2 Who we are The National Centre for Vocational Education Research (NCVER) is an independent, not-for-profit body owned by the Australian, and state and territory ministers responsible for training. Established in 1981, we are Australia s authoritative source of vocational education and training (VET) research and data. Our services help promote better understanding and discussion within the VET sector, and assist policy-makers, practitioners, industry, training providers, and students make informed decisions. Our board of directors have experience across government, industry, unions and training providers, and our staff offer expertise in research, public policy, statistics, economics, sociology and education. What we do Conduct research under the National Vocational Education and Training Research (NVETR) competitive grants program, the Longitudinal Surveys of Australian Youth and our in-house research program. Coordinate the national VET administrative data collections and surveys. Manage the Australian Vocational Education and Training Management Information Statistical Standards (AVETMISS) and support registered training organisations to report their VET activity in accordance with this. Undertake consultancy research and evaluation services to help clients address specific information needs. Why we do it The VET sector plays a critical role in creating a productive and skilled workforce. Our information and services support this by helping our clients to: Government build an efficient and effective VET sector monitor, review and evaluate VET policy and programs understand the participation, attainment and outcomes of training Educational providers understand the VET marketplace and their place within it deliver high-quality training to students improve the efficiency of data reporting processes Industry and businesses develop strategies that address emerging labour market and skills issues understand training trends and outcomes at industry and occupational levels Students make informed decisions about which training options to pursue. we inform and influence policy and practice through our credible, reliable and responsive research and data Our vision To inform and influence vocational education and training in Australia through credible, reliable and responsive research and statistical services. 2 Our mission To be Australia's authoritative source of high-quality independent information on vocational education and training. 3 The Board Strategic directions 1. Influence policy and practice through research and statistical leadership, and partnerships NCVER will influence policy and practice through the provision of timely, relevant and high-quality information. This will be achieved by working with governments, industry and training providers in anticipating and responding to their needs. 2. Ensure integrity, quality, relevance and transparency to our research and statistics NCVER is committed to making quality information and data available and accessible, including support, while protecting confidentiality and individual student s privacy. 3. Develop innovative products and services NCVER is committed to open and transparent access to its research and statistics. Our aim is to maximise the dissemination of research and statistics. With an increasing stakeholder base and broadening expectations (through additional training organisations providing data and industries being able to access a complete picture of training for the first time), the ability to present data and research findings in new and useful ways in a timely manner is required. 4. Improve the efficiency and effectiveness of our our systems and processes NCVER s ability to adapt to the changing environment while focusing on the delivery of products and services to our stakeholders will depend on effective, easy-to-use and scalable systems and processes. 5. Be a highly skilled, adaptive workforce NCVER aims to provide a stimulating and challenging work environment developing the capabilities of our staff. NCVER is managed by a board of nine directors representing state, territory and federal governments, industry, unions and training authorities. The directors set the policies and strategic direction of NCVER and oversee the management of the company. 4 Our divisions Research We conduct research on behalf of the Australian, state and territory governments against ministerial-endorsed priorities. Topics range from the experiences of apprentices, equity groups and those in different industries, to understanding how structures, policy and funding impact training and skills formation. We coordinate this through the National Vocational Education and Training Research (NVETR) Program, the Longitudinal Surveys of Australian Youth and our own in-house research. Publications Our online catalogue contains over 1000 reports, synthesis pieces and audio interviews that can be downloaded free of charge. Research in progress Find out what research is currently in progress, including those being conducted in-house and those commissioned through the NVETR Program. VOCEDplus This database contains over Australian and international records of tertiary education research and published statistics. You can also submit documents for inclusion in accordance with our selection criteria. Funding opportunities We provide funding for VET research against the national priorities under the NVETR Program and are committed to building research capacity in the sector by periodically offering fellowships and scholarships. apprenticeships assessment equity literacy learning teaching policy industry demographics finance innovation Longitudinal Surveys of Australian Youth The LSAY program tracks over Australian young people from their mid-teens to their mid-20s as they move from school to post-school destinations. This comprehensive data set, and the research analysing it, can help discover how these young people are faring against their educational, work and overall life aspirations.

