4 Page 2 PREFACE The event Prediction and Recognition of Piracy Efforts Using Collaborative Human-Centric Information Systems is organized under the frame of Advanced Study Institute (ASI) of the section Science for Peace and Security (SPS) of the North Atlantic Treaty Organization (NATO). It will be will be held in Salamanca (Spain), in September 19-30th, The local organizing committee is the BISITE Research Group of the University of Salamanca and the GIAA Research Group of the University Carlos III of Madrid. The main objective of this ASI is to provide discussions on prediction, recognition and deterrent of maritime piracy through the use of collaborative human-centric information support systems. Maritime piracy is a widespread international concern. Over the years, it has been on the rise with the number of attacks increasing substantially. Deep sea vessels are extremely susceptible to hostile boarding due to their inherent vulnerability. They are large and heavy and in the most cases served by rather small crews. In addition, ship owners are reluctant to directly address the issue of maritime piracy for commercial reasons resulting in the lack of reporting and law enforcement Pirates are aware and take advantage of the vessel vulnerability and the lack of police on board, which leave their crime unpunished most of the time. It is necessary to suppress piracy and violent marine crime through anti-piracy and counter-piracy operations: Anti-piracy training and operational security awareness should be mandatory for vessel owners and vessel crews Crisis Management and anti-piracy programs must be defined and followed in order to reduce the vulnerability of the vessels. The members of the organizing committee previously organized a number of NATO Advanced Research Workshops (ARW) and ASIs, which discussed applications of decision support technologies to various security problems. A significant observation obtained during there meetings was that the domain experts (personnel from various organizations responsible for maritime security) have little understanding of the wide variety of technology solutions available, and how these solutions can enhance the performance of decision makers. Similarly, although technology experts have a general understanding of the requirements in various security systems, they do not have sufficient knowledge of operations including constraints and a variety of factors (policy, geopolitical, legal, personnel, training, etc). The proposed ASI will involve both technology and domain experts, who will improve their mutual awareness of the requirements, issues, policy as well as technology capable of helping to predict, recognize and deter maritime piracy through lectures, plenary sessions and brainstorming sessions in smaller interdisciplinary groups. At the time of application we have had firm commitment for attendance of a full slate of lecturers comprising many leading scientists and domain experts. We also have a well developed list of other participants (students) from many countries with backgrounds in a range of contributing disciplines. We expect that many of these participants will become cognizant of the pertinence of collaborative humancentric information support systems for a variety of security applications and will apply their scientific/ engineering background to the development of this new technology in their respective countries as the result of this ASI. Proceedings of this NATO ASI will be published in the NATO ASI series, filling the need for a consolidated up to date publication on prediction and recognition of maritime piracy efforts using collaborative human-centric information systems.

7 Page 5 ACCOMMODATION Residence for Accommodation during NATO ASI Colegio Mayor Nuestra Señora de Guadalupe Calle Jose de Lamano Beneite, 28-62, Salamanca (Spain) The Colegio Mayor Nuestra Señora de Guadalupe is a Residence Hall at the Pontifical University of Salamanca with 150 individual rooms. As it is not a hotel, it does not include standard hotel amenities and services. There is a self-service cafeteria for all meals and residents must provide their own linens and do their own beds. There are TV rooms, game rooms, a gym, an outdoor game court, a tennis and padel court. Internet connection is available in each room with a special network cable that can be provided upon request. The outlets are European style, round prong with 220 voltage. These products are mainly focused on the surveillance of the maritime environment in order to prevent Piracy, Terrorism and Smuggling. The purpose of these systems is not just to gather relevant information, but share all the information among other Defence Agencies to improve the knowledge and security of their maritime environments. ARBÓREA: ARACHNOCOPTER Aracnocóptero: An Unmanned Aerial VTOL Multi-rotor for Remote Monitoring and Surveillance. Arbórea presents the project Aracnocóptero (Arachnocopter), an aerial platform deigned to capture photographs and images in multiple formats, and to carry sensors and scientific-technical measuring equipment. It is a collapsible, lightweight, multi-rotor, vertical take-off UAV (Unmanned Aerial Vehicle) aircraft, made of aerospace materials with maximum resistance.
