For nearly 60 years, Doris Dunn has been a valued and leading vendor at the Greene County Fair and is stepping down this year. Commissioner Blair Zimmerman recalls Dunn at various events in the county from his childhood to the present. Dunn has been a fixture in Greene County and we admire her hard work, he stated. Commissioner Dave Coder commented on knowing Dunn ever since he started attending the fair. He stated that he will miss her down there this year and appreciates all her years of service at the Greene County Fair. 2 JULY 27, 2016 GREENE COUNTY GAZETTE 2 Works continues at the Greene County Airport The County Commissioners are excited that the road construction into the airport began June 1, across the road from Murtha Drive on Route 21/ Roy Furman Highway. Commissioner Blair Zimmerman was there for the initial excavation and is monitoring the progress on the project, which involves construction of a new driveway entrance to the Greene County Airport at the intersection with SR0021 and Murtha Drive. In addition, widening and improvements to SR0021 will occur for future development. The contract was awarded in February 2016 to A. 3 JULY 27, 2016 GREENE COUNTY GAZETTE 3 BOARD OF COMMISSIONERS: During the Commissioners regular board meeting on Thursday, July 14, the Commissioners approved the following: Municipal Recycling Program Grant Agreement between the County of Greene and the Department of Environmental Protection in the amount of $250,000 Request for release of funds from the Housing Authority of Greene County Lease agreement between the County of Greene and Fred Clark for the sole purpose of produce and vegetation sales at the intersection of Elm Drive and Route 21 Allocation in the amount of $2, to Carmichaels VFW for the purchase of a freezer Financial statements and required supplementary information and supplementary information year ended December 31, 2015 from Maher Duessel Financial Statements for the years ended December and 2013 for the County 911 fund from Maher Duessel Lease agreement between the County of Greene and John G. Brodak for Magisterial District pending Solicitor approval The Commissioners presented a Certificate of Appreciation to Doris Dunn This Month in Greene County Government for her commitment and dedication to the Greene County Fair and other County events. Under Bridges, the Commissioners approved the following: Supplemental Agreement B between the County of Greene and the Department of Transportation for County Bridge #78 Forty- day time extension for County Bridge #36 as a result of a utility infrastructure and utility adjustment delay Award a bid for County Bridge #55 (over Bloody Run in Gilmore Township) to Thomas Construction, Inc in the amount of $591, Award a bid for County Bridge #78 (over Owens Road in Richhill Township) to Gavlik Construction, Inc in the amount of $694, Reject all bids for County Bridge #102 (in Aleppo Township) and advise the Chief Clerk to re-advertise the bid Under Veterans Affairs, the Commissioners approved an agreement for the care and maintenance of 28 graves in the Enon Cemetery located in Richhill Township. Under Emergency Management, the Commissioners approved the following: Agreement between the County of Greene and DQE Communications for dark fiber service Resignation of Mike Onosku from the Local Emergency Planning Commission (LEPC) Board of Directors Appoint Kay Jo Fisher to the Local Emergency Planning Commission (LEPC) Board of Directors Under Human Services, the Commissioners approved the following: FY2016/2017 Human Services Block Grant Plan. FY2014/2015 Medical Assistance Transportation Allocation Agreement between Greene County Transportation and Cornerstone Care Under Mental Health & Intellectual Disabilities, the Commissioners approved the Infants, Toddlers and Families Medicaid Waiver Operating Agreement with the Office of Child Development and Early Learning. Under Tourism, the Commissioners accepted the resignation of Samuel Crowe from the Tourism Board of Directors and appointed Kayla Patton to the Tourism Board of Directors and will table the other appointment. Under IDA, the Commissioners allocated $10,000 to the IDA for work being done in Mather. Under Public Comment, Chief Clerk Jeff Marshall announced that the recycling event that was held at the fairgrounds was a success.

