3 About the council We are an award winning council who pride ourselves on delivering innovative, high quality services to our 172,000 residents. With over 8,000 employees providing more than 100 services, the council is the largest employer in the area and offers excellent terms, conditions and working arrangements associated with a modern progressive employer. The council s corporate management structure is headed by the Chief Executive with the Head of Finance & Estates and three Depute Chief Executives as direct reports each of whom has individual responsibility for a portfolio of services covering: Education, Planning and Area Services Corporate, Operational and Housing Services West Lothian Community Health and Care Partnership There are nine Heads of Service who report individually to specific Depute Chief Executives and each of whom has responsibility for the leadership and management of a range of services. The council s Corporate Plan sets out the overall strategic direction and council priorities for The plan identifies the specific outcomes to be achieved over this period and details how these outcomes will be delivered in terms of the council s overall aim of improving the quality of life for the people of West Lothian. The council is experiencing a period of significant challenge generated by various public sector reforms and spending constraints. By building on strong performance and a culture of continuous improvement, the council has committed to the delivery of an ambitious programme of change to modernise and improve services over the next four years. 4 About Operational Services Operational Services provides services which affect every person who lives in, works in, is educated in, visits and travels through West Lothian. The service is seen as the front face of the council as it is the only service which directly impacts on each household in West Lothian. Facilities Management Facilities Management is the council s integrated catering, cleaning and facilities management service responsible for 192 council buildings including 92 secondary, primary, special and nursery schools. The catering service provides more than 1.9 million school meals annually as well as providing a civic centre catering service. Fleet and Community Transport Fleet and Community Transport are responsible for the provision management and maintenance of the council s fleet of 970 vehicles. With its own team of mechanics the service undertakes all safety inspections as well as servicing, repairs and MOTs for council s fleet of vehicles and members of the public. The service also provides community transport to service users with varying needs to a number of locations throughout West Lothian on a daily basis. Inprint Inprint is the council s in-house print management and reprographics service and offers a comprehensive range of printing services to all areas of the council. NETs Land & Countryside Services NETs Land and Countryside are responsible for the development management, maintenance and cleanliness of the local environment. This includes three country parks as well as 2,600 hectares of open space and countryside. The service also

5 manages and maintains 3,000 local residential gardens, 2,100km of street and footpath surface, 100 hectares of woodland, 299 children s play areas, 31 cemeteries and churchyards and 18 war memorials. Public Transport Public Transport are responsible for ensuring the provision of efficient council passenger transport services within West Lothian and to neighbouring areas. The service is also responsible for the provision of free and fare paying school transport services for pupils in West Lothian schools including bespoke services for additional needs pupils. Roads and Transportation Service Roads and Transportation Service provide an integrated service to construct, manage and maintain the road, footpath and transportation network in West Lothian. The service manages and maintains over 1004 km of public roadway, 1281 km of public footway, 45,174 street lights, over 2000 grit bins, 10,933 illuminated and non-illuminated signs and bollards, 526 bridges and other structures. Waste Services Waste Services are responsible for the collection of all household waste and the environmentally responsible management of waste in line with government s zero waste plan. The service provides a weekly uplift to around 75,000 households and monthly uplift of garden waste during the growing season. Every year the service carries out around 21,000 bulky uplifts and the service provides commercial uplifts from approximately 1,100 premises. The service also has six community recycling centres. Council Strategies Operational Services has responsibility for the development and implementation of the Open Space Strategy, Resource and Recycling Strategy, Local Transport Strategy, Public Transport Strategy.

9 West Lothian Council JOB OUTLINE Post Title: Public Utilities and Roadworks Officer Post No:4OP311 Service: Area: Reports to: Location: Operational Services Roads and Transportation Roads Network Manager Guildyhaugh Depot Purpose of the job To provide technical expertise and leadership in the provision of an effective roads and transportation service comprising network maintenance, public utilities and roadwork coordination, road safety, traffic management, traffic signals, development planning & transportation Policy, project design, structures, and flooding. Job Scope Working within one of the roads and transportation teams, the postholder will assist their line manager in the delivery of the team s functions as outlined from time to time in the roads and transportation management plan. There will be a requirement to provide technical advice on roads and transportation matters and to work in close partnership with other council services and external partners. The postholder will be expected to work on their own initiative with minimal supervision and will be subject to political contact and regular contact with external organisations and the public. The postholder will be required to contribute to the service commitment to Quality Assurance, Customer Service Excellence, West Lothian Assessment Model (WLAM), Investors in People and other business and performance management initiatives. Principal Accountabilities/Key Tasks Undertake the day-to-day management of the public utilities team dealing with the co-ordination of public utilities and the control of other works on public roads in accordance with current legislation, specifications and guidance. Provide technical support and advice on the operational requirements of Statutory Undertakers work in accordance with the New Roads and Streetworks Act. Oversee the monitoring and inspection of public utilities site work ensuring compliance with legislation, codes of practice and specifications. Oversee the co-ordination of roadworks and road occupancy ensuring all works are

