1 San Diego Workforce Partnership s Surveys with National School-to-Career Intermediary Sites Student Internship Program 1. Briefly describe the history of your Intermediary System. Has been an Intermediary for 26 years. In 1999, the Youth Network was spun off from the School District as a nonprofit organization to sustain school-to-career principles and programming, and subsequently was selected to staff the Youth Council and administer WIA and TANF youth funds. Today, PYN is the primary youth workforce intermediary organization in the City. The mission of the Youth Network is to ensure that all of our city s youth, ages 14 to 24, have the tools and opportunities they need to succeed in the workforce and the world. They build the skills of youth, increase the capacity of organizations that serve them and cultivate a citywide investment in its future workforce. As an intermediary, their job is to make connections between what students learn in the classroom and what is expected in the job, between willing employers and prepared applicants, between systems that serve youth, and between expectations and results. Achieve! was formed in 2002 through a merger between Youth Trust and the Public Schools Foundation. School-to-Career has been around in for a while, previously funded through the School-to-Work legislation. In recent history, the STC department was closely affiliated with the School-to-Career Partnership, a local intermediary that closed in June 2004 due to funding challenges. A new intermediary was launched this past summer in, which is Jobs for Youth. Summer 2006 will be the launch of their first summer jobs program and they plan to eventually coordinate year-round employment and internship opportunities for youth. The Business Education Compact (BEC) was started in It has been offering educator internships since 1985 and student internships since 1992.

2 2. Who are the key industries and/or business champions you work with to develop work-based learning opportunities for youth? Where are the internship placements? Healthcare, financial services, and universities. They provide employer-paid internships. In development are biotechnology, construction and engineering. Major corporate partners that support the WorkReady campaign, the city s comprehensive approach to youth workforce development, include Independence Blue Cross, Coca Cola Bottling Company, Lockheed Martin Integrated Systems and Solutions, Lincoln Financial Group, Children s Hospital of Pennsylvania and Citizens Bank. Hundreds of other companies host small numbers of interns. Key private sector employers include U.S. Bancorp, Star Tribune, Target, and Best Buy. Public sector employers include the city of, County, Public Schools, and University of Minnesota. Work-based learning opportunities developed by the Intermediary office are driven largely by STC Career Academy and Pathway programs with the School District such as IT/ Digital Media, Finance, Health, Biotech, Law, Hospitality & Tourism. This corresponds with high-growth industries in the Bay Area. Key employers include: Kaiser Permanente, California Pacific Medical Center, Wells Fargo, Pacific Gas & Electric, Bar Association of (represents the local law community), Smith Barney, numerous small businesses (especially business-related internships), SF Visitors & Convention Bureau. The Business Education Compact (BEC) is the STC Intermediary System for the area. The BEC has been working closely with the technology sector and Intel is their current business champion. They are in the process of forming partnerships with businesses and government agencies. 2

3 3. Are there age restrictions for internship placements you develop? What are the challenges your Intermediary System faces regarding placing students under 18 in internship opportunities? Are there liability concerns on behalf of the employers? Biotech interns must be 18+, however, most interns are 16 to 21. For healthcare providers, the students must be trained in HIPA regulations. The Youth Network (PYN), the City s youth workforce intermediary, manages programs for youth ages In general, older students are placed in employer and foundation-paid internships, with younger youth participating in work experience and service, supported with WIA and TANF. All youth who receive wages or stipends through Youth Council-supported programs, are paid through PYN s payroll system, so PYN covers Workers Comp and General Liability for these youth. They place students ages 16 to 21. Some employers will not hire 16 and 17 years old because the liability. They plan to target more 18+ youth for the student interns they place in The internship placements their office develops target juniors in a career academy or pathway program, generally years old. Employers generally inquire about liability. Student interns are covered through the School District s liability insurance since they are part of a formal school district s STC program. The minimum age for student interns is 16 years old. There is no maximum students of any age can participate in the program so long as they are enrolled in an accredited educational institution. This includes adults returning to the classroom and seeking related work experiences. Employers specify the preferred level of schooling for the internship, which generally tracks with age. is not facing a barrier with employers not willing to work with student that are years old. 4. Are your internship placements only during the summer or year-round? What were your internship placement numbers for this past year? They place student in internships year-round. The placement numbers for 2005 were 2,000 students placed in internships year-round and 4,000 placed in summer. 3

