Qualification System 4.1 ATHLETE ELIGIBILITY Athletes who are born between 1 January 1996 and 31 December 1999 are eligible to participate in the shooting events of the 2nd Summer Youth Olympic Games. Only eligible athletes can obtain Minimum Qualification Scores (MQS) results or quota places MINIMUM QUALIFICATION SCORES (MQS) All athletes, including candidates for NOC Universality Places, must obtain a YOG MQS to be entered by their NOC in the shooting events of the Youth Olympic Games. MQS must be obtained in ISSF Championships or in ISSF designated competitions approved by the ISSF Executive Committee. MQS scores must be obtained between 1 April 2013 and 8 June YOG MQS for shooting are (for 10m Air Rifle YOG MQS are listed in decimal scoring as well): 10m Air Rifle (AR) 60 shots 552 / m Air Rifle (AR) 40 shots 368 / m Air Pistol (AP) 60 shots m Air Pistol (AP) 40 shots GENERAL RULES FOR QUALIFYING COMPETITIONS YOG quota places must be earned in designated qualifying competitions that will take place between 1 April 2013 and 8 June Those competitions must consist of a qualification and a final 3

9 round. The appropriate ISSF Technical Rules must apply. The maximum number of entries per ISSF National Federation at any event of a qualifying competition is three (3) participants per event. 4.2 Qualification System QUALIFICATION PATHWAY A total of 80 quota places in total will be distributed according to the following qualification procedure: One quota place is one starting position for the Youth Olympic Games. Each eligible athlete who obtains one of the following IF quotas in a Continental Qualifying Competition event obtains one starting position for his or her NOC in the Youth Olympic Games. AR 40 AP40 AR60 AP60 TOTAL Host Country Africa America Asia Europe Oceania Universality Places Total Eligible athletes (one quota place only per athlete) can obtain qualification places in each of the four (4) events in Continental Qualifying Competitions that are organised between 1 April 2013 and 8 June Continental Qualifying Competitions must have YOG qualifying events where all participating athletes are born in 1996, 1997, 1998 or 1999 (YOG Shooting Youth Category). Qualifying Competitions may take place during Continental Championships or in other specially designated competitions as proposed by the Continental Confederation and approved by the ISSF Executive Committee. 4

10 IF quotas will be awarded according to the final ranking in each qualifying event in a Continental Qualifying Competition. A qualification place can be obtained only if the athlete s qualification score is equal to or higher than the MQS. 4.3 HOST COUNTRY REPRESENTATION The host country will be directly qualified in two (2) events as follows, provided its selected athletes have obtained a YOG MQS: One (1) Quota Place in 10m Air Rifle Women One (1) Quota Place in 10m Air Pistol Men 4.4 UNIVERSALITY PLACES To be eligible to receive Universality Places, athletes must comply with the eligibility criteria as defined under point 4.1 of this document. 24 places will be allocated, pending that the technical level allows it. 5. 11 DATE / LOCATION 8 June 2014 MILESTONE the NOCs must provide the ISSF with preliminary confirmation of their intention to use the qualification place(s). 29 June 2014 ISSF will release final accepted qualification places. 8 July 2014 Entries deadline by name for all sports August nd Summer Youth Olympic Games Nanjing Competition Format The Youth Olympic Shooting events comprise two Men Junior events two Women Junior events and two Mixed team events with a range of airguns. All individual events consist of qualification and final phase. Mixed events consist of qualification and elimination phase. 40 men and 40 women will participate in individual events respectively and 20 pairs mixed men and women will participate in mixed team events. Shooting competition of Nanjing 2014 will be held in Fangshan Shooting Hall on August 17-22, Upon the confirmation of IOC and ISSF, 80 athletes at a maximum will compete in the Shooting events at the Nanjing Youth Olympic Games. 6.1 Official Draw Official Draw will be held on Aug 14,2014 before shooting events by ISSF. 7. Competition Rules & Procedures Shooting events of Nanjing 2014 will be held in accordance with the ISSF Rules and Regulations and the Olympic Charter which is in force at the time of the competition. 6

12 Pursuant to the Olympic Charter, ISSF assumes the responsibility for the technical control and direction of shooting events at the Youth Olympic Games. 7.1 CODE OF ACT Shooting events of Nanjing 2014 will be conducted under the ISSF Rules and Regulations. 7.2 APPEALS & PROTESTS In accordance with the ISSF Rules and Regulations, events have specific protest/appeal times. Results will be final upon the confirmation of chief referee. 8. Equipment & Clothing Equipment used or clothing worn by athletes and other participants at the Youth Olympic Games Shooting competition must comply with the ISSF Constitution and Technical Rules and with the Bye-Law to Rule 50 of the Olympic Charter. 9. Doping Control The Nanjing 2014 Anti-doping team will plan and implement the YOG Doping Control Programme in accordance with the World Anti- Doping Code, IOC Anti-Doping Rules and other related international standards. The Doping Control Programme will specify the anti-doping activities to be conducted during the Games-time, including notification procedures, sample collection, storage and transport to the laboratory of China Anti-Doping Agency accredited by WADA. The Programme is aimed at maintaining the dignity of the Olympic Movement and protecting athletes' fundamental right to participate 7

13 in clean sports, so as to promote the health, justice and equality of athletes in sports events. The test biological specimens, including urine and blood samples, will be collected from selected athletes from the date of YOV official opening to the date of the Closing Ceremony of Nanjing 2014 (12 August to 28 August 2014). All samples will be sent to the laboratory of China Anti-Doping Agency for analysis. 10. 16 12.2 TRAINING POLICIES Training facilities will be provided for all athletes from 14 August 2014 to 22 August Pre-competition training will be allocated under the control of training venue supervisor. Training during competition will be allocated under the control of International Shooting Range officer. The booking of training sessions will be conducted at Event Information Desk located at Event Information Center of YOV or Athletes Information Desk in the venue. 13. Medals The top three winners in the finals will each receive a Gold medal, Silver medal and Bronze medal respectively. 14. Victory Ceremonies Victory Ceremonies will be held in accordance with the requirements of the YOG Event Manual of the IOC. The Victory Ceremonies will be held following the completion of each event final on the Field of Play (FOP). Medallists will be invited onto a podium to receive the medals and the mascots in the sequence of the bronze, silver, and gold medallists. At the Ceremony, the anthem of the NOC of the gold medallist will be played; and meanwhile the flags of the NOC of the medallists will be raised. The Olympic flag and anthem will be used for the mixed NOC team events. 11
