Our missin is t fster the develpment f the Eurpean Ge-Infrmatin Service Industry We represent Eurpean ge-infrmatin prviders creating a sustainable netwrk between industry, decisin makers and users Our fcus is n remte sensing frm space-based platfrms (satellites) but we als have members which are aircraft peratrs. Tday we have 72 members frm 23 cuntries in the EU and beynd.

Direct funding fr EO services is imprtant and will develp new prducts t be explited But mre imprtant: Cpernicus prvides a strng pprtunity as a market driver fr EO Services. Industry can explit pprtunities using Cpernicus prducts & services in ther markets eg. cmmercial, exprt and nn-eu gvernment. with an EU custmer base t prvide a reference. In 2014, the first f the Cpernicus Sentinel satellites will be launched generating Terrabytes f data every day. It can be a surce f glden eggs creating new tax revenues and jbs.

A Free & Open Data Plicy EARSC has supprted and prmted the adptin f a free and pen data plicy fr the Sentinel data mst effective way t develp the dwnstream market (and generate pull n the upstream) Sentinel data is Public Sectr Infrmatin (PSI) which means data cllected by gvernments fr its wn purpses. PSI-reuse argues that since it is paid fr nce it shuld nt be sld by public agencies t develp revenues (and nt cst-effective) It shuld be given away free t supprt innvatin and private sectr develpment.

8 2. Easy access t the data Even if free, Sentinel data cannt be used if it is nt accessible. EARSC has viced cncerns that industry may nt have gd and easy access (and has exchanged with ESA). Cpernicus grund system is based n a limited number f Member State ndes which may nt favur industry at large ; depends n natinal plicy If capacity becmes limited, first pririty crrectly is fr gvernment (public use), then scientific and internatinal use Strng risk that access favurs cmpanies which are successful in tenders fr Cpernicus services (full access guaranteed) Where prgramming f the satellite r instrument is required, industry needs are lw pririty and cannt be relied n t develp business.

Cmbining different surces f data Sentinel data will already be large data-sets (big data) Effective use will require cmbinatin with ther data-sets bth satellitederived and grund based (in-situ data) access t cmplementary data is nt guaranteed in the same way as is the case fr Sentinel data cmbining with ther satellite data sets requires new tls and infrastructure (see mdel) Presence f the large US players can be beneficial but presents a strng risk t the pen market fr Eurpean cmpanies Need fr an effective and pen Eurpean slutin t maintain a healthy cmpetitive envirnment.

12 4. Delivering Infrmatin Prducts Generating the infrmatin prducts invlves applicatins (applicatins layer) Currently, highly crafted and is the cre cmpetence f many f the service cmpanies. Big data sets will change the game and require mre autmatin and new business mdels Clud r distributed apprach seems prmising (and likely t succeed). TEP s are a new and interesting apprach but s far all are thematic riented and a big pprtunity has s far been missed t step int the business layer ie a custmer r market riented platfrm. EARSC with cmpanies seek t create business platfrms whereby cmpanies can explit effective data access with applicatins develpment fr bth public and private custmers.

13 5. Quality! Services may be delivered, even effectively and efficiently delivered, but are n use unless they are f assured, gd and apprpriate quality! EARSC is prmting the adptin f prfessinal standards within the EO services industry (trend t peratinal services) Encurage industry and its custmers t mve t standard prduct specificatins t ensure cmpetitive supply and efficient prcurement. Prjects (ESA-funded) with Oil and Gas industry which is mst advanced. Cnsider a further need fr greater transparency in bth the prcurement prcess and the delivery (annual reprt n services) Ensure industry is challenged t deliver best, apprpriate, service at a cmpetitive price. Cpernicus culd becme a wrld-leading brand.

Creating the Enterprise Culture Cpernicus is a great pprtunity and must be grabbed: Cpernicus prcurement plicy will be an enrmus influence n the emerging ge-infrmatin market and in ur view shuld: Ensure industry is the de-fact service prvider where it has the means r the ambitin t be s. Maintain cmpetitin in the supply chain t allw new entrants and keep EU industry in a glbal lead t supply quality, ge-infrmatin services. Fster further R&D activities within academic and public sectrs. Key skills and knwledge in the public-sectr must be available n a nnprtected basis t any industrial teams Develp the ambitin fr all Cpernicus services will be industry-led by 2020.
