The past editions of the World Championships, divided by discipline, have achieved a sensational success in terms of audience and level of appreciation; excellent organizational levels have been achieved from Americas to Oceania, from Europe to Asia up to reaching the borders of the vast area of the sub-saharan Africa. For the first time FIRS decided to conceive a great event, not just limited to sports, which will gather at the same time and in one single venue all our World Championships. The dream of millions of skaters has finally become reality: the ROLLER GAMES! athletes from over 100 nations around the world will compete for the world title of their discipline attracting different types of public: the precision and elegance of Artistic Skating, the agility and endurance of Speed Skating, the strength and precision of Inline Hockey and Rink Hockey, the tricks of Skateboarding, the speed and adrenaline of Inline Downhill, the freshness of Inline Freestyle, the combination of aggressiveness and athleticism of Roller Derby and the roller slalom of Inline Alpine. The beating heart of the Roller Games will be the Roller Village, where athletes, coaches and aficionados can meet, experience their own and others culture in a new and engaging way: restaurants and bars, clubs, a place of encounter where each country will have the chance to promote its own culture and host its athletes, a cosmopolitan village belonging to all and destined to all, open to youngsters as well as those who choose to live this wonderful experience. The Roller Games will be a spectacular event with sports competitions, contests, workshops that will involve the whole Roller Sports movement in 16 days of pure adrenaline and fun for all participants leaving unforgettable memories and feelings. Great visibility, opportunity to increase tourism, chance to be the Host City of the first edition of the FIRS World Championships - Roller Games 2017, are just some of the reasons to participate in this bidding procedure. 8 I.INTRODUCTION MISSION, VISION, MOTIVATION AND CONCEPT FIRS is the only governing body recognized by the IOC of all Roller Sports. Its role consists of recognizing, assisting and representing the 117 Member Federations of the five Continents in the development and increasing of all roller disciplines and to promote the development and the diffusion of such disciplines in the not yet affiliated countries. FIRS aims to promote the visibility and the development of all its roller disciplines through World Multi-Disciplines Events that put them on the world stage. FIRS World Championships - ROLLER GAMES 2017 The FIRS-RG are an international event that groups the World Championships of all the disciplines of Roller Sports in one seat and in one timeframe. This event shall be staged on 4 years frequency and does not exclude the possibility to held sport competitions and to organize also meetings, seminars for coaches and delegates, spectacular performances and show gala. All the competitions shall be promoted through national and international broadcasting as well as social networks and new communication media. Though maintaining a merely sporting connotation on the basis of the regulations of the individual FIRS disciplines, FIRS-RG want to combine a pure sports competition to the festive atmosphere of unity among athletes of various disciplines, a multi-ethnic public by promoting a message of peace and solidarity. During the implementation of the FIRS-RG any side activities for the promotion of Roller Sports will be agreed with the LOC. 8

HOST CITY BENEFITS The FIRS World Championships - Roller Games 2017 will be a unique event of its kind, equally engaging for all types of public, a sports festival at the highest level, that can count on an impressive number of visitors: over athletes and coaches of all roller disciplines will gather for the very first time in one city for 16 days. With over 100 participating nations the FIRS World Championships - Roller Games 2017, will be an extraordinary event and an unprecedented opportunity for the city that will host the first edition not only from the sports perspective, but also for the image and the financial return. The event will see not only the massive presence of insiders of the Roller Sports world, but also of a crowd of supporters and aficionados who will experience for 16 days the exciting atmosphere of a great celebration of sports and entertainment with a global media coverage. A real investment for the territory with extraordinary numbers and figures: around daily visitors, over total visitors, and estimated revenues of at least USD plus all the capital gains coming from ancillary revenues such as sponsors and, in the subsequent years, from the ensuing growth of tourism, the attraction and the socio-cultural interests of the entire area. Why organize the World Championships - Roller Games 2017? The advantages for the Host City: Social Breathe new life into your city thanks to a young and cool movement - Roller Sports can be practiced at any age, but the percentage of athletes and aficionados between 15 and 30 years is around 70%. 9

10 Economic Encourage citizens to embrace a sporting lifestyle, with consequent health benefits Levelling of the social bar. - Roller Sports are practiced equally by men and women. - Improvement of disadvantaged areas. Revenues coming from tourism in subsequent years not only for the Host City, but also at national level. - Approximately 60% of the audience is not resident in the Host City. - Statistical studies report that the percentage of those who return to the Host City in the three years following the event with friends and / or family members varies between 20% and 30%. - Creation of new jobs related to tourism. Opportunity to advertise and launch new products of young companies, not necessarily sports related. Chance to create new partnerships and / or to strengthen the existing ones. Structural Renovation of existing multi-sports facilities and / or creation of new sports facilities. Infrastructures enhancement. 11 The FIRS-RG will be scheduled over 16 days (including arrival and departure days) sometime between July and November Each day will be characterized by sport competitions and related activities. If some countries plan to arrive before for training, facilities shall be available 1 month in advance (with fee). General Program The FIRS-RG Event Program is composed of scheduling for arrival and departure days, technical and athlete meetings, training sessions, sports competitions during the two weeks, doping controls, official events; banquets, press conferences, opening and closing ceremonies, medal awarding ceremonies per sport discipline and athletes category as well as other side-activities. Sport Program III.EVENT S SCHEDULE AND PROGRAM FIRS is responsible for establishing the official sport program and the final competition schedule of all FIRS disciplines in collaboration with the participating FIRS Technical Committees. Changes in the general format of the event could be possible. All participating athletes shall belong to FIRS Member Federations, shall be World Anti-Doping Code compliant and shall agree to doping controls as deemed necessary. 11

