4 Historic Union Block Building This centrally located brick building, bordering on Pine Court and South First Street, was built in 1906 by Ira E. Shrauger to house his law offices, then in partnership with E.P.Barker, later with E.C.Million and J.P.Houser. Locted directly across Pine Street from the early Skagit County Courthouse, the Union Block has served continuously as offices for lawyers. Alfred McBee, dean emeritus of the Skagit County legal force, was one of many distinguished practitioners to have an office here. The building has also housed restaurants, dry goods stores, a pool parlor, and an early vaudeville theater (The Pastime), in addition to a harness maker s shop, a dental parlor, and an abstract company office. William Dale and Warren Shea operated the abstract of title company, and also dealt in real estate and insurance. Dale had served several terms as County Assessor, and was elected Mayor of Mount Vernon in Ira Shrauger, early owner of the building, had also served several terms as Mayor of Mount Vernon, was an early Skagit County Attorney, and later served as Judge of the superior court. He had practiced law and had opened a bank at Hamilton before being elected to county office, and then made his permanent home at Mount Vernon. Among other professional and civic duties, he served as President of the Skagit County Bar Association, as Treasurer for the County Fair Board, and as an officer and active member of the Mount Vernon Commercial Club, the Knights of Pythias, and the Mount Vernon School Board. Except for some interior design work and accommodations for different kinds of activities, little has been done to change the building from its original appearance and function - with law and professional services on the second floor walk-up, and commercial activities on the street floor level.
