1 WIOA Youth Workforce Development Program Agreement Contract Number # This Workforce Innovation and Opportunity Act (WIOA) Youth Workforce Development Program Agreement ( WIOA Youth Contract ) is made by and between San Diego Workforce Partnership, Inc., a California nonprofit public benefit corporation ( SDWP ), and ABC Company, a non-profit organization ( Contractor ), as of July 1, 2015 ( Effective Date ). RECITALS A. WHEREAS, SDWP oversees the operation of WIOA youth workforce development programs (each referred to as a WIOA Youth Program ) located throughout San Diego County (collectively the WIOA Youth Programs are referred to as the WIOA Youth Service Provider Network ). The WIOA Youth Service Provider Network provides services to the three target populations; in-school youth ( In-School Youth ); out-ofschool youth ( Out-of-School Youth ); and recovery and re-engagement youth ( Recovery and Reengagement Youth ) (collectively referred to as Youth Target Populations ). The WIOA Youth Service Provider Network meets the needs of youth, inschool youth ages and out-of-school youth ages 16-24, who seek necessary educational, occupational and other skills training and services needed for high demand occupations in San Diego County. The performance of WIOA Youth Service Provider Network is based on outcomes and client satisfaction; B. WHEREAS, on May 21, 2015 the Workforce Development Board ( WDC ) and on May 29, 2015 the San Diego Consortium Policy Board ( Policy Board ) were presented with an information item regarding the competitive procurement framework to secure contractors for the operation of the WIOA Youth Program(s); C. WHEREAS, based upon the approved competitive procurement framework, on June 5, 2015 SDWP issued a Request for Proposals ( RFP ) seeking contractors for the operation of the WIOA Youth Program(s) for a term of twelve (12) months for Youth Program, with the option to extend the contract term for up to twelve (12) additional months based on need, performance, and availability of funds; D. WHEREAS, Contractor submitted a proposal ( Contractor s Original Proposal ) in response to the RFP; E. WHEREAS, SDWP oversaw the proposal evaluation process consisting of a written evaluation of Contractor s Original Proposal and an oral interview of Contractor representatives; F. WHEREAS, SDWP s evaluation panel recommended to the WDC that Contractor be awarded the contract for operation of the Out-of-School WIOA Youth Program for Youth Services in San Diego County, specifically ( San Diego County ) and the WDC accepted that recommendation; Page 1 of 15

WHEREAS, on September 25, 2015 the Policy Board agreed with the evaluation panel and on September 17, 2015 the WDC recommended that Contractor be awarded the contract for the operation of the In-School and Out-of-School WIOA Youth Program for Youth Services in San Diego County for a term of twenty-one (21) months and directed SDWP staff to negotiate and award the contract; and H. WHEREAS, SDWP and Contractor wish to document such twenty-one (21) month contract as provided herein. AGREEMENT NOW, THEREFORE, in consideration of the mutual promises and covenants contained in this WIOA Youth Contract, and for valuable consideration, the receipt and sufficiency of which are hereby acknowledged, SDWP and Contractor agree as follows: 1. Recitals Part of Agreement. Recitals A through H above, are true and correct and are incorporated into this WIOA Youth Contract by this reference as though fully set forth at this place in the WIOA Youth Contract. 2. Term of WIOA Youth Contract. The term of this WIOA Youth Contract shall commence on October 1, 2015 and terminate on June 30, 2017 (the Term ). 3. Purpose and Program Goal. SDWP and Contractor have entered into this WIOA Youth Contract for the operation of the Out-of-School WIOA Youth Program for Youth Services in San Diego County. Contractor acknowledges and agrees that the operation for Youth Services is part of an overall initiative of the United States Department of Labor ( USDOL ) to provide comprehensive workforce services to WIOA eligible Out-Of-School Youth (OSY), ages in San Diego County. It is the intent of this RFP to fund a cohort-based career pathway model that addresses both education and workforce development strategies to prepare OSY participants for community college courses, career exploration and paid work experience in the life sciences/biotechnology industry. Contractor shall operate the Out-of-School WIOA Youth Program for Youth Services in San Diego County in a manner consistent with the overall concept of WIOA Youth Programs as described in Recital A, generally, and with SDWP s vision for WIOA Youth Programs in San Diego County in accordance with all of the terms and conditions of this WIOA Youth Contract. From time-to-time, SDWP procures grants and/or receives funding for special projects and initiatives that Contractors will be required to deliver services. 4. Location. This WIOA Youth Contract is for the operation of the WIOA Youth Program for Youth Services in San Diego County is located at 123 Smart Road, San Diego, CA Documents Incorporated into This WIOA Youth Contract By Reference: The documents referred to in subparagraphs 5.1 through 5.15, below, ( Incorporated Documents ), are incorporated into this WIOA Youth Contract by this reference as though fully set forth at this place in the WIOA Youth Contract. By their signatures below, SDWP and Contractor certify Page 2 of 15

