1 VACANCIES AT RONGO UNIVERSITY COLLEGE DEPUTY PRINCIPAL (ACADEMIC AND STUDENT AFFAIRS) SCALE RUC 16 The Deputy Principal (Academic and Students Affairs) will be the principal assistant to the University College Principal and will take charge of Academic and Student Affairs Division. Duties will include (vi) Overseeing student admission and ensuring smooth implementation of all academic programmes. Coordinating all research and outreach programmes Planning, organizing and managing work study programmes, sports and games Ensure efficient running of students recreational facilities and security of students Develop and implement programmes such as leadership and training that support students educational experience. Ensure efficient coordination of activities that support and attract international students. (vii) Enforce student discipline. (viii) Coordinate student industrial placements, graduate employment and alumni association. Qualification and Experience for Position of Deputy Principal (Academic and Student Affairs) (vi) Be a Professor or an Associate Professor with an earned PhD or its equivalent from a recognized university. Have served in a Senior Academic and Management position at the level of a Dean, Director or higher. Demonstrate competence in administrative and academic leadership in academic/research environment. Have track record of success and performance characterized by visionary and strategic thought, rapid growth and service delivery as well as translation of ideas into value outputs. Have the capacity to motivate and influence staff, students and other stakeholders. Demonstrate evidence of outstanding ability to communicate effectively and good interpersonal skills. (vii) Show good understanding of University functions and procedures coupled with a passion for the promotion of learning, excellence in teaching, research and innovation with the highest ethical standards, integrity and professionalism. (viii) Have skills, capacity and determination to initiate and facilitate the development of relevant and quality market and society driven academic programmes. (ix) Have proven capacity to promote learning teaching, research and development in the University setting
2 (x) (xi) Have a good understanding of national policies and strategies governing University education and training in Kenya. Have a broad awareness of the factors and conditions shaping the development of Higher Education in the country Terms and Conditions of Service for Deputy Principal (Academic and Student Affairs) The successful candidate will be offered a competitive remuneration package in accordance with the existing Terms and Conditions of Service for Principal and Deputy Principals Employment will be on a five year performance based contract and will be renewable once depending on performance and on mutual agreement. FINANCE OFFICER SCALE RUC 15 This the highest position in the scheme. The Finance Officer will be answerable to the Principal through Deputy Principal (AFP). The holder of this office will be responsible for; The overall formulation and implementation of the finance strategy for the department; Advising the University management on all financial matters; Responsible for efficient organization, control and supervision of all accounting units. Responsible for review, planning, co-ordination, design, implementation, development of accounting services and systems. Timely submission of annual financial statements and accounts. Setting and maintaining high accounting standards in the University. Those to be appointed should have:- (vi) (vii) A Masters Degree, such as MBA from a recognized University in a relevant field such as Accounting, finance or Business Administration Fifteen (15) years relevant experience, at least 5 years as Chief Accountant or equivalent. CPA (K). Registered member of ICPAK or an equivalent Accounting body. Practical experience of ICT is mandatory at this level. Consistently demonstrated outstanding qualities for leadership, coordination and organization capabilities at management level. Holders of PhD in relevant field will have an added advantage.
3 DEPUTY REGISTRAR (ADMINISTRATION) SCALE RUC 14 SALARY SCALE: KSH 105,338x ,595x ,147 The Deputy Registrar (Administration) shall be responsible to the Registrar Administration for planning, policy formulation and general administration of the various administrative activities in the University administration. Other duties and responsibilities will include management of the various departments within the administrative division with regard to the legal instruments and regulations governing the management and administration of university resources in general and within their respective departments. For appointment to this grade, an officer must have:- A relevant Master s Degree with at least ten (10) years work experience of which 5 years must be at the level of Senior Assistant Registrar or equivalent. CPS III or any other relevant post graduate diploma qualification will be added advantage Evidence of participation in seminars/conferences related to administration and management. Knowledge of Management Information and Communication Technologies. 4 SENIOR ACCOUNTANT SCALE RUC 13 SALARY SCALE KSH 82,009x ,734x ,566x ,595 A senior Accountant is answerable to the Chief Accountant for the overall accounting functions in a section or sections. Work at this level involves, organization and management of accounting units, directing, controlling and coordinating of both routine and non-routine accounting matters. Interpreting financial policies, budgetary control system, management accounting methods and monthly/quarterly financial returns. Responsibilities at this level include advising on all financial policies as well as ensuring that sound accounting principles and controls are applied on financial transactions. Train and develop staff for high efficiency in accounting services. Supervision of work at this level is generally informal and related to results. Those to be appointed should have:- A Master s Degree, such as MBA from a recognized University in a relevant field such as Accounting, finance or Business Administration and; CPA (K) and 9 years relevant experience. Practical knowledge of ICT is mandatory at this level. Registered with ICPAK SENIOR LEGAL OFFICER - SCALE RUC13 SALARY SCALE KSH 82,009x ,734x ,566x ,595 at this level will involve drafting of complex legal documents and generally handling all legal matters affecting the University in addition to advising the University on the same. For appointment to this grade one must:- Have a Bachelor of Laws (LLB) Degree from a recognized university Must be an advocate of the High Court of Kenya with a valid practicing certificate. Have 8 years experience in a similar or equivalent position or in legal practice Possession of a relevant master s degree would be an added advantage