12 Elements for FIRS RG success IV.STRUCTURE AND ORGANISATION The concept as well as the way the event will be prepared and operated should be taken into consideration by the potential Host through the following elements: Create a sense of unity among the roller disciplines. Common experience athletes, public, media. Promotion of the Host City and its Tourism Industry. Sharing of values with the commercial sector. Harmony with nature and other environmental considerations. Active-daily communication with the FIRS liaison officer and strict consideration for the outlined reporting parameters. Event rights FIRS owns and controls the right to organise the FIRS-RG as well as all commercial, media and intellectual property rights. FIRS will award the right to stage, to promote and to organise the event in accordance with specific terms and conditions of the formal agreement, the Host City Contract (HCC). Upon being attributed the right to host the FIRS Event, the Host will be entrusted with the negotiations and exploitations of all commercial rights (including marketing, sponsor partnerships, ticketing and licensing/ merchandising), except where stipulated in the HCC. 12

13 Organization fee The Host shall pay to FIRS for the organization of the FIRS-RG. a fee of USD. At the time of application the Host will pay USD by bank transfer; the invoice will be sent to FIRS with the requested documents as in point XIII of this Bidding Application. FIRS will assess the applications and bring the three candidates it deems valid at the final session. FIRS, after careful consideration, shall choose the appropriate city to host the FIRS-RG FIRS shall pay back the amount paid at the time of application to all the excluded cities. The chosen city will pay, always with bank transfers, the remaining amount of USD as following: - The 25% will be paid immediately prior to the signing of the contract, to which the invoice will be attached. - A further 50% after 12 months. - The remaining 25% 6 months before the event. Roles and responsibilities The FIRS President is the only legal representative and has the right to sign the contract with the Host. The FIRS Continental Vice-Presidents shall have the duty to promote and develop the Roller Games in their Continents through all communication media, advertising etc. The Chairmen of FIRS Technical Committees shall be responsible for the technical program of their own disciplines, and for the registration of their own athletes. FIRS Key responsibilities Identify potential organizers, coordinate and follow up candidatures, manage documentation and information, lead inspection, organisational/coordination and technical visits of the candidate cities. Develop and spread the general FIRS-RG concept. Outline the general event and sport/competition program. Communicate technical details regarding competitions, equipment regulations and requirements for the different disciplines. Supervise for approval every step of the LOC. Act as a liaison between the Host and the TC of the different disciplines with regard to the preparation and organization of the competitions. Track and help to resolve any issue or obstacles that may come up during the event preparations. Approve the general event concepts, themes (i.e. sports presentation and look of the Games) and publications. Coordinate, where requested by the Host, marketing, sponsor partnerships and other commercial or promotional activities. Establish accreditation guidelines. Ensure that the FIRS-RG Key Milestones and subsequent Master Plan are respected and implemented, and ensures that sufficient reporting is conducted by the Host. 13

14 Promote the event all over the world. Ensure smooth overall event operations; doping- controls, marketing, media & communications. Coordinate the collection of program materials from the different disciplines. Assist the Host with the online registration, flight reservation and hotel bookings of participants, when required. Provide technical experts and HR for preparation, staging and evaluation of the sport competitions. Provide format for competitions and criteria concerning athletes and qualification system. Promote the event and the respective disciplines through their communication and promotional networks. Participate in the planning of the disciplines presentation, competition programs, and in the guidelines regarding facility, equipment and technical requirement. Ensure the participation of top athletes. As stated in the HCC, an agreement signed between FIRS and the Host assumes the Host to be responsible for the creation of a Local Organising Committee (LOC). The following list outlines key elements of the event framework and operational planning, including both financial and human resources. Furthermore, a Master Plan shall be provided to FIRS upon its creation. Host Key responsibilities Creation of a local organising committee (LOC) within two months from the signature of the contract. Provide infrastructure and venues as specified in point IX. Ensure a safe, secure and accessible event. Provide and set up equipment, technology and facilities for the success of the sports competitions. Administer on-site technical, coordination and inspection visits when required. Respect the highest authority on sports rules and regulations of the participating FIRS Roller disciplines. Communicate and report every three months on the progress of event planning and preparations to FIRS notifying also problems or obstacles. Collaborate with FIRS to establish the general event program, competition schedule and FIRS Programs (Gala, Doping-Free Sport, institutional meetings, press conferences etc..). Adapt the event concept to promote and expose local culture and heritage together with the FIRS identity. Organise Top Opening, Closing and Medals Ceremonies and the Look of the FIRS-RG. 14

