The National Disability Insurance Scheme will mean peace of mind for every Australian, for anyone who has or might acquire a disability significantly impacting on daily life. Our priority is to ensure people with disability continue to get the support they need.. Arrangements are being put in place to ensure the scheme is introduced gradually, including a smooth transition for people with disability and support providers. From 1 July 2013, the first stage of the Scheme began rollout in South Australia, Tasmania, the Barwon area of Victoria and the Hunter area in New South Wales. The ACT, the Barkly area of NT and the Perth Hills area of Western Australia will join the launch in July We are committed to becoming a model employer for people with disability who are specifically encouraged to apply. 2 About the Position The Director of Engagement and Funding supports the SES Band 1 Agency Launch Manager, and is responsible for engaging with people with disabilities, their families and carers to explain how the Agency works with them to identify support needs and put plans into effect consistent with the progressive intake agreed between governments. You will also work closely with service providers to explain how to do business with the Agency, understand the impacts of the individualised funding reform, and engage on strategies to ensure choice and control and a client focused approach that is the foundation of the Scheme. You will be responsible for management oversight of office corporate, administrative and financial functions and ensuring productive and responsive links between the corporate and service delivery arms of the launch site office. You will drive a professional commitment to local analysis of Scheme performance and to ensuring effective local intelligence on provider performance to manage continuity of support risks. A detailed position description is attached. Other Information Police checks and the appropriate working with children and/or vulnerable people checks will be undertaken for applicants in serious consideration for these roles. Successful candidates will be required to provide evidence of Australian Citizenship, prior to a formal offer of employment being made by the Agency. Successful applicants will need to have a Baseline security clearance or be able to obtain one. Selection Criteria Essential Criteria: 1. Extensive understanding of the needs of people with disability and experience in leading programs to enhance community participation Understanding of or lived experience with disability; Experience in leading community and sector engagement to enhance local capabilities for participation in the Scheme; Professional background and/or relevant qualifications in communications and engagement.

Ability to shape strategic thinking on the implementation of the scheme Engages others in the strategic direction of the Agency, encourage contribution and communicate expected outcomes; Contribute to national Agency policy outcomes by representing whole of Agency priorities at local forums and with external agencies; Undertake objective, critical analysis and distil core issues for consideration by the management team. Break through problems and weigh up the options to identify solutions. 3. Achieve results in community engagement and ensure consistency in decision making Establishes clear plans and timeframes for project implementation and outlines specific activities; Monitor progress and identify risks that may impact outcomes; Respond in a positive and flexible manner to change and uncertainty. 4. Cultivate productivity and performance through strong team and external working relationships Anticipate and be responsive to internal and external client needs; Bring people together and encourage input from key stakeholders to ensue shared understanding and commitment; Recognise the positive benefits that can be gained from diversity and encourages the exploration of diverse views; Deliver constructive feedback in a manner that gains acceptance and achieves resolution. 5. 5 Position Description Director of Engagement and Funding EL 2 Position Purpose The Director of Engagement and Funding supports the SES Band 1 National Disability Insurance Agency Launch Manager, and is responsible for engaging with people with disabilities, their families and carers to explain how DisabilityCare works with them to identify support needs and put plans into effect consistent with the progressive intake agreed between governments. You will also work closely with service providers to explain how to do business with the Agency, understand the impacts of the individualised funding reform, and engage on strategies to ensure choice and control and a client centred approach that is the foundation of the Scheme. Additionally, you will work to increase awareness in the community on participation for people with a disability consistent with the objectives of DisabilityCare. You will work closely with the Scheme s local area coordinators and proactively address support gaps or weaknesses in capabilities within the launch site. As the Director of Engagement and Funding you will also be responsible for management oversight of office corporate, administrative and financial functions and ensuring productive and responsive links between the corporate and service delivery arms of the launch site office. You will ensure local level analysis of Scheme performance and local intelligence on provider performance to manage continuity of support risks. Key Responsibilities Responsibilities include: Strategically plan and lead all site related community and sector engagement to enhance local capabilities for participation in the Scheme. Manage community expectations through regular and targeted engagement with stakeholders from both government and non-government sectors. Prioritise all office engagement and communications to align to business imperatives and manage risks associated with stakeholder relationships proactively and as they emerge over time. Represent the Agency and contribute to national agency policy outcomes through participation at local forums and negotiations with external agencies. Provide guidance in the negotiation and management of key contracts, funding agreements, and Memorandum of Understandings with other government agencies or service providers. Ensure timely and quality analysis of Scheme trends, budget development processes and financial compliance. Work with local area coordinators and regional support officers to ensure appropriate support options for participants and to ensure market risks with continuity of care and the reform change agenda are managed. Manage competing priorities while maintaining high work standards and accuracy.

6 Skills Specific High level engagement and communication skills. Leadership skills including inspiring a sense of purpose and direction to staff and marshalling professional expertise. Demonstrated Extensive understanding and knowledge of the disability sector and the needs of people with disabilities. Experience in Public Relations and/or Stakeholder Engagement. Effectiveness as a communicator and networker who will build and facilitate productive and effective partnerships across the Region. Effectiveness at a high standard as a leader capable of steering and implementing change whilst mentoring and guiding diverse groups of stakeholders in a flexible, collaborative and transparent manner. Ability to build organisational capability and responsiveness through continuous improvement and evaluation of performance and effective resource management. Strong analytical skills. Ability to provide leadership and guide staff in financial management accountabilities and good practice. Highly developed oral and written communication skills and interpersonal skills. Qualifications Highly desirable - Engagement and Communication qualifications or background. Desirable It is highly desirable that applicants have an understanding of or lived experience in the field of disability.