5 Our divisions Statistics We are the official custodian of national VET statistical standards and collections, and conduct surveys to provide a comprehensive picture on the performance of the VET sector. Data collections and surveys Apprentices and trainees This collection provides a summary of the training activity of all apprentices and trainees employed under a training contract. Data are released annually and quarterly, and inform policy and practice. Employers use and views of the VET system This biennial survey of approximately 9000 Australian businesses investigates how well the VET system meets employers needs to help ensure the system remains effective. Student outcomes Data from Australia s largest annual survey on student outcomes from training are used to develop policies that help government, employers and industry. Students and courses The National VET Provider Collection (also known as Students and courses) provides annual data on students, participation, courses and qualifications, which help measure the performance of the public VET system. VET finance This annual collection provides financial information about Australia s public VET system, including data on financial performance, financial position and use of public funds. VET in Schools This annual collection offers information about students undertaking VET as part of their secondary school certificate. qualifications revenue commencements completion rates enrolments satisfaction outcomes performance

6 Our divisions Corporate The Corporate division provides a range of support, services and solutions that enhance business cababilities and contribute to NCVER's strategic direction. Corporate functions include: Finance, Risk & IT Support Human Resources & Business Services Responsible for finance, risk, quality assurance, corporate governance and IT support. Marketing Services Responsible for marketing NCVER's products and services, media, conferences and events and production of NCVER publications. Capital Investment Programme NCVER is experiencing a period of significant business change, whilst partnering with jurisdictions nationally to deliver the national transparency agenda. The Capital Investment Programme s vision is to enable NCVER to successfully meet its VET reform obligations by delivering the required capabilities, including business process, systems and technology. This major programme of work, spanning several years, will result in a business transformation affecting the entire organisation. 7 About the Senior Executive roles National Manager - Statistics and Analytics Knowledge, skills and experience criteria: Essential: The National Manager - Statistics and Analytics is a member of the Senior Executive Team along with the Managing, and the National Manager - Research and Business Development. The National Manager provides leadership and direction to NCVER particularly in the designated areas of responsibility, and has a critical role in interacting with stakeholders and managing the external environment. This position oversees the managers of selected branches. Position objectives: Key challenges and objectives, under the direction of the Managing, are to: Exceptional statistical and data analytical skills with the potential to become highly regarded nationally as a subject authority within the national education/training sector. Deep current knowledge, preferably of the national vocational (or tertiary) education systems, policies, and especially its data, collections, surveys etc including current and potential data services. Proven experience in operational management of complex data management systems and a user (or developer) of advanced tools for complex predictive/summative analytics. 1. Provide intellectual leadership and clear direction to the staff of NCVER in implementing the Company s strategic objectives that are agreed with the Managing and the Board from time to time, particularly as they relate to expert management and insightful interpretation of present and future statistical collections, information analytics and survey services relevant to VET Demonstrable experience or capability in digital-delivery of client-valued data services and ability to be innovative in the development or use of such tools. Commercial acumen in extracting value from data-intensive digital products and services. 2. Lead the further development of NCVER information analytics capability to build and operate the Company s information management systems and capability as connected, dynamic part of national VET information management infrastructure. 6. Outstanding leadership skills in the context of leading organisational change, coupled with strong collaborative behaviours working within a joint leadership team. 3. Identify, develop and attract quality statistics and analytics capabilities, partnering as appropriate with peer organisations, to develop and deliver novel data and information services valued by Company shareholders and all VET stakeholders, including industry, training providers and students, and measuring the impact and application of NCVER s statistical and analytics publications Demonstrable relationship and negotiating skills and effective leadership experience working at national executive levels within the national VET/tertiary sector. Exceptional client service skills and ethos with an ability to motivate staff by strong example. 4. Provide strategic and in-depth analytical advice to stakeholders, (government agencies and industry leaders, training organisations for example) on the outcomes of statistical analysis relating to tertiary education and training. 9. Effective communication skills at all levels in explaining and translating complex information into compelling messages and informed analysis Ensure good relations are maintained with all shareholders and that stakeholder and customer feedback is actively incorporated into the Company s work. Be an effective part of the Senior Executive Team responsible for the overall management of NCVER along with the Managing and other Managers. This position oversees the managers of selected branches Demonstrated evidence of outstanding research skills and outputs with the potential to become a highly regarded research leader within the national education/training sectors. Deep knowledge of current research and VET policies, preferably within the national vocational/tertiary educational sector and labour market systems, including being capable of leading insightful qualitative and quantitative analyses and assessments of research impact on national policy. Position objectives: Key challenges and objectives, under the direction of the Managing, are to: Provide intellectual leadership and clear direction to the staff of NCVER in implementing the Company s strategic objectives that are agreed with the Managing and the Board from time to time, particularly as they relate to research, research management, information services, communications and marketing, including responsibility for key information assets and services. Nationally promote NCVER research and information services, including managing expanded and more effective digital communications platforms for timely dissemination of outcomes, through innovative use of digital technologies. Lead business development by attracting and developing quality research capabilities, winning (partnered) national and international research projects and consultancies, and measuring the impact and application of NCVER s research performance and publications. Provide strategic and detailed research advice to all stakeholders, (government agencies and industry leaders, training organisations for example) on the outcomes of targeted analysis and applied research relating to tertiary education and training. Ensure good relations are maintained with all shareholders and that stakeholder and customer feedback is actively incorporated into the Company s work. Be an effective part of the Senior Executive Team responsible for the overall management of NCVER along with the Managing and other Managers Desirable: Strong existing understanding of international VET/tertiary education and research. Proven commercial capabilities in all aspects of business development and expert fee for service consultancies, with evidence of either leading or contributing to such work. Experience and strong understanding of marketing and promotion of applied research/ statistics including managing and measuring the impact of digital communications to promote the company. Outstanding leadership skills in the context of leading organisational change, coupled with strong collaborative behaviours working within a joint leadership team. Demonstrable relationship and negotiating skills and effective leadership experience working at national executive levels within the national VET/tertiary sector. Exceptional client service skills and ethos with an ability to motivate staff by strong example. Position information Contract period Salary Special conditions Location Three years (renewable subject to performance). Probationary periods of six months will apply Attractive remuneration packages comprising of base salary (negotiated with the successful applicants commensurate with skills and experience), superannuation and a fully maintained motor vehicle will be offered to the successful candidates. Interstate and occasional international travel requirements. These positions are located in NCVER's head office, located at 33 King William Street, Adelaide, South Australia.
