3 1 INTRODUCTION 1.1 This method statement has been prepared as a general statement of the methodology and procedures employed by Bill Whyte Floorcoverings (BWFL), (hereafter referred to as the Company ), personnel for the main operations / activities undertaken by the Company. 1.2 The aim of this method statement is to provide details of the working methodology applicable to the main operations undertaken by the Company, i.e. it is a generic statement. 1.3 Any variations to the standard working method will be detailed in a supplementary statement issued on an as when required basis, where the standard working methodology is likely to be affected by the prevailing environmental conditions, e.g. working in the vicinity of identified hazards. 1.4 The statement should be read in conjunction with the Company s health and safety policy and its generic risk assessment statements. 3

4 2 MAIN ACTIVITIES / OPERATIONS 2.1 Overview The main activities / operations have been analysed to include: a) Removal of existing floor / ceiling / wall covering. b) Preparation for fixing of new floor / ceiling / wall covering. c) Installation of new floor / ceiling / wall covering. d) Removal of waste products after completion. 2.2 Removal of Existing Floor / Ceiling / Wall Coverings This includes the removal of carpet / carpet tiles / vinyl sheet / vinyl tiles / timber / timber blocks / timber panels / timber boards / rubber floor coverings / any wall or ceiling coverings Removal of existing coverings can be undertaken manually, via use of mechanical aids or by a combination of the two Manual removal involves stripping off existing coverings and cutting into pieces which can be easily handled and discarded Mechanical removal involves the use of various pieces of electrically operated machinery to aid the initial material removal process Once an existing covering has been removed, it is carefully taken to the BWFL vehicle for removal from site. BWFL is licensed to carry trade waste associated with its main activities / operations undertaken. 2.3 Preparation for Fixing of New Floor / Ceiling / Wall Covering Preparation of an existing surface for new products to be fixed involves the following operations: a) Thorough sweep up / clean of area; b) Application of one or a combination of: i) Damp Proof Membrane (Tremco ES3000 or similar two part epoxy mixture); ii) Asphalt (by specialist sub contractor: specific method statement to be prepared by sub contractor for this operation); iii) Primer (Ardex - roller / brush application); iv) Latex screeding (various products, mainly Ardex: all nongrowth promoting); 11 Hand sanding or use of Buffing Machine 4

5 12 Fixing of plywood or hardboard (preparatory) surface. c) measure up / survey: compare to plans, check quantities, type of covering, colour and specification; d) mark out area as necessary; e) cut lengths and prepare covering; f) apply adhesives as specified. 2.4 Installation of New Floor / Ceiling / Wall Covering After thorough preparation, the new product will be fitted and trimmed in accordance with standard practices within the industry Products will be jointed in accordance with manufacturers recommendations Cove Former and Capping fitted as necessary Door plates screwed into position as necessary. 2.5 Removal of Waste Products After Completion All product off-cuts, waste packaging materials including empty adhesive containers will be removed from site and disposed of to a suitable, licensed waste disposal tip. 5

6 3 PERSONNEL 3.1 All personnel employed by the Company are deemed to be trained and competent to undertake the tasks allocated to them. 3.2 BWFL personnel will observe and adhere to the health and safety policy of any client as well as BWFL s own health and safety policy. 3.3 It is the general aim that all operations / activities undertaken by the Company will be carried out in a safe and workmanlike fashion, avoiding un-necessary risk to the health of BWFL and any other personnel who may be affected by the work. This also extends to risk to plant and other equipment which may be affected. 3.4 A separate generic risk assessment statement has been prepared to: a) highlight the principal hazards encountered in the Company s work; b) identify the risks to personnel, plant and equipment associated with those hazards; c) suggest the preventative procedures by which those risks can be eliminated, minimised and managed. 6

7 4 PERSONAL PROTECTIVE EQUIPMENT (PPE) 4.1 Throughout all operations / activities undertaken, BWFL staff will wear appropriate PPE. As a minimum this includes: a) protective clothing/overalls; b) safety footwear with toe protection. 4.2 Other PPE may be worn at the discretion of the staff on site as follows: a) head protection; b) gloves; c) dust masks; d) knee pads. 4.3 When using mechanical powered equipment and certain manual tools, e.g. hammers / chisels, appropriate PPE must be worn in addition to the minimum set out in 4.1 and 4.2 as follows: a) eye protection; b) ear protection. 7

