1 Cambridge Judge Business School Further Particulars JOB TITLE: REPORTS TO: SENIOR BUILDING SERVICES TECHNICIAN FACILITIES MANAGER Cambridge Judge Business School (CJBS) is in a period of rapid growth and development which present both opportunities and challenges - we have outgrown our current buildings and strategic reviews of expansion of our facilities are ongoing which may include the redevelopment or rebuilding of other buildings on our site and the occupation of more nearby properties. The main building is Grade II listed and was redeveloped in a dramatic and modern design behind the retained façade of the original Addenbrookes Hospital all of which present particular challenges to the Facilities Team. The School has over 140 offices, the majority of which are in multiple occupation, three lecture theatres, a number of seminar and meeting rooms, a large common room providing a social and meeting space as well as student syndicate and project rooms, a library and computer lab. The School also occupies three floors of Keynes House and five Victorian terraced houses on Trumpington Street. The Role The Senior Building Services Technician ensures that all buildings are maintained appropriately and that equipment and services are run both efficiently and effectively in support of the activities of the School. The School s staff, students and guests number upwards of 1400 and have access to all of the School s buildings at all times - 24/7 including holiday periods. The Senior Building Services Technician also has responsibility for a team of two custodians. CJBS sets high standards in all of its work and care and attention to detail is essential in this role to ensure that these standards are maintained at all times and that the School s services operate efficiently and safely. Failure to maintain standards may lead to a loss in reputation and status with a potential loss of income. MAIN RESPONSIBILITIES General Building Maintenance Carrying out building maintenance in all of the School s buildings including re-lamping, plumbing repairs, joinery, glazing, painting and general small works. Assessing the relative importance of repairs and prioritising workload, diagnosing and assessing problems to determine the most effective resolution. Liaising with EM and external contractors over major or more specialised maintenance and repairs. Use the online Facilities Helpdesk to keep records of all requests for repairs/ breakdowns or maintenance, producing statistics and monitoring trends as required. Prioritise requests, monitor response times and chase where necessary, communicate with customers. 1
2 Assess which minor maintenance tasks should be delegated to the custodial staff, prioritising and training as required to assist the custodians to carry out these tasks. Maintaining good record systems of maintenance, Fire Safety and H&S checks and ensuring all building manuals are up to date and available for reference as required. Preventative Maintenance Develop and establish proactive regimes for a programme of regular and preventive maintenance of : electrical items - including P.A.T; heating, ventilation, humidification and air conditioning plant; water supply installations; electrical supply; security systems; lighting Proactive assessment of future needs regarding repair and maintenance of buildings and replacement or upgrading of equipment. Keeping an overview of the maintenance and refurbishment needs to make sure projects are combined and scheduled in the most effective manner. Suggesting and planning building or refurbishment projects in conjunction with the Facilities Manager. Major and Minor Projects Initiating, scoping, developing, procuring and managing minor projects either with external contractors or with Estate Management. Coordinating, supervising and liaising with the University Projects Team and Contractors in respect of the management & delivery of large projects to include lift replacements, boiler replacement and other large plant. Line Management Direct line management of two staff - two custodians. These are front-of-house staff who must present a customer focussed and professional image, so the role holder must train and ingrain teamwork and motivation across this group. Recruitment, selection and induction of staff, including use of temporary staff to cover vacant posts, holidays and sickness. Setting objectives, carrying out appraisals, identifying the personal development and training needs of the team. Allocates and prioritises work, ensuring a high quality of work and service are completed in a timely and professional manner Undertake routine personnel management such as monitoring and authorising leave and absence and implementing disciplinary action if required; health and safety responsibilities and recommendations for grading and discretionary increments. Provide leadership and motivation. Office Moves Preparation of office space for new occupants and centres, ensuring that space is used efficiently and dealing with issues as they arise e.g. working with programme administrators and faculty to agree space allocation. The role holder is responsible for ensuring that the storage space allocated to the School is used efficiently, is presented and maintained to a high standard and is available as required. This involves assessing the additional space required for future needs Take responsibility for assessing risks associated with occupancy and usage of the relevant storage space, taking appropriate action as required 2
3 Health & Safety, Fire Safety and Security Act as an active member of the CJBS Safety Committee and assist the Department s Safety Officers in their duties relating to building safety including responsibility for PAT testing and contractors safety. Assist in the buildings inspection programme and carry out regular testing and review risk assessments. Act as Deputy Fire Safety Manager for all CJBS building and advise and help to train the Fire Wardens in the School s buildings. Assisting the Facilities Manager who acts as overall FSM for all CJBS premises in reviewing and revising procedures and maintaining training and testing records including evacuations. Issues permits to work, for maintenance work in accordance with local procedures and regulations. The role holder is first call out in the event of an emergency out of hours. The role holder will be lead officer responsible for the management, use and development of the School s integrated intruder and access control system becoming an expert in all aspects of the system. Other Duties Managing the annual maintenance budget and delegated minor project budgets according to the University s financial regulations and departmental good practice. In the absence of the Facilities Manager to deputise across the full Facilities remit and responsibilities. The role holder will be lead officer responsible for the management, use and development of the School s integrated intruder and access control system becoming an expert in all aspects of the system: To coordinate the on line Facilities Helpdesk ensuring all requests for the Facilities team are responded to in a timely fashion and taking any remedial action as required. The role holder will be expected to support the Custodians and carry out lifting, carrying and other custodian duties where necessary. Some maintenance work has to be carried out out of hours so some anti-social hours working is required. The role holder will be expected to carry a School provided mobile phone and/or radio while on shift and out of hours to respond to breakdowns and other call outs. There may be other duties or projects assigned to the role holder by the Facilities Manager or Director of Operations that are commensurate with the grade and the scope of the role. The Person The ideal candidate should have the following qualities, skills and attributes. You are asked to provide a covering letter demonstrating how your own experience meets these requirements; Recognised trade technical qualifications e.g. HND level HNC/ONC/City & Guilds/Approved electrician or equivalent experience. Studying for or having a degree in Facilities Management is desirable. Apprenticed in buildings services disciplines (mechanical, electrical, building, electronics) or equivalent experience and on-the-job training. 3
4 Good working knowledge of H&S and Fire Safety Legislation with some H&S training is essential. A formal H&S qualification (IOSH/NEBOSH) would be desirable Specialist knowledge and skills gained through a period of practical experience in electrical/mechanical/building maintenance works. Good diagnostics and problem solving skills Good working knowledge of a wide range of plant and equipment as well as FM systems to include intruder/access, room bookings, helpdesk and BMS. Good communication and influencing skills, both written and oral with the ability to build professional relationships and networks (with contractors, EM and with similar role holders in other departments) An ability to empathise with others coupled with a diplomatic approach to resolving conflict. Practical experience of staff supervision and their training and development. A mutually flexible, supportive and collaborative team working style with the confidence to work independently and with own initiative. Good organisational skills and the ability to prioritise and multitask, project management experience is desirable. The ability to stay calm and keep other calm when under pressure. Willingness to take other courses as appropriate to role. Good level of computer literacy (outlook, word, excel) and ability to learn other programmes. Some anti-social hours are to be expected to fulfil the role Benefits This is a full-time position working 36.5 hours per week. There will be a six month probationary period. Holiday entitlement is 28 days per annum plus eight days of public holidays. The salary will be in the range 26,527-30,728 per annum. The full incremental salary range for the position is advertised in order to demonstrate the progression for the Grade. In the majority of cases appointments will be made at the Grade minimum; only in very specific exceptional circumstances can a higher salary be offered.