4 JULY 27, 2016 GREENE COUNTY GAZETTE 4 PRISON BOARD: During the Prison Board meeting on Thursday, July 14, the Commissioners made the following motions: Judge Toothman made the motion at 11:50 am and Commissioner Coder the second to go into executive session regarding personnel matters Controller Balint made the motion at 11:55 am and Commissioner Zimmerman the second to go back into the regular prison board meeting Security: Continue to house inmates from Fayette County Prison MTI has sent a replacement transformer for the intercom system. Scott Kelley installed it and the intercom system is still experiencing operating issues. Scott has been notified Training: Corrections officer Rhonda Rafail has graduated from the Department of Corrections Training Academy All staff has been certified in the use of Narcan. Policy has been written and the prison is coordinating with the doctor to order the Narcan for inventory. A copy of the new policy Maintenance: has been provided to all members of the Prison Board. Accept the Narcan policy All staff received certification/recertification in handcuffing, O.C., and the taser Corrections Officer Neligh supervising the work crew in general painting of the facility and grounds Work crew has started trenching for camera lines to be layed for new camera system Deposits totaling $2,120 have been made with the Treasurer s office for work release and weekend inmates. Fayette County owes $11,600 for June 2016 inmate housing. General Discussion: Commissioner Trader told the board that a reporter from the Post Gazette has reached out regarding the drug issues and the use of Narcan. She will be meeting with Commissioner Trader, Deputy Kraus and Doctor Harper. A date has not been set up yet. Discussion regarding the Warden Job Description and looking for the best practices and incorporate it all together in the job description. Reaching out to other counties and the County Commissioners Association. Judge Toothman recommended a committee to consider the job applicants. Commissioner Coder made the motion and Commissioner Zimmerman the second to appoint Judge Toothman, Commissioner Trader and the Sheriff to interview the applicants. RETIREMENT BOARD: During the Retirement Board meeting on Thursday, July 14, there was no new business to discuss. The Commissioners would like to take time to welcome our new employees that were hired in July, and introduce each new hire to the rest of our county employees. Welcome to the county and we hope that you are happy in your new position. We have an open door policy for all our employees, and hope that you feel comfortable to drop in should you have any concerns. It's a real pleasure to see so many interested young people willing to work during the summer season, whether it is lifeguarding, park workers, guest relations, day camp workers or a summer intern for one of our departments. We welcome you and thank you for making our summer season possible by supporting our youth programs. It is our hope that you are learning good work ethics, appreciate the opportunity for summer employment and plan on returning to work with us in the future. The County Employee Handbook can be accessed through our intranet website for employees only, or you can obtain a copy of the handbook at the Human Resources office at any time. We expect all of our employees to abide with the rules and regulations stated in the employee handbook; but should you have questions, please contact Becky Harris, our HR Director at Kim Furmanek Joins Public Defender Office Kimberly Furmanek will become an Assistant Public Defender announced Harry Cancelmi, Greene County Public Defender on August 1, Kimberly is a 2013 graduate of Widener Law School at Harrisburg where she attained a Juris Doctor degree after attending college at Washington & Jefferson. She briefly interned in the Greene County District Attorney s office with District Attorney Marjorie Fox after law school and has been in private practice for herself and also providing specialized assistance to attorneys. One of those attorneys is David F. Pollock, who when he was the Greene County District Attorney, first met Kimberly Furmanek in 1994 when he prosecuted her stepfather Edward Patterson, his friend John Jo Jo Lavigne, and his girlfriend Tammy Jones for the murder of her mother, Rhonda Furmanek. Kimberly, then age 7, was a witness at the trial. Patterson and Lavigne were convicted of first degree murder and now serve life sentences in state correctional institutions. Jones, who cooperated with authorities, pled guilty and was sentenced to 8 to 20 years incarceration. She was paroled in Ironically, she now will work with Harry Cancelmi, whom she also first met in the Courtroom in the jury trial of Patterson and Lavigne 21 years ago. Cancelmi was appointed by the Honorable