15 Communicate to FIRS all event updates and important event information so that the Marketing and Communication Department may help in the delivery of the International Promotions and Communications Plan. Promote the event, the competitions and the FIRS Program both domestically and internationally. Create an Official website of the FIRS-RG, whose domain shall be: The web page shall contain all necessary information for the Championships of all Roller disciplines, city, region, country, official hotels, programs etc which should be made available online at least one year prior to the event. The Organiser shall be given the credentials for the management of the free space on the server rollersports.org and will have the freedom in the choice of the design and the layout, subject to FIRS approval, and will have control on the accesses. Present the event with an exhibition stand at the SportAccord Convention both in the previous year and in the year of the FIRS-RG. Prepare a financial planning, by establishing an event budget. The Host is responsible of the budget for the organization of the FIRS-RG as well as for finding and contracting local, regional, and national public authorities and private partners in the relevant marketing/ sponsorship categories. Important costs to be included in the budget: Travel, board and lodging of judges/referees, members of the TC, FIRS staff and delegates (approximately 160 persons). Infrastructures, venues, facilities. Events. Administrative, organisational and inspection visits/meetings. Look of the event: FIRS-RG presentation and publications. FIRS Programs and Ceremonies. Promotion, marketing, communication and media. TV Broadcast and adequate signal production. Satellite broadcast of TV signal. Medical service and anti-doping controls and services. Event service and staff (including the volunteer program). Catering and hospitality program (for staff and volunteers). VIP Lounge. Round-trip transportation to international airport, official hotels, sport facilities for all participants, non-local workforce, volunteers. Technology: information systems, telecommunications and other echnologies, wifi and cable internet connections. Security of all the participants including insurance for athletes, officials, spectators and guests. Infrastructure and workforce for the LOC. 15

16 V. FIRS DISCIPLINES Competition Format The general competition format is established by FIRS; therefore, athlete criteria, and qualification systems will be proposed by FIRS. FIRS shall design and put forth a competition schedule that fulfils its particular organisational needs and goals for development and promotion of its disciplines. The competitions are conducted in accordance with FIRS established rules and are regulated by FIRS certified international referees, umpires and judges. Qualification System and Athlete Criteria FIRS -RG unite the World Championships of all FIRS disciplines and therefore FIRS shall submit the related technical-organizational schedule. Timing Systems In order to ensure the highest quality of these services, a Timing Company will be suggested, which will provide relevant systems, services and Host staff training at a reduced cost. Presentation of the Disciplines of the FIRS-RG An integral part of the competitions is the presence of announcers / speakers expert of the discipline assigned to them, able to provide with extreme accuracy and protocol professionalism what required by the different disciplines during the competitions and award ceremonies. All announcements and the reading of scores (if required) will be made in English and in the language of the Host. 16

17 The general concept of the Opening and Closing ceremony must also have a festive character and the look of the FIRS-RG, the flags of the attending countries and the staging of the venues should help in creating a joyful atmosphere. The Host will appoint a local Responsible of the Protocol subject to the directives of FIRS. Sport Equipments The sports equipment and the technical material of each discipline (skates, sticks, wheels, helmets glasses etc...) shall be certified and homologated by FIRS. The list of the approved material will be available on FIRS website. Event Guide and Technical Publications The Host is responsible for producing and distributing sport manuals of each discipline with relevant information on competition format, technical rules, equipment as well as other general event information. 17

