1 To: All Vendors Bidding on The College of New Jersey Security Cameras Phase III From: Roselle Horodeski Finance and Business Services Date: April 10, 2015 ADDENDUM NO. 1 ISSUE DATE: April 10, 2015 REFERENCE: The College of New Jersey Security Cameras Phase III Bid No. AB Date of Original Bidding Documents: March 24, 2015 INTENT: This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents and Prior Addenda if any, as identified above. MISSING DOCUMENTS: The Scope document was not included in the original bid documents. Please find the document titled Security Camera Project Phase III REBID dated March 24, 2015 attached. CHANGES TO SPECIFICATIONS: Remove from Specification Division , Section 3.2.D. Item 3. Furnish and install new Corning rackmount fiber terminal enclosure and LC connector panels for camera fiber terminations. CONTRACTOR QUESTIONS: Question 1: It was stated at the pre-bid meeting that TCNJ will be providing the Head-End and Remote network switches. Will TCNJ be installing and configuring these switches or will this be the responsibility of the winning contractor? Response: Per the specifications and drawings (i.e. TC2.1-TC2.6) configuration and installation of network switches will be by TCNJ/IT; configuration and installation of fiber head-end will be by TCNJ/IT; configuration of PoE injector/remote devices will be by TCNJ/IT, HOWEVER installation will be by the contractor. Question 2: Drawing TC 5.0 has no part number for the 4U PoE=FX Head-End and there is no mention of this device in the Interior Structured Cabling spec, Page 8, 2.7 Equipment Cabinet and Rack-Mount Hardware. 1 of 3

2 Are these devices being furnished and installed by TCNJ or is this the responsibility of the winning contractor? If this is the responsibility of the contractor, do you have a part number for the devices? Response: Per the specifications and drawings (i.e. TC2.2, 2.4, 2.5, 2.6 and 5.0), the fiber head-end will be furnished and installed by TCNJ/IT. Question 3: In the Interior Structured Cabling specs, Page 11, 3.2 Site-Specific Summary of Scope of Work for Decker/Cromwell and the Eickhoff Garages, #3 states that the contactor is to furnish and install a new Corning rack mount fiber terminal enclosure and relocate 12F fiber cables. Is this fiber enclosure in addition to the new fiber enclosure with LC connector panels as noted in #4 for a total of (2) new Corning CLSSC-02U fiber enclosures in each of the three garages? Response: On Page 12 of Div , section 3.2.D: Item 3 shall be stricken. With respect to the question, Decker/Cromwell and Eickhoff garages will require two (2) new Corning rack mount fiber terminal enclosures: One for relocating existing 12/F cable on ST connectors, and one for termination of new hybrid fiber/copper cable(s) on LC connectors. Forcina garage will require only one (1) new Corning rack mount fiber terminal enclosure, for termination of new hybrid fiber/copper cable(s) on LC connectors. Question 4: During the walkthrough of Eickhoff Garage it was mentioned that inner duct can be used above the drop ceiling. In the Interior Structured Cabling specs, Page 9, 2.10 Suspended Cable Distribution and Cable Management, letter D. states that the inner duct should be 2 inch corrugated orange. Can a 1 ¼ inner duct be used for this project or does it have to be 2 inch? Response: Fiber is intended to be installed within innerduct, from the enclosures near the cameras, extending to the IT equipment cabinet within the mechanical room. Fiber is not anticipated to be exposed until the IT equipment cabinet. Innerduct size can be reduced to 1-1/4 minimum, with respect to cable manufacturer s conduit fill requirements. Question 5: During the walkthrough at Forcina Garage someone asked if there were existing conduits running to camera locations FG-U-1, FG-U-2 and FG-U-3. Please verify if this is correct and if so, are the existing conduits free and clear to pull new cable to these locations? Response: Plan locations FG-U-1 and FG-U-2 have no existing conduit. Plan location FG-U-3 would utilize the existing conduit to the gate equipment, which may require removing and re-installing existing cabling (TCNJ will disconnect and reconnect existing cabling as needed). See also specifications and schematics, in particular the consolidated schedule of camera locations, Note 6. Question 6: In Forcina Garage, both cameras FG-U-4 (relocate) and FG-L-8 (reuse) are going to be relocated and new conduit and fiber cable will be run to them. Both of these cameras will then be reused. Is this correct? Response: No, this is not correct. Please refer to Forcina Garage Upper Level plan, Notes 5 and 6 (respectively). Basically, FG-U-4 will require additional conduit to relocate the camera position, and a new, 2 of 3