H. Terry Grimes to represent Jo Jo Lavigne. The then Public Defender John Hardisty along with Kirk King, Esquire, represented Patterson. The Honorable Lou Dayich, now Judge in the Court of Common Pleas represented Jones. Furmanek lives now in Waynesburg. After the death of her mom, she lived with her grandparents Dennis and Carol Furmanek near Graysville. She graduated from West Greene High School in I was put in the courtroom by the brutal murder of my mother when I was just starting elementary school. Somehow I always thought that I wanted to make a difference. At first, that was an interest in being a prosecutor; I am an advocate for women and against domestic violence; I represent children and families in trouble. And now, yes, I do represent poor people accused of crime who deserve exoneration or a lesser degree of culpability. said Furmanek. New employees continued page 8

9 JULY 27, 2016 GREENE COUNTY GAZETTE 9 Commissioners congratulate recent graduates of the Corrections Training Academy Nathan Kelley, Food Services and Rhonda Rafail, Corrections Officer, both county employees at the Greene County Prison, are recent graduates of the Pennsylvania Department of Corrections (DOC) Training Academy located in Elizabethtown, PA. To attend the academy, you must already be employed by the DOC; and the training is a requirement of their job. The training serves as an orientation and introduction to the Department for all newly hired DOC employees. The length of the course varies based on job classification, and the course objectives include: communication skills to effectively deal with inmates, staff, visitors, and the public in the performance of their job duties; to apply professional and ethical behavior in the performance of their job; and to practice the fundamentals of static and dynamic security specific to a correctional setting. Other objectives include training to determine what observations and actions need reported and documented, and to utilize the proper chain-of-command; to use the fundamentals of team building in a correctional setting; to correct negative behavior and reinforce positive behaviors displayed by inmates in their facilities. Nathan is the son of Scott Kelley, our IT Director, and was home schooled by his grandmother (Scott's mother) from 7th grade through 12th; but, he attended Greene County Vo-Tech's Culinary Program and did extremely well! He was one of two or three students that even took the final "Serv-Safe" certification test and was only one of two that passed. Nathan didn t want to take the certification test but his grandmother and the culinary instructor at Vo-Tech basically talked him into it - and he took it and passed with flying colors! When Nathan turned age 18, Scott asked him what he wanted for his birthday and Nathan said "a job at the prison cooking." So Scott talked to the warden at the Greene County Prison, and asked if he'd give Nathan an interview when there was a job opening. Scott warned the warden that Nathan was only 18, but he had his certification for it. Nathan was the only person interviewed that had the required certification, he was hired in August 2012 and has worked in food services at the Prison since. Nathan enjoys spending time with his 2 year old daughter, Hailie. Papa Scott says "that Nathan's really good with her and she just loves him she is really a daddy s girl." But Scott adds, "she is really 'papa's' girl as well", lol! Nathan has worked at the prison for 4 years. At age 19 he bought a house so Hailie could have a stable place to grow up. Also because he is a County employee, he provides the health care coverage for Hailie. 10 JULY 27, 2016 GREENE COUNTY GAZETTE 10 Rhonda, has been employed at our Greene County Prison as a Corrections Officer since October 2014, and was promoted to full time in April Rhonda said that "she definitely felt the training was very helpful in working with and dealing with prison inmates". She enjoys her job, and appreciates all the training she has received to help her handle difficult situations. Previous to her employment at the prison, Rhonda worked for 6 years at the Advanced Physical Therapy Center in Waynesburg as a physical therapist aide. On June 26, 2016, Rhonda's 20-year old son, and member of the National Guard Unit of Pennsylvania, was deployed to Amman Jordan to serve for at least 9 months. He has been assigned to work with the Palestinian refugees in a camp near Amman; which naturally has Rhonda concerned about his safety. Conservation District Distributed 30 Rain Barrels The Greene County Conservation District in cooperation with Waynesburg Borough recently held three workshops that focused on the importance of reducing storm water and best practices for home owners. Thirty rain barrels were constructed during the workshops and taken home at no