2 Community Services Administration, Adult Clinic, Child & Family Services Program Descriptions Adult Clinic: provides a wide array of mental health services including individual, group, family counseling, and 24/7 crisis intervention. Psychological and psychiatric evaluation and treatment is also offered. Child & Family Services: designed to meet the mental health needs of children and adolescents. Services include individual, group, and family counseling. Psychiatric and psychological evaluation and treatment, and school based services are also provided.
3 Community Services Administration, Adult Clinic, Child & Family Services Key Duties of Staff Director of Community Services Responsible for the administration of County operated Mental Health and Alcohol and Substance Abuse Program services; Ensures proper treatment of patients in services and facilities under the care of Community Services; Plans, organizes, and supervises psychiatric rehabilitation services; Coordinates Mental Health Services with other authorized public health agencies and groups; Prepares annual reports and fiscal accounts of the programs; Conducts studies related to the promotion of mental health, alcohol and substance abuse services, and developmental disabilities, as well as the prevention of psychiatric disorders; Coordinates the County operated Community Services Programs (including sub-contracted services) with state and privately operated services; Plans, organizes, and coordinates the operation of mental health, alcohol and substance abuse, and developmental disability services provided within the County. Administrative Services Director of Administrative Services Plans, directs, and coordinates various fiscal and business management functions and personnel; Formulates policies and procedures for the fiscal and general administration of the department; Assists in developing and administering policies for administration, budget, personnel and agency procedures; Maintains contacts with departmental units, other county departments, and community groups concerning fiscal procedures and departmental administration; Analyzes directives, bulletins, and informational material issued by regulatory departments and agencies in order to develop local procedures to meet operational needs; Conducts fiscal analysis of programmatic changes, prepares preliminary budgets, and provides material and information for presentation to County legislative committees and the County Legislature as a whole; Serves as department contract management officer and monitors contracts, service agreements, and leases for office space to ensure compliance by contract agencies and landlords; Prepares a variety of accounting, statistical, and narrative reports; Responsible for software implementation and ongoing training. Senior Account Clerk-Typist (2 Positions) Classifies a variety of receipts and expenditures, and distributes costs according to a prescribed code;
4 Reviews and checks moderately-complex account keeping records and reports for arithmetical and clerical accuracy, completeness and proper extension; Assigns work, reviews and records work done, and instructs new employees in the specialized account keeping and clerical work of a unit; Receives remittances by mail or in person, verifies amount, computes interest and penalties, and posts to book of original entry or enters on computerized ledger; Posts to journal or ledger accounts from a variety of original entry media either manually or via data entry device; Compiles payroll data, prepares, types and checks payrolls; Supervises the verifying and reconciling of individual account balances; Processes, types, sorts, indexes, records and files a variety of control records and reports; Types materials from copy, rough draft and other detailed instructions; Compiles data for, prepares, types and analyzes moderately-complex financial and statistical reports and records. Account Clerk-Typist (3 positions) Operates keyboarding equipment in the performance of the following duties; Posts to journal or ledger accounts from appropriation, expense, invoice, payroll, receipts, voucher records and other original media; Receives remittances by mail or in person, verifies amount, computes interest and penalties and posts to book or original entry; Assists in verifying and reconciling account balances according to prescribed procedures; Assists in reviewing and checking routine accounting records and reports; Compiles payroll data and/or prepares and checks payrolls; Operates a variety of office machinery and equipment. Receptionist Answers telephone, ascertains the business of the calling party, and either independently provides answers to routine questions and/or provides needed routine services, or refers caller to other more appropriate persons; As directed, prepares correspondence in answer to routine inquiries; Accepts and channels messages; Makes necessary staff appointments and keeps appointment calendars; Performs elementary typing of labels, forms, etc., and/or data entry; Performs routine clerical and/or account-clerical work for the office or agency when not busy with telephone duties or visitors. PC Operator Completes a wide range of data entry functions; May install software and software upgrades; Provides introductory training to users of new department software; Prepares and conveys routine reports containing data and statistics.
5 Support Services Supervising Clerk Acts as Executive Secretary to the Director of Community Services and provides direct supervision of front office staff; Receives requests for information regarding specific department or unit matters and either personally responds to the requests or refers them to other more appropriate persons; Assigns work to clerical and account-clerical subordinates and supervises and coordinates work flow so that all reports, vouchers, correspondence, etc. are completed in a timely manner; Supervises the collecting and compilation of data and statistics for various state, federal, county, and other funding source reports; Assists administrative personnel in carrying out the specialized services of a department or unit; Supervises and coordinates the requisition, purchase, receipt and inventory of supplies and equipment, including the processing of related records. Receptionist ( Contract ProAction & Pathways) Answers telephone, ascertains the business of the calling party, and either independently provides answers to routine questions and/or provides needed routine services, or refers caller to other more appropriate persons; As directed, prepares correspondence in answer to routine inquiries; Accepts and channels messages; Makes necessary staff appointments and keeps appointment calendars; Performs elementary typing of labels, forms, etc., and/or data entry; Performs routine clerical and/or account-clerical work for the office or agency when not busy with telephone duties or visitors. Senior Stenographer Takes and transcribes a wide variety of items including letters, memoranda, reports and other materials including those relating to specialized or technical fields; Assigns work, reviews and records work done, and instructs new employees in the specialized clerical, stenographic and keyboarding work of a unit; Takes, transcribes and records minutes and proceedings of meetings, hearings and conferences; Enters/types a variety of material such as accounting and financial statements, statistical tabulations and data, form letters, requisitions, claims, vouchers, bills, receipts, reports, etc.; Is responsible for the maintenance of personnel records and preparation of payrolls; Answers telephone and gives out routine information or refers more involved matters to supervisor. Principal Clerk Assigns work to subordinate clerical employees and supervises and coordinates work flow so that all correspondence, reports and documents are processed and/or completed in a timely manner;
