To lead the commissioning of education and training for Newham s 8, year olds ensuring high standards of, information advice & guidance is available and delivered to pre- 16 learners to enable them to make appropriate decisions about their post-16 learning. Responsible for social care assessment and intervention services. Oversight of the family court proceedings. Responsible for the delivery of services to children who are looked after and care leavers. To head an internal business unit which will provide operational and strategic management for the Early Start service, achieving upon outcomes agreed though a commissioning specification. To ensure the newly created Early Start business unit meets its statutory obligations and complies with best practice. To ensure the Early Start service delivers positive outcomes and value for money for Newham residents.

6 Group SEN and Inclusion Service Placements Families First Service Strategic Primary Deputy Head Behaviour Support Strategic Early Years (Acting) Learning And Curriculum To work with the Head of Inclusion and Behaviour Support to develop the strategy for SEN and Inclusion responsibility for the delivery of leadership and management of statutory and non statutory services for children and young people with complex SEN. To ensure engagement between the local authority and its schools in the development of inclusive practice. Managing the Adoption Team. Managing the Fostering team. To provide strategic and professional leadership of the Behaviour Support Service and Elective Home Education. To ensure delivery of a first class service that maximises the inclusion, achievement and progression of children and young people with Social, Emotional and/or Behavioural Difficulties, so that when additional support is needed it is local, responsive and easily accessible. To plan, develop, deliver and review performance, commissioning and governance of services, so that best value is delivered, and the chances of children and young people are maximised Raising quality of provision in Early Years, Supporting practice and delivering training and Strategic responsibility for Early Years Block funding (part of DSG) Operational management of the day to day systems within the Newham Virtual school and deputising for the Virtual Head teacher in their absence. Undertaking PEPs and attending exclusion, annual review and other pertinent meetings within schools that Newham LAC attend. Ensuring that all professionals working with LAC are aware of the needs of young people through training, and are able to promote their education to achieve the best possible outcomes for young people

7 Service - Triage Group - Sensory Partnerships and Workforce Responsible and accountable for the provision of a high quality initial response to children and young people referred to Triage as in need of support or protection, including effective research and decision-making about which service is best placed to respond to the child s needs. To lead the strategic development of the service including communication and engagement with partners. To lead on ensuring effective reporting and recording of information about particularly vulnerable groups of children including those at risk of child sexual exploitation, children missing from home and care and those on the gangs matrix. The Service is responsible for the out of hours Emergency Duty Team for Children and. Managemen of a team, including teachers. Management of budget. Ensure that children who are deaf, visually impaired and with multisensory impairments aged 0 16 achieve their full potential. Management of the Local Safeguarding Children Board. Workforce for CYPS, Children s Rights and Parent Partnership service Group - Special Education Needs To maintain an overview of and responsibility for identification and assessment systems for children with special educational needs 0-19 and to deliver a high quality service in relation to identification, assessment and placement of pupils with SEN in line with statutory legislation. To lead on the completion of complex SEN assessments and amendments to SEN documents (including legal documents) and ensure that these are done with statutory timeframes. To lead and develop arrangements related to home to commissioning school travel assistance, including contract oversight and management of staff. To monitor and challenge performance of providers particularly in i) the submission of applications for and ii) the review of funding for children with complex special educational needs, keeping abreast of local intelligence and performance information. To manage the efficient operation of services to ensure the delivery of high quality, fully integrated services to children, young people and their families in line with the requirements of national legislation and guidance. To lead the development of the newly established Data and Impact Unit, ensuring that it meets its objectives and adds value to work across CYPS

8 Group Complex Needs and Dyslexia Service Ensure the delivery of high quality, fully integrated services to children and young people with signifcant learning difficulties and their families in line with the requirements of national legislation and guidance. To manage the efficient operation of educational support services for children and young people( 0-16 years) with significant lifelong learning difficulties which is local and easily accessible. To make available to children and young people with significant learning difficulties a targeted and specialist service that fulfils their potential when they require additional educational support. Group Language Communication and Interaction Service To make available to all children, young people and families in Newham a first class universal service that fulfils their potential, and when they need additional support, provide services that are local and easily accessible. To support the Head of Service in the development, delivery and review of planning, performance, commissioning and governance of services for children, young people, their families and carers so that overall costs are reduced but the life chances of children and young people are maximised. To work closely with schools, other managers and teams in Children's Services to develop common ways of working and share expertise and learning across professional boundaries. Operations Operations Operational lead for safeguarding, parenting, family support services in Early Start Children's Centres. Manage service delivery of group work/ 1-1 in parenting/family support /core offer of CC's. To deputise for Head of Service in multi-agency forums and monitor/ report on performance in ES centres. Strategic, and operational development of a business model for Children Centres and Early Help. Delivery of statutory responsibilities as set out in the Childcare Act 2006 and Ofsted evaluation. Oversight and management of Children Centres and Early Help Plus resources including staffing and buildings.