3 that they have carefully read and understand all such Incorporated Documents and agree that they shall adhere to, follow, and operate in accordance with each and every provision of such Incorporated Documents. SDWP reserves the right to revise this contract and any or all of the Incorporated Documents as needed. 5.1 All local, state, and federal, ordinances, statutes, rules, regulations, Office of Budget Management Circulars, and interpretive materials including California State Employment Development Department ( EDD ) and USDOL rules, regulations, and policies. 5.2 The San Diego Workforce Partnership Operations Manual dated June 2013 and subsequent issuances and revisions thereto located on-line at ( SDWP Operations Manual ); 5.3 Attachment A The San Diego Workforce Partnership Contract General Provisions dated June 2013 ( General Provisions ); 5.4 Attachment B The San Diego Workforce Partnership Miscellaneous Provisions dated June 2013 ( Miscellaneous Provisions ); 5.5 Attachment C ( Information Privacy and Security Provisions ); 5.6 Attachment D ( Contract Summary ); 5.7 Attachment E ( Communications Agreement ); 5.8 Attachment F ( Contractor s Original Proposal ); 5.9 Attachment G ( Youth Performance Corrective Action Policy ); 5.10 Attachment H ( Technology Requirements ); 5.11 Attachment I ( Contract Budget Documents ); 5.12 Attachment J ( Program Design Summary ); 5.13 Attachment K ( Incentive Policy ); 5.14 Attachment L ( Stipend Policy ); and 5.15 Attachment M ( Program Operating Plan ). 6. Termination of WIOA Youth Contract. This WIOA Youth Contract is subject to early termination by reason of: Page 3 of 15

4 6.1 Default in the performance of this WIOA Youth Contract by either Contractor or SDWP; 6.2 Material breach of any of the provisions of this WIOA Youth Contract by either Contractor or SDWP; 6.3 For other reasons detailed in the General Provisions including, without limitation: Suspension of Funding; Termination for Default; Termination on Occurrence of Stated Events; Termination Due to Unavailability of Funds; and Termination for Convenience 7. Compliance with Law/ Legislation Possible Changes. Contractor agrees to comply with all local, state, and federal, ordinances, statutes, rules, regulations, Office of Budget Management Circulars, and interpretive materials including California State Employment Development Department ( EDD ) and USDOL rules, regulations, and policies. In addition, Contractor is responsible for complying with all rules and regulations (as they exist and as they are amended from time to time) of all SDWP funding sources, including but not limited to the Workforce Investment Act ( WIOA ), local, state, and federal agencies. WIA was reauthorized at the Workforce Innovation and Opportunity Act (WIOA) July The terms and conditions of this WIOA Youth Contract are subject to change, and may change, based upon (i) such legislation, (ii) additions, modifications, or revisions to federal and/or state laws, regulations, requirements, procedures, or interpretive materials which may affect the workforce development system, (iii) USDOL regulations and procedures, (iv) EDD regulations and procedures, and (v) the adoption by SDWP s governing board of local direction and procedures. Contractor agrees to remain informed of the WIOA and its regulations and requirements. 8. SDWP Structure. Under the leadership of SDWP s governing board ( Corporate Board ), the WDC, and the Policy Board, SDWP is responsible for the fiscal and programmatic administration of employment and training funds for the City of San Diego and the County of San Diego under a Joint Powers Agreement ( JPA ). 8.1 Policy Board. The Policy Board is a five-member board made up of two San Diego City Council members, two County Supervisors, and one Business Representative appointed by the United Way. The Policy Board oversees funding and policy development under WIOA. The Policy Board appoints the members of the WDC. 8.2 Workforce Development Board. WDB sets the strategic direction of local workforce strategy and funding priorities with the goal of increasing regional prosperity and income mobility in San Diego. The WDB is a federally mandated board that shares responsibility Page 4 of 15

