3 1.0. Introduction: The Indian National Centre for Ocean Information Services (INCOIS), Hyderabad is an autonomous body under Ministry of Earth Sciences (MoES), Govt. of India, engaged in projects related to tsunami early warning system, ocean state forecast, ocean observing systems, ocean modeling, satellite oceanography, coastal geospatial applications, ocean data and information management and web-based services relevant to societal needs ( A state-of- the-art National Tsunami Early Warning System (NTEWS) established at INCOIS with all the necessary computational and communication infrastructure enables reception and processing of real-time data from various sensors (seismic, tide gauge, bottom pressure recorders, etc) and generation of Tsunami warnings / watches. In order to build more redundancy, to accommodate additional requirements of data acquisition & processing of various sensors and to improve the performance, it is proposed to augment the existing computing infrastructure of Tsunami Warning System with these blade servers. The proposed blade servers will be mainly configured for (i) Acquisition, Processing & Display of SAIC Tsunami Buoy data Redundant Mode, (ii) installation of Seiscomp 3- Redundant Mode, (iii) installation of HYDRA Redundant Mode, (iv) implementation of Decision Support System (v) Tide Guage Data Acquisition, (vi) BPR Data Acquisition, (vii) National Seismological Data acquisition, etc. 3

4 2.0. Eligibility Criteria: Important Note: VENDORS ARE REQUESTED TO MAKE SURE THAT ALL THE FOLLOWING POINTS (ALL 12 POINTS) ARE ADDRESSED IN THEIR TECHNICAL OFFERS, FAILING WHICH THEIR OFFERS WILL NOT BE CONSIDERED FOR EVALUATION. A CHECK-LIST TO THIS EFFECT MAY BE PROVIDED IN THEIR TECHNCIAL OFFERS 1. The vendor must be a Company registered under Indian Company Act, The vendor must have a minimum average turnover of Rs 3 (three) crores annually during the last three years consecutively. Attested & Audited copies of the Company s Annual Reports are to be attached along with the bid. 3. The vendor should have executed at least 3 orders of similar nature and same OEM as that of blade servers in the last 5 years with Public Sector Undertaking / Government Departments / Reputed Private Sectors. Proof of satisfactory services for the above works from the user shall be attached. 4. The vendor should submit OEM authorization letters for all the products offered along with the Technical Bid. 5. Vendor should enclose documentary Proof of partnership / support arrangements with the respective OEMs without which the offers will not be evaluated further. 6. The vendor must have an ISO 9001:2000 Certifications / CMM Level 5 compliant or equivalent / higher. The copy of the valid Certification should be attached along with Technical Bid. 7. Vendor should have well established service / support centre in Hyderabad with trained / certified manpower in maintaining the systems. Vendor to mention clearly full address of technical support centre at Hyderabad with contact details of responsible engineers. 8. Sales Tax Registration & PAN Copies to be submitted along with Technical Bid 4

5 9. Vendor to provide a list of active (on-going projects) IT infrastructure clients with contact person details. 10. Vendors are allowed to offer more than one technical solution i.e., if vendor desires to offer both half-height and full-height blades, they can submit it separately as Option 1 and Option 2 giving complete technical as well financial details in the prescribed formats, failing which their offers will not be considered for evaluation. 11. Vendors should submit their Technical Compliance Statements duly filled in with details of make, model, processor nos., part nos., deviations, etc. for the complete solution along with supporting technical literature / brochure / datasheets. Those offers not having the above information will be rejected without further evaluation. 12. INCOIS wishes to avail turn key solution (blades, chassis, rack and OS) and vendors who have quoted for complete solution only will be evaluated. 5

