1 Page 1 of 32 Attachment A ATTACHMENT A SHUTTLE SERVICE ROUTES The shuttle service is detailed as follows: Employee Parking Lots Shuttle The Employee Shuttle transports Authority employees between the Employee Parking Lots and the Airport Terminals twenty-four (24) hours per day, seven (7) days per week with the exception of the South Employee Lot AOA Service, which does not operate between 12:30 a.m. and 3:30 a.m. The Employee Parking Lot Shuttle transports employees from two (2) parking lots: North Employee Lot and South Employee Lot. There are four (4) separate routes as described below: a) The North Employee Lot is a 2,850 space surface lot. As of the issuance of this RFP, this lot is currently closed. If demand warrants, this lot will be re-activated. There is one (1) route operated from this lot as follows: This single route provides service from the lot to the North Terminal, and back to the parking lot. Drawing 1 in Attachment D depicts the location, route and approximate route distance for North Employee Lot. The approximate route distance is 4.0 miles roundtrip and approximate time traveled is 21 minutes roundtrip; b) The South Employee Lot is a 4,807-space surface lot. There are three (3) routes operated from this lot as follows: i) The South Employee Lot (AOA) has two (2) routes and the South Employee Lot Non-Aircraft Operation Area (Non-AOA) has one (1) route for shuttles leading to the McNamara Terminal. The South Employee Lot AOA routes (which includes Concourse A and Concourse B/C) do not provide service between the hours of 12:30 a.m. to 3:30 a.m., and should be reflected in the proposal submitted in response to this RFP. Drawing 1, Drawing 2, Drawing 3 and Drawing 4 in Attachment B depicts the location, route and approximate route distance for the South Lot AOA. Please note that the approximate times stated are based on minimal aircraft traffic; 1) The South Employee Lot AOA (Concourse A) route travels a secured airside route for badged employees from the South Lot (AOA) to Gate A20, Gate A68, Fleet Services (Bldg. 820), Gate A68, Gate A24 and returning to the lot. The approximate route distance is 4.50 miles roundtrip and the approximate time traveled is 29 minutes roundtrip. 2) The South Employee Lot AOA (B/C Concourse) route travels a secured airside route for badged employees from the South Lot (AOA) to Gate A34 to Gate A20 (Concourse A), B/C Concourse where the bus travels under Concourse B at Gates B7/B8, Gate B11, Gate A20 (Concourse A) and returning to the lot. The approximate route distance roundtrip is 3.08 miles and takes approximately 22 minutes. 3) The South Employee Lot Non-AOA route travels a non-secured public route that accesses the Terminal curb front from the South Employee Lot to the lower level of the International Arrivals (McNamara Terminal), and then returns to the lot. The approximate route distance is 4.56 miles and takes approximately 16 minutes;

2 Page 2 of 32 Attachment A c) Schedule the number of stops is limited in order to provide central collection points and to maintain the operating schedule. The operating schedules must be approved by the Airport Authority. d) The South Employee Lot (Concourse A, Concourse B/C and Non-AOA) route schedule should be based on the number of riders throughout a 24 hour period. The schedule of operation should be clearly posted in the shuttle bus shelters and stops and shall reflect the following standard: The passenger wait interval, for the South Employee Lot (Non-AOA) between midnight and 4:00 AM should not exceed fifteen (15) minutes. This time period is subject to change based on ridership. e) For the North (if utilized by the Airport Authority) and South Employee Lots, the passenger wait interval between 4:00 AM and midnight should be 10 minutes. The passenger wait interval should never exceed 15 minutes at anytime. Schedule/demand may dictate more than one bus during peak periods. f) For information purposes only, vehicle frequencies and the present shuttle bus schedules are enclosed in Attachment E. g) Ridership The ridership activity can vary from approximately 1000 to 4700 every 24 hours. See Attachment F for ridership activity and the most current passenger load factors. h) The buses used for employee shuttles shall provide adequate baggage capacity, and the secured Airside route (AOA service) to the McNamara Terminal includes a ten (10) foot vehicle height restriction. i) For informational purposes only: the current provider utilizes fifteen (15) transit buses for the Employee Shuttle (AOA and Non-AOA) combined.

