ABOUT THE CITY OF LANCASTER Lancaster is the oldest inland city in the United States, and was an important munitions center during the Revolutionary War. It became the capital of the American colonies on September 27, 1777, when the Continental Congress was fleeing British forces, who had captured Philadelphia. From 1799 to 1812, Lancaster was the capital of Pennsylvania. Lancaster and Lancaster County have been the home of prominent historical figures, including President James Buchanan, Congressman Thaddeus Stevens, and Robert Fulton. Lancaster is home to approximately 56,000 residents, where historic preservation and a cutting-edge arts scene live and thrive side by side. Since that time, the city has been transformed into a regional arts and culture center that combines historic preservation efforts with investment in modern day amenities to create the ideal urban experience. A graduate of American University with a major in American Government and the Dickinson School of Law, Gray began his legal career as an attorney with Neighborhood Legal Services in Pittsburgh, Pa. before moving to Lancaster with artist-wife Gail to serve as director of Central Pennsylvania Legal Services. He entered private practice as a trial lawyer in 1976. 3
