Scope The scope of these standards applies to all operations with scrap within the premises of the plants of Aperam. These basic standards must be enforced and affect subcontractors, truck drivers, vendors, as well as those who represent them. These rules must be adapted in the plants taking into account the specificity of the facilities, environment and organization, and they can raise the level of requirements in case of necessity. The staff of the plants (weighing scales, scrap yards) must fulfil and enforce these requirements. Wherever local law would be more severe than this standard, local law has to be taken into account. In other cases this standard is to be adhered to strictly. 2. Other relevant documents to be respected This standard has to be applied taking into account as well : - Aperam Safety ST 006 : Vehicles and Driving - Aperam Safety ST 008 : Contractors - Aperam Health PL 001 : Substance Abuse Policy 3. Flow of trucks around the scrap yards A clearly designated flow (traffic plan, including limited heights particularly electrical network, pipes.) of incoming and outgoing trucks must be organized to keep the traffic under control and assure safe operations. This plan must be known by all involved. This plan involves placing of appropriate signaling to guide the traffic. As part of this traffic plan, a waiting area for scrap trucks is required. Since the area around the scrap yard may not be very spacious, the plant has to organize a safe parking area, from where the scrap yard receptionist can call the trucks to unload. Roads will be kept clean of remaining scrap to avoid tire and dust problems. Health & Safety 1

2 Trailer covers will be used when : - there is a risk of loss of material (light thin scrap) - to avoid inclusion of water in pressed metallic scrap barrels due to weather conditions - legal requirements so prescribe 4. Hazards in and around Scrap Yards - Collision and crashes with moving equipments, cranes and vehicles, electrical cables, - Falls from heights,, in the pits, stairs,. etc. - Crushing : truck tipped over, scrap fallen when opening the truck doors and dropping of piled storage scraps - Bruises and contusions, by scrap metal pieces projected during the manipulation of scrap in the yards. - Cuts when manually handling scrap. - Metallic pieces piercing through the boots or gloves - Risk of tripping and falling during walking (uneven floors, scrap metal pieces and wells, bad weather conditions, ) - Powdery atmosphere - Noise damage - Lateral turning over of the truck - Falling of truck in scrap pit - Contact with radioactive material - Run over by truck or other equipments - Risk of other equipment in the scrap yard (to be defined locally) Any specific local risks to be detected based on HIRA and actions to be taken for proper mitigation. 5. Minimum safety requirements 5.1. General - It is strictly forbidden to drive and turn the truck with the dump lifted, as well as with the loader crane lifted (in case of trucks fitted with it). Driving will not be started before the dumper (and crane) is down. However, exception can be made for stepwise forward movement with truck and trailer in line to ease the unloading of the scrap. While moving stepwise the driver must ensure the area is totally free of all obstacles. As soon as the trailer is emptied, the truck has to stop to put dump (and crane) in the lowest possible position before moving on. - To open the rear door of dumper in a safe way, all trucks must be equipped with : or an automatic system or have a system that allows opening the rear doors of the truck whilst standing next to it, instead of in front of the unloading doors (see pictures of good examples in attachment). Any truck not fulfilling one of the two criteria described above (piston opening or as a temporary solution a long lever for manual opening from the side of the truck) will not be unloading and sent back to the supplier at his expense. - These truck requirements as well as the consequences of not complying, have to be integrated immediately in all scrap buying contracts. - The trucks with aluminum dumper and / or one hydraulic piston show an additional risk of overturning. They will only be accepted at the site entrance if they transport scrap which can not be jammed during unloading. Health & Safety 2