18 SPORTS DISCIPLINES DESCRIPTION COMPETITION FORMAT INFRASTRUCTURE REQUIREMENTS ARTISTIC Artistic Skating (or Artistic Roller Sport) demands from its skaters a careful balance of strength, precision and artistry. Skaters will skate with music for all disciplines except for figures (pure technical competitions). For all the other disciplines skaters must demonstrate their technical and artistic capabilities. Each discipline has different features athletes have to adhere to. Two weeks Junior and Senior Categories (Men/Ladies) Free / Pairs / Couples dance / Solo Dance / Show (Large and Small) / Precision / Inline Indoor competition hall 25 m x 50 m. with warm-up area Flooring: non slip flooring wooden / parquet Lighting:1500 lux; rink illumination should be the same for all competitions / shows. Timing, Scoring & Results: an interface between FIRS judging and a Timing Agency technology. INLINE SPEED SKATING Inline speed skating is a sport in which people race wearing inline speed skates. With the exception of the individual time trial, all inline skating sprint events (1000 m or less) involve heats of six as skaters are eliminated down to the final six racers. In distance races however (5000 m or greater), all inline skating races are mass start. Inline speed skaters become masters of deception, exceptional tacticians, and honed athletes capable of racing long distances at high speeds while incorporating frequent tempo changes, maximum effort surges, and the ability to recover at race pace. They can skate at speeds surpassing 40km/hour in large packs of skaters staying as close to one another as possible to decrease wind resistance. One week Track: (Men/Ladies) 3 days 300 m. time-trial 500 m. sprint m. sprint m. points/elimination m. elimination m. relays Road (Men/Ladies) 3 days 200 m. time trial 500 m. sprnt points elimination relays TRACK Flooring : Surface perfectly smooth and not slippery. The track must be closed by polycarbonate fencing. Only finish line, starting line and relay zone can be printed on the race course. 200 m in length; 6m in width; two straightaways being 57,84 m in length; two symmetrical banked bends with an inner radius of 13,42 m and a total length of the semi circumferences of 42,16 m each. ROAD The road course cannot be less than eight (8) meters wide, uniformly and sufficiently smooth without hollows and fissures. A closed circuit road must not be shorter than four hundred (400) meters and longer than six hundred (600) meters. Training: A skating area of warming-up must be supplied to the skaters. 19 SPORTS DISCIPLINES DESCRIPTION COMPETITION FORMAT INFRASTRUCTURE REQUIREMENTS ROLLER MARATHON One single day Junior Men/Ladies Senior Men/Ladies. The race is organized on an open road. The circuit must be at least 3 km. Timing, Scoring & Results: an interface between FIRS judging and a Timing Agency technology. INLINE HOCKEY Inline hockey, also known as inline roller hockey, is a team sport played on an appropriate smooth surface, in which skaters use wooden or composite sticks to shoot a hard plastic puck into their opponent's net. The game is played between two teams with five players (four skaters and a goaltender) on the floor. A team usually consists of three lines of two forwards, three pairs of defense men, and two goalies. Four members of each team skate up and down the floor trying to take the puck and score a goal against the opposing team. Each team has a goaltender who tries to stop the puck from going into the goal or "net." RINK HOCKEY The game of Rink-Hockey is played on a rectangular rink between two teams of 5 (five) players each, one of which is the goalkeeper. The players must wear four-wheeled quad skates, and use a stick to play the ball. After the half-time break, direction of play is reversed. The players try to score a goal introducing the ball in the opposing team s goal cage, with the help of the stick only. In the categories senior male, senior female, under-20 male, effective playing time is 40 (forty) minutes, divided over two periods of 20 (twenty) minutes each. 20 SPORTS DISCIPLINES DESCRIPTION COMPETITION FORMAT INFRASTRUCTURE REQUIREMENTS INLINE ALPINE The term Inline Alpine Slalom stands for a young, fast-paced and dynamic racing sport, which is a counterpart to the classical discipline of Ski same - just on the asphalt track. More specifically: runner on inline skates move between goal posts as soon as possible downhill to leave the competition behind. All you need to have, in addition to the equipment steep slope and flex poles. The latter are fixed by means of heavy metal plates on the asphalt, to go as fast as possible through a slalom course (stepness 8%-15%). Certainly the competitions only take place on roads, which are closed down for this special event. Five days Men/Ladies Slalom Giant Slalom Parallel Team Open road sufficiently smooth without hollows and fissures. Training: separate road if possible. Equipment: Slalom poles with platforms in two different colours with a corresponding amount of flags. Lighting: 80 lux. Timing, Scoring & Results: an interface between FIRS judging and Timing Agency technology. INLINE DOWNHILL It is a form of inline skating when a paved (mountain) route is shut down. A typical downhill course has an average gradient 7-13% and has several hairpin bends. The average speed is around 60 km/h but tempos of around 110 km/h can be reached on certain routes. The use of concrete bobsleigh courses in summertime is not uncommon. Racers usually skate alone and the event commonly uses the best time of two heats to establish the winner. Downhill inline racers wear inline skates, along with extensive body covering and protective gear, and strong helmets. They may reach speeds of up to 130 km/h. Three days Men/Ladies for each specialty Time-trial Inline Cross Bob Track Open road sufficiently smooth without hollows and fissures, with a length between 1 km and 3.5 km. and an average gradient between 8 % and 12 %. 21 SPORTS DISCIPLINES DESCRIPTION COMPETITION FORMAT INFRASTRUCTURE REQUIREMENTS INLINE FREESTYLE It is a fairly new discipline in the world of Roller Sports. It is practiced regularly on wooden/ parquet floor along a series of colored cones (10 to 20) arranged in a straight line, even with music. The most common spacing used in competitions is 80 cm, with larger competitions also featuring lines spaced at 50 cm and 120 cm. A discipline where creativity is emphasized and that Includes jumps, spins and choreographed movements to music. Four days Classic slalom: Junior/Senior Men/Ladies Battle slalom: Men/Ladies Speed Slalom: Junior/Senior Men/Ladies Pair Slalom: 2 skaters in a team 3 teams per country. Freestyles Slides: Men/ Ladies Indoor competition hall 25 m x 50 m Flooring: non slip floor wooden/ parquet Equipment: 20 cones (min.) Lighting:1500 lux; Timing, Scoring & Results: an interface between FIRS judging and a Timing Agency technology. ROLLER DERBY It is a contact sport played by two teams of five members in the same direction around a track. Game play consists of a series of short matchups ( jams ) in which both teams designate a scoring player (the jammer ) who scores points by lapping members of the opposing team. The teams attempt to assist their own jammer whilst hindering the opposing jammer-in effect, playing both offense and defense simultaneously. SKATEBOARDING Skateboarding is an action sport which involves riding and performing tricks using a skateboard. 22 VI. PARTICIPANTS AT THE EXPENSES OF THE HOST Officials Officials will be named the Chairman and all the Members of the FIRS Technical Committees. FIRS Delegation The FIRS Delegation will be composed by FIRS EB (about 25 people), by FIRS Staff (including Marketing and Communication Department and the Responsible for Protocol) and by the Anti-doping delegate, who will attend the events and will have access to the services as the athletes and the Officials. Organisational Technical Delegate (OTD) The LOC shall appoint a technical delegate for each discipline, who shall be responsible for all the information regarding the competitions for the control of the venues and shall be the main contact person in the relationships with FIRS. Administrative Delegates (AD) One or more administrative delegates shall be appointed during the 12 months prior to the beginning of 22

