Brussels dissemination event on 21 June to discuss Wise Men assessment of internal market for road haulage The EC Commissioner for Transport Mr. Siim Kallas has called for academic experts to provide an assessment of the internal market for road haulage by May This High Level Group will assess the level of harmonization of the rules in the fields of social and safety legislation, enforcement and road user charges and advice the Commission before any decision on further opening of domestic road transport markets. The Commission will take this assessment into account as it drafts its report on the situation of the EU road haulage market, to be issued in The purpose of the C.A.S.H. Brussels dissemination event is to discuss and exchange views on European road freight transport and safety issues in relation to this report. The event will include speakers from the European Parliament, Member of the Parliament, Mr. Petri Sarvamaa, the European Commission, Head of the Land Transport Unit, Mr. Kristian Hedberg as well as Research Advisor Pia Koskenoja from the High Level Group. Also interest groups will be present, Mr. Marc Billiet, Head of EU Goods Transport and Environmental Affairs from the International Road Transport Union, Ms. Cristina Tilling, Political Secretary of Road Transport from the European Transport Workers' Federation as well as Dr. Hans-Joachim Schramm from Vienna University of Economics and Business, Institute for Transport and Logistics Management. The view of the enforcement will present Director Ad Hellemons from TISPOL and C.A.S.H. partner Chief Inspector Roland Gildemeister from Hamburg Waterways Police.

2 C.A.S.H. drew attention during German Russian Logistics Workshop in St. Petersburg, Russia, May Professor Wolfgang Kersten presented the C.A.S.H. project to the audience of the 7th German Russian Logistics Workshop in St. Petersburg, Russia. The workshop brought about 100 international participants together and took place from the 16th until 19th of May The C.A.S.H. presentation was scheduled in a plenary session as a key note speech. Wolfgang Kersten gave an overview about the entire project including activity examples for each work package. In addition, Russian information material on the project was distributed. Subsequently a podium discussion about Mobility, Security, Energy, and ICT took place. The main topics of the conference were operations research, simulation and IT in logistics and supply chain management. Wolfgang Kersten is Director of the Institute of Business Logistics and General Management at Hamburg University of Technology and member of the German Russian Logistics Workshop s committee as well as C.A.S.H. Work Package 5 leader. C.A.S.H. seminar in Imatra, Finland, presented tentative results of survey on cooperation between Finnish Police, Customs and Border Guard in Eastern Finland, 21 May The C.A.S.H. partners Regional Council of Kymenlaakso and South Carelia in Finland organized a seminar on 21 May in order to present tentative results of an upcoming survey conducted by Lappeenranta University of Technology. The aim of the survey is to describe the cooperation between Finnish Police, Customs and Border Guard in the Eastern regions of Finland, South Carelia and Kymenlaakso. The survey will be published in August 2012 and will also be available on the C.A.S.H. website. The interviews were executed in three border crossing points in the Eastern Finland Imatra, Vaalimaa, Nuijamaa as well as in offices located in the cities of Kotka and Kouvola. The survey will contain a description of the cooperation between Finnish Police, Customs and Border Guard in the Eastern Finland, evaluate what kind advantages it is possible to achieve with an active cooperation as well as which challenges the cooperation faces on daily basis. In addition, the survey will discuss the cooperation between Finnish and Russian border crossing points. For the survey, the researches followed the HGV transport e.g. from Germany through HaminaKotka harbor and a Southeastern border crossing point to Russia and vice versa. The aim was to find out how the prevailing practices in the cooperation between authorities are currently working as well as what kind of challenges and forms of cooperation there are at this EU s external border. According to tentative results, the cooperation between Finnish Police, Customs and Border Guard in the Eastern regions of Finland is working well. Every counterpart has its own areas of responsibility, the information exchange is effortless and help is offered, when needed. The advantages include e.g. information exchange between authorities, joint trainings, uniform practices and methods as well as use of joint technologies. There are also some challenges e.g. lack of resources which is reflected in reduction of joint trainings. The advantages of the cooperation between Finnish and Russian authorities contain e.g. information exchange as well as knowledge of the legislation in Russia. Disadvantages include for example different working cultures, language barriers and quickly changing legislation in Russia. The final report will be issued in August It will be distributed as pdf link to C.A.S.H. partners and key stakeholders and will also be available on the C.A.S.H. website Successful ending for series of C.A.S.H. Joint Exercises in Helsingborg, Sweden May The last C.A.S.H. Joint Exercise before the project ending was held in Helsingborg, Sweden, on May The exercise brought together over 30 police officers and vehicle inspectors from Sweden, Denmark, Finland, Germany and Latvia. The Joint Exercise took place in Långeberga on E4/E6/E20 highway in the eastern outskirts of Helsingborg. The exercise was conducted in two permanent police check points, one heading to the north and one to the south. Helsingborg has of the biggest traffic volumes in Sweden, gathering together all the traffic from Denmark and Germany to the north, i.e. to Gothenburg and Stockholm and further to Norway, Finland and Russia and vice versa. Also all the ferry traffic between Helsingør, Denmark and Helsingborg, Sweden use the E4/E6/E20 highway.