10 planned and co-ordinated to minimise disruption to road users, ensuring that safety is maintained. Liaise and negotiate with internal and external stakeholders to establish programmes of work and ensure that road work activities are identified, co-ordinated and presented using the streetworks register or other systems as required by the council and/or the Scottish Roadworks Commissioner. Identify and agree remedial work with public utilities and ensure standards are applied through to completion. Provide training on roadworks legislation to staff both within the public utilities team and the wider roads and transportation service to help maintain the service s compliance with the requirements of the legislation. Represent the council on local, regional and national working groups including chairing the quarterly co-ordination meetings with Statutory Undertakers and Public Bodies. Collate, update and present performance data in relation to roadworks. Manage customer expectations and take a lead in the resolution of enquiries or complaints in line with council policies and service standards. Act as designated complaints officer and member liaison officer in line with council policy and procedures. Assist with recruitment in line with the council s policy and procedures. Deal with disciplinary matters in line with the council s policy and procedures. Undertake performance and development review of direct reports in line with council policies and procedures. Deal with sickness absence management for direct reports in line with council policy. Undertake regular team briefings. Undertake duties in relation to the Construction (Design and Management) Regulations. Undertake duties in relation to health and safety in line with legislation and council policies. Assist with the development and implementation of the service s Roads Asset Management Plan and supporting systems and documentation. Assisting in preparation, monitoring and control of allocated budgets including cost recovery from utilities and income from fixed penalty notices. Prepare reports for council management and committees. To assist in delivering a wide range of statutory road functions and to assist in the work of any of the teams in the Roads and Transportation service as directed by the Roads and Transportation Manager. Carry out other duties as directed by line manager. Qualifications, Skills, Knowledge Essential Degree in an appropriate numerate discipline plus 2 years post-graduate experience or professional qualification to at least Incorporated Engineer level. Experience of roads and transportation engineering. Working knowledge of word processing, spreadsheet and database software. Full driving licence

11 Desirable Working knowledge of specialist computer software such as GIS, Scottish Roadworks Register, Asset Management databases. Experience in local government and/or knowledge of local government working practices. Post graduate qualification (Post graduate diploma or MSc degree). Current accreditation to supervisor level in accordance with the New Roads and Streetworks Act 1991 Staff supervisory experience. 12 Terms and Conditions of Employment for Craft Conditions Service Hours of Work Pay of Conditions of Service are those of the Building and Civil Engineering operatives, Engineering Craftsmen, Electricians and Plumbers Scheme of Pay and Conditions of Service as adopted and amended by West Lothian Council Hours of work are 36 hours a week. Employees are paid by bank transfer on the last Thursday of the month. Where appropriate you will receive an annual increment on the 1st April each year, until you reach the top of the grade. Annual Leave Depending on length of service you will be entitled to either 25 (180 hours) or 30 (216 hours) days annual leave, after 5 years continuous service, this will be pro-rated for part time employees. The leave year is 1st January to 31st December. Public Holidays There are 7 paid public holidays. Part time employees are given a pro-rated entitlement to reflect their particular working arrangements. Sickness Absence Pension Your entitlement to sickness allowance will be in accordance with the Scheme of Sickness Allowance set out within the Building and Civil Engineering operatives, Engineering Craftsmen, Electricians and Plumbers Scheme of Pay and Conditions of Service. You are legally required to make provision for your pension. Employees with permanent contracts, or temporary contracts for 3 months or more, will automatically become members of the Local Government Pension Fund, unless they apply to opt out. Pension contributions are based on your salary. The scheme is currently a final salary pension scheme. Performance Review and Personal Development All employees are entitled to annual review with their manager, to identify any development needs and set objectives for the coming year.

Childcare vouchers are offered and employees can take advantage of 20% off membership and free joining fees with West Lothian Leisure. Pool Cars Trade Union The council provides access to pool cars for employees who need to drive as part of their job. You must have a valid driving licence. The council supports collective bargaining and you have the right to join a trade union and take part in its activities and are encouraged to do so. The standard working hours are Monday Thursday , Friday School based staff are employed on sessional contracts of either 38, 39 or 40 weeks. Employees are paid by bank transfer on the last Thursday of the month. Where appropriate you will receive an annual increment on the 1 st April each year, until you reach the top of the grade. Depending on length of service you will be entitled to either 25(180 hours) or 30 (216 hours) days annual leave, this will be pro-rated for part time employees. The leave year is 1 st January to 31 st December. School based sessional staff will receive additional pay, depending on their length of service, to reflect their annual leave entitlement. There are 7 paid public holidays. Part time employees will be given a pro -rated entitlement to reflect their particular working arrangements.
