformers proposed in the present bid), and the system so created must be in satisfactory operation for at least one (1) year as on the date of submission of EOI (II) Part II: Erection, Construction, Testing & Commissioning of 132/11KV or 66/11KV or 33/11KV or 22/11KV AIS Sub-Station OR The bidder must have successfully erected, tested and commissioned AIS substation of 132/11KV or 66/11KV or 33/11KV or 33/22KV voltage class in FOUR turnkey contracts in last 5 years as on the date of submission of EOI, each having installation of at least 40% of the transformation capacity considered in proposed bid (i.e. Sum of KVA ratings of Power transformers proposed in the present bid), and the system so created must be in satisfactory operation for at least one (1) year as on the date of submission of EOI 1.01.2 The bidder should possess "A" Class license issued by the Electrical inspectorate of Govt of Madhya Pradesh/Central Inspectorial organization of Govt. of India/ other state Govt. 1.01.3 Work experiences of the bidder as per above shall be considered only if the works have been executed under Govt./semi-Govt./autonomous body of Central/State Govt./Electricity Power Utility/ Power Deptt./Private Sector in India only. 1.02 Commercial: For the purpose of this bid, the bidder shall meet the following requirements: 1.02.1 For the purpose of this particular bid, bidder shall meet the following minimum commercial criteria in past 5 years (up to 31.03.2015): i. Experience in single completed work of projects execution in electrical Transmission or subtransmission & distribution sector costing not less than the amount equal to 50% of the estimated amount of the project i.e. INR 3 Crores. Or ii. Experience in two completed work of projects execution each in electrical Transmission or sub-transmission & distribution sector costing not less than the amount equal to 40% of the estimated amount of the project individually i.e. INR 2.4 Crores.
1.02.2 Net Worth for the each of the last three Financial Years should be positive. Net worth means the sum total of the paid up capital and free reserves (excluding reserves created out of revaluation) reduced by aggregate value of accumulated loses (including debit balance in profit and loss account for current year) and intangible assets. 1.02.3 Minimum Average Annual Turnover (MAAT) for best three years out of last five financial years of the bidder should not be less than 100% of the estimated cost of the project i.e. INR 6 Crores 1.02.4 Bidder shall have liquid assets (LA) and/ or evidence of access to or availability of fund based credit facilities of not less than 20% of the estimated cost of the project i.e. INR 1.2 Crores and the Banker should confirm that the Credit facility is earmarked for the Work specified under Bid on receipt of the Bid. Liquid assets would include cash (and equivalents), bank deposits, securities that can be freely traded and receivables which has general certainty of getting received 2.0 Pre-qualification criteria Part B: The Bidder shall also furnish following documents/details with its bid: 2.01.1 A certificate from banker (as per format) indicating various fund based/non fund based limits sanctioned to the bidder and the extent of utilization as on date Such certificate should have been issued not earlier than three months prior to the date of bid opening. Wherever necessary, the employer may make queries with the Bidders bankers. 2.01.2 The complete annual reports together with Audited statement of accounts of the company for last five years of its own (separate) immediately preceding the date of submission of bid. 2.01.3 Litigation History: 2.01.3.1 The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years. A consistent history of awards involving litigation against the Bidder or any partner of JV may result in rejection of Bid. 2.01.3.2 Notwithstanding anything stated hereinabove, the Employer reserves the right to assess the capacity and capability of the bidder, should the circumstances warrant such assessment in an overall interest of the Employer. The Employer reserves the right to waive minor deviations if they do not materially affect the capability of the Bidder to perform the contract. List of mandatory documents: 1. Performance Certificate in respect of the work orders furnished as above. 14. A) Nos. of 33/11kV (O/D or I/D) or higher voltage class (GIS/AIS) Sub-Stations (having Transformer Capacity of 3.15 MVA or above) on EPC Contract / Turnkey Contract basis for any Distribution /Transmission/Generation Utility (State/Central) in India during Last Five Financial Years preceding to the year of NIT erected, tested and commissioned by the party as a Principal Contractor (not as a Sub-Contractor) B) Nos of installations having completed more than one year of successful operation, out of the above (at S No A) The figures submitted against the above clause should be accompanied with relevant documents. 15.