6 3.1. Tender Specifications for Blade Chassis S No Component Specifications Compliance (Yes/No) 01 Chassis Blade Chassis to accommodate hot pluggable and hot swap Half Height / Full height blades with SAS/SATA HDD. Same enclosure should support Intel Quad Core, Six Core and 8-Core based blades. Should provide detailed technical information about highly reliable and high performance mid-plane & back-plane design. Vendors to provide complete literature on mid-place & back-plane designs. Support simultaneous remote access for different servers in the enclosure. 02 Interconnect Should support simultaneous housing of Ethernet, FC interconnects fabrics. 03 Blade Server Interconnect to LAN/ Network Pass-thru / Switch based Blade server interconnect to be quoted. Pass-thru / Switch module must be populated with 2 Nos. of Gigabit Ethernet Ports and 2 Nos. of 4 Gbps Fiber Channel Ports for each blade server. One additional gigabit Ethernet card dedicated for remote management. 04 Power Supply The enclosure should be populated fully with required redundant single phase / three phase power supplies. 05 Cooling Each blade enclosure should be fully populated with cooling sub system consisting of redundant hot pluggable fans or blowers enabled with technologies for improved power consumption and acoustics. 6

7 06 Management All required system software should be supplied. Console-based deployment server to set up multiple OS and application configurations and Drag-and-drop servers into configurations, with Built-in pxe services and pxe image tools and script generation and editing. Grouping of blade servers in the console by physical location of rack / enclosure / bay should be possible. Comprehensive web enabled system management tool that monitors the system health, environment, critical action etc. Should be able to perform comprehensive system data collection and enable users to quickly produce detailed inventory reports for managed devices. Software should save the reports for further analysis. Should have provision for a single console to monitor multiple enclosures. Configuration with 128 bit SSL Encryption Security. Management Software Licenses for a fully populated Blade Enclosure should be given. 07 Warranty 3 Years Comprehensive onsite warranty with 4 hour response time (24 X 7). 7

Should be able to manage multiple blades in the same enclosure at the same time. Server management software capable of providing role-based security, alerts of critical component failure (Hard drive, memory, CPU) and notify the same using Warranty 3 Years Comprehensive onsite warranty (24 X 7) with 4 hour response times. 3 Years OS support & subscription should also be included. 9

13 6.0. Technical Terms & Conditions 1. INCOIS wishes to avail turn key solution (blades, chassis, rack and OS) and vendors who have quoted for complete solution only will be evaluated further. 2. Vendors to provide the solution in two part system i.e., Technical Bid (Cover 1) and Financial Bid (Cover 2). 3. Cover 1 i.e., Technical Bid should consists of (i) (ii) (iii) (iv) (v) Details of the Solution Offered for all the items mentioned above Technical Compliance Statement in the given format (Un-priced Bid in the prescribed format along with the acceptance of commercial terms and conditions of INCOIS Submission of proof for the Eligibility Criteria mentioned above Earnest Money Deposit (EMD). 4. Cover 2 i.e., Financial Bid should consists of Price information only for all the items of the solution along with commercial terms & conditions. 5. Vendor is allowed to offer more than one technical solution i.e., if vendor desires to offer both half-height and full-height blades, they can submit it separately as Option 1 and Option 2 giving complete technical as well financial details in the prescribed formats, failing which their offers will not be considered for evaluation. 6. Vendor is responsible to provide three years warranty support for the complete solution including OS. 7. Vendors to offer branded products only viz., IBM, HP, Dell and SUN. 8. Vendors should have well established Service / Support Centre in Hyderabad with trained manpower in maintaining the solution. Vendor to mention clearly full address of Technical Support Centre at Hyderabad with contact details of responsible engineers. 9. Vendors to provide with the list of clients, contact address and phone nos. etc. for evaluation. 10. Vendors to submit a letter of authorization clearly indicating pre and post sales support from the respective OEMs for complete solution offered. 11. Vendors should stock spare parts during warranty period to ensure the availability of the same within 24 hours. 13

