An introduction to the Follo Line Project and its Emergency Concept LONGEST. URBAN. COMPLEX. FASTER. Presentation for Fire Protection and Safety in Tunnels 2015
Agenda for my briefing An introduction to the Follo Line Project The emergency concept of the tunnel How we have organized our work Challenges ahead
LONGEST.
LONGEST Currently Norway s largest transport project Will comprise a 20 km long tunnel; the longest railway tunnel to date in the Nordic countries Forms the core part of InterCity development southwards from Oslo Includes: o the construction of a new rail station at Ski public transport center o extensive works at Oslo Central Station o realignment of tracks for the existing Østfold line on the approach to Oslo Central Station and between the tunnel and the new Ski station Will comprise around 64 km of new railway tracks
Nye Ski stasjon - skisse URBAN.
URBAN A population growth of at least 30% is anticipated in the Follo region by 2025 the increase in traffic can be handled by rail after finalization of the Follo Line Project Expect almost 70 % increase in rail passengers from south to Oslo Central Station during rush hours The new Ski rail station: six tracks and three central platforms new pedestrian underpass a new bus terminal and an extended car park a new road bridge The Follo Line is a pilot project for the further development of the InterCity network
Follobanens riggområde mellom Oslo og Ski - skisse Ekebergåsen Oslofjorden Holmlia Bjørndal Atkomsttunneler E6 COMPLEX. ÅSLAND E6
COMPLEX The life expectancy of the tunnel will be at least 100 years to fulfill both present and future requirements The Follo Line will be constructed within high density traffic areas around Oslo Central Station and Ski Station Several different operations will be undertaken simultaneously and the project faces challenges in terms of logistic and management Excavation of the tunnels shall be performed by both four TBMs, as well as drill & blast/ drill & split techniques Complex crossings for the tunnels close to Oslo Central Station During construction of the Follo Line, around million tons of rock spoil will be removed within a period of years
FASTER.
FASTER Designed for speed up to 250 km/h Will enable 50 % reduction in journey time between Oslo and Ski The new Ski station will be an effective hub for public transport The Follo Line may be combined with a possible highspeed line to the Continent
The connection to Oslo Central Station Extensive work at Oslo Central Station is part of the scope The Follo Line will be constructed with connections to several platforms at Oslo Central Station A total relocation of the existing Østfold Line within this area is part of the scope The work will be carried out with minimum interruptions to train traffic Special attention must be paid to Oslo Medieval Park
Oslo: Rail Lines and the Medieval Park Outbound Follo Line Inbound Follo Line Outbound Østfold Line Inbound Østfold Line Oslo S Loenga Oslo S area: Total track length about 9,5 KM
Oslo Medieval Park
Archeology; a cooperation

The tunnel constructions Two separate tubes with cross-passage approx. every 500 meters (for the first time in long Norwegian rail tunnels) Close to Oslo Central Station the Follo Line and the inbound Østfold Line will be excavated by Drill & Blast and the method called Drill & Split (without explosives) 19,5 km will be excavated by TBM (tunnel boring machines) In total currently the longest railway tunnel in Norway and the Nordic countries (20 km)
Tunnel: Complex crossings (D&B/D&S)
Main tunnel rigg area at Åsland/Oslo Large rig area including production facilities Four tunnel boring machines Two access tunnels Direct access to E6 Limited transport on local roads
The initial blast at Åsland June 20 th 2014: The Norwegian Minister of Transport and Communications, Ketil Solvik-Olsen, fired the initial blast at Åsland rigg area
The initial blast at Åsland June 20th 2014
Ski: Scope & facts The small town of Ski will become the center of an important transport hub The new Ski station to be built with six tracks and three central platforms The scope includes new pedestrian underpass, new road bridge and bus terminal The scope includes an open section of approximately 1,5 km with retaining walls and culverts. The total length of new tracks in the Ski area is ~ 16,5 km.
The new public transport center at Ski Four tracks through Klypen
Six EPC Contracts Contract strategy
The Follo Line Project: Time line
Emergency preparedness concept Dimensioning emergency scenario: Fire in passenger train in tunnel Main principle: Train on fire shall be driven out of the tunnel Self evacuation Critical contributors to self evacuation: 1. Distance to safe area 2. Speed of evacuation 3. Exposure to fumes/toxic gas
The four perspectives Individual I IT Internal interpretative Subjective Objective Outer observable WE IT s Cultural Systemic Collective
I Subjective Competence Training Perceived individual risk Leadership skills
It Objective Signs Markings Loudspeakers Lights Walkways Handrails Cross passages Infra-red cameras Emergency tunnel Emergency areas Ventilation fans Fire water
It s Systemic TSI National regulations and instructions Jernbaneverkets technical directions Experience and practice in other railway tunnels in the Oslo area Translate and evaluate all regulations and see them in context
We Cultural Norwegian culture: Save everyone we have no one to loose Every person has equal value Ability and motivation to follow instructions Enhanced awareness to potential risks in tunnels
Challenges ahead Fire water system decision is depending on the other tunnels in the Oslo area Doors in cross passages Emergency areas Updated emergency preparedness analyses Emergency preparedness plans and exercises Achieving a total emergency preparedness framework for all actors involved Individual ownership of safety and emergency preparedness responsibility for all Follo line project members