5 with the Policy Board for overseeing funding and policy development under WIOA. The WDB s expertise is in labor market conditions and the development of effective responses to regional economic needs. 8.3 Adult Programs Committee. The Adult Programs Committee ( Committee ) is a sub-committee of the WDC, which is responsible for oversight of adult and dislocated worker ( Adult and Dislocated Worker ) programs. The Committee oversees the operation and performance of the one-stop career center network. 8.4 Youth Council. The youth council ( Youth Council ) is a sub-committee of the WDC, which is responsible for oversight of youth programs. The Youth Council oversees the operations and performance of the youth service providers. 9. Roles and Responsibilities of SDWP. SDWP agrees to: 9.1 Oversee and evaluate the management and operations of all programs funded by SDWP; 9.2 Allocate WIOA and/or other workforce funds to WIOA Youth Programs for Youth Services serving San Diego Metro County; 9.3 Monitor Contractors performance, quality of service, and cost effectiveness, and report such matters to the Corporate Board, the Policy Board, and the WDC; 9.4 Develop and provide technical assistance to Contractor s staff; 9.5 Inform Contractors of federal and state policies, procedures, and rules that may impact the operations of the program(s), and give guidance as needed for the implementation of such policies, procedures, and rules; 9.6 Prepare grant plans and/or modifications as required for all funding sources; 9.7 Oversee and enforce Contractor s compliance with all rules, regulations, and procedures issued by all funding sources; 9.8 Maintain local data management system for use by Contractor, with linkage to the State of California s reporting system; 9.9 Provide a common logo for all WIOA Youth Programs and guidance for its use as outlined in Attachment E- Communications Agreement; 9.10 Establish and facilitate regularly scheduled meetings with the WIOA Youth Program contractors; and 9.11 Develop and submit proposals for additional funds to enhance WIOA Youth Program services. 6 10. Operational Provisions. Contractor shall develop and maintain administrative and management staff and systems necessary and appropriate Out-of School Youth WIOA Youth Program for Youth Services Contract. Such systems include, without limitation, accounting controls, personnel standards, evaluation procedures, staff training and development as well as other policies that are necessary to operate the program including those specified in the SDWP Operations Manual as may be modified and amended from time to time. These administrative and management systems, policies and/or controls must, in SDWP s sole discretion, meet SDWP standards. Contractor shall immediately advise SDWP of any changes to the administrative and management systems, policies and/or controls as referenced in Attachment F- Contractor s Original Proposal or that may affect the program services, operation and/or performance of the program. Contractor shall maintain or exceed all products and services currently provided through this Out-of-School WIOA Youth Program for Youth Services Contract in San Diego County and at all times shall emphasize coordination and cooperation with SDWP Staffing Plan. Contractor shall provide sufficient staff to carry out the purposes of this WIOA Youth Contract. Contractor shall ensure staff positions funded by this WIOA Youth Contract are reasonable and support the delivery of program services described in this WIOA Youth Contract. Contractor shall prepare and present to SDWP a staffing plan ( Program Staffing Plan ). Any changes to the Program Staffing Plan, which occurs as a result of dismissal, departure or in response to corrective action, should be addressed quickly to avoid disruption of program services. Contractor shall notify SDWP within two weeks of any program staff vacancy or any staffing changes that could affect the delivery of program services, operation of the program and/or performance. Contractor s Program Staffing Plan shall include, at a minimum, the following: The approved staffing level is reflected in Attachment I Budget Documents. Change(s) to Contractor s Program Staffing Plan, as reflected in the original budget to modify the staffing level, is to be reflected in subsequent mutually agreed contract modification(s) in Attachment I Budget Documents. Contractor shall continue to operate under the philosophy of leveraging funds from partners to sustain operations, and maximize the number of personnel serving clients while reducing non-personnel costs to those which are essential. Contractor shall meet the needs of the community by hiring staff that are culturally competent and who reflect the makeup of the Program s client base. Contractor shall ensure that bilingual staff is available for clients. Contractor shall make a commitment to hire skilled professionals who work well with the demographic base for the Out-of-School WIOA Youth Program for Youth Services Performance Measures and Standards. Contractor shall adhere to and meet the required performance measures and performance outcomes as detailed in Attachment G- Youth Performance Corrective Action Policy Reports. Contractor shall prepare, provide, and submit to SDWP all applicable documents and reports described in SDWP Operations Manual, as may be revised from time to Page 6 of 15