4 The PYN supported programs year-round and summer, with much larger numbers of youth served during the summer. In 2005, the PYN managed approximately 4,500 summer and year-round slots supported through WIA and TANF. Almost 400 more were supported through employer paid summer internships in the private sector, with about 50 students continuing in year-round internships. Approximately 1,100 interns were placed in subsidized internships with foundation funding with about 900 more supported by the school district. Summer placements only. In 2005, 69 employers hired 309 students. The goal for 2006 is 500 jobs. Currently they only coordinate a summer internship program. Last year they placed 158 students in summer internships. They place students year-round. The placement numbers for 2005 were 200 students placed in internships. 5. How is the payroll handled for the internships? Employers typically put the students on their payroll. The PYN offers to conduct the payroll for employer-paid internships, and most partners prefer that. PYN manages payroll for most WIA, TANF and foundationfunded internships as well. Most employers provide the payroll. If they can't, a staffing agency is used. Students are paid either directly through the employer, or through a third party offering this service for an administrative fee. Last summer, about one-third of the employers used the third party payroll service. The Business Education Compact administers the payroll function. Businesses that hire student interns are charged an hourly fee, which covers the program administrative costs, including payroll. The fee structure is $2.50 per hour for high school students, $3.50 per hour for college students and $4.00 per hour for educator placements. 4

5 6. What other work-based learning opportunities does your Intermediary provide during the year i.e. job fairs, job shadows through Groundhog Job Shadow Day, etc.? Who do you partner with to provide these activities? They placed 800 students in Groundhog Job Shadow Day on February 2, 2005 and schedule field trips after that. They conduct a few job fairs every year at specific high schools. They would like to expand the number of college and career fairs that are offered in the future. In addition to WIA, TANF, foundation, private sector placements and school district placements, PYN supports Groundhog Job Shadow Day, which serves about 1,000 9 th graders and Business Mentoring Youth, which places several hundred 10 th graders with employers two hours per week during their second semester. The School District, a partner with PYN under WorkReady, provides large-scale career fairs for 8 th grade students. Achieve! is establishing career and college centers in high schools to provide these services. Currently no job-shadowing program is in place. They coordinate career speakers through the Learning for Life Speaker s Bureau Program (local non-profit), which has a broad database of speakers; in addition to Security Analysts of and the Haas Alumni Association provide some speakers for the Finance Academy programs. Also sometimes they have guest instructors that participate in the classroom. In past years, the Intermediary coordinated a Career Summit that targeted 10 th grade students in schools that currently have career academy and pathway programs. Workplace visits most programs integrate workplace visits. These partners include Kaiser, CPMC, IBM, Federal Reserve, and others. Mentoring opportunities are provided in partnership with the Bar Association of, the Law Academy includes an exemplary mentoring program at two high schools. IBM has partnered with an IT/ Digital Media program to provide an e-mentoring program that includes face-to-face visits once each semester. Instead of job shadows, the BEC organizes its National Engineers Month program, which places engineers in diverse disciplines into classrooms from K-12 each February. The engineers expose students to the varied work of engineers, the exciting career opportunities available in the field and encourage the study of science, math and technology. In 2005, approximately 20,000 students were reached by engineers visiting 600 classrooms in the metro area. 5

6 7. Do you broker public sector internship placements? If so, do those placements include the city and/or county departments? Please provide information on the key industries you work with for internship placements. The public sector internships are with the city and state government offices. The Mayor is a co-chair of the WorkReady campaign, along with a private sector leader and the CEO of the School District. Several employer-paid internships and some foundation-paid internships are with various city government offices. The school district supports opportunities for hundreds of students that participate in summer school classes to provide incentives for summer school attendance. Placements in public sector and non-profit settings are supported with WIA and TANF funds. Public sector placements are with city, county, and state government offices. They do not currently have public sector internship placements. These are currently funneled through a separate agency in, and they do not commit some of these slots for School-to-Career interns. They are currently working predominantly with high tech companies, however they are in the process of securing more public sector placements for students. 8. Please describe the relationship between your local Workforce Investment Board (WIB) and the school partners in your region. How are services coordinated for youth between the Workforce Investment Board (WIB) and the local school system? They are the WIB. Each year, a private sector CEO and the mayor of chair their Summer Jobs Campaign. The superintendent of the school system is on the WIB. The School District is represented on the Youth Council and the School District CEO is a co-chair of the WorkReady campaign. School district participation in the Youth Council helps to shape WIA in-school programming and the District supports several work-based programs that are contracted through a unified Youth Council RFP process. Furthermore, WIB members have shown tremendous leadership in developing private sector internships, including formally endorsing the WorkReady campaign. 6

