Swedish National Earth Observation Activities Göran Boberg Swedish National Space Board 1

Swedish National Space Board SNSB is a central governmental agency under Ministry of Enterprise, Energy and Communications SNSB is responsible for national and international activities relating to space and earth observation, primarily, research and development SNSB is a small agency with only 17 employees The total budget of the agency is approximately SEK 730 million a year (73 M ) Olle Norberg, DG of SNSB since June 1,

Swedish National Space Board Main tasks to distribute government grants for space research, technology development and earth observation activities to initiate research and development in Space and Earth Observation areas to act as Swedish point of contact for international co-operation 3

Budget of the SNSB 1 =10 SEK SNSB is financed by: Ministry of Industry ~578 MSEK Ministry of Education ~154 MSEK Costs: National Space Research Programme 46 MSEK National EO/Remote Sensing Programme 22 MSEK ESA Science programme 90 MSEK Earth Observation (ESA) 78 MSEK Microgravity, ISS (ESA) 42 MSEK Other activities (ESA, bilateral, Odin) 410 MSEK Esrange 18,5 MSEK 4

National Remote Sensing Programme - User Part Started in year 2000 Budget: ~800 k Objecive: Increase the use of satellite image based remote sensing methods in Sweden Call issued anually ~20 applications per year Remote Sensing Committee Fast-track service (~6 applications per year) 5

User Part User Project Potential users in collaboration with Swedish developers of remote sensing methods (down-stream sector) The user shall contribute with its own time in the project Call for Idea Swedish down-stream companies with a long term ambition within remote sensing Co-funding from the company shall be at least 50% of total project costs 6

User Part Application Process Step 1: Application form and short project description (3 pages) in english Step 2: Elaborate project description (10 pages) Between steps certain conditions can be introduced by SNSB, i.e. regarding the level of co-funding For successful applicants contracts are issued in January the coming year 7

SACCESS Started in 2008 Joint effort (SEPA, SFA, SMHI, NLS, SNSB) Operated by a user consortium (public and commercial entities) Open for users in Sweden, Denmark, Finland and Norway Content: Optical satellite imagery from 1970s, 1980s, millenium, 2005, 2007 and 2008 From 2007 the archive is updated with complete coverage of Sweden annually 8

SACCESS (kolla ny statistik) 9

Recent Activities Dredge Detection Participants: County Administrative Board of Uppsala, National Police Board, Metria (developer) Aim: Develop an operational work-flow for recurrent detection of illegal dredges Five matters are brought to prosecution 10

Imagery of 4 concecutive years showing a dredge plume arise 11

Recent Activities Monitoring Harmful Algae Blooms Participants: Swedish Coast Guard, Swedish Environmental Protection Agency, Swedish Meteorological and Hydrological Institute Aim: Adjust and improve BAWS in terms of detecting algorithms Synergies with oil spill detection 12

Two algae bloom events in the Baltic Sea shown as RGB composite of MERIS L2 images for (left) and (right) 13

Conclusion & Outlook Growing demand for remote sensing products Co-funding levels has increased SACCESS is indeed a success 14

Swedish National Earth Observation Activities - brief overview with a focus on national EO research programme

Swedish National Space Board Supports research in following areas: Astronomy Space Physics Atmospheric Research Astrobiology Space Physiology Material Sciences in Microgravity Earth Observation 16

Swedish National Space Board Supports industrial research and development activities via ESA programmes or directly On-board computers Antennas Microwave technologies Microsystems, MEMS Satellite systems Launcher technologies Rockets and balloons Ground station services 17

National EO (Remote Sensing) Programme - Research Part 14 MSEK Users Part and Fast Track 6 MSEK Total budget in ,5 MSEK 19

External EO advisory committee National EO (remote sensing) Programme) Strategy Policy matters 20

Research part of the national EO Programme: main goals To encourage and support high quality research within EO by means of satellite data of ESA and other parties To enable the participation of Swedish researchers in relevant ESA EO projects and activities 21

Research Part 2009 Research areas: glaciers, snow and sea climate models clouds carbon cycle, forests and vegetation land and urban environment earth observation for global actions health atmospheric research part of the space research programme (SRAC) 22

Support of the participation in ESA (and other) projects: few examples BIOMASS ALOS, GOCE Envisat/MERIS Atmospheric projects supported by SRAC : Premier/STEAMR ADM-Aelos Odin (Swedish satellite) 23

Grant selection process Annual call for research proposals (all fields of space science): Deadline in late April/early May Proposals are being evaluated by FAK and external reviewers FAK selects the best proposals Board of SNSB approves (usually) proposal by FAK 24

Selection criteria for the research proposals: peer-reviews support of ongoing PhD projects (4 years) support of successful ongoing projects gender aspects in case of equally good proposals Statistics form the call 2008 (exkl 35 % OH) Submitted applications: 20 (ca 14 MSEK) Granted applications: 9 (ca 5 MSEK) Running multi-year grants: 8 (ca 5 MSEK) 25

History 1999 Proposal from Remote Sensing Committee 2002 Space Agency conduct a study DG:s for Space Agency, Forest Agency, Met office, Land Survey and Environmental Protection Agency make a proposition to government 2004 Task from government to make a thorough official investigation. Presented later same year. Consultive bodies very positive! 2007 Environmental Protection Agency get funding for setting up the satellite data base 2008 Saccess started 24th of June free data to all Users 32

Free data! (kolla aktuellt konsortium) Separate government funding for establishment: 0.56 M Particular grant for data collection: 0.52 M /year Users consortium fund operations: 0.11 M /year 33

Swedish Forest Agency Government s expert forestry organisation Work for sustainable use of Swedish forests Cover whole country - 5 regions - 43 districts - over 1000 employees 34

The Swedish forests Forest cover 60 % Most important natural resource 12 % of Swedish export income Employs about 100,000 people 35

Our use of satellite data

Clear cut monitoring Developed in ENFORMA project (EU 4th frame work ) Now operational in whole Forest Agency Compares imagery from different years to give shape and date of all clear-cuts. Notification in yellow Result from change detection analysis in green 37

Precommercial-thinning Detect areas needing thinning Regrowing areas cut years ago Indicates areas needing treatment Send letters to forest owners Landsat-5 from 1989 Spot-4 from

Our use of satellite data We need sensors with Large scenes Resolution meters Short wave infrared capacity (MIR) Metadata critical! Until to today we have used Spot4 Spot5 Landsat5 Landsat7 IRS-P6 39

With Saccess We get access to data from the 70s, 80s and 90s Easy access to several datasets Standardised output with a complete set of metadata Very good geometry (important for change detection) 40
