1 GUIDELINES FOR APPRAISAL AND PROMOTION OF SENIOR ADMINISTRATIVE, TECHNICAL AND PROFESSIONAL STAFF Preamble The appraisal and promotion exercise is an annual event and it is mandatory upon all members of staff to fill in the requisite appraisal and promotion forms at the end of every academic year. The exercise is also intended to appraise the overall performance of a candidate over the period under review, in terms of efficiency, competence, resourcefulness, moral integrity, etc. To this extent, candidates worthy of promotion would be promoted; those who deserve commendation would receive it; and those whose performance calls for reprimand or disciplinary action would be treated accordingly. Candidates for appointment to Staff positions should possess the necessary qualifications and experience. Such candidates should be interviewed to determine their suitability. No candidate with a pass degree or diploma will be eligible for appointment based on such certificates. A National Youth Service Corps discharge or exemption certificate is mandatory for appointment. A) Criteria 1. The criteria to be used for appraisal and promotion of senior administrative, technical and professional staff are as follows: a. Marked efficiency, competence, and contribution to the effectiveness of the department. b. Ability to undertake new and expanded schedules of duty and additional responsibilities. 1

2 c. Special aptitude, experience, initiative, and training\personal integrity. d. Result of appraisal examination. In recommending a promotion, consideration should also be given to: a. The grade, level and salary point reached in the candidate s salary scale; and b. The academic/professional qualifications obtained since appointment or the last promotion 2. These criteria are intended to serve as a general guide in judging the candidate. They are not meant to set boundaries to the elements of performance that may be considered. B) PROMOTION 1. A proposal for promotion is usually made by the Head of Department and this shall include: a. Comprehensive assessment of the candidate s qualification for promotion, taking into consideration the criteria set out above. b. The grade of the member of staff concerned. c. The recommended grade for promotion. 2. A member of staff shall have served satisfactorily for a minimum of three years since appointment or the last promotion with a minimum of 60 points before being eligible for consideration for promotion, and in exceptional cases after two years with a minimum score of 90 points. 3. Before a member of staff is considered for promotion, he/she must satisfy the qualifications and other requirements prescribed for the post to which he/she is being assessed, and only in exceptional case would qualifications be waived, having regard for experience, general ability and potential to hold the next post. 4. Promotion is normally made subject to vacancy. However, exceptional promotion may be made in un-established posts provided that such promotion shall be made personal to the incumbent and the post shall be established on a personal basis at the next budget. 2

There shall be no promotion to the post of Deputy Registrar and to non-academic post in equivalent grade except by assessment/interview constituted by the Appointments and Promotions Committee (Administrative, Technical & Professional). 6. There shall be a written promotion examination. This shall constitute 50% of the required points. C) Entry Point Scale on Promotion Adjustment of salary will not be made on promotion on any grade including claims made based on the year of graduation of those concerned. D) Effective Date of Promotion Except in exceptional circumstances, promotion will not take effect earlier than the first day of October following the date on which the promotion is made. E) Commendation/Rebuke A candidate whose general performance has been outstanding and has not been recommended for promotion on technical grounds deserves commendation and an increase of one step in salary. On the other hand, a candidate whose rating is below sixty points is to be heavily reprimanded. A candidate who received a letter of warning during the period under review should not be considered for promotion or that the annual salary increase should be withheld. F) Review of Salaries and Re-grading The Appointments & Promotions Committee for Academic & Technical Staff may review the salary of a member of senior non-teaching staff or the appointment of a member of senior non-academic staff under the following conditions: a. On a recommendation by the Head of Department concerned for the reason that the earlier assessment had not been based on all the available facts and had accordingly resulted in wrong placement on the salary scale or the wrong grade. b. That such review or re-grading shall be done in the first year of appointment and only in such cases that review or re-grading shall apply retrospectively to the date of such appointment. 3

4 c. All proposals for review of salary or for re-grading shall be made in the first instance to the Registrar for consideration and recommendation to the A & PC. Note: In these Regulations: Committee means Appointments and Promotions Committee for Administrative, Professional, and Technical Staff. Non-academic Staff/Member of Staff means the Administrative, Professional, and Technical Staff on CONTISS 6 and above. 4

SCHEME OF SERVICE FOR ADMINISTRATIVE, TECHNICAL AND PROFESSIONAL STAFF POST CONTISS BASIC ENTRY QUALIFICATION Administrative CONTISS 07 The candidate for this Assistant position must possess the following qualifications: a minimum of Second Class Lower degree in a suitable subject from a recognized University. NEXT GRADE Admin officer Administrative officer Assistant Registrar CONTISS 08 The candidate for this position must possess the following qualifications: a minimum of Second Class Lower degree from a recognized university plus at least 3 years experience as administrative Assistant plus skills in computer usage. CONTISS 09 The candidate for this position must possess the following qualifications: a good degree from a recognized university plus at least 3 years experience as Administrative plus Computer skills. Assistant Registrar Assistant Registrar II 5

6 Assistant Registrar II CONTISS 11 The candidate for this position must possess the following qualifications: a good degree from a recognized university plus at least 3 years experience as Assistant Registrar plus Computer skills. Assistant Registrar I CONTISS 12 The candidate for this Assistant Assistant position must possess the Registrar Registrar II following qualifications: a good degree from a recognized university plus at least 3 years experience as Assistant Registrar II plus Computer skills. CONTISS 13 Candidates for this Deputy Registrar Assistant position must possess a Registrar good honours University degree plus at least three years experience as a Assistant Registrar I. Deputy CONTISS 14 The candidate for this Registrar position must possess the following qualifications: a. A good degree from a 6

7 Registrar* CONSOLID ATED recognized university plus at least 3 years experience as Assistant Registrar b. Assessment/interview by a committee constituted by the Appointment and Promotions Committee of Council A good degree from a) Recognized university plus at least 15 years of relevant post qualification experience, most of which must be in university administration. *Vacancy in this position must be filled by appointment *Vacancy in this position must be by internal and external advertisements. 7