7 time, and any additional documentation as required by SDWP. Failure to submit accurate and timely reports to SDWP may subject Contractor to possible Corrective Action as outlined in SDWP Operations Manual and current Operations Issuances Program Narrative Report Contractor shall be required to submit a quarterly program narrative report documenting progress Contract Monitoring. Contract monitoring is a regular, systematic review of programmatic and fiscal activities, administrative systems, and management practices to determine if they are appropriate, effective and in compliance with the terms of this WIOA Youth Contract, Workforce Innovation and Opportunity Act (WIOA) rules and regulations, Department of Labor (DOL) and State Employment Development Department (EDD) directives, and SDWP policies and procedures. Monitors identify and analyze problems found through compliance review and performance review, provide technical assistance during their on-site monitoring visit, issue recommendations for corrective action in their monitoring report and follow-up on the recommendations to ensure that corrective action occurs. Contractor shall adhere to and follow monitoring parameters identified in the SDWP Operations Manual Chapter VIII, Monitoring, as may be revised from time to time, and all subsequent applicable operations issuances. Chapter VIII and subsequent issuances are designed to provide monitoring guidance to the organizations that contract with SDWP including Contractor Partnerships and Collaborations. Contractor shall operate the program in a manner that ensures that services are coordinated within San Diego County, where other WIOA Youth Service Providers may operate and shall share information regarding services including, but not limited to, making referrals in order to build upon the WIOA Youth Service Provider Network. Contractor agrees that SDWP shall be entitled to impose on Contractor such additional requirements with respect to partnerships and collaborations, as SDWP deems necessary America s Job Centers of California Network Contractor shall work in partnership with AJCC s so as to provide a continuum of services that transitions youth into the adult service delivery system, the local implementation plan that is skill based and moves the AJCC client through a common set of value added services designed to increase employability and the chances of retaining jobs and advancing in those jobs. For a listing of AJCC locations and contact information see the following website link: Meetings - Contractor shall send designated staff to attend and participate in all scheduled meetings for WIOA Youth Program Contractors. By SDWP Trainings - Contractor shall attend all required trainings as requested Collaborations Contractor shall form partnerships and collaborations with Miramar College and any other listed in their proposal Technology Requirements SDWP has technology system requirements with which Contractor must comply. Refer to Attachment H-Technology Requirements for guidance. Page 7 of 15

8 Web-Based Agency Information Contractor agrees to provide current contact information for the program. This includes, but is not limited to address, phone, , program website, program description and appropriate contact person. Contractor agrees to have this information listed on the website. In addition, Contractor agrees to input and maintain updated program contact information Client Tracking. Contractor and partners shall utilize the statewide CalJOBS SM. Entry of individual participant data such as eligibility determination, demographics, activities, case notes, and outcomes data is required. Timely data collection is required and must be entered within three (3) days after the date of any individual activity. SDWP will conduct ongoing monitoring to evaluate Contractor s use of the CalJOBS SM, as the case may be. Failure to comply with required use of the CalJOBS SM may result in corrective action and may result in the termination of this WIOA Youth Contract. SDWP will provide Contractor with technical assistance on CalJOBS SM. 11. Financial Provisions. Contractor shall adhere to and follow financial parameters identified in the SDWP Operations Manual Chapter VI, Financial Management, as may be revised from time to time, and all subsequent applicable operations issuances. Chapter VI and subsequent issuances are designed to provide operational financial guidance to the organizations that contract with SDWP, including Contractor, and prescribe the uniform accounting procedures for the implementation of the provisions of federal job training programs, and other funding sources Invoicing. Contractor shall invoice as stipulated in the SDWP Operations Manual, Chapter VI, Financial Management, as may be revised from time to time. SDWP reserves the right to question any cost submitted on an invoice with regard to applicable federal, state, or local regulations or for overall reasonableness Payment Method. Payment under this WIOA Youth Contract is a cost reimbursement method. Contractor shall be reimbursed for all approved allowable, allocable, and necessary costs incurred for program-related expenses as itemized in the WIOA Youth Contract budget Subcontracts. All subcontracts shall adhere to