4 2015 PASA GUEST FACULTY BIOS J. Scot Chadwick is the Legislative Counsel at the Pennsylvania Medical Society. Before that he served as Director and then Vice President of Governmental Affairs. Prior to joining the Medical Society in 2001 he served eight terms in the Pennsylvania House of Representatives ( ), where he sponsored several pro-physician tort reform measures. Mr. Chadwick has been involved in virtually all of the Medical Society s major legislative initiatives, including the Act 13 professional liability and insurance reforms of He serves on the National Advisory Board of the Guthrie Healthcare System, in Sayre, PA, and is a former board member at Memorial Hospital and Skilled Nursing Unit in Towanda, PA. Mr. Chadwick is a graduate of Bucknell University and the Villanova University School of Law, and he is the son, grandson and great-grandson of Pennsylvania physicians. Brian Courtney, RPLU, AAI joined The Safegard Group, Inc. in April 2005 and serves as the Healthcare Practice Leader for the company. He is primarily responsible for the direction of client services to the healthcare industry. Brian began his career at the height of the medical malpractice crisis. Working with a large regional insurance broker, Brian served with the healthcare practice leader helping hospital systems and physician groups obtain medical malpractice coverage. Prior to joining The Safegard Group, Brian joined a large national insurance brokerage firm where he gained considerable experience in healthcare risk management serving the needs of large physician groups, long-term care facilities, home healthcare providers, and allied health professional organizations. Brian has completed the Registered Professional Liability Underwriter (RPLU) program, which was developed by the Professional Liability Underwriting Society as a specialized curriculum completely dedicated to professional liability risk management. As it suggests, RPLU professionals are recognized as having the highest level of professional liability expertise to help their clients manage their risk and protect their assets. Brian lives in Downingtown, Pennsylvania with his wife Erin and three kids, Aidan, Carter & Chase. He is active in the community volunteering his time with the Lionville Youth Association and Business Clubs of America. He is also a fitness and nutrition enthusiast recently competing in the Spartan Races, which was voted the 2012 Best Obstacle Course Race by Outside magazine. John Gleason, CASC, CMPE is the Executive Director for Berks Center for Digestive Health (BCDH), a fiveroom endoscopy center, and Digestive Disease Associates (DDA), a fifteen-physician gastroenterology practice located in Reading, PA. Mr. Gleason has been affiliated with DDA and BCDH for 12 years, first as administrator of BCDH and subsequently taking over as Executive Director for both organizations. Prior to working here, Mr. Gleason had six years administrative experience in dialysis centers. John Karwoski, RPh, MBA is the President and Founder of JDJ Consulting, LLC. He earned his RPh at the Philadelphia College of Pharmacy and Science, and his Masters of Business Administration at Drexel University. John began his career as a hospital pharmacist and soon became the Director of Pharmacy Services at the Graduate Hospital in Philadelphia. During his career in hospital pharmacy John noticed how easy it was for medication errors to occur if a physician or pharmacist was not diligent in their work. John's focus on increasing patient safety through proper medication management moved him to action. Although his work in hospital pharmacy was fulfilling, John decided to leave his position and found JDJ Consulting. John resides in Southern New Jersey with his wife and three sons. If you can't find John, look on the Green! He is an avid golfer who enjoys exploring new courses for leisure. His other personal interests include cars and catching the latest blockbusters on the big screen. His most passionate interest, however, is his work. John and his staff at JDJ always have one eye on the future: what's next in medication management for the acute care setting?
5 John P. Milliron, Esq. is the founder and President of Milliron Associates, a well known Harrisburg based Government Relations law firm. At its inception in 1980, the firm provided statewide political campaign management, and since 1982 has specialized in government relations and legislative law. Mr. Milliron is a native of Altoona, PA and represented the city s 79th Legislative District in the Pennsylvania House of Representatives from 1974 to As a member of the House, he was appointed as Chairman of both the House Democratic Rules Committee and the Subcommittee on Third Class Cities. He also served on the Finance, Transportation, Insurance, Urban Affairs and the Business and Commerce Committees. He was chosen by then Majority Leader James Manderino to be the Co-Chairman of the House Democratic Campaign Committee. Mr. Milliron was actively involved in the re-writing of the Motor Vehicle Code in 1975 and the Medical Malpractice Act of He also authored and helped pass the most sweeping reforms in the House Democratic Caucus in decades. These changes included secret ballots for all Leadership positions and the election, rather than appointment by the Speaker or the Appropriations Chairman. Although these are accepted practices today, they were revolutionary in the mid 1970 s. Before his election to the House, Mr. Milliron had attended Duquesne University in Pittsburgh but put his degree on hold. Twenty years later he attended Elizabethtown College nights and weekends, and in1993 obtained a Bachelor s degree in Public Administration, and continued his education at law school the following semester. In 1997 he received his Juris Doctorate from Widener University School of Law and passed the PA Bar later that same year at the age of 50. A true advocate, Mr. Milliron was one of the initial members who started the Pennsylvania Association of Government Relations (PAGR), the state capital s professional lobbyist organization. Today, PAGR has over 400 members and serves as the voice of the profession. He has authored numerous articles for both state and national business journals and magazines. He lectures regularly to students and residents at various medical schools in the Commonwealth, including the University of Pennsylvania and the University of Pittsburgh, on the governmental process and how it impacts the practice of medicine. Mr. Milliron is active in the community and has received numerous awards, including one for his service to the Hershey PA Vent Camp for ventilator-dependent children. He is a licensed private pilot and is a member of St. Joseph Roman Catholic Church in Mechanicsburg. Mr. Milliron is married to the former Deborah Soete-Gumble of Honesdale, Wayne County. Kara Marshall Newbury serves as regulatory counsel for the Ambulatory Surgery Center Association (ASCA), and through this role spearheads ASCA s federal regulatory efforts. Kara primarily works with the Centers for Medicare & Medicaid Services (CMS), advocating for ASCs on issues of payment policy, survey and certification and quality reporting. Prior to this role, Kara coordinated state legislative and regulatory affairs for the association. Before joining ASCA, Kara served as the assistant director, state government affairs at the National Association of Professional Employer Organizations and staff attorney and director of government relations for the Community Financial Services Association. She began her career working for the Ohio Senate, and has sixteen years of state and federal government experience. Kara received her undergraduate and law degree from The Ohio State University. William M. Prentice is the Executive Director of the Ambulatory Surgery Center Association (ASCA) and Ambulatory Surgery Foundation (ASF). Before joining ASCA, Mr. Prentice was the director of the Washington office for the American Dental Association (ADA). Prior to coming to the ADA in 1999 as a senior congressional lobbyist, Mr. Prentice worked in New Jersey as an association executive and as a vice president in a large contract lobbying and public affairs firm. Mr. Prentice started his career on Capitol Hill. Mr. Prentice holds an undergraduate degree in political science from The George Washington University, a Master s Degree in government administration from the University of Pennsylvania and a Law Degree from Rutgers School of Law-Newark. Charlie Schlegel is the Life Safety Code Administrator for the Division of Safety Inspection. He has over 14 years of experience in the health care safety inspection arena, working in private industry as well as state government. Within the Department of Health, Charlie has worked as a safety inspector, a health facility plan reviewer, and a health facility safety inspection manager. In addition to this, he has previously worked as a safety officer for a hospital system. Charlie is currently responsible for all Life Safety Code inspections and plan reviews for 2,000 health care facilities throughout Pennsylvania.
