To be taken as read and confirmed. 3.0 CHAIR S REPORT The Chair will report on items of importance to the Committee since its last meeting. ORDERING OF THE AGENDA At this point in the agenda, members may propose that any matter on the agenda, not included in Section I, be so included. 4.0 THE ACADEMIC PLAN SECTION I: MATTERS FOR DEBATE AND DECISION 4.1 The Griffith Project, approved by Council in 2002, commits the University to achieving top 10 status across all areas of its activities. The Academic Plan aims to translate the vision for teaching and learning in the Griffith Project into a clear framework for action. It provides a structure for reviewing and determining the future academic profile and recommends the embedding of the following five signature experiences in Griffith s programs, to maintain its distinctive approach to teaching and learning: Engaging students Engaging disciplines Engaging communities Engaging research Engaging staff. 4.2 The Academic Plan therefore responds to current issues and seeks to capitalise on existing and potential strengths. The Academic Plan calls for a major review of the program and course offerings in every area of the University and proposes criteria and targets to shape this review. Page 4 of 20

5 4.3 The Academic Plan is supported by a document The Future Direction of Teaching and Learning at Griffith University Towards an Academic Plan which summarises and presents the outcomes of the Griffith Project reviews in the teaching and learning area. 4.4 The Academic Plan documentation can be viewed and downloaded from the Academic Plan website at The Deputy Vice Chancellor (Teaching and Learning) seeks widespread consultation on the Academic Plan and is engaging with the University community through campus meetings, committee agendas and other processes, to promote discussion and elaboration of the Academic Plan and the signature experiences. The Deputy Vice Chancellor (Teaching and Learning) will attend this meeting of the Programs Committee for a discussion on the Academic Plan. 4.6 The Programs Committee is asked to offer comments on the proposals and targets set down in the Academic Plan, particularly as they relate to the functions of the Programs Committee. For discussion. 5.0 MED BACHELOR OF MEDICINE/BACHELOR OF SURGERY (1272) NEW PROGRAM SUBMISSION 5.1 The Programs Committee, on the recommendation of the Faculty of Health Sciences Board (1/2004), is asked to consider the attached submission (04/0013) proposing the introduction of a new program, Bachelor of Medicine/Bachelor of Surgery for establishment in Semester 1, The medical degree is a four-year graduate entry program, leading to the degrees of Bachelor of Medicine and Bachelor of Surgery (MBBS). The MBBS will provide students with a broad range of classes, group learning activities, practical skill-development simulations and clinical medical placement aimed at developing the skills and knowledge necessary to enable them to graduate as doctors ready to commence internship and further postgraduate specialty training. 5.3 The MBBS, based upon the Flinders University curriculum, has been designed to provide a world-class education in the theory and introductory practice of medicine as a foundation for the subsequent internships and postgraduate study that are required for registration as a Medical Practitioner. The program focuses on three major themes: Doctor and Patient; Knowledge of Health and Illness and Doctor, Profession and Society. 5.4 The prescribed program structure ensures the sequential building of basic theoretical knowledge to advanced topics combined with experiential learning in the clinical setting. Generic skills such as communication and research will be developed in the context of medical training. In addition, a significant feature of the program is the use of Problem Based Learning (PBL) as a principal teaching method. Page 5 of 20

The content of the Masters of Public Health (CDC) program will provide public health practitioners and service managers with specialised knowledge, skills and competencies in environmental Page 6 of 20

