AR Subject: No-Rise Certification for River Restoration Activities on a section of the West Fork White River near the Fayetteville Executive Airport Dear Mrs. Wrede: The purpose of this letter is to convey modeling results from the stream restoration project designed by the Watershed Conservation Resource Center (WCRC) for the West Fork White River (WFWR) near the Fayetteville Executive Airport. The project, when implemented, will reduce bank erosion, improve in-stream habitat, restore riparian habitat, prevent damage to City, County and Private land, and improve aesthetics of an approximately 4,600 foot reach of the WFWR. The WCRC performed modeling using the HEC-RAS model to demonstrate that the proposed actions of this important river restoration project does not cause an increase in water surface elevation during the 1O0-year flood event. The WCRC developed existing and proposed conditions models for the two scenarios and compared the water surface elevation at those cross sections. The existing conditions model was developed using cross-section locations from previous modeling efforts located outside of the project confines with the addition of cross sections at locations which would demonstrate effects of the proposed activities within the project area. Elevations for the existing model were established using 2009 LiDAR data supplemented with additional survey data within the project area. Manning's oon" values were determined based on previous field studies by the WCRC and are consistent with industry standards. The 100-year flood event discharge was obtained from the May 16, 2008 Flood Insurance Study for Washington County published by the Federal Emergency Management Agency (FEMA). The proposed conditions model was developed by creating proposed cross section geometry for locations which were modeled in the existing conditions model and also occurring in the proposed project limits. Manning's oon" values for the proposed condition were set to the same values as found in the existing conditions model. Based on the modeling results, the water surface will show a slight rise at XS C, D, G, H, and I, with the largest rise being only 0.04 feet, which is within a reasonable margin of precision for the HEC-RAS model. XS E and F both result in a decrease in water surface elevation for a 100-year flood event. The water surface elevations for the ten cross sections modeled as part of the 100-yr floodplain evaluation are shown in the table below. As shown in the table, the proposed project does not exceed a rise of 0.04 feet in any cross section lensth. 380 W.