cost to the attendees. The $50 supply fee for each rain barrel was provided through a grant from the Pennsylvania Department of Environmental Protection and U.S. Environmental Protection Agency. Rain barrels mimic the effects of natural landscapes by reducing and slowing storm water runoff from roofs. An average sized roof may shed more than five-hundred gallons of water during a moderate rain storm. A rain barrel collects a portion of this water and stores it for later use by the property owner. This results with a savings in the property owner s water bill and stores a supply of water suitable for watering gardens, washing vehicles and equipment, cleaning decks and windows and a host of other household tasks. This water should not be used for drinking, food preparation or bathing. Storm water management practices like rain barrels help communities and the environment by reducing flood risk, lessening stream erosion and improving water quality. Reducing storm water is a critical need in communities across Greene County and reducing roof runoff with a rain barrel is a great place to start. For information about storm water, rain barrels or future workshops, contact the Conservation District at Financial and other support for this project was provided by the Pennsylvania Association of Conservation Districts, Inc. through a grant from the Pennsylvania Department of Environmental Protection under Section 319 of the Clean Water Act, administered by the U.S. Environmental Protection Agency. 11 JULY 27, 2016 GREENE COUNTY GAZETTE 11 Greene County Drug Summit address opioid addiction Value Behavioral Health and Greene County Human Services organized a Drug Summit on Friday, July 8 on the Waynesburg University campus. According to estimates provided by professionals who work with drug and alcohol addicts, about 80 percent of those addicted to heroin got started on their downward spiral by first taking prescriptive pain killers. Greene County is not immune to the opioid epidemic ravaging many of our nation's communities. To help professionals working with those in the county plagued by heroin and prescriptive pain killer addiction, Value Behavioral Health and Greene County Human Services organized a Drug Summit with the theme "Striving to Be Stronger Together." Attendees at the summit included close to 50 professionals from Greene County who work with drug and alcohol addicts, along with speakers State Attorney General David Hickton; Dr. Mark Fuller, addictionologist and CEO of Value Behavioral Health; Bawn Maguire, a clinical nurse specialist in the Neonatal Section at Magee-Womens Hospital of UPMC in Pittsburgh; and two recovering opioid addicts, Jason Snyder and Ashley Potts, who narrated their personal addiction stories. In the current fiscal year, Human Services of Greene County plans to schedule educational events on opioid addiction. 12 JULY 27, 2016 GREENE COUNTY GAZETTE 12 Twenty-seven win awards at State Championship Twenty-seven members of the Hunting Hills Hawkeyes, Greene County s Scholastic Clay Target Program team, received a total of 32 awards during the Pennsylvania Scholastic Clay Target Program Sporting Clays Championship, held June 18, at Buffer Creek in Somerset, Pa. The event involved 213 youth shooters from across the state competing in a 100-target shoot to determine state winners in six skill divisions: rookie, intermediate entry, intermediate advanced, junior varsity, varsity and collegiate. Awards were given to the top three teams in each division, as well as the highest overall and first- through third-place scorers in each division. The highest overall male and female individual shooters of the entire competition also received awards. A total of 51 Hunting Hills Hawkeyes members participated in the shoot. Hawkeyes squads took first-place in four divisions, second-place in one division, and third-place in three divisions, along with seven individual and two collegiate awards. Two squads placed in the rookie division. The squad consisting of Robert Dillon III of Adah, Graham Hill of Morgantown, and Cole Jones of Jefferson took first place with a combined score of 182. Ivan Pavick of Jefferson and Johnathan Riley of Waynesburg took third place with a score of 65. Dillon and Jones placed first and second in the division with individual scores of 73 and 62 points, respectively. In the intermediate entry division, Ethan Wise of Morgantown, Owen Hughes of Rogersville and Landen Friend of Point Marion won first place with a combined score of 169. Hughes placed third with an individual score of 60 points. Hawkeyes squads placed first and second in the intermediate advanced division. The first-place squad consisting of Tristan Cole of Waynesburg, Hunter Orrahood of Waynesburg and Aaran Hinerman of Waynesburg had a squad score of 211. Finishing in