30 REQUEST FOR PROPSALS S Page 30 of 32 Attachment I ATTACHMENT I SAMPLE AUTOMATIC VEHICLE LOCATOR (AVL) AND PASSENGER ADVISORY SIGN SYSTEM (PASS) Context: Airport Route based Shuttle limited number of stops loop based predicted arrival time info displayed on shuttle and at Designated Shuttle Stops. The Airport Shuttle Service requires a vehicle monitoring and management software system for use in the shuttle operation. The proposed system should incorporate Automatic Vehicle Location (AVL), a Passenger Advisory Sign System (PASS) that is accessible by the driver on each bus, a Next Stop display to be mounted in each bus providing predicted time of arrival at the next stop, and a Next Shuttle Arrival display to be mounted at each curbside pick up/drop off location providing predicted time of arrival of the next shuttle. Overall System Requirements The vehicle monitoring and management software system should be provided as a hosted Software asa Service solution, negating any need to install software (server or client software) on local computers. All administrative and monitoring tasks should be accomplished via a standard web browser on any computer with access to the internet. All users should have to be authorized and authenticated in order to gain access to any administrative functions or data (unique usernames and passwords). The system will need to be accessible by shuttle service personnel as well as Airport Landside Services. Automated Vehicle Locator (AVL) AVL information should be obtained by collecting GPS location data from each bus via a GPS device (which could be a component of the PASS) mounted onto each bus, providing location information no less than every 2 seconds. The AVL data should be accessible by authorized and authenticated users (unique usernames and passwords) via any computer with internet connectivity via any web browser. All bus activity, location, and status should be depicted on an active map noting real time location and status (within the 2 second update period) of all buses. The AVL data should also report real time headway (distance and time between each bus), average Headway Times time point accuracy (Designated Shuttle Stops), and real time vehicular speed information (as calculated by the GPS data). The administrative screen should allow authorized and authenticated users to: Send specific messages to any PASS located on any bus, such as Slow Down, Speed Up, Take a Break at Next Turn, etc., Access Headway, Time Point, Speed reports for any or all buses, Monitor Next Stop and Next Bus displays and override if necessary with custom messages, and Replay historical activity of any or all buses from archived data to be available for up to a year from date of data request. Note: all historical data should be archived in a manner that allows for data retrieval in a reasonable timeframe (< 2 weeks) should the need arise. Passenger Advisory Sign System (PASS) The PASS shall be mounted onto each bus and should be able to support the following functions: Provide GPS position information,

31 REQUEST FOR PROPSALS S Page 31 of 32 ATTACHMENT I Provide a display readable by the driver, Provide the ability for the driver to transmit pre composed messages to Dispatch, Transmit data via the cellular data network, Be powered from the bus electrical system, The PASS should also be flexible enough to accommodate programmable updates to driver views and messages, screen format, and any other necessary changes deemed necessary. PASS will be required to communicate with the Next Stop displays inside the buses using Bluetooth technology. Next Stop Display A Next Stop display shall be installed on every bus providing automatically generated predicted arrival information to passengers for any upcoming stop. The information shall be provided in the context of Next Stop: McNamara Terminal in 2 Minutes and update on a minimum 5 second cycle as the bus approaches the specified stop and then reset itself for the next stop. The Next Stop display will obtain its data via the PASS using Bluetooth technology from AVL data collected by the server. An authorized administrator in the Dispatch office may override the automatic display generation and post updated arrival data or pertinent safety and security information. The Next Stop display must be designed to comply with all vehicular signage mounting regulations and meet standard vehicular environmental conditions. Next Bus Arrival Display A Next Bus Arrival display shall be installed at Designated Shuttle Stops providing automatically generated predicted arrival information for the next bus arrival time. The information shall be provided in the context of Next bus arrives in 1:45 minutes and update on a minimum 5 second cycle. The next bus arrival display will obtain its data from the server collecting AVL information. An authorized administrator in the Dispatch office may override the automatic display generation and post updated arrival data or pertinent safety and security information. The next bus arrival display must be designed to comply with signage mounting regulations (specific location and position of each display is to be determined) and meet outdoor weather requirements. System must also be capable of displaying multiple languages. Data Reporting and Analysis The data reporting feature set must be a full customizable package which includes data collection of headway, schedule adherence and vehicle speed. All data should be available in raw or averaged format and include simple querying tools to obtain information for a specific time period, location, route or bus. The system should have the ability to provide plotting for easy and efficient review of key performance indicators (KPI). At a minimum, KPIs will include headway and bus hours in service. The software reporting tool should have a set of stock reports which will provide daily, weekly and/or monthly tracking of KPIs, including at a minimum: Headway Reports (organized by route and stop) o Average Headway o Per event headways that exceed minimum performance requirements Bus hours (organized by route)