7 The Mayor and private sector CEO s chair the private sector summer jobs campaign. WIB plays oversight role. Youth Council Chair is high-ranking Public Schools official. Services are not being coordinated between the Intermediary, WIB and the local school system. The Intermediary System does not work with the WIB. They have coordinated services with Worksystems, Inc., which is the WIB in for the Youth Opportunity Rewarding Youth Achievement Program and other projects. They are in the processing of exploring other opportunities to partner with the WIB. Funding Structure to Support Internships 1. How is the internship program funded? Please provide other types of funding your Intermediary System receives to broker internships and other work-based learning opportunities. receives $1.8 million from the state annually, which is 85% of their annual operating budget for the Intermediary System. The Youth Network manages the WIA and TANF youth development funds on behalf of the Youth Council and WIB as well as private sector and foundation funds that are leveraged into the system to support internships. private sector summer jobs program is funded by the City of. The School-to-Career Dept is funded through Carl Perkins Vocational Technical Education Act and the Regional Occupational Program. The BEC internship programs are funded through fees paid by businesses for placements. 7

8 2. Does your Intermediary System interface with the Workforce Investment Act Youth Programs in your region? Does your Intermediary System receive WIA funding to place students in internship experiences and other work-based learning opportunities? If so, how much do you receive? does not blend WIA funds to support the Intermediary System. They contract out the WIA funds through CBO's. PYN staffs the Youth Council and has a contract with the WIB to administer approximately $6 million in WIA Title I youth funds and more than $3 million in TANF youth development funds that support summer and year-round programming for approximately 4,500 students. These are in addition to foundation, school district and private sector-funded slots. WIA funds the city s subsidized internship program for youth year olds. WIA funds are not used to support the private sector summer jobs program for year olds. does not blend WIA funds to support the STC Program. does not blend WIA funds to support the STC Program. 3. Are you working with the private sector? If yes, do they provide funding to support the internship placements? Do you receive funding from local and national foundations? If so, please describe. They receive funding from the Gates Foundation, Carnegie and Jobs for the Future Foundation. WorkReady places a strong emphasis on employer-paid internships that now support almost 400 youth in the summer. In addition, the William Penn Foundation supports 20 hours of employment for approximately 1,100 youth each summer, with employers picking up an additional 5 hours/week. Beyond internship support, private sector partners like Citizens Bank and Lincoln Financial Group make substantial cash contributions, and others like Philly Coke help to offset the costs of events that highlight and thank employer partners. PYN has received support from a variety of national foundations, including Gates, Carnegie and Mott. 8

9 The private sector pays student wages. Approximately $50,000 is raised annually to provide wage subsidies to students working at local non-profits. They work mostly with the private sector, which provides paid summer internships. Additionally, they receive limited private sector contributions for student internship stipends, which are used to place students in non-profits. They do not currently receive any foundation funding, although they are in the beginning stages of seeking out funding to support a summer internship program for a Teacher Academy, since there is no private sector component to support these interns. The BEC is funded through fees paid by businesses for internship placements. 4. Staffing Structure They have twenty-two Career Specialists that work at the school sites to recruit students, provide them with work-readiness training, place them at worksites and monitor the internships. Additionally, they have seven Employer Organizers who broker work-based learning opportunities and manage employer contacts. The PYN contracts out and manages all direct services, including those funded through WIA, TANF and foundations. A Business Relationship Unit directly manages private sector placements and employer outreach. In addition, PYN provides TA, oversight, management and capacity building for funded youth-serving organizations. Currently have a staff of three.
