2 Abut irap The Internatinal Rad Assessment Prgramme (irap) is a registered charity dedicated t saving lives thrugh safer rads. We prvide tls and training t help cuntries make rads safe. Our activities include: inspecting high-risk rads and develping Star Ratings, Safer Rads Investment Plans and Risk Maps prviding training, technlgy and supprt that will build and sustain natinal, reginal and lcal capability tracking rad safety perfrmance s that funding agencies can assess the benefits f their investments. The prgramme is the umbrella rganisatin fr EurRAP, AusRAP, usrap, KiwiRAP and ChinaRAP. Rad Assessment Prgrammes (RAP) are nw active in mre than 70 cuntries thrughut Eurpe, Asia Pacific, Nrth, Central and Suth America and Africa. irap is financially supprted by the FIA Fundatin fr the Autmbile and Sciety and the Rad Safety Fund. Prjects receive supprt frm the Glbal Rad Safety Facility, autmbile assciatins, reginal develpment banks and dnrs. Natinal gvernments, autmbile clubs and assciatins, charities, the mtr industry and institutins such as the Eurpean Cmmissin als supprt RAPs in the develped wrld and encurage the transfer f research and technlgy t irap. In additin, many individuals dnate their time and expertise t supprt irap. irap is a member f the United Natins Rad Safety Cllabratin. Star Rating f Schls Team The Star Rating f Schls inspectin team included representatives frm the City f Cape Twn, Suth African Natinal Rads Agency (SANRAL), Rad Traffic Management Crpratin (RTMC), Wrley Parsns and irap. 4 The gd Ftpaths n Jeff Masemla Rad prvide students with an pprtunity t walk safely alng the rad. Pedestrians are 200 times safer n a rad with a ftpath. Mrning Star Rad, which is in frnt f the schl, carries a lw vlume f traffic. Speed bumps help t ensure that traffic speeds are als lw. Ftpaths are available n bth sides f this rad, althugh sme additinal maintenance is required. Mrning Star Rad is perating at the irap gal f at least 3-stars fr pedestrians. Areas fr imprvement Mre than 90% f the risk fr the children walking t Sivile Schl is assciated with crssing Jeff Masemla Rad. Jeff Masemla Rad is rated just 2-stars fr pedestrians, with the tw majr crssing pints scring the lwest 1-star rating. The tw majr crssing pints n Jeff Masemla Rad at the mid-blck near Apll Way and at the intersectin f Mrning Star Drive accunt fr mst f the risk f death and serius injury. The speed f the traffic n Jeff Masemla Rad is estimated t be 90km/h placing children at 12 times greater risk than n a rad where vehicles are travelling at 40km/h. 5 Pririty Lcatins t Imprve Safety Mid-blck crssing pint accessing Apll Way (1 star) Children face the highest level f risk when they crss Jeff Masemla Rad at the mid-blck lcatin near Apll Way. During the mrning 15-minute peak perid mre than 150 children crss the rad - flws equivalent t a busy lunch time in the centre f Cape Twn. Other key facts abut this lcatin are: Children crssing at this ne-star lcatin are 3 times mre likely t be seriusly injured than if the lcatin scred 3-stars. If pedestrian signals were installed at this lcatin and used crrectly, risk wuld be 6-7 times lwer. The crssing-width is a relatively lng 10 metres. At this distance, children can have difficulty judging hw lng it will take them t crss the rad safely. Key facts abut this lcatin are: The 4-leg intersectin adds additinal cmplexity f turning traffic and mre vehicle mvements fr children t assess and navigate. Turning traffic can bscure faster vehicles that are mving thrugh the intersectin, which catch children by surprise. At this lcatin, Jeff Masemla Rad has tw lanes f traffic in each directin. The increased crssing distance adds t the challenge f judging hw lng it will take them t crss and when it is afe t d s. The painted island prvides sme minr benefit althugh a mre frmal refuge wuld add t safety at the lcatin. Parked public transprt vehicles als impact sight distance at the lcatin, making it difficult fr drivers t see pedestrians and vice versa. Next steps The irap team and technical partners frm City f Cape Twn, SANRAL, RTMC and Wrley Parsns will examine ptins t imprve the safety f the tw high-risk lcatins. The analysis will identify hw t maximise the reductin in risk fr schl children within the available rad wrks budget. The Star Rating f the lcatins after the upgrades will be measured and the benefits estimated. Tgether with the ther prject partners Childsafe and Takalani Sesame, the risk assessment will help guide and infrm classrm activities t help imprve the safety f the children.
