1 Director, Project and Portfolio 1. GENERAL INFORMATION Job Title: Director, Project and Portfolio Grade: D1 Department: Project and Portfolio Unit: N/A 2. DEPARTMENT PURPOSE STATEMENT The Project department is responsible for independent detailed project appraisal, loan disbursement and project management, to enhance the quality of lending and promote best practice within Shelter Afrique. This includes oversight and implementation SHAF projects from project appraisal and first disbursement, to technical closure of the project. The department also manages and monitors the company s project portfolio and undertakes debt recovery. 3. JOB PURPOSE The Director provides effective leadership and is responsible for planning, organizing and overseeing the implementation of the department s work program which mainly includes detailed project appraisal, portfolio management, loan administration and debt recovery. The Director will also be responsible for all aspects of managing and motivating the Project Team. 4. KEY RESPONSIBILITIES (RESULT AREAS) Strategy Liaise with the Risk and Compliance department to formulate strategies and guidelines to ensure good quality lending portfolio Liaise with the relevant departments and committees to determine pricing for facilities to ensure commensurate return for credit risks undertaken by SHAF Support the overall process of management and corporate decision making to ensure that SHAF maximises its short, medium and long term profitability and shareholder returns

2 Develop, review and report on the department s strategy, ensuring that strategic objectives are well understood and executed by the team Assist in implementing the company s strategies and oversee the systematic collection and analysis of country data as well as constant interaction with Government officials, contractors and consultants. Project appraisal Participate in appraisal missions to collect all necessary economic, financial and legal, marketing and technical information/date required to evaluate potential lending or equity projects. During such missions, lead or conduct negotiations of preliminary terms and conditions with the project sponsor. Oversee detailed project appraisal, in accordance with existing company procedures Review project appraisal reports and investment proposals and present for consideration by the board of Directors and management Lead in the detailed appraisal of equity investments in housing finance and development institutions in member countries. Review business plans for projects to be implemented Coordinate the recruitment of consultants and the selection of developers associated with specific projects. This includes the selection of right partners, overseeing and evaluating the agreed scope and work performed. Liaise with the Risk and Compliance team to continuously review facilities granted, to highlight changes in risk profile and undertake remedial or risk mitigation action if required Review quarterly technical and financial progress reports on projects Design, plan and organise workshops, meeting and seminars on relevant topics as required Prepare or oversee the preparation of periodic reports and management briefs as required Loan Administration Provide guidance and oversight to ensure that SHAF s policies and procedures on booking and revenue collection for credit facilities are adhered to Liaise with the Risk and Compliance Department to ensure the documentation process is adhered to and that SHAF retains proper custody of accurate and valid credit related documentation, where applicable Manage and monitor disbursements for approved credit facilities, ensuring project sponsors comply with all contractual obligations Oversee or initiate timely corrective action when problems are anticipated or detected

3 Portfolio Manage and monitor the implementation of on-going projects Oversee the supervision of approved projects to ensure that they are being implemented according to design. This may include on-sight visits and investigations as required Develop and maintain beneficial relationships between Shelter Afrique and institutions in member countries in areas of operational activities Maintain relations with development partners and other key stakeholders operating in different countries. Review project documentation for technical closure of the project Debt recovery Review exception reports to ensure timely decision making where remedial action needs to be undertaken Oversee the management of non-performing loans including meeting with relevant stakeholders to discuss options to debt recovery Liaise with the Finance Department to create the necessary provisions on nonperforming loans Review recovery options to determine best action for recovery purposes Leadership Provide visible leadership within and outside Shelter Afrique Develop strategic relationships to help grow SHAF s network and business Responsible for building and leading effective and cohesive team Oversees the efficient and effective performance of the Project team Ensure the department has the appropriate business process and infrastructure in place to deliver on its mandate 5. KEY PERFORMANCE INDICATORS Portfolio quality( NPL) Project approvals Project turnaround time 6. QUALIFICATIONS, KNOWLEDGE AND SKILLS Minimum level of academic qualification, skills and knowledge required to perform

4 effectively in the role A masters degree in civil engineering, architecture, quantity survey or building economics or related field with at least ten years experience in managing large scale real estate projects. A Masters degree in Business administration or Project will be an added advantage. Should be skilled in project appraisal, investment analysis, and risk analysis and hedging. Strong communication, analytical, decision making and negotiation skills are required. Should be fluent in English or French with a good working knowledge of the other. Minimum level of personal and professional experience required to perform effectively in the role Post qualification experience of 10 years Experience in investment analysis and decision making in a multicultural organisation 7. WORKING RELATIONSHIPS The Director, Project will: be accountable to the Managing Director be directly responsible for the Loan Administration, Debt, Portfolio (Direct Lending) and Portfolio (Special Products). He/ She will also be responsible for the Administrative Support Staff as well as be indirectly responsible for other staff within own department liaise and work closely with other Directors and Unit Managers as may be necessary develop and maintain working relationships with appropriate external parties.