6 Processes material of a confidential nature, including material for personnel files, on behalf of the department head; Supervises the collecting and compilation of nonfinancial data and statistics, including but not limited to material for state, federal and county reports; Maintains files on contracts and maintenance agreements and keeps them current; Coordinates scheduling of meetings, events, clinics, workshops, training sessions, performance evaluations, department tours, etc. Senior Clerk Maintains personnel records and prepares payrolls; Collects and compiles statistics and other related information; Processes, checks, codes, and files requisitions, claims, vouchers, bills, and receipts; Collects fees and accounts for monies received; Maintains continuing property records; Conducts routine correspondence; Checks forms, documents, reports, and records for clerical accuracy, completeness, and proper extension; Processes, sorts, indexes, records, and files a variety of forms and other items such as control records and reports. Senior Typist Operates keyboarding, data entry, calculating, and other office machines Answers telephone calls and conducts routine correspondence; Performs a variety of clerical duties; Oversees and participates in the preparation, review, proofing, processing, indexing, sorting, recording, and filing of a variety of records, reports, and accounts; Maintains personnel records and prepares payrolls. Typist (2 Part-Time Contract ProAction & Catholic Charities) Performs keyboarding, sorts, indexes, and files mail, requisitions, ledger cards, and other material; Pulls material from files, makes simple file searches, and maintains charge-out records; Collects fees and accounts for monies received; Performs keyboarding for records, reports, payroll data, and communications and checks for clerical accuracy, completeness, and proper extension; Types materials from copy, rough draft, dictating machine tapes, and other detailed instruction; Answers telephone and gives out routine information; Makes arithmetical computations, compiles information, and performs keyboarding for simple statistical reports. Adult Clinic Treatment
7 Mental Health Program Coordinator Plans, develops, and oversees the implementation of policies and procedures to carry out outpatient mental health services to adult clients of the program(s) supervised; Assigns to and oversees the activities of subordinate staff members to ensure that units of services are provided according to plan; Evaluates performance of subordinate staff, oversees their clinical and professional development, interviews and selects replacements as needed, and performs a variety of administrative duties such as assigning caseloads, scheduling, approving vouchers and leave requests, and developing and monitoring budgets; As required, personally performs direct services to patients/clients of the program(s) commensurate with personal training and experience; Measures and evaluates program performance through the Utilization Review process and ensures quality of services through the Chart Review process; Personally completes or oversees completion of a variety of reports of a statistical and financial nature; Oversees daytime crisis services. Staff Psychologist (2 Positions) Performs psychological evaluation for diagnostic purposes using appropriate testing devices; Participates in behavior modifications and shaping rehabilitation and counseling; Assists in the intake, screening and diagnostic activities of the clinic; Participates in staff conferences for diagnosis and recommendation of treatment for patients; Writes reports, case studies and maintains records; Advances the community mental health program by disseminating information through educational and community organizations. Assistant Psychologist Performs intake and screening of clients/patients of the center believed to be in need of psychological services and prepares preliminary psychological evaluations; In consultation with a Staff Psychologist, selects, administers, scores, and interprets tests for intelligence, special deficits, personality, educational achievement, vocational interests, and aptitudes; Assists a Staff Psychologist with the development of comprehensive psychological evaluations of clients based on test results and information and formulates appropriate treatment/therapy plans; Under the direction of a Staff Psychologist, performs individual or group psychotherapy as well as marital therapy; Participates in conferences with clients families to exchange information and to educate them regarding the recommendations of treatment necessary for psychological adjustment; Participates in staff conferences and meetings during which diagnostic data is evaluated and compiled; Primary after-hours crisis contact.
8 Senior Social Worker (4 Positions) Participates in the intake and screening of patients, evaluating and diagnosing the patient and problems; Participates as a team member in individual, group and family therapy; Provides clinical services to help patients adjust to their disabilities and social environment; Refers clients to other governmental and non-governmental agencies; Coordinates various activity and treatment programs with other social agencies; Compiles case studies, recording pertinent information; Participates in team visits to patients homes; Plans with the community mental health team and with community agencies to relate the patient s treatment and rehabilitation program to his or her social situation prior to his or her discharge; Collects and maintains appropriate data from various sources such as professional staff and patients families to establish an overall approach to the solution of patients mental and social problems. Mental Health Counselor (2 Contract Catholic Charities) Provides intensive individual and group therapy to individuals with emotional, social, and related problems; Serves as a member of the clinic team providing social work or psychological expertise to assist in studying and diagnosing patients and planning for their treatment; Provides consultation services for other community agencies to assist them in understanding and dealing with individual cases; Attends and participates in in-service training programs for clinic staff and staff members of cooperating agencies; Refers patients to community agencies which can provide necessary services; Compiles case records and maintains statistical records on case load and work activities; May administer and score psychological tests within the scope of their professional discipline as part of the diagnostic study of patients. Staff Social Worker (2 Positions + 1 FT Contract + 1 PT Contract Catholic Charities & Pathways) Participates in the intake and screening of patients for tentative evaluation of patients and their problems; Participates as a team member in individual, group and family therapy; Provides social work services to help patients adjust to their disabilities and social environment; Refers clients to other governmental and non-governmental agencies; Coordinates various activity and treatment programs with other social agencies; Compiles case studies, recording pertinent information; Participates in team visits to patients home; Plans with the community mental health team and with community agencies to relate the patient s treatment and rehabilitation program to his social situation prior to his discharge; Collects and maintains appropriate data from various sources such as professional staff and patients families to establish an overall approach to the solution of patients mental and social problems.