23 the event in order to facilitate all the administrative tasks. This position is an optional position as deemed necessary by FIRS. Judges/Referees Referees and judges are essential for the success of the event and shall be appointed by FIRS. Guests The FIRS guests, all the Presidents of the National Roller Sports Federations and national and international sport authorities, business partners, sponsors, political and administrative authorities shall be invited to take part in all the scheduled events, ceremonies and gala. Upon agreement with the Host they will be invited as VIP guests and will have access at the hospitality program. FIRS will provide the Host with the list. AT OWN EXPENSES Athletes Athletes and teams that will attend the FIRS RG will be selected by following the regulations for the FIRS World Championships of each discipline. Both male and female will take part. Extra Officials (Staff of the National Teams) Extra Officials, in principle are not included in the TC Quota, and thus are responsible for their own event registration, accreditation and subsequent services (i.e. international travel, board and lodging and ground transportation). These participants can include team coaches, team doctors, physiotherapists, massage therapists, athlete assistants, etc. Media As international and national media, journalists, photographers, newspapers, TV stations, etc. are interested in covering such international sporting events, it is important that the Host plans for their registration, accreditation, airport welcome and relevant services (board and lodging and ground transportation) and be able to provide reasonable costs. 23

25 VII. VISAS The Host is expected to outline applicable Host Country immigration (entry visas) and customs regulations and laws during the candidature presentation phase. Further to that, the Host will provide assistance to FIRS RG participants and VIP guests in obtaining appropriate visas (i.e. invitation letter issuance). All participants are responsible for paying for the costs related to the obtainment of a visa as well as applications for transit visas, where required. The Host is responsible for informing FIRS and subsequently the Event Participants on matters including required vaccinations and customs regulations on publications and media and sport equipment. The Host will also ensure the import and export of goods and materials for the exclusive use of the FIRS - RG free from customs fees. 25

26 VIII. INFRASTRUCTURES Location During the candidature process, FIRS shall evaluate appropriateness based on geographic location and political stability in relation to the overall security of Event participants and the quality of the existing infrastructures. The ideal location will allow for competitions to take place in buildings stadiums, convention centre halls and/or arenas with relevant capacity and correct facilities. The security of these venues and their surroundings should be well taken care of, ensuring accessibility of all participant-groups and sufficient spectator capacity. In all structures must be guaranteed access for people with disabilities. Tourism Industry The candidate Host must show that the presenting candidature for such an event agrees in principle with the global development of their local/national tourism industry and inherent artistic culture and consider a wide program for the developing of the tourism during the FIRS-RG. Venues The Host is responsible for providing an adequate number of venues with appropriate accessibility, seats capacity, taking into account relevant environmental sustainability factors. The Host should make every effort to use existing structures, to avoid needless costs. The types of venues required to host the FIRS RG can include competition and training venues, a MOC and MTC broadcasting and media/press centres, areas/rooms for FIRS Offices and Delegates. Existing venues can be expanded with the addition of mobile structures that can subsequently be disassembled. For training, we recommend also temporary structures, that can be easily constructed and 26

27 dismantled. FIRS will define a list of requirements and sport equipment available in the venues. This one will be given to the Host upon signing the HCC. Cities that have hosted World Championships and/or International Events of high standard will have an edge. FIRS will schedule inspection-technical visits to supervise the selected venues. Fundamental venue requirements Organisational planning for all functional areas related to the competitions. Availability for final inspections at least 30 days before the start of the competitions. Fully equipped venues based on international standard criteria and certified by FIRS. Additional office space, equipment and supplies for use by the members of the FIRS delegation. Warm-up areas. Athlete locker rooms, showers, etc. Officials locker roms, etc. Mixed zones. Interview and press rooms. Doping control rooms/areas. Upon submitting the application the Host must submit for approval maps in A3 size of all structures and facilities required for the performance of the RG: Venues with measures of the competition rinks/tracks, the number of the spectators, sound and lights systems, venues for training and warm up, FIRS offices, anti-doping rooms, press room, room for the FIRS Dept. of Communication etc. The Roller Village The Host in collaboration with the LOC shall have to create a village, the official meeting place for athletes, public and authorities denominated The Roller Village. Inside the village not only booths of exhibitors of products related to sports will be present, but also local crafts, local products of the Host City and every nation will have a space to create an entire area typical of its country : everyone will visit so House France or House Italy or House USA! The Roller Village will be open day and night with entertainment shows for all ages; in the evening the Roller Village will become the heart of the movida of the Roller Games and of the Host City with musical events, catering, entertainment, artists, exhibitions. The sponsors of the RG could organize inside the RV events that will include various initiatives. It will also set up a VIP Corner where special guests and sport, political and business managers can meet to spend a pleasant evening together and enjoy a moment of relax. Accommodation The Host must guarantee access to sufficient capacity, adequate international standard (between 3 and 5 stars) and official hotels at reasonable price. Official comfortable hotels to accommodate the different event participants with convention are required. An added value shall be given to the Host that will be able to organize a single hotel pole, that allows to create a real village for the participants at the FIRS RG. Breakfast will be made available in the hotel, while lunch and/or dinner may require catering at the competition venues from 12.00am to 01.00am. Food shall satisfy all cultural and religious needs. 27