8 5 TOOLS AND EQUIPMENT 5.1 The tools and equipment employed in the Company s main activities are: a) basic hand tools including: i) hammer; ii) bolster chisel; iii) pinch bar; iv) trimming knife; v) hand saws, (wood / metal); vi) screw drivers; vii) hand scrapers, (Robert Scrapers); viii) roller / brushes; ix) sweeping brush; x) trowels; xi) miscellaneous hand tools. b) electrically operated machinery, including; i) Bully Stripper or Kango with Spade ; ii) Scarifier (for paint); iii) Shot Blasting Plant; iv) Rotary brush / stone scarifier; v) Hot air guns (for ceilings and walls, plus small floor areas < 2sq metres); vi) Electric drills; vii) Electric Sanders; viii) Compressed air nail gun. c) ladders / step ladders; d) mobile access platforms. 5.2 All staff are fully competent in the use of all tools and equipment used by the Company. 8

9 6 PRE-CONTRACT INSPECTION 6.1 Prior to any work commencing on site the following procedure will be adopted: a) Request from client to be logged at the Company s Head Office or Divisional Office, (telephone, letter or fax). b) Site meeting between BWFL Contracts Manager and client to agree / identify: i) the work required; ii) the specification, range, colour; iii) when the work is required; iv) if the Company s generic risk assessment is appropriate to the project; v) any specific hazards / risks, e.g. working in vicinity of client personnel; i) if this generic method statements is acceptable/ fully applicable or if a specific method statement should be produced; ii) are any special permits to work required, e.g. hot work permits. 6.2 BWFL Contracts Manager to prepare: a) a brief description of the work required based on the instructions received from the client; b) a project risk assessment; c) a method statement checklist. 6.3 Copies of the documents outlined in 6.2 above to be issued to fixing team. 9

10 7 ATTENDANCE AT SITE 7.1 Upon arrival at site and prior to commencing work: a) The BWFL Site Supervisor should report to the appropriate liaison point and complete any Job Registration Form, (JRF) or Site Certificate as required. b) Any supplementary forms required as a result of completing the JRF should be completed also at that stage, e.g. hot work permit if applicable. c) Any BWFL personnel attending a site for the first time should be given the appropriate induction training, shown any induction safety videos and generally made aware of the key health and safety issues to be noted on that particular site. d) The BWFL site supervisor should examine all documentation and be satisfied that permission has been granted to begin work. 10

11 8 DRIVING ON SITE 8.1 BWFL vehicles are light goods vehicles (vans) and cars fuelled by diesel or petrol. 8.2 The vehicle driver will be instructed where the contract is to be undertaken by the client. When driving on client sites, any site specific driving rules will be observed in addition to the rules applicable to travel on the public highways. Speed limits and traffic routes are to be strictly observed at all times. 8.3 Due care and attention is to be paid to parking, avoiding the blocking of emergency / fire escape routes and established walkways etc Particular attention is to be afforded to the issue of waste and all loads in vehicles are to be adequately secure whilst in transit. 11

12 9 ARRIVAL AT CONTRACT SITE / DESIGNATED WORK AREA 9.1 Upon arrival at the contract site, the following procedure will be followed: a) Briefly survey the working area, ensure suitable to work. Any potential problems to be reported to the client representative immediately requesting appropriate action to be taken prior to starting work. b) Position metal barriers, hazard identification tapes and warning signs to effectively isolate the working area. c) Display the following signs / information: i) Authorized Personnel Only; ii) Head Protection To Be Worn (if necessary); iii) the JRF or Site Certificate; iv) the project risk assessment; v) the method statement checklist. 9.2 Signs should be displayed at a prominent location near the natural entry(s) to the contract site. 9.3 The designated contract site should be easily identifiable to any personnel who may walk or stray into the area. 9.4 Care should be taken so as not to obstruct any established walkways or emergency escape routes. 12

13 10 HANDLING OF EQUIPMENT / MATERIALS 10.1 All equipment / materials will be transported to site using BWFL vehicles unless a direct delivery arrangement has been arranged with a supplier All equipment / materials will be handled in accordance with the specific handling instructions given to BWFL personnel, see generic risk assessment If materials are to be stored temporarily on site, care should be taken as to the any potential fire hazard / physical obstruction presented. Clarity should be sought from the client / fire safety officer prior to temporarily storing any materials on site. Subject to permission, materials / equipment should be neatly stacked so as to cause minimum disruption to client activities. 13

14 11 HAND OVER PROCEDURES 11.1Upon completion of the installation of the new floor / ceiling / wall covering, the job / work area will be formally handed back to the client. This could be in the form of a verbal confirmation from the BWFL on site supervisor or a more formal (written) Hand over if required. 14