guidelines under the SDWP Contract General Provisions, Section 42.0 Subcontracting Accounting and Record Keeping Requirements. Contractor shall comply with SDWP s accounting and record keeping requirements as referenced in SDWP Operations Manual Chapter VI, Financial Management, as may be revised from time to time Program Income. Contractor shall comply with the stipulation referenced in SDWP Operations Manual Chapter VI, Financial Management, as may be revised from time to time, regarding reporting of program income and obtaining SDWP approval for the planned use of program income. Program income funds must be returned to SDWP within 30 days of the end of each contract, including this WIOA Youth Contract, unless the Contractor meets all requirements for retention. Page 8 of 15

9 11.6 Contract Modifications. If determined necessary by SDWP, or requested by Contractor and approved by SDWP, contract modifications shall be executed in accordance with SDWP Operations Manual Chapter II, Contract Administration, as may be revised from time to time Support (Administrative) vs. Program Costs. Contractor may not exceed the cap of ten percent (10%) on administrative costs. Contractor agrees to comply with this rule when classifying budget costs as administrative or program costs. SDWP encourages Contractor to use in-kind or other revenue streams other than WIOA funding to pay for administrative costs Records Keeping. Contractor shall adhere to record retention requirements as specified in OMB 2 CFR Part 200 or Budget Attachment. The budget documents identified in the Contract Budget Documents attached hereto as Attachment I, outline Contractor s best estimate of total costs by funding source to be incurred for PY SDWP will monitor actual expenditures in accordance with the expenditure plan and the individual budgeted line items outlined in the Budget Documents. SDWP reserves the right to question any deviation from the expenditure plan and require Contractor to justify billed expenses, revise its budget or resubmit its invoice with identified adjustments in accordance with SDWP Operations Manual, Chapter II, Contract Administration, as may be revised from time to time. In addition, SDWP will monitor Contractors on a monthly and/or quarterly basis to ensure Contractors are managing expenditures. SDWP reserves the right to de-obligate funds from Contractor s budget that fall below eighty percent (80%) of planned expenditures. 12. Program Scope of Work. Contractor shall adhere to service delivery model, as provided in Section 12.2, below. If reductions and/or changes in project services and/or scale are required due to funds actually allocated, refer to Section 12.2, below, entitled Service Delivery Model, and to Attachment J- Program Design Summary Youth Target Population Contractor shall conduct outreach and recruitment efforts and serve the eligible target population defined as: In-School Youth: Does not apply to this contract Out-of-School Youth: A youth age 17 24, not attending any school, and meets one or more of the following categories: School dropout; Within the age of compulsory school attendance, but has not attended school for at least the most recent complete school year calendar quarter; Recipient of a secondary school diploma or its recognized equivalent who is low-income and basic skills deficient or an English language learner; Subject to the juvenile or adult justice system; A homeless individual, a runaway, an individual who is in Page 9 of 15

10 foster care or has aged out of the foster care system, a child eligible for assistance under section 477 of the Social Security Act, or an individual who is in an out-of-home placement; Pregnant or parenting; Low-income individual with a disability; or Low-income individual who requires additional assistance to enter or complete an educational program or to secure or hold employment. This has been defined locally as: With limited English proficiency; Who is gang affiliated; Who is refugee/immigrant; Has a family history of chronic unemployment; Who resides in an area with high rates of poverty, crime or unemployment; Who has a substance abuse problem or has a history of having such a problem; With a parent or legal guardian that is incarcerated; Who is being raised by someone other than their biological parents, (such as kinship care); or Who is a first-generation high school graduate Recovery and Reengagement Youth: Does not apply to this contract Foster Care Youth: Does not apply to this contact Service Delivery Model Youth service delivery models shall include the following services: For In-School Youth Career Pathways: Does not apply to this contract For Out-of-School Youth Postsecondary Career Pathways: Individual career plans that reflect long-term goals, including postsecondary education; Bridge programs providing expedited and innovative remedial education models to prepare students for postsecondary options; Clear road maps showing the connections among education and training, jobs at different skill levels, and routes of career progression through skill building; Structured student cohorts or learning communities to provide mutual peer support and encouragement; Flexible course formats offering training at times and places and by means convenient for both unemployed and working youth; Paid work-based experience and internships that connect the classroom with career goals and promote experiential learning; Page 10 of 15

