EDSA BUSWAY PROJECT Maximizing public and personal transport options in a New Normal Scenario
BACKGROUND EDSA Busway Project is a joint undertaking of the DOTr, MMDA, and DPWH. The goal of the project is to deliver reliable, safe, accessible, environmentally-friendly, dependable, efficient, and comfortable road-based public transport system in the country s main thoroughfare. The Project features the use of a dedicated median lane for buses with stations built at the median island, allowing for a more efficient travel by avoiding conflict with connecting streets, driveways, commercial centers, and curbside drop off points.
MAY 2020 TIMELINE Installation of temporary barriers to enclose the median lane Construction of the initial station attached to rail facilities (7 stations) Consolidation of operators that will run the EDSA Busway JULY 2020 Painting of the median lane (in partnership with Boysen) OCTOBER 2020 Discussion with SwedFund on the grant that they are offering MARCH 2021 Requested the approval of the Office of the President (thru DOF, DFA, and NEDA) to accept the grant for a technical assistance being offered by SwedFund DECEMBER 2021 Inauguration of the three (3) Concourses from the SM Prime Holdings Inc APRIL 2020 Planning stage (review of the E-Bus concept and MMBRT-L2 concept) JUNE 2020 Start of operation and Procurement of barriers that will replace the temporary barriers AUGUST 2020 Additional stations along the route started operating (5 additional stations) NOVEMBER 2020 Signing of the Memorandum of Agreement between the DOTr and the private companies that will donate the busway bridge with concourse OCTOBER 2021 Civil works completion of bus stops in Buendia, Roxas Blvd. Taft, and Tramo (To be implemented by MMDA)

KEY COMPARISON Number of bus units CURBSIDE BUS (PRE-BUSWAY) Average of 3340 units passing through EDSA daily EDSA BUSWAY Total of 550 units will run the route Franchise Fragmented franchise being run by several operators Operators that consolidated to form a consortia that will run the route will be issued with franchise for the EDSA Busway route Lane Utilization No dedicated bus lane in EDSA Buses to run the median lane for the entire stretch from PITX to Monumento, free from obstruction from the mix traffic.
Average Daily Ridership KEY COMPARISON CURB-SIDE BUS (PRE-BUSWAY) 260,000 pax/day (Based on ITDP Survey: 2015) EDSA BUSWAY 300,000 pax/day to 500,000 pax/day if the current system improved.(sweco 2018) Travel Time 2 hours to 3 hours from end-to-end (Sweco 2018 report) Travel Speed Stop-and-go and standstill traffic affects the buses. Average travel speed in EDSA is around 12 kph (Based on Sweco 2018 report, average P2P speed) Stations (Bus Stops) Pick-up and drop-off points are at the curbside 45 mins to 1 hour because the traffic congestion at the outer lanes has minimum to no effect on the median busway lane (Data from LTFRB Monitoring and info from consortia) Buses are traveling the busway at around 20kph to 34kph at an average with a maximum speed limit of 50kph (Data from Sakay.ph, Speed taken from GPS data) To build a total of 28 stations at the median island. This excludes the PITX
KEY COMPARISON Pre-Busway Condition where buses are mixed with other vehicles where both buses and private vehicles are stuck in traffic. Resulting to poor PUB level-of-service along EDSA Current bus system in EDSA, where traffic at the private car lanes has a minimal effect on the dedicated median lane. This resulted to less travel time and better level-of-service.
