2 GENERAL INFORMATION 1. BACKGROUND As a result of Spain s interest in the Asian strategic area and the defense industry projects underway in this region, the Ministry of Defence tasks the study and planning of a specific course for senior military and civilian officials of the Asia-Pacific region. Within the framework of the responsibilities entrusted to the General Secretariat for Defense Policy, the Spanish Defense Staff (EMAD)/CESEDEN has been appointed to study the possibility of planning and delivering the course by the Spanish Higher Defense Studies College in the second half of GOALS The pursued goals are the following: Cooperate in the training of a group of Asian countries military and civil servants who have held or could hold important positions in the Armed Forces, Police and Public Administration. For these authorities to perform their responsibilities, they must be adequately prepared and trained within a framework of democracy and respect to human rights in order to contribute to the establishment and consolidation of a peaceful and secure community in Asia. Promote processes and mechanisms to attain mutual knowledge, enhance fellowship and share experiences which will help to better understand the different viewpoints and interpretations that can consolidate institutional relation and integration bonds between those countries and Spain. 3. DURATION The Course will start on September 30 th and will last 20 school days. It will be officially opened by the Minister of Defense or delegated authority. The closing session is scheduled for October 25 th by the Defense Chief of Staff or delegated authority. 4. SCHEDULE Regular days (from Monday to Wednesday): o from 08:30 to 13:45 hours (Conferences and discussions) Regular Thursday: 1

3 o From 08:30 to 12:00 hours (Conferences and discussions) o From 12:10 to 13:00 hours (Communication) o From 13:30 to 14:30 hours (Lunch in CESEDEN) o From 14:30 to 16:00 hours (Forum or national presentations) Regular Friday: o From 08:30 to 12:30 hours (Conferences y discussions) Regular Saturday: o From 09:00 to 17:00 hours (cultural visits and lunch) Days with activities outside the CESEDEN: o Departures and returns will be set in accordance with plane or train timetables. 5. DEVELOPMENT & METHODOLOGY 5.1 Academic activity 5.2. Lectures Mornings: 3 (THREE) conferences of 50 minutes each followed by a 40 minute colloquium. Thursdays, 2 (TWO) conferences with their discussion periods and a communication of 50 minutes. Fridays, 2 (TWO) conferences followed by colloquiums and a time available for the Secretary of Studies. Between conferences and discussion periods the students will enjoy a 10 minutes break. Afternoons: Thursdays, 1 (ONE) forum of 1 hour and a half. This time can also be devoted to carry out national presentations. We intend to invite Administration senior officials and other people of renowned authority in the different subjects as lecturers. The lecturers, moderators and coordinator will use the English language. Exceptionally, English translation will be provided to those lecturers who decide to deliver their speech in Spanish Visits and trips Several trips and visits are intended to be made during the course, in order to know and get first hand information about prestigious military units and defence industries. 2

4 5.4. Pedagogic principles Increase student s participation through forums and national presentations. Examine in depth fields of common interest for Spain and Asian-Pacific countries, through colloquiums, conferences and visits. Promote both mutual knowledge through shared experiences with national students, and their views on the topics addressed. Show Spanish reality and possibilities through the student s stay and experiences. 6. CURRICULUM The program includes 4 (FOUR) thematic modules, 2 (TWO) information trips, 4 (FOUR) professional visits and 2 (TWO) weekend cultural visits Module I (International Relations & General Strategic Scenario) The objectives of this module are the following: Familiarize students with the current world scenario, international problems and events, and most relevant organizations. Present Spain s vision on recent events. Reach a conclusion on current international relations and potential evolutions in the short and medium term. Provide inputs which enable us to understand the issues to be addressed in the following modules. The conferences respond to two levels of analysis: General nature: The new world order and the international political system. Interregional nature: Religions: The case of the Islamic world Module II (Defence Planning) This module aims at familiarizing students with the following subjects: Ministry of Defense organization. General outlines of Security and Defense Policy. Armed Forces Planning System to act in the current strategic scenario. Security and defense problems when acting within a supranational political 3

5 entity. Conferences respond to two levels of analysis: International nature: The UN Collective Security System and EU and NATO military aspects. National nature: Armed Forces Operational Command and Joint Action Module III (Defence Culture & Sociology) The objectives of the module are the following: Study the relationship between the Armed Forces and fellow citizens. Understand society s perception about the problems affecting their Security and Defense. Analyze the support that society can demand from its own Armed Forces. Conferences respond to two fields of analysis: At state level: Defense culture and awareness concepts. At ministerial level: The relationship of the Armed Forces with society and state powers Module IV (Economy & Defence Industry) This module aims at: Putting forward the impact of national economic problems on strategic and defense fields. Conferences respond to three levels of analysis: 7. PARTICIPANTS At legislative level: Legal Regulations and control procedure on defense spending. At operational level: Plans, programs and Weapon systems procurement. At industrial level: Organization of economic structures in Defense and Development of the Defense industry in European and global areas. The course will have up to 35 students distributed as follows: 28 senior officers and equivalent officials of the different Asian-Pacific countries. 7 Spanish students: Senior Officials of the Armed Forces and Civil Guard, and others appointed by the Defense Secretary of State. 4

6 8. COORDINATION 8.1. Coordinator The coordinator of the Course will be a Colonel/Captain, professor of the Spanish Higher Defense Studies College (EALEDE) with the support of another professor from the same College and a NCO from another organization appointed for the lasting period of the course Interpreters The course will be fully carried out in English. The support of interpreters could be exceptionally requested Costs The costs borne by the Ministry of Defense (MoD) budget include: Boarding, lodging and laundry in Madrid (Military Residence Alcázar ) and during the trips All teaching activities Professional and cultural visits and information trips. Air travel by regular airline from their countries of origin to Madrid and return in accordance with MoD transport regulations Administrative aspects Attendees must come with proper passport and visa for the entire course. Registration form must be completed in due time and will be considered the starting point for providing further useful information to the attendees. This course does not have a special program for spouses or accompanying persons. MR Alcazar is very well located in the centre of Madrid and because of that, on the one hand, it is a high demanded accommodation by national and foreign officers and reservations need to be made very well in advance. And, on the other hand, due to pending reforms a 4 weeks stay could be result uncomfortable for families. Health care will be provided under the same conditions as other foreign officers attending different courses in Spain. Medical certificate confirming the patient does not suffer any infectious or contagious disease or possible allergies is mandatory. 5