7 health, community health, workplace health, maternal and child health, epidemiology and health promotion. 6.4 The MPH (CDC) program is modelled on the existing Griffith MPH program with minor modifications. It has the same degree program structure utilising established Griffith courses mostly from the School of Public Health, and some from the School of Nursing, and the School of Australian Environmental Studies. The program is expanded in content and offers more choices of courses due to the input of Chinese CDC. 6.5 The MPH (CDC) is a 120CP program taking 1.5 years full-time for completion. At this stage the program will be offered as a one-off trial program on a full time basis, although it is anticipated that this program will be ongoing. The Legal Agreement is for a period of 1 year from September All students are required to initially enrol in the Master of Public Health (CDC). Students wishing to exit with a Grad Cert or Grad Dip are required to have completed the courses detailed below: To be eligible for the award of Graduate Certificate in Public Health (CDC) (GCertPH), a student must acquire 40CP as prescribed below: gain 40CP for the core courses; To be eligible for the award of Graduate Diploma of Public Health (CDC) (GDipPH), a student must acquire 80CP as prescribed below: gain 40CP for the core courses; gain 10CP for major core courses; gain 30CP for major elective courses; a student shall gain no more than 10CP of the total 80CP in courses in which the grade of Pass Conceded (PC) has been attained. To be eligible for the award of Master of Public Health (CDC) (MPH), a student must acquire 120CP as prescribed below: gain 40CP for core courses; gain 40CP for major courses, comprising 20CP major core courses and 20CP masters core courses; gain 40CP for the dissertation courses; or gain 40CP for major elective courses a student shall gain no more than 10CP of the total 120CP in courses in which the grade of Pass Conceded (PC) has been attained. 6.7 The Programs Committee, on the recommendation of the Dean, Faculty of Health Sciences (February 2004), is asked to consider the attached submission (04/0041) proposing the introduction of a new suite of off-shore programs, the Graduate Certificate in Public Health (CDC) (3159 GCertPH), the Graduate Diploma of Public Health (CDC) (4134 GDipPH) and the Master of Public Health (CDC) (5422 MPH) for establishment in semester 1, For consideration 7.0 BBS BACHELOR OF BIOTECHNOLOGY (1032) SPECIAL PURPOSE SUBMISSION 7.1 The Programs Committee, on the recommendation of the Dean, Faculty of Science (11/2/04), is asked to consider the attached submission (04/0066) proposing to establish, in partnership between the School of Biomolecular & Biomedical Science and the Page 7 of 20

8 Academy of Science (Cavendish Road State High School) Holland Park, an accelerated entry program into the Bachelor of Biotechnology at Griffith University, from semester 1, The accelerated entry program will be offered to high achieving students only. Students will undertake the accelerated program over the final four (or three) semesters of high school. The Academy of Science will identify this cohort of students in year 10 with a view to preparing them for the accelerated program. 7.3 Students who meet an appropriate level of achievement in the two tertiary level courses (1101SCE Cell and Molecular Biology and 1002BBS Chemistry) will be guaranteed entry to the Bachelor of Biotechnology and will be granted 20 credit points towards the degree. If students choose to do 1003BBS Topics in Biosciences as a GUEST they will also receive credit for this course towards the Bachelor of Biotechnology. Appropriate staff at the Academy of Science will be required to identify those students eligible for direct entry on the basis of appropriate grades in the two tertiary level courses, in consultation with the Griffith Program Convenor. 7.4 Students who have not completed the two required courses (1002BBS and 1101SCE) will not be guaranteed direct entry. Credit gained for the studies undertaken in the Academy of Science may allow completion of the Bachelor of Biotechnology program within five university semesters 7.5 The accelerated pathway will give students an early insight into University life, and will provide access to University resources, facilities and expertise. The partnership will provide the School of BBS and the Faculty with a stream of motivated, high achieving students for entry to its Biotechnology programs. Moreover, it provides the School of Biomolecular and Biomedical Science and the University with the opportunity to directly participate in the development of new secondary school curricula relevant to the modern molecular biosciences. 7.6 The program structure relevant to students undertaking the accelerated program is detailed in attached submission 04/ The Programs Committee, on the recommendation of the Dean, Faculty of Science (11/2/04), is asked to consider the attached submission (04/0066) proposing to establish, in partnership between the School of Biomolecular & Biomedical Science and the Academy of Science (Cavendish Road State High School) Holland Park, an accelerated entry program into the Bachelor of Biotechnology at Griffith University, from semester 1, For consideration SECTION II: MATTERS REQUIRING RATIFICATION OR EXECUTIVE ACTION 8.0 AES BACHELOR OF SCIENCE IN AUSTRALIAN ENVIRONMENTAL STUDIES WITH HONOURS (2002) SUBMISSION FOR NEW ACADEMIC PLAN 8.1 The Programs Committee is asked to ratify the Chair s executive action in recommending to the Academic Committee the introduction of the Environmental Technology major into the Bachelor of Science with Honours in Australian Environmental Studies (2002), on the recommendation of the Dean of the Faculty of Environmental Sciences (December 2003), from semester 1, Page 8 of 20

