1 Responsibilities Chief Executive In the role of Head of Paid Service in line with the Council s constitution be responsible for the effective management of the authority, and key strategic policy objectives and priorities. To lead decisively and inspire the Chief Officers Executive, the Chief Officers Board and staff to deliver the Council s vision, values and objectives in a coordinated, corporate approach. Ensure that all the resources within the council s remit are used effectively and in a coordinated way to deliver excellent customer service to all those who work, live in or visit the Town. Act as an ambassador for the Council to ensure it is fully engaged with its stakeholders and communities to fulfil its community leadership role. Assistant Chief Executive Lead the Strategic Corporate Policy & Planning, Organisational Planning and Performance Management arrangements. In addition responsible for the Council s Legal advice, Communications & Customer Services, Democratic Services and Business Support functions. To undertake the role of Council Monitoring Officer and other defined Statutory roles in line with the Council s constitution. Chief Executive Darlington Partnership Direct, develop and drive forward the work of The Darlington Partnership, as the Local Strategic Partnership for Darlington. This is a strategic, high profile role, with strong engagement at a senior level with private, voluntary and community sectors. Head of Democracy & Customer Services Responsible for the Democratic functions: Customer Services, the Register Office, the Town Hall and Business Support services. Act as Deputy to the Assistant Chief Executive in respect of election responsibilities; and proper officer functions in relation to electoral administration and the Register Office. Head of Legal Responsible for managing Legal Services and Procurement functions of the Council. Director of Commissioning Responsible for providing strategic leadership and direction across a diverse range of people related services and functions meeting the needs of people in Darlington, whilst ensuring delivery of targets.
2 Director of Public Health Advocate of public health across Darlington CCG and DBC. Lead responsibility for promoting and protecting health and wellbeing, tackling health inequalities, and improving healthcare quality. Responsible for strengthening the capacity across the whole public sector to improve the health of the population. Assistant Director Adult Social Care Lead the strategic direction of adult services working closely and effectively with commissioners and key stakeholders. Support and develop service integration via the development of integrated health and social care teams. Responsibility for the operational management of all adult services across Darlington. Public Health Specialist Responsible for planning, managing and leading defined elements of strategic development within public health across Darlington. Liaison and interaction within the organisation, local strategic partnerships and other key stakeholders to maximise health improvement and reduce health inequalities. DAAT Joint Commissioning Unit Manager Lead and coordinate the local delivery of national Drug and Alcohol Strategies across Health, Social Care and Criminal Justice settings. Lead the commissioning of alcohol and drug treatment services to meet the needs of the local population. Head of Learning Disability and Mental Health Provide strategic and operational leadership for a range of specialist services with statutory responsibilities. Accountable for the overall quality, performance and direction of the service and specifically the development of integration. Ensure the service embraces and develops innovative social work practise which make a meaningful difference to people lives. Maintain the highest standards in relation to children and adults safeguarding. Director of Economic Growth Providing strategic leadership and direction across a diverse range of services and functions contributing to the Economy of Darlington and Darlington as a place to live and work. Assistant Director Economic Initiative Responsible for the effective leadership of his/her service areas, contributing to outcomes for Darlington as a place, whilst ensuring delivery of targets.
3 Assistant Director Highways, Design & Projects Responsible for the effective leadership of Highways, Design and Strategic Capital Projects contributing to outcomes for Darlington as a place. Assistant Director Regeneration Projects Responsible for the effective leadership of Regeneration Projects, contributing to outcomes for Darlington as a place. Work with Third and Private sectors to deliver key strategic priorities identified by One Darlington: Perfectly Placed. Assistant Director Regulatory Services Responsible for providing the Council with comprehensive services in respect of Regulatory Services and contribute to corporate and strategic working, whilst ensuring delivery of targets. Director of Neighbourhood Services & Resources Undertake the role of Council Section 151 Officer and other defined statutory roles. Responsible for providing strategic leadership and direction across a diverse range of frontline community services and support functions. Assistant Director Community Services Responsible for the effective leadership of Environmental and Street Scene, Cultural, Commercial, Transport & Building Cleaning Services contributing to outcomes for Darlington as a place. Assistant Director Housing & Building Services Responsible for the day-to-day strategic and operational management of the Council s housing stock, relationships with social housing partners, capital works, revenue collection and benefits. Assistant Director Finance & Human Resources Chief Finance Officer, responsible for financial and corporate assurance service for the Council. Lead the Human Resource (HR) including partnership with Xentrall Shared Services for HR and Finance. Provide strategic and operational advice and support to Members, Officers of the Council and its partners, whilst ensuring delivery of targets. Corporate Assurance Manager Provide leadership and guidance on the information assurance agenda to meet the national standards required to be safe in its responsibilities related to Information Governance Records Management.
4 Head of Culture Head the overall operation, delivery and strategic direction of Cultural Services, including cultural facilities, events and programming, sports and physical activity programme, museum management, arts management, library service and CCTV Control Room. Head of Housing Services Lead the strategic direction of Housing Services working closely and effectively with key stakeholders. Responsibility for the operational management of all Housing Services and continuous service improvement. Service Director Children s Services Undertake the role of Director of Children s Services and discharge the statutory responsibilities set out in the Children s Act Including providing strategic leadership to the delivery and development of policy and services to children and young people in Darlington that maximise good outcomes, and ensure the needs of children and young people inform policy making and priority setting. Responsibility extends to safeguarding of children and young people and Education services. Head of Early Years Responsible for the effective management of Early Years and Sure Start services across the Borough of Darlington. Head of Learning and Skills To Follow Senior Specialist Psychologist To work with schools and looked after children service to deliver and develop specialist psychological services. Head of Provision To Follow Head of First Contact and Locality Operational responsibility for the delivery of family support services to children, young people and their families or carers. Ensure the delivery is in accordance with strategy and service specification, agreed with Children s Services Commissioners and Health Commissioners.
5 Head of Looked After, Youth Offending & Edge of Care Services Lead the strategic direction of children s social care and youth offending services, working closely and effectively with key stakeholders and commissioners. Responsibility for operational management and the continuous service improvement and delivery. Head of School & Pupil Support Services Principal Advisor on issues relating to processes and systems for admissions, Education Other Than at School (EOTAS) and Specialist Education Needs (SEN) assessment, and provision. Develop policy to ensure clear strategic linkages between school pupil placement planning and available capital investment. Responsible for operational delivery and strategy relating to statutory school transport services and adult transport services.