3 - Areas to store scrap will have bumpers to ensure the position of trucks without risk particularly in case of pits - Assure the truck is stopped on a stable floor area before starting any discharging operation, to avoid sideward falling of the truck during the unloading operation 5.2. Drivers - An HIRA has to be realized to decide if the driver has to stay inside or outside its truck during scrap discharging; if he has to stay outside it has to be at a safe distance as defined locally.? - Three-point contact is to be used when mounting and dismounting truck cabs - Seat belts which are supplied by the equipment manufacturer shall be worn at all times when in the driver cabin, including when the truck is being unloaded - Wear when accessing the scrap reception office near the scrap yard: high ankle safety shoes, helmet, ear plugs, dust mask (if needed), safety glasses, safety cloths with sleeves fully down, gloves and fluorescent jacket with reflection bands. - When opening the load doors (see also 5.1), the driver will not pass behind the truck, but will walk around the front of the truck to open the second door (if existing) - When putting down scrap containers, the truck must be fully stopped and the truck s hydraulic side supports must be extended, when available, on a stable place to give proper support - Beware of the risks mentioned in paragraph Scrap receptionist - Never come closer than 20 m to any unloading truck - Wear the following PPE: helm, high ankle safety shoes, ear plugs, dust mask (if needed), safety glasses, safety cloths with sleeves fully down, gloves and fluorescent jacket with reflection bands. - Beware of the risks mentioned in paragraph 4 - The Scrap receptionist must have the authority for stopping the unloading scrap process in case of unsafe condition being detected. In case of storm or lightning risks the unloading process should be stopped by Scrap receptionist - Must check if the load is properly distributed on the truck to avoid the truck falling sideways during tipping 5.4. Driver of bulldozers scrap grabs, magnet or spider, etc. for scrap manipulation in the yard - Stop manipulation if a truck or person is in a vicinity of less than 20 m - Scrap receptionist to inform such drivers by radio of any movement (truck or person) in the scrap yard - Wear the following PPE : helmet, high ankle safety shoes, ear plugs, dust mask (if needed), safety glasses, safety cloths with sleeves fully down, gloves and fluorescent jacket with reflection bands. - Beware of the risks mentioned in paragraph 4 - The Scrap receptionist should follow the entire unloading scrap process, truck by truck 6. Inspection scrap before and after discharging - Assure that the truck passes through the radioactivity detection before any unloading can take place (exception can be made for internal scrap if absolutely sure of the origin) Health & Safety 3

4 - Specific safety areas will be designed for pre-inspection. - If for all contents inspections of the truck a ladder is needed, put it against the dumper of the truck; assure it is placed in a stable way (i.e. according to the site rules of use of ladders) - Assure the truck is stopped, motor turned of and brake applied and driver must stand beside the inspector. 7. Discharging procedure - The scrap yard receptionist will guide the trucks to the exact place where unloading has to be done. - Before entering or discharging, roof warning lights of the truck must be on. - Positioning of the truck must be done in a soft and correct way against the bumper. Before positioning the truck, the truck driver will have to assure that the area is free of persons - If the truck s hydraulic side supports are used, assure they are positioned on solid ground. - Receptionist to check if the truck driver abides by the above described Minimum Safety - Requirements and that the truck load doors can be opened safely. If not conform, doors will not be opened, scrap will not be discharged and truck will be sent away. - Opening of load doors: STRICTLY APPLY ABOVE DESCRIBED WAY OF WORKING. - Check that the unloading dumper is fully in downward position before closing its doors - Always assure a way to bring yourself in safety (escape route) before moving towards the truck - If the discharging takes place in a scrap yard where cranes are moving on higher levels a HIRA has to be done. It can be necessary to have; warning lamps on the roof of the trucks, traffic lights for entry, a sound system, etc. - Never place a truck beside the other one (closer than 20 m) before the other one hascompleted the unloading - Distance between the bumpers of 2 trucks that are waiting to discharge must be at least 3 m - No movement of persons between trucks if less than 3 meters between them. 8. In case of discharging problems - Truck driver must immediately lower the dumper - Signal the problem to the scrap yard receptionist - Wait for the orders of this scrap yard receptionist before taking any further actions - Scrap yard driver to inform supplier / transport company that further unloading will be done by crane (magnet or spider) - If this unloading by crane is not accepted by supplier / transport company, the truck will be sent back to the supplier with any remaining load. - If unloading is not possible by lifting the dumper, the truck has to stop unloading, put dumper down and then drive the truck to the waiting area. - In no case it is allowed to make backwards and forward movements against the border of the scrap pit to help starting the unloading of scrap Health & Safety 4

5 Attachments : Pictures on Construction of Trucks Solution 1 ( NOT GOOD ENOUGH ) This is the most common door seal for containers. Some containers have a mechanical safety hook, but they are still not common (25%). Although there is a safety lock centrally, the levers are too short to open the doors, so the person will stand behind the doors and this is what we want to avoid see below pictures Health & Safety 5

6 Solution 2 ( GOOD ) This is a door closing system with safety hooks. The driver unlocks the simple mechanical hooks (3) and afterward he can command the control lever (1) at the side of his trailer to remove the security hooks (2) and to open the doors. Solution 3 ( GOOD ) Health & Safety 6