second-place with a score of 197 was the squad of Tucker Hughes of Rogersville, Kolby Smith of Waynesburg and Thaine Miller of Waynesburg. Cole placed second with an individual score of 79. Kyleigh Kozel of Carmichaels and Abby Ozohonish of Clarksville were top scorers in the division placing first and third for highest overall female with individual scores of 61 and 34, respectively. In the junior varsity division, Cameron Cernuska of Jefferson, Corey John of Holbrook and Noah Haines of Greensboro won third-place with a combined score of 183. With a total score of 237, the Hawkeyes squad with Zach Abbott of Rogersville, Randy Durr of Greensboro, and Hunter Scott of Carmichaels finished first in the varsity division. Placing third in the division with a combined score of 223 were Chase Faddis of Carmichaels, Branden Sanders of Waynesburg and Walker Smith of Waynesburg. Durr placed first in the division with an individual score of 84 and placed second overall among all shooters. In the collegiate division, Andrew Buchtan, Jr. of Greensboro won third-place with an individual score of 81. Montana Bellis of Dilliner also placed third with her individual score of 64 in the ladies category. Last year, 58 members of the Hawkeyes competed in the state shoot in Harrisburg, with 23 members receiving 18 medals and trophies for their performances. Hawkeyes squads took first-place in four divisions, second-place in one division, and third-place in two divisions, along with 10 individual and one collegiate awards. Continued on Page 13

13 JULY 27, 2016 GREENE COUNTY GAZETTE 13 The Hawkeyes formed in February 2009 as part of a pilot Scholastic Clay Target Program in the county. More than 60 students in grades five through 12 have participated in the program each year. The team s home base of Hunting Hills is owned and operated by Sally and Roy Sisler, who first approached the Greene County Commissioners in 2008 about starting a Scholastic Clay Target Program. Overseeing this year s program were head coach Chuck Mallory and assistant head coach Randy Coss, along with several assistant coaches. Nationally, the programs are sponsored by the Scholastic Shooting Sports Foundation. Locally, the Greene County Commissioners, Hunting Hills and the Department of Recreation sponsor the program, with support this year from Big Covey Quail, Chapman Corporation, East Coast Risk Management, First Federal Savings and Loan of Greene County, Friends of the National Rifle Association, I-79 Honda, Midway Foundation and Rocky Mountain Elk Foundation. The program s mission is to promote and teach young people the fundamentals of gun safety, team work and outdoor sports. After extensive testing of the new system, we began phasing in live usage. On Monday, July 18th, employees in the County Office Building went live with the new Kronos T&A System, which meant no longer using paper timecards! 18 JULY 27, 2016 GREENE COUNTY GAZETTE 18 Run4Morgan race pre-registration deadline Aug. 1 Morgan s Army is partnering with the Greene County Commissioners and the Department of Recreation to host the first Run4Morgan 5K Run/Walk beginning at 9 a.m. on Saturday, Sept. 10, along the Greene River Trail. Participants can sign up for the race at a pre-registration rate of $20 by Monday, Aug. 1. A sleep-in category is also available for those who would like to donate but not participate in the walk/run with a donation of $20 or more. Each participant will receive a t-shirt and bag that will be available on race day. Sizes are limited and only guaranteed if preregistered. A tent will be set-up to serve as race-day registration and packet pick-up from 7 to 8:30 a.m. at the Greene Cove Yacht Club in Millsboro, Pa. Race starts promptly at 9:00 a.m. at the Greene River Trail Head. Race times will be officiated by SERJ Racing Services of Uniontown. Refreshments and awards will be held following the race. Proceeds from the event will benefit Morgan Yoney. Morgan is a 22-year-old woman who has Cystic Fibrosis. On January 15, 2010, Morgan received a double lung and liver transplant at Children s Hospital of Pittsburgh. For the first 3 ½ years, she did incredibly well and was able to achieve many dreams as a normal teenager, such as celebrating her Sweet 16, getting her license, graduating high school in 2012, and attending college at Slippery Rock University where she joined Alpha Sigma Tau Sorority. Unfortunately, in May 2013, Morgan took a turn for the worst and was diagnosed with Humeral Rejection of the Lungs and Steroidal Rejection of the Liver. As her liver recovered, her lungs did not; and over the next few months, it was confirmed that Morgan was in Chronic Rejection of the lungs. Recently, it was decided that Morgan has declined enough that she has been listed for another double lung transplant at UPMC Presbyterian.