28 The Host shall provide board and lodging as follows: Athletes Only of developing countries in the roller world in agreement with FIRS (about 100) one night before the Opening Ceremony or two nights before the first day of competition until after breakfast the morning following the conclusion of the FIRS-RG. Officials For 22 people: two nights before the first day of competition until after breakfast the morning following the conclusion of the FIRS-RG. For 10 people: ten nights before the first day of competition until after breakfast the morning following the conclusion of the FIRS-RG. Judges/referees ca.101 people two nights before the first day of competition until after breakfast the morning following the conclusion of the FIRS-RG. FIRS President and all the Members of the FIRS EB (ca. 14 people) at least two nights before the Opening Ceremony until after breakfast the morning after the conclusion of the FIRS-RG. FIRS - RG Staff (ca. 6 people) two weeks before the Opening Ceremony until one week after the Closing Ceremony. FIRS Staff Five days before the Opening Ceremony until after breakfast the morning following the conclusion of the FIRS-RG. VIP Guests (max.20 people) one night before the Opening Ceremony until after breakfast the morning following the conclusion of FIRS-RG. Other participants The Host shall help facilitate accommodations for all the event participants creating tourist packages, by facilitating on a case by case basis the different categories of participants ahead of time. The Host shall enclose to the bidding application a complete list of all the official hotels and shall have the responsibility on controlling the prices. The rates shall include breakfast and fees in USD. Travel The Host will provide round-trip airline flights to all participants within the FIRS Quota, judges/referees and the FIRS Delegation. In the interest of cost savings, it is important that the potential Host explore the option of creating partnerships with airlines that provide service to the closest Host international airport as well as connections to the most major cities in the world. Transportation The Host will provide transportation services for arrivals and departures of all participants (athletes, officials, FIRS delegation, VIP Guests, International Media representatives, sponsors). Further to that, the Host is responsible for providing transportation for participants to the competition and 28

29 training venues, to the Opening and Closing Ceremonies and other official activities or events. Finally, the Host should plan a transportation circuit between all the venues and the official hotels at prearranged costs. It should be kept in mind that Host cities will be appointed based on environmentally sustainable considerations; therefore, venues should be close to public transportation, car sharing, and bicycle storage and walk ways. Additionally, accurate transportation scheduling is of the utmost importance to the success of the FIRS-RG. In order to reduce costs, the Host may consider seeking a partnership deal with a public transport or car rental company or manufacturer. The following are specific transportations needs for each participant group: Athletes & Officials Airport pick-up & departure. Training venue. Competition venues. Other official events (i.e. Opening, Closing and Gala Events). Emergency Service. FIRS Delegation & VIP Guests Private vehicles with a drivers duty schedule. Access to an Emergency car pool. Media Access to the shuttle bus transportation system to and from the airport and among official venues (i.e. competition venues, the Main Press Centre and the Ceremony venues) Access to private vehicle as rate card items 29

30 IX. OPERATIONS AND SERVICES FIRS-RG Management System The Host is responsible for planning the registration and accreditation of the participants, media information, timing, scoring & results systems, on-venue results for the FIRS-RG. These systems, however, will be provided at reduced cost to the Host by a Timing Company to be defined. Accreditation The Host shall manage and facilitate the operations of accreditations of the participants. The Host will work with a Timing Company (tbd) to establish the look and content of the card, the accreditation zones the access controls. Pass will be provided to athletes, coaches, Officials, Media, LOC, volunteers, FIRS EB, FIRS Staff. FIRS will determine the number of Officials. A Free Card will be provided to all guests of FIRS including all the Presidents of the Roller Sports National Federations, National and International Sport authorities, business partners, sponsors, political and administrative authorities, who will be invited to participate as VIP guests to all events in program, ceremonies and gala. It is responsibility of FIRS to provide a list to the Host. Passes for the Extra Officials will be paid, and the cost will be determined by the Host and approved by FIRS. The revenues from this sale will be entirely of the Host. Ceremonies (Opening, Closing & Medals Podium) The Host is entrusted with organization development of the ceremonies procedures that shall be submitted to the final approval of FIRS. It is expected that all athletes and a minimum of officials take part in the Opening Ceremony and/or Closing Ceremony. Protocol, and speeches should all be considered in 30