3 On the inspection day, altogether 61 heavy goods vehicles and buses were stopped and inspected. The inspections concentrated on driving and resting times, weights, drivers authorization documentations, dangerous goods, load securing and technical inspections. Altogether 46 reports were written during the day. Most of the reports were written on speeding, missing documents, driving and resting time offences and not fulfilling the demands for transporting dangerous goods. According to the participating police officers from other countries, one of the biggest differences in the traffic in Helsingborg area were the large number of foreign vehicles and the quantity of traffic. Foreign participants were also impressed by the permanent police checking points with scales and inspection areas as well as the presence of vehicle inspectors who have been working for the Swedish Police since However, the concrete inspections seem to be quite similar in most of the countries in Baltic Sea region. During , the C.A.S.H. Project has organized around 15 Joint Exercises. Each exercise has been 2-3 days long with participants in each. Over the past three years, over 500 Police officers have been participated in JE s and altogether 1,000 vehicles have been inspected. One of the key findings is that there are different ways to forbid the use of a technically dangerous vehicle in the traffic. The police officers have also noticed that alcohol testing at road side check is not routine in many countries. Also sanctioning varies a lot across countries. This has been identified by police officers as one of the major issues. There are also differences in the amount of money of the fines as well as in the modes of penalties. The C.A.S.H. countries also have different interpretations from common directives / regulations. Dissemination of C.A.S.H. WP 5 results at Logistics meets Science event in Hamburg, Germany, on 3 May Three representatives of the C.A.S.H. project participated in the third annual Logistics meets Science event in Hamburg on 3 May The event was organized by the Logistik-Initiative Hamburg and was opened with a welcome speech by Doctor Dorothee Stapelfeldt, deputy mayor of Hamburg, Germany. The Logistik-Initiative Hamburg is a German association with the aim to promote logistics in Hamburg. Around 70 company representatives and scientists participated in the one day event Logistics meets Science. Doctor Meike Schroeder and Mrs. Carolin Singer from the Institute of Business Logistics and General Management at Hamburg University of Technology presented the C.A.S.H. project and latest results of Work Package 5. The relevance of risk management for logistics was actively discussed by the audience. The event was an excellent opportunity to network with researchers and company representatives as well as to disseminate the C.A.S.H. project s objectives and results. New publications available on C.A.S.H. website New C.A.S.H. publications are available on the C.A.S.H. website The aim of Business Plan for Improving Cross-Border Cooperation in Procurement of HGV Control Equipment by Hamburg University of Technology is to support public authorities by purchasing new control equipment with a focus on international cooperation using the example of an infrared camera. C.A.S.H. Note 7 presents the results of a study on the Note No. 7 Cultural Differences in Traffic Safety and Traffic Law Enforcement between Countries around Baltic Sea. The study was conducted by the Traffic Psychology Research Group at the University of Turku. C.A.S.H. Note 8 presents the latest results of C.A.S.H. Work Package 5 Equipment, Safety and Risk by WP Leader Hamburg University of Technology, which have been presented at the 23rd Annual Conference of the Production and Operations Management Society in Chicago, Illinois, U.S.A. in April NOFOMA Conference brought together logistics experts and C.A.S.H. research partners in Naantali, Finland, on 7-8 June The 24th NOFOMA Conference in Naantali, Finland, brought together around 130 logistics experts and C.A.S.H. research partners on 7-8 June. The two-day conference with many side-sessions discussed all aspects of logistics and supply chain management. Also C.A.S.H. project was present: the project displayed latest outcomes and research material at the C.A.S.H. stand. In addition, the C.A.S.H. Project presented a research paper discussing the impact of market structure on road freight safety in the Baltic Sea region in the side session Safety culture in transport. TISPOL Road Safety Strategy seminar gathered police representatives from 27 countries in Helsinki, Finland, on May The TISPOL, European Traffic Police Network, organized a Road Safety seminar in Helsinki on May. The

4 seminar joined together police representatives from 27 countries as well as key stakeholders e.g. from national ministries and other authorities to discuss the national strategies on road safety, use of technology in traffic enforcement as well as issues concerning e.g. driving fatigue and driver s health. In the statements also crossborder cooperation and its importance in tackling new problems was emphasized. The C.A.S.H. representatives were invited to this two-day seminar too, where they could make some new contacts and plan future cooperation with partners and stakeholders. European Commission has adopted working paper on transport security The EC has adopted working paper on transport security. The paper discusses the lack of EU-wide security requirements in the field of land transport security. According to EC, common requirements will enhance the security of cross-border traffic as well as the competitiveness of transport operators. An Advisory Committee for Land Transport Security and its associated stakeholder group will be set up. According to current plans, the Committee will be operational by the second half of 2012 and the work could lead to initiatives in Information event on preparations of new programme for Baltic Sea Region in Helsinki on 22 May The Finnish Ministry of Employment and the Economy, Ministry of the Environment and Regional Council of Häme organized an information event in Helsinki on 22 May to organizations managing different EU projects and key stakeholders on the starting points and schedule of the preparations of the upcoming programme period ( ) as well as the results and experiences of the current programme. The aim is to carry out the first application process of the new programme during C.A.S.H. Final Conference in Helsinki on 5-6 September The C.A.S.H. Final Conference will be held in Helsinki on 5-6 September The Conference is mainly aimed at C.A.S.H. project partners but also stakeholders will be invited.