11 Support for youth through completion of postsecondary program, by providing students with the necessary support to navigate the social, financial, academic, and bureaucratic challenges they may encounter; Coordination of ways for youth to orient to postsecondary education and training. Activities may include interaction with faculty and staff, assistance with course offerings, and orientation to the general postsecondary culture, campus, and systems; and Comprehensive student supports such as life skills, financial literacy, and engagement activities For Recovery and Re-Engagement Programs: Does not apply to this contract. In addition to the services listed above the Contractor shall commit to the following services and activities: (Refer to Attachment J Program Design Summary) 12.3 Program Services In addition to the above Service Delivery Models, all enrolled youth shall participate in activities (provided either through Contractor or any of its partners) in the following four core areas: Educational Services, Work Readiness Training, Work Preparation and Work-Based Opportunities and Youth Development Services Educational Services shall include: Literacy and Numeracy skills instruction. Any youth assessed below the 9 th grade must receive educational services to address their basic skills (literacy/numeracy) deficiencies; GED instruction; Alternative secondary education instruction; English as a Second Language (ESL) skills instruction; Opportunities for credit retrieval; Innovative contextualized learning opportunities, such as projectbased learning and hands-on learning linked to career pathways; and Educational supports such as those focused on regular attendance, tutoring and support for passing the CAHSEE Work Readiness Training should be an on-going component offered through a sequenced continuum of options. Work Readiness Training may include: Peer and group-based instructional environments that support skill development; Assessment methods to evaluate soft-skills, preferably in a work setting; and Individual coaching and support Work Preparation and Work-Based Opportunities shall include: Work readiness skills; Occupational skills; Page 11 of 15

12 Work experiences; Summer work experience; and Job shadows Youth Development Services shall include: Computer literacy; Financial literacy; Life skills; Mentoring by adults; and Leadership development Common Measures SDWP will be using the DOL Common Measures as the performance accountability system for services provided with WIOA Title I Youth funds. These standards are determined by the DOL along with the State of California but based upon local negotiations with SDWP (provided in Attachment G - Youth Performance Corrective Action Policy). The Common Measures are: Literacy/Numeracy skill gains; Attainment of degree or certificate (including at a minimum a high school diploma/general educational development (GED), as well as occupational/ vocational/ technical skills certification); and Placement in employment or postsecondary education or advanced training (including apprenticeships). The new WIOA common measures will be implemented July 1, 2016 so contractor will need to follow new measures that will be defined by Department of Labor Key Process Requirements In addition to the required program services (described in section 12.3) and the service delivery models (described in section 12.2) Contractor shall conduct the following key program components with each participant enrolled in the program: Barriers to Employment/Characteristic Tracking: Contractor is required to report all employment barriers and demographic information of each participant enrolled in the program. Contractor shall track, record and regularly review and report on all applicable barriers to employment in the database,. Specific youth program barriers to employment are listed in the SDWP Operations Manual, Chapter VII, WIOA Eligibility Certification, Part III, Youth Program Eligibility Eligibility: Under the WIOA legislation for federal funding, all youth must meet WIOA Youth Program eligibility criteria. Additional details on eligibility procedures can be found in SDWP Operations Manual Chapter VII. Certification of eligibility for any WIOA funded programs must be completed prior to enrollment and before any provision of services. Certification includes low-income determination, documentation of legal immigration or citizenship status, Selective Service registration for males 18 years of age and older, as well as identification of barrier criteria meeting federal guidelines. SDWP shall provide technical assistance on the certification process to determine eligibility. Page 12 of 15

