Support Information The District has applied for the Workforce Investment Act, Title II and AB 86 grant funds. In anticipation of receiving funding for these applications, the District is creating a job description to add an additional administrator to perform duties that will be funded entirely out of Workforce Investment Act, Title II and AB 86 grant funds. The District anticipates learning whether or not we will be awarded in May 2014, with some of the final dollars being determined in September 2014 for WIA. The District will bring an addendum with the job description to the May 15, 2014 Board meeting. II. Recommendation It is the recommendation of the Superintendent that the Board of Trustees approve of the new job description.
115 Job Description Campbell Union High School District Title: Principal on Special Assignment: Designated Programs: CTE/WIA General Description: The Principal on Special Assignment: Designated Programs [CTE PATHWAYS/ Workforce Investment Act Title II], under the supervision of the Director of Curriculum & Instruction and Director of Adult Ed., and general oversight of the Assistant Superintendent of Educational Services, will lead in the planning, development, implementation and monitoring of programs, regulations, reporting and procedures pertaining to the District Career and Technical Education (CTE), Regional Occupation Program (ROP), initiatives, events and projects as aligned with the Common Core State Standards leading to career readiness, the CTE Model Curriculum Standards, CACE Bridge Program, CACE Workforce Investment Act, Title II Programs. The coordinator will collaborate with district administrators, counselors and teachers to provide expanded learning opportunities for students, both high school and adult, to develop 21 st Century skills which focus on careers that require a significant level of STEM knowledge, high level English language skills, and the soft employability skills that define success in the regional economy. Primary responsibilities: The position works collaboratively with school administrators, private sector employers and the regional workforce development system, compliance staff, ancillary staff and other community business members to gather and communicate information, data, and develop partnerships leading to more clearly defined career pathways for both high school and adult students. 116 30 Examples of Duties: Coordinates community outreach activities aimed at expanding student placement in work place experiences associated with our CTE pathways; monitors and oversees placement of students in the work place environments at all CUHSD sites, including CACE programs (job shadowing, internships, mentoring, summer jobs, field trips). Oversees responsibilities and duties of the district Work Experience Teacher. Monitors and evaluates required data reporting for the WIA, Title II outcomes, payment points, and transitions to post-secondary education and work; continuous program improvement solutions to be developed from these data. Assists in maintaining and ensuring a consistent, rigorous and equitable educational experience for all CUHSD schools in CTE Pathways with particular attention to the English Language Development and work-readiness skills of both high school and adult students. Plans, organizes, coordinates, monitors and evaluates the CTE Pathways in the comprehensive high schools, and assists in the implementation, assessment and evaluation of the various WIA, Title II programs including English as a Second Language, Citizenship and English Language Civics, Adult Basic Education, and Adult Secondary Education. Integrates and expands CTE awareness with district educators through various media and activities. Connects district CTE programs with the real worlds of work, including identifying all the community partners needed, public and private, to build awareness of Career Ladders relevant to the regional economy. Works with principals, guidance staff, teachers, and others to develop and use resources for career planning, including components of the web-based Naviance program to record and support career plans for high school and adult students. Facilitates a short and long-term plan for the District to integrate Career Technical Education principles into the instructional program such as technology infusion, rigorous, project-based and applied learning experiences, internationalized school-tocareer connections for students, and 21 st Century skills. Acts as liaison with local business sector and community agencies, community-based organizations, including collaborations with members and partners of the regional consortium for adult education (SBCAE), to provide a collective positive impact on the Career and Post-Secondary success of high school and adult students, especially those with literacy, second language, and socio-economic challenges. 117 Develops collaborative relationships leveraging resources to build programs, curricula and assessments, specifically to increase National Reporting System (NRS) outcomes required for the Workforce Investment Act, Title II. Coordinates and expands community education services at CACE, including developing contract education opportunities with local business and community organizations and aligned to the local workforce development system. Coordinates and facilitates District English Learner Advisory Council (DELAC) and the CACE Community Advisory Council; Oversees site English Learner Advisory Councils (ELACs). Works collaboratively with administrators and teachers to plan, coordinate and organize special events/activities for District English Language Advisory Committee (DELAC), site English Learner Advisory Council (ELAC) and CTE. Plans, organizes and coordinates professional development, curriculum & assessment development related to ELD (with the district English Learner TOSA), SDAIE and Career Technical Education. Facilitates CTE curriculum & steering committees (CTECs) and collaborates with the ELD/ELA curriculum committee. Assists with recommendations for instructional material, media and equipment for the classroom including research-based innovations, hardware, software, and current industry-standards-based equipment. Facilitates student participation in various local, regional and national competitions for CTE as well as conferences for the Career Technical Student Organizations (CTSOs). Reviews, researches and prepares proposals and grant applications, and pilot career and technical education projects. Monitors the funded projects to ensure compliance with county, State, Federal or private sector guidelines and requirements; Maintains CTE/ROP and Perkins programs including contracts and funding sources and WIA, Title II program budgets. Plans, organizes and conducts State and Federal Program Monitoring at District and school level reviews for both CTE/Perkins and WIA, Title II program. Prepares a variety of management and program evaluation reports. Addendum 8-F-4
118 94 95 KNOWLEDGE OF: This position classification requires: Expertise in career and technical education, as well as adult education core programs including literacy and career readiness. Awareness of programs of study and career pathways that are reflective of current trends in high occupational demand. Grant writing skills and knowledge of state compliance requirements. Knowledge of English Learner Program design and adult basic skills curricula and instructional programs. Leadership skills in promoting interdisciplinary CCSS-related activities and project-based learning in all CUHSD schools. 106 ABILITY TO: Communicate regularly and effectively with teachers, administration and peers in the English Learner and CTE community. Produce student data reports, analyze indicators and share implications and recommendations with site staff and district team regarding CTE and WIA funding requirements. Collaborate with community partners, both public and private. Meet timelines and meet time-related goals.