5 PROCUREMENT OFFICER - SCALE RUC 12 SALARY SCALE KSH 72,559x ,734x ,566 Duties at this level will include: examining of the established stores units at the institution; the quantities of supplies held and their numerical relationship to bin cards, stock ledgers, computer printout of stock levels and maximum and minimum stock levels; apparent conditions of the supplies held; operating procedures and documents in use and their conformity with the prescribed regulations. The stores catalogue, its contents and maintenance, specifically, work at this level will involve advising schools and user departments of any irregularities in supplies procurement and management found and the required remedial action; supervision of supplies and stores staff and any other responsibilities that may be assigned to him from time to time. Qualifications for appointment For appointment to this grade, an officer must have: (vi) A Bachelor s Degree in the following disciplines; Business Administration, Economics, Commerce (Supplies Management option) or its equivalent from a recognized University; Attended management course(s) lasting for reasonable period(s); and Eight (8) years experience three of which one must have served as Assistant or Senior Assistant Procurement Officer in a busy institution. Must be a registered member of Kenya Institute of Supplies Management. A CIPS qualification. A Master s degree will be an added advantage. SENIOR PROCUREMENT OFFICER - SCALE RUC 13 SALARY SCALE KSH 82,009x ,734x ,566x ,595 Job Description Senior Procurement Officer will assist the Principal Procurement Officer in properly discharging the responsibilities of Procurement Services in the university. An officer at this level will be responsible for: receiving confidential reports on all Scales of Purchasing and Supplies Personnel from Purchasing Officer II and Supplies Officer II (staff appraisals) and recommend for training, promotion or transfer; coordinating all the existing departmental, schools and campus procurement activities; staff training, deployment and all disciplinary case; advising the Principal Procurement Officer of situations found requiring either; remedial action on the part of schools/department concerned; modification to the defined procedures for the procurement and management of
6 supplies; advising the Principal Procurement Officer on the competence and performance of Purchasing and Supplies staff and will be the overall supervisor of all Purchasing and Supplies and activities and as assigned by the Principal Purchasing Officer. Job Specification for Direct appointment For appointment to this grade, an officer must have: A Master s Degree in the following disciplines; business Administration, Economics, Commerce (Supplies Management option) or its equivalent from a recognized University; Attended management course(s) lasting for reasonable period(s); and Ten (10) years relevant work experience five (5) of which must have been as head of a procurement unit in a public institution. Must be a registered member of Kenya Institute of Supplies Management. A CIPS qualification. INTERNAL AUDITOR I SCALE RUC 12 SALARY SCALE KSH 72,559x ,734x ,566 An officer at this level may be in charge of a section/unit or Audit team comprising staff below him/her. Specifically, work at this level will involve audit assignments in a University College/Campus, making reports to the immediate officer and examining payment schedules and preparing audit programmers and supervising staff below him/her. For appointment to this grade, a candidate must have:- A Bachelor of Commerce (Accounting, Finance, Business Administration) degree or its equivalent from a recognized University. CPA (K) and at least 8 years relevant experience as Assistant Internal Auditor in a large institution. Knowledge of ICT. A relevant Master s degree will be an added advantage.
7 MEDICAL OFFICER - SCALE RUC 12 SALARY SCALE KSH 72,559x ,734x ,566 at this level will involve, provision of medical services to patients and clients in the institution health center and make follow-up cases of patients referred to the main hospital. The officer will also be required to provide both formal and informal training to other health personnel working under him/her. For appointment to the grade, one must have:- Bachelor of Medicine or Bachelor of Surgery obtained from a recognized university. Have been registered by Medical Practitioner and Dentist Board. Must have worked for at least two (2) years after internship. Evidence of continuing professional development. ASSISTANT REGISTRAR SCALE RUC 12 SALARY SCALE KSH 72,559x ,734x ,566 Work at this level will entail assisting in planning, coordinating and control of administrative activities in any of the departments of the University. An officer at this level will be expected to work with minimum supervision. He or she will also be responsible for training and development of staff under him in order to maintain efficient administrative services. For appointment to this grade an officer must have:- (vi) (vii) A Bachelor s Degree in Management or Administration from a recognized university with Not less than 6 years relevant work experience. Experience in managing distance learning programme. (Added advantage) Experience in project management with strict adherence to targets. Be proficiency in Microsoft office applications. Experience in document preparing & presentation. A Masters degree with research experience will be added advantage.