31 planning and respected. Medals for the Awarding Ceremonies are provided by the Host, with the final design approved by FIRS. Protocol The FIRS Responsible of the Protocol shall work in connection with the Local Responsible of the Protocol, but shall oversee any decision. The Host is responsible for providing flags and anthems of the represented countries during the Opening and Closing Ceremonies as well as all Medal Awarding Ceremonies. Additionally, speeches, oaths and relevant FIRS Protocol guidelines shall be respected. The Host shall provide FIRS with office space for the FIRS President and the FIRS Staff. Uniforms The Host shall provide all the OTD and volunteer uniforms under the final design approved by FIRS. The athletes will be required to wear their own official uniform during the competitions and the official events. Side Activities FIRS may be interested in hosting other promotional events as meetings, stages etc. The Host, in partnership with FIRS, shall be responsible for helping to facilitate communication and organisation of such events. Media Under the responsibilities of the Host, the LOC is responsible for facilitating registration, accreditation for national and international media representatives. The Host shall verify all international media registrations with FIRS prior to the final validations. The Host is also responsible for producing a press kit subject to FIRS approval and providing relevant information for the production of a media guide. Adequate Main Press/Media Centre (MPC/MMC) and interview rooms shall be provided in The Roller Village as well as in all the competition venues. All these areas shall be supplied with electric power, adequate wireless connection and hub for at least 20 cable internet connections. Press rooms/areas shall be present within all the venues. The Host should ensure staffing to carry out general event communications, daily bulletins, press releases, press conferences and interviews, reports and information on the athletes as well as contents for internet and websites. Official Event Photographer The Host is responsible for providing travel, board and lodging and local transportation for FIRS appointed official event photographer. The photographer will be responsible for taking photos of the Opening and Closing Ceremonies, of all the competitions, training sessions, official banquets, gala and sustainability program activities and meetings. Language The official languages of FIRS RG are English and the official language of the Host Nation. In case that the Host Country is English speaking the other official language will be Spanish. Therefore, all on-site signage, event communication and publications, sport commentary and any other information means shall be made available in English. The Host is also responsible for providing sufficient translation and translator (via volunteers) services to FIRS and to the international community. 31

32 Technology The Host shall take measures to ensure ease of communication by engaging relevant technology measures before, during and after the FIRS-RG. This includes test events, information systems, telecommunications and internet. With regard to timing, scoring & results systems and scoreboards, the Host will benefit from services and technology provided by a Timing Company (TBD). State of the art information and communication technology to support the increasing scope of operations should be implemented from the very outset of Host preparations and operations. Additional elements of technology include administrative systems (finance, HR, project management, procurement and logistics), printing, publishing, hardware and software systems, telecommunications infrastructure, landline and wireless, radio frequencies, PA systems, cabling and CCTV, TVs, recorders, imaging and video boards. This functional area is often seen as an opportunity to solicit VIK sponsorship/partnerships. Medical Services & Health and Safety The Host shall ensure medical services to athletes, spectators, workforce, media and VIP guests according to the establish FIRS standards. The Host shall run a medical command centre, provide guides and information packets and coordinate hospital services and disaster planning with Public Health Authorities. The Host will also arrange First aid and medical care at the training, competition venues and any other official event venue. Transportation vehicles and ambulances will be present at each venue. They will also prepare logistics for Emergency Medical Services and Hospital facilities in the Host City. Anti-doping controls The Host shall plan, establish and manage the infrastructure and the services to enable the doping control sample collection processes and laboratory analysis to be conducted in accordance with the WADA International Standards and with the FIRS Anti-Doping Rules. The Host shall also cooperate with the FIRS Doping-Free Sport Unit (DFSU) staff in delivering services and education and information program content. The Host shall indicate the nearest laboratory for doping tests. Security All matters related to security are the Host s responsibility and should be coordinated with the competent public security authorities of the Host. However, in some cases coordination with FIRS regulations must take place. Security measures must be considered for the follow occasions and participant groups: All Official Hotels. All Training & Competition Venues. All Official Event Venues (i.e. Opening & Closing Ceremony and Gala). All Ground Transportation means (i.e. private vehicles, buses, train/tram systems). Athletes & Officials. FIRS Delegation, Guests & VIP. Media (both national and international). All Volunteers. Spectators. LOC workforce and venue staff. The Roller Village 32

