I am bth pleased and hnred t C-Chair this wrking grup with my Gergian clleagues, which is the first f fur wrking grups intended t maximize the ptential f the U.S.-Gergia charter. The United States views the U.S.-Gergia Charter as a vehicle fr strengthening ur strategic partnership and discussing areas f mutual cperatin and cncern. We have a strng legacy f bilateral security and defense cperatin which we intend t cntinue and deepen in the mnths and years ahead. As the Charter ntes, a strng, independent, svereign and demcratic Gergia, capable f respnsible self-defense, cntributes t the security and prsperity nt nly f all Gergians, but f a Eurpe whle, free and at peace. Deepening Gergia's integratin int Eur-Atlantic institutins is a mutual pririty, and we plan t undertake a prgram f enhanced security cperatin intended t increase Gergian capabilities and strengthen its NATO aspiratins. I am here t reassure Gergia f the strng USG cmmitment t Gergia's plitical svereignty, territrial integrity and ecnmic prsperity. We plan t train 3 successive Gergian battalins fr fllw-n deplyments in a tw year perid. The U.S. will stay deeply engaged in supprting these effrts. ISAF effrts in Afghanistan are a vital cntributin t supprting internatinal security and we appreciate yur strng effrts t supprt this missin. Defense Refrm and U.S. Assistance I wuld like t cngratulate the MD n psitive refrm prgress, yet stress that much mre wrk needs t be dne. Cntinued and lasting success in defense refrm is the nly way t imprve yur NATO aspiratins and build a strnger, demcratic and independent Gergia shuld be seen as the year f refrm fr Gergia. Use 2010 t shw NATO Allies yur cmmitment and' ability t meet ANP requirements. Since the August cnflict, the U.S. has been deeply engaged in supprting yur defense sectr refrm, starting with the lengthy and cstly Armed Frces Assessment - \,.,hich spent 10 weeks in Gergia reviewing the yur Armed Frces. Applaud yur transparency and willingness t take n bard the recmmendatins f the AFAT team. This assessment shwed ur ability t wrk as partners and emerge with a mutual understanding n hw t wrk tgether n defense cperatin. The U.S. will cntinue t supprt Gergia's defense effrts, NATO aspiratins and expeditinary capabilities. Building the "brains befre brawn" will bring lasting institutinal success t the GAF.