8 ACCOUNTANT I SCALE RUC 12 SALARY SCALE KSH 72,559x ,734x ,566 An officer on this level may be in charge of a Section / Unit comprising of Assistant Accountant, Senior Accounts Assistant and Accounts Assistant. Work at this level will entail, verification of payment vouchers, payment schedules, ledger postings etc. in accordance with laid down rules and regulations. The officer will be expected to deal with all accounting procedures and routine matters effectively and without guidance. Responsibility at this level may also include a limited range of accounts and preparation of final accounting statements. Those to be appointed should have: A Bachelor s degree from a recognized University in a relevant field such as Accounting, Finance or Business Administration and; CPA K plus 6 years relevant experience. ICT Knowledge is a must. A Master s Degree in a relevant field will be an added advantage STUDENT COUNSELLOR - SCALE RUC 11 SALARY SCALE: KSH 60746x ,734 An officer at this level will be responsible to the Senior Students Counselor; Work at this level will entail providing individual and group counseling services; Assisting in identifying students with social psychological or health related problems; Liaising with the Housekeeper in counseling and advising students on personal and social matter within the halls of residence; and Performing any other duty as may be assigned. For appointment to this grade, one must have:- A Master s degree or its equivalent in either Counseling Education, Psychology or Social Sciences. At least six (6) years working experience with students at tertiary level. Knowledge in ICT.
9 SENIOR ADMINISTRATIVE ASSISTANT - SCALE RUC 9/10 SALARY SCALE KSH 30,681x ,599x ,547 An Officer at this level will normally work under the general guidance of a more experienced officer at Faculty, Schools, and Academic & Administrative Division of the University where an officer will be exposed to broad administrative dynamics. For direct appointment to this scale an officer must have:- A Bachelor s Degree and A minimum of 3 years relevant work experience A Postgraduate qualification will be an added advantage. MUSIC TRAINER - SCALE RUC 9/10 SALARY SCALE KSH 30,681x ,599x ,547 An Officer at this level will normally work under the general guidance of the Dean of Students. For direct appointment to this scale an officer must have:- A Bachelor s Degree and Music training experience of not less than 3 years (must have trained an institutional choir to National Level). A Postgraduate qualification will be an added advantage. CLINICAL OFFICER I SCALE RUC 9/10 SALARY SCALE KSH 30,681x ,599x ,547 at this level will entail management of clinical services at the university clinics. Specifically, work will entail attending to patients, supervising clinical services and carrying out primary health care activities at the University College.
10 For appointment to this grade, a candidate must have:- A Higher National Diploma in Clinical Medicine or its equivalent Must be registered with the Clinical Officers Council Five (5) years working experience Knowledge in ICT STORES CONTROLLER - SCALE RUC 10 SALARY SCALE KSH 35,415x ,599x at this level will involve: assisting in the management of Purchasing/Supplies and Stock Control activities in their areas of operation; coordinating Purchasing and Supplies activities within the section; supervising staff assigned to perform in their areas of operation; ensuring proper keeping of records and smooth flow of documents within the section and other departments of the University; receiving requisitions from users for purchase of goods and services and confirm correct specifications and deliveries requested; requesting for quotations or tenders from the suppliers; evaluating received quotations or tenders; placing orders or arrange for contracts, with selected suppliers and monitor deliveries to ensure supplies do arrive as promised (order progressing); checking received supplies and ensure they are correct to specifications and in good condition; counter check suppliers invoice with original quotations or tender documents and ensure original terms have been adhered to. Job Specification for appointment For appointment to this grade one must have:- A relevant degree in Business Administration, Economics or Bachelor of Commerce in Supplies Management or its equivalent from a recognized Institution. Five (5) years relevant work experience Have lull professional qualification in purchasing and supply Possess in-depth knowledge of prevailing Public Procurement and Disposal Act and PPD Regulations Proficiency in computerized procurement and inventory information systems
11 SENIOR CLERICAL OFFICER I (REGISTRY) - SCALE RUC 8 SALARY SCALE KSH 25,627x763-26,390x ,497x ,599 at this level will be similar to those performed by Senior Clerical Officer I. The officer will be expected to supervise and compile statistical records, maintaining efficient filing system, retrieving and availing files to action officers. Qualifications for appointment For appointment to this grade, an officer must have at least: Diploma in Records and Archives Management or its equivalent. Must have worked preferably in university set up and gained not less than 6 years of work experience in the personnel registry. A Higher National Diploma in the relevant field will be an added advantage SECRETARY - SCALE RUC 6 SALARY SCALE KSH 18,640x587-19,814x705-23,337x763-26,390 An officer at this level will perform the duties of recording dictation in shorthand and transcribing them; typing from drafts or recordings from dictating machines, and operating other related machines. She/ he will be responsible for the custody of documents and files, including confidential materials; making appointments; dealing with inquiries; answering and making telephone calls; receiving and attending to visitors; handling mail and writing simple routine correspondences. She will also be responsible for supervision and guidance of junior staff in the office as well as ensuring security of office. For appointment to this grade, one must have: Diploma in Secretarial Studies. Working experience (minimum 6 years). Must have good Public Relations Skills. Working experience of minimum Six (6) years. Be computer literate Ms. Office applications and database management.