14 12. Vendors must make sure that respective OEMs takes complete responsibility for onsite installation / integration of entire solution. The installation of the system should be done by the OEM engineers to enable high level of support. 13. Vendors responsibility is to submit warranty support undertakings from respective OEMs directly to INCOIS. 14. Vendors to submit complete technical literature of the solution being offered to support the claims made in their Technical Bid. 15. Vendors should submit Technical and Commercial Bids in Separate Sealed Covers in the office of Sr. Administrative Officer, INCOIS, Hyderabad. 16. No price information should be reflected anywhere in the Technical Bid, failure of which will cause rejection of the tender. 17. A copy of the bill of materials with the manufacturer s part numbers of the configuration excluding the cost should be furnished along with the Technical Bid (Cover 1). 18. Software upgrades / updates should be supplied free of cost during the warranty period. 19. Delay in service during warranty period will attract penalty. 20. Vendors to submit duly filled in Technical Compliance Statements giving details viz., make, model, processor nos, part nos, deviations, etc for the complete solution along with supporting technical literature / brochure / datasheets without which offers will not be evaluated further. 21. Vendors to offer branded servers only viz., IBM, HP, Dell and SUN. 22. Vendors should not offer any solution that is obsolete or end of life products. 23. Vendors should submit un-priced financial bid in the format given above without which technical offers will not be evaluated further. 24. Payment will be made only after successful installation of the solution, demonstration of solution and training to the INCOIS officials. 25. Vendors are responsible to install OS on the blades as per INCOIS requirements. 14

15 7.0. Contractual Terms and Conditions: Point Details No. 1. Quotation: You are requested to submit your quotation in two separate sealed covers (Cover 1: Technical Bid and EMD, Cover -2: Financial Bid) superscribing the enquiry number and date along with the price details mentioned in Annexure -2 of this document, payment terms, warranty etc. on or before 1530 Hrs November 22, Validity: The offer submitted is to be valid for a period of 90 days. 3. Payment: 90% will be released upon successful demonstration and operationalisation of Intel-based Blade Servers. 10% will be paid after successful completion of warranty period or against submission of advance bank guarantee from any nationalized bank valid for warranty period of three years. No advance payment/s will be allowed and no other payment terms will be considered. 4. Delivery and execution of the total scope specified: 4-6 weeks from the date of issue of purchase order. 5. Warranty: INCOIS needs to have a warranty of satisfactory performance and trouble free operation for a period of 3 years from the date of commissioning. The supplier shall be responsible for any defects that may be developed under the conditions provided for by the vendor and under proper use arising from faulty material design and workmanship and shall remedy such defects at their own cost when called upon to do so. If it becomes necessary for the vendor to replace or renew any defective portion of the Goods, the supplier should make such replacements or renewals without any extra cost to INCOIS. 6. Earnest Money Deposit (EMD): Vendor to submit EMD for Rs.3,00,000/- (Rupees three lakhs only). EMD should be submitted along with technical bid (cover 1) by way of Demand Draft drawn in favour of Director, INCOIS payable at Hyderabad. Technical Bid without EMD is liable to be rejected. 7. Security Deposit: Successful Tenderers are requested to submit Rs.7,50,000/-(Rupees seven lakhs and fifty thousand only) towards Security Deposit by 15

