2 Cmputerizatin f Transprt Department by implementatin f VAHAN and SARATHI sftware The Ministry f Rad Transprt & Highways has been facilitating cmputerizatin f 975 Rad Transprt Offices (RTOs) acrss the cuntry. RTOs issue Registratin Certificate (RC) & Driving License (DL) that are valid acrss the cuntry. It was necessary t define same standards fr these dcuments n a pan-india level t ensure interperability and crrectness and timely availability f infrmatin. SCOSTA cmmittee setup fr this purpse had recmmended a unifrm standardized sftware acrss the cuntry. Ministry entrusted Natinal Infrmatics Centre the task t standardize & deply the sftware VAHAN fr Vehicle Registratin and SARATHI fr Driving Licenses and cmpilatin f data with respect t Vehicle Registratin and Driving Licenses f all the states in State Register and Natinal Register. The VAHAN & SARATHI are cnceptualized t capture the functinalities as mandated by Central Mtr Vehicle Act 1988 as well as State mtr vehicle Rules with custmizatin in the cre prduct t suit the requirements f all States. 3 VAHAN - The Integrated Slutin fr Vehicle Registratin VAHAN is a highly flexible and cmprehensive system that takes care f all the burdensme activities f Vehicle Registratin, leaving the Transprt Department t deal with mre imprtant business issues. The sftware enables the prcesses at RTO/ARTO invlving Vehicle Registratin, Fitness, Taxes, Permits & Enfrcement t get cmputerized. The J&K State Transprt Department is gverned by bth Central Mtr Vehicle Regulatin (CMVR) and state specific Mtr Vehicle Regulatin (State MVR). Cnsequently, Vahan was cnceptualized as a prduct that wuld capture the functinalities as mandated by CMVR as well as state MVRs. VAHAN Services Vehicle Registratin 1. New Vehicle Registratin 2. 4 SARATHI Sewa Sarathi is a cmprehensive system fr all the activities related t issuance f Driving License by RTOs. It is based n a 3 tier architecture as well as platfrm & database independent sftware, custmized t cater t the needs f individual States. 5 Natinal Register e-services f Registered Vehicles Natinal Register: Data frm the different State Registers situated at State Data Centers flw t the Natinal Register. Selected infrmatin has been envisaged t be captured at the natinal level. The Natinal Register will act as a central repsitry f all crucial data / infrmatin. This will als enable users t avail the service n "Anywhere Service" basis. Natinal Register will prvide infrmatin t DRTH, RTO/ARTO, inter state check pst, plice department and ther G2C services. Set f Services being ffered at present Vehicle Search It prvides a natinwide search ver the digitized data f Registered Vehicles. Stakehlders may view the details f Registered Vehicles nline based n the certain parameters viz. Registratin N either full r partial Chassis N Engine N Bdy Type Fuel Type Clr Name f Manufacturer Make/Mdel etc. Nte: Cmmn Citizen can nly search their wn vehicle by prviding full registratin n and last five digit f chassis n. Varius Reprts n Registered Vehicles Year and Mnth wise n f registratin in different states Year and Mnth wise n f registratin in different RTO/ARTO in J&K state Vehicle Class wise n f registratin in different RTO/ARTO in J&K state State Register: The infrmatin captured at the RTO level may entirely g t state data base, s as t avid any dependency f intrducing new services n the level f infrmatin available at the state level. The State Register will act as a repsitry at the state level prviding infrmatin t State Transprt Department, RTO/ARTO, Autmbile Dealers, Plice Department and ther G2C Services. Cnnectivity: RTO needs t be cnnected with the respective State Data Centre fr the flw f data frm RTO t State Register. Fr this a suitable and secured netwrk infrastructure is in place which is having adequate bandwidth t supprt data transfer between individual RTO/ARTO and State Register/Natinal Register.

6 VAHAN and SARATHI implementatin status in J&K Cmputerisatin f RTO/ARTO in J&K started in year 2006 with financial assistance f Rs lakhs frm Department f Infrmatin Technlgy. The prject prpsal was submitted by the Then Transprt Cmmissiner, J&K. It was decided that VAHAN and SARATHI will be implementatin in varius RTO/ARTOs in J&K in tw phases.