3 longer UTP patch cable to the existing jack. FG-L-8 will reuse an existing camera, and will require new conduit and fiber cable installation (typical of the other cameras in the facility). Question 7: Spec's call out RGS for outdoor conduit type. Will there be any options for different types of conduit? Schedule 80 PVC or EMT? Response: Div , spec section 2.9.D does refer to "galvanized rigid conduit", which we presume to be "RGS" in the scope of the question. The remaining references in the Div and associated schematics to "rigid", are intended generally to mean "non-flexible". EMT conduit is acceptable for use as a nonflexible conduit. Question 8: Can the work in these garages be performed during normal working hours or will this work have to be done during second shift? Response: Work during normal business hours is anticipated. Please see additional information in the Addendum. Question 9: After reading the specifications for the Berk-Tek OneReach PoE Extender System I see that there are devices for PoE and PoE+. Which of these systems are required for this Bid? Response: PoE (802.3af) injector/remote devices will be furnished by TCNJ/IT. Question 10: In the Interior Structured Cabling specs, Page 10, 2.11 Surge Supression and Protection Grounding Paragraph B. States to furnish and install a TMGB Telecommunications Grounding System in each Equipment Room. Does this grounding system already exist in the Equipment Rooms for each of the garages or does the installation of a new grounding system for each of these Equipment Rooms have to be included in the Bid? Response: A TMGB will be required in the following locations, with TBB connected to electrical distribution at the indicated locations: Cromwell/Decker parking garage IT equipment space; facility electrical service is presumed to be located within the same room. Eickhoff garage IT equipment space; facility electrical service is located in the Northwest corner mechanical room on the garage level (plan location of camera EG-G-2). 4 Date: March 24, 2015 Security Camera Project Phase III - REBID Scope: To provide fully functioning security cameras at the locations shown on the attached documents in the following buildings: 1. BASE BID: Forcina Parking Garage 2. ADD ALTERNATE 1: Eickhoff Hall Parking Garage 3. ADD ALTERNATE 2: Cromwell/Decker Parking Garage Contractor is to include in their bid all costs for the purchase and installation of the cameras to include conduit, wire, fiber and electrical work, including breakers where required for existing electrical panels. Contractor is responsible for connection and termination of all items. Price also includes contracting with Honeywell (the Campus controls vendor) to provide tie in and coordination with the campus Honeywell DVM system. All Honeywell costs are borne by the contractor. All work is to be done using New Jersey licensed contractors for their particular trade. In order to create pathways for the wiring of the new cameras, coring of floors or walls will be required. Contractors will be responsible for coring of all surfaces (brick/concrete, etc.) and repair to match existing finish, and firestopping of all penetrations. Any exposed wiring for "interior" locations shall be in E.M.T. conduit and boxes. Exposed conduit in exterior/wet locations shall be E.M.T. conduit with weather-tight fittings. All other wiring shall be plenum rated.

5 All new conduits are to be installed as a minimum 1 1/4 EMT or larger, should code or application require it. New conduit and wiring is to be labeled using exterior labels equal to a laminated self-adhering label. All new electrical work is to meet all applicable codes at the time of the work. Every material to be used on site shall be new and is to be submitted for approval by TCNJ prior to being installed. All materials are to be new and of best quality. Refer to the Division 1 specifications for further requirements for submittals. Contractor to provide the whip from box to camera and is responsible for all terminations. Camera installation(s) atop garages and roofs (e.g. parapet walls) and other similar building structures will require a focused assessment of the structure s existing lightning protection system covering those areas of the building. The assessment will determine whether attachment to the system is required. If required, attachment shall be executed under this scope using required components, means and methods pursuant to applicable code requirements (including NEC and UL), and to the standards of installation required by the system Manufacturer in order to maintain or achieve a warranted system. Work will be occurring during normal business hours and in occupied buildings. Any excessively noisy work, or work generating dust/smells will be required to be done on off hours (such as coring), and drilling. Prior to rough-in for camera locations, the contractor will conduct with TCNJ, a live-view demonstration from each proposed installation location. At each location the demonstration will use the proposed model camera hardware and software configuration to permit confirmation of the field of view conditions intended for each location. Once all work is completed, the contractor will start up the cameras with the presence of the TCNJ representative, and fine tune each location to maximize the intended viewing area. Contractor to make adjustments as necessary to assist TCNJ to provide the best possible view per location. Three (3) Operation and Maintenance Manuals are to be provided at the time of start up by the contractor.

6 Five (5) year warranty for cameras for labor and materials is to be provided by the contractor/camera vendor. Bid response shall include Unit Pricing with respect to project specifications as follows: 1. Furnish and install onto masonry surface, (1) camera unit, (50) linear feet of associated conduit and fittings, one equipment enclosure, and cabling from camera unit to equipment enclosure. 2. Furnish and install onto masonry surface, (1) pullbox enclosure, (50) linear feet of associated conduit and fittings. This project is a prevailing wage rate project. Contractor shall guarantee all installed work for a period of one year from the date of the project substantial completion.