33 X. PROMOTION AND COMMUNICATION Event Promotion & Communication The Host has the responsibility to promote and communicate about the event, using TV promotion, new media networks, public and private partners and national campaigns including a detailed description of the FIRS-RG concept, an official event and spectator guide, as well as city and on-site billboards. FIRS will both indirectly and directly support the Host and its international communication and promotional activities for the FIRS-RG with experts well experienced in tourism, marketing and communications. FIRS will also provide the Host with marketing and communications guidelines. The Host has the right to keep the revenues from partnership agreements and marketing activities in all released categories. Nevertheless, the Host agrees to have all partnership agreements approved by FIRS and to support and to supply all marketing activities relating the FIRS world and its main corporate partners before, during and after the FIRS-RG. Broadcasting and signal FIRS is the owner and rights holder of all Television and Digital Media Rights of the FIRS-RG. The Host is responsible for ensuring international standard quality TV production and signal. The international signal will be provided in an objective and impartial quality. It shall include slow-motion replays, basic TV graphics and timing and be delivered with all appropriate editorial supports. In order to ensure international broadcasting and thus global promotion of the event, FIRS is responsible for the negotiation of the international television rights. FIRS may, however, assign, upon agreement, in whole or in part, the television rights to the Host or to any third party. 33

34 Broadcast Centre National and international media will be invited to the event, indeed participating in the promotion and showcasing of all the RS disciplines and of the Host. The Host is responsible for providing adequate facilities standard of a Broadcast Centre (BC). The Host is asked to give its commitment to investing in the necessary state-of-the-art technology and expertise to offer the best available services to the respective target groups (i.e. domestic and international TV, media, etc.) and to communicate top quality information. Communication Strategy The Host shall develop a comprehensive national and international communication and promotion plan. The goal is to promote on a wide-range of platforms before, during and after the event. The Host shall work in close collaboration with the FIRS Marketing and Communication Department to review and deliver the international communication and promotions plan. Designs The Host shall design a Corporate Image for promoting the event. The list of designs shall include logo, emblems, medals, mascots, information icons, visuals, slogans, publications, websites and audio-visual productions. All this material shall be approved by FIRS and the FIRS Logo shall always be predominant. Logo of the FIRS-RG 2017 Once received by FIRS the written acceptance of the nomination, the candidate city must send to FIRS 1 or 2 CD-ROM with the logo in the following formats: Logo in vector format (graphic element Candidate City + logo FIRS) Types of logo: vector format, EPS format. A colour version. A one-color version A version JPG 1024 x 768 min A version BMP 1024 x 768 min A version TGA 1024 x 768 min Such logo may only be published after FIRS approval. The Host and the LOC shall be granted the right to use the FIRS logo and the logo of the FIRS RG based on the regulations of the FIRS Marketing and Communications Dept. Marketing Partners, Officials Suppliers, Ticketing, Licensing and Merchandising The Host will be responsible for the negotiation and exploitation of marketing, sponsoring, merchandising and any remaining commercial rights upon FIRS approval. All revenues accruing from the exploitation of the rights negotiated and exploited by the Host shall be fully ensured to the Host. The FIRS Logo shall be predominant according to guidelines specified in the contract. 34

35 Candidate Host City XI. LEGAL The bidding authority of a Candidate Host City is solely responsible for all aspects of the bid application and for all commitments entered into by it concerning the organization and the staging of the Games. Host City Contract This Host City Contract (HCC) outlines all legal, commercial, organisational, financial and reporting obligations as well as all relationships, roles and responsibilities involved in planning, staging and the debriefing of the FIRS-RG. It also includes a consensus from the Host to follow a FIRS event, accreditation, protocol, doping control, sustainability, volunteer, marketing and communications, media, host broadcaster and other such guidelines. The Host City Contract for FIRS RG must be signed by the authorized representatives of Host City and FIRS at the time of the city s selection and ratification as Host of the FIRS-RG. Relationship between the Host and the Local Organising Committee (LOC) The Host and the LOC have operational and management duties; they are the entity legally and financially responsible for fulfilling the obligations of the HCC. The Host and the LOC must maintain appropriate management and supervision throughout the entire event. Insurance The Host and the LOC are responsible for engaging the necessary insurances for the organisation and the procedure of the Event including transportation, liability and cancellation insurance. 35

36 XII. CANDIDATURE PRESENTATION Presentation Candidates announce their intention to present a Host Candidature by fulfilling the following requirements: Official Letter of submission of the application (written in English) addressed to FIRS with the invoice of the payment of the required fee. Submission of the required information and documents as in chapter XIII with exhaustive descriptions of the outlined topics. Guarantees of local or national government support for hosting the FIRS World Championships Roller Games Commitment for the protection and promotion of the FIRS Brand. Commitment not to host other sport event during the period of the FIRS-RG, included one week before and after its conclusion. Name and position of the legal entity responsible for the organization and authorized to sign the contract. Once these materials will be received by FIRS, the evaluation process will begin and inspection visits will be scheduled as below indicated. The candidatures will be presented by political and sport authorities of the Host Cities during 2015 FIRS Assembly. The date will be defined, but within March 31,2015. After the Host City will have been elected, it will receive the final contract. 36

37 Host Planning FIRS will nominate the Host City, within March 31, The Application should be sent by ordinary post to FIRS by October 30, 2014 in duplicate and written in English; that document may not be distributed or made public until obtaining authorization from FIRS. The Host Cities for the FIRS-RG shall also send to FIRS all the information and documents required by October 30, FIRS will send a commission for monitoring and evaluation between these two dates. The costs of travel and accommodation of the members of the Commission shall be borne by the candidate city.