13 WIOA provides for a five percent (5%) eligibility window to allow for the participation of youth who would benefit from services but do not meet the income eligibility requirements, provided they have one or more of WIOA defined barriers. No more than 5% of the total youth enrolled (includes youth carried in from prior program year[s]) and served under this Contract may be served under this provision Orientation: An orientation must be provided to each participant. This includes information on the array of services that are available through funded program such as activities and expectations. In addition, youth should be given information on other funded WIOA providers, including One-Stop Career Center partners Referral: Any eligible youth who is not enrolled in services at a contracted program must be provided referral information regarding the full array of applicable or appropriate services available through local programs including AJCC partners and other WIOA funded youth Contractors. In addition, youth should be given referrals for further assessment if determined appropriate. Contractors are strongly encouraged to link and share information with other youth serving agencies, organizations and training providers in order to meet the individual needs of all youth Objective Assessment: Each participant must be provided an assessment in a variety of areas to determine personal, academic and career goals. The assessment must be used to develop the Individual Service Strategy that guides the specific service delivery strategies and activities for that participant. Assessment must include a review of literacy/numeracy skill levels, occupational skills, prior work experience, employability, interests, aptitudes (including interest in non-traditional jobs), and supportive service needs. Literacy/Numeracy testing must be done within thirty (60) days of enrollment. A variety of assessment tests can be used with the exception of tests used for literacy/numeracy skills, for which only approved testing instruments can be used, as mandated by the DOL. Contractor shall ensure that all staff administering any of the assessment tests are fully trained on how to administer the testing instruments, including identifying appropriate testing levels and applying the appropriate pre and post testing. The following are the current approved testing instruments for literacy/numeracy skills and/or literacy in English-As-A-Second Language levels: Tests for Adult Basic Education (TABE 9/10); Tests for Adult Basic Education (TABE Survey 9/10); or Comprehensive Adult Student Assessment Systems (CASAS); Youth must have both a pre and post-test using the same testing instrument. Assessment tools shall be paid for by Contractor and budgeted as appropriate Individual Service Strategy: With a youth-centered approach based upon assessment results, Contractor must help each youth set personal, academic and career goals. Page 13 of 15

14 These should be recorded in the form of an Individual Service Strategy (ISS) that should guide the specific service delivery strategies and activities offered to individual youth. The ISS must directly link to one or more indicators of performance, identifies career pathways that include education and employment goals, lists appropriate achievement objectives, and identify appropriate planned services. Development of the ISS must be done within thirty (30) days of enrollment. The ISS must be regularly reviewed and updated every three (3) to six (6) months as dictated by the youth s progress towards their goals. Changes to the ISS should be documented in the local data system. A new ISS may be drafted as needed Follow-Up Services: All youth must be provided with twelve (12) months of documented follow-up services, after the youth is exited from the program, to assist youth in sustaining a successful transition from the program. These activities include, at a minimum, referral to other services, continued guidance in their ongoing education or employment activity and must be documented every quarter for four (4) quarters after exit Client Tracking. Contractor shall utilize the local data management system selected by SDWP. This includes the entry of individual participant data such as eligibility determination, demographics, activities, case notes, and outcomes data. Timely data entry is required and must be entered within five (5) days after the date of any individual activity. SDWP will conduct ongoing monitoring to evaluate Contractor s use of the data system. Failure to comply with the required use will result in corrective action and may result in the contract being terminated. SDWP will provide Contractor with technical assistance on the data system Participant Payments/Employer of Record. Contractor must have the capacity to provide direct monetary payments to youth, including hourly wages, stipends or incentives. This can be done directly by the Contractor or through a subcontract with another agency, such as a payroll-processing agency. The employer of record must adhere to all child labor laws regarding hours of employment, working conditions, etc. 13. Attachments.