16 means of Demand Draft drawn in favour of Director, INCOIS payable at Hyderabad or Bank Guarantee from any Nationalized Bank valid for a period of one year. 8. Liquidated Damages Clause: In the event of failure to deliver and install the Blade Servers within stipulated date/period as specified in point No.4 above or as per our specifications and in the event of breach of any of the terms and conditions mentioned in the Purchase Order, INCOIS shall have the right. a) To recover from you as agreed liquidated damages a sum not exceeding 0.5% of the price of any stores which the successful tender has not been able to Design, supply and install as aforesaid for each week or part thereof subject to a maximum of 5% of the total price. b) To purchase elsewhere, after due notice to the successful tenderer on the account and at the risk of the defaulting supplier the stores not supplied or others of a similar description without canceling the work order in respect of the job not yet due for supply or c) To cancel the supply order or a portion thereof and if so desired to purchase the stores at the risk and cost of the defaulting supplier and also. d) To extend the period of delivery with or without penalty shall not be more than agreed liquidated damages referred to in clause (a) above, e) To forfeit the security deposit full or in part at the discretion of Director, INCOIS. 9. Force Majeure Clause: If the execution of the contract / supply order is delayed beyond the period stipulated in the contract as a result on out-break of hostilities, declaration of an embargo s or blockage or fire flood, acts of nature or any other contingency beyond the supplier s control, Director, INCOIS may allow such additional time by extending the delivery period as he considers to be justified by the circumstances of the case and his decision shall be final, conclusive and binding. If and when additional time is granted by the INCOIS, the contract/supply shall be read and understood as if it had contained from its inception the delivery date as extended. 16

17 10. Patent Indemnification Clause: The Contractor shall indemnify and keep indemnified the purchaser from and against any and all claims, action, cost charges and expenses arising from or for infringement of patent rights, copy right and other protected rights of any design, plans, diagrams drawings in respect of the stores supplied by the contractor or any of the manufacturing methods or process adopted by the contractor for the stores supplied under the contract. In the event of any claim being made or action being brought against the purchaser in respect of the matter referred above, the contractor shall promptly be notified thereof and he shall at his own expense, conduct all negotiations for settlement of the same and any drawings, plans or diagrams or any manufacturing methods or of patent or any other protected rights and use thereof is at no costs to the latter, the rights to continue using the same or to the extent it is possible to replace the same so as to avoid such infringement and subject to approval by the purchases or modify them so that they become non-infringing but such modifications shall otherwise be to the entire satisfaction of the purchaser. The provision of this clause shall remain effective and binding upon the contractor even after the completion, expiration or termination of the contract. 11. Other special conditions: i. INCOIS does not bind itself to purchase any / all the quantity and to accept the lowest tender and reserves to itself the right to increase or decrease the quantity. INCOIS further reserves the right to split the order among more than one tenderer if considered necessary. ii. iii. iv. Intending tenderer or their authorized representatives will be at liberty to be present at the time of opening of tender on the specified date as given in this Tender Document. If the date fixed for opening of the tender is declared to be a holiday, at a later date the tender will be opened at the same time on the next working day following the holiday or holidays. If the quote is offered on High Sea Sale basis, price should be inclusive of clearance charges, Nominal Customs Duty applicable for Duty Exempted items, Transportation charges to our office including unloading. Documents required along with shipment for High Sea Sales Purchase (Invoice in triplicate of the Indian Subsidiary and well 17

18 as the Foreign Supplier, Packing List in triplicate, Original Airway Bill, Country of Origin certificate, Test Certificate, Preshipment inspection/qc passed certificate, Warranty undertaking) should be submitted by the contractor. v. Standard format of High Sea Sales Agreement will be signed by INCOIS upon submission of the same by the contractor. Documents such as DSIR Registration Copy, Customs Duty Exemption Certificate duly signed by the Head of the Institute and Authorization will be provided by INCOIS. vi. vii. viii. The Director, INCOIS reserves the right to choose, accept or reject any or all requests / offers, in full or part, at any stage, reduce or increase the quantity without assigning any reasons therefore. The quantity/number shown in the document is only indicative. A copy of the terms and conditions laid down here may please be attached along with the quotation, duly signed by the firm in token of having understood and agreed to the same. In case of any dispute or differences arising at any time between this Institute and the firm holding the contract, these shall be resolved in terms of the Arbitration and Conciliation Act 1996 and held at Hyderabad, AP only. Further, this contract is subject to laws of India alone 12. The Director, INCOIS reserves the right to choose, accept or reject your offer, in full or part, at any stage without assigning any reasons therefor. 18