9 8.2 This primary aim of the major is to provide in-depth knowledge and experience of advanced theory, monitoring techniques, and their applications in areas of relevance to environmental technology. It also aims to provide sound training and preparation for undertaking research, including postgraduate research at Griffith and other universities. For the Environmental Technology Major each student must undertake the following 40CP Dissertation courses: 1or EVE_P1 Honours Dissertation EVE_P2 Honours Dissertation EVE_P3 Honours Dissertation EVE_P4 Honours Dissertation The Programs Committee is asked to ratify the Chair s executive action in recommending to the Academic Committee the introduction of the Environmental Technology major into the Bachelor of Science with Honours in Australian Environmental Studies (2002), on the recommendation of the Dean of the Faculty of Environmental Sciences (December 2003), from semester 1, For ratification of executive action. 9.0 CIT BACHELOR OF ENGINEERING IN SOFTWARE ENGINEERING (1044) MAJOR CHANGE SUBMISSION 9.1 The Programs Committee is asked to ratify the Chair s executive action in recommending to the Academic Committee the major changes to the Bachelor Engineering in Software Engineering (1044) as described in submission document 03/0715 and recommended by the Faculty of Engineering and Information Technology Board (5/2003 meeting), for introduction in Semester 1, The proposed changes are as follows: In the Honours stream in fourth year, to increase the thesis component from 30CP to 40CP, and to remove the 10CP elective course. This proposed change reflects the amount of work students are required to undertake for the thesis. Page 9 of 20

10 9.2.2 An elective course, 2170CIT Systems Analysis and Design, currently offered in both the pass and honours streams of year 2, semester 1, has been identified as essential to the program and is therefore proposed to be offered as a core course in year 2, semester The School of Computing and Information Technology has also made several changes to course offerings in this program as a result of a review of its courses in the Bachelor of Information Technology, which are detailed in the submission These changes will result in all students undertaking 50CP in year 2, semester 1. Students undertaking the pass stream will be required to complete 30CP in year 4, semester 2, with a total of 320CP for the award. Students undertaking the honours stream will be required to complete 40CP in year 4, semester 2, with a total of 330CP to complete the award. 9.3 These changes still meet the requirements of accreditation with the Institute of Engineers Australia. 9.4 Members are asked to note that the Faculty Board expressed concern about the overload for students in year 2, semester 1, however the Program Convenor Professor Geoff Dromey advised the Board that students in the program have indicated they require the content of 2170CIT in order to undertake later year courses. It is on academic grounds that is necessary to make these changes and enable students to meet prerequisite requirements for later year courses. 9.5 The Programs Committee is asked to ratify the Chair s executive action in recommending to the Academic Committee the major changes to the Bachelor Engineering in Software Engineering (1044) as described in submission document 03/0715 and recommended by the Faculty of Engineering and Information Technology Board (5/2003 meeting), for introduction in Semester 1, For ratification of executive action CALL GRADUATE CERTIFICATE IN LANGUAGE ASSESSMENT (3009) WITHDRAWAL OF PROGRAM 10.1 The Programs Committee is asked to ratify the Chair s executive action in recommending to the Academic Committee the withdrawal of the Graduate Certificate in Language Assessment, on the recommendation of the Faculty of Arts Board (7/2003 meeting) and Acting Dean, Education (12/1/04), as described in document 03/0728, from semester 3, The rationale for withdrawing the program is its consistent low enrolments. Since its commencement, it has only produced 2 graduates. A minimum of 4 students in each course is required for the program to be offered viably This program has at times been accessed by students of the MA in Applied Linguistics (Mt Gravatt). This School has been notified and arrangements are in place for one or two courses from the program to be delivered as electives from semester 1, The remaining student completed requirements for the program in semester 2, The Programs Committee is asked to ratify the Chair s executive action in recommending to the Academic Committee the withdrawal of the Graduate Certificate in Language Assessment (3009 GCertLangAssessment), on the recommendation of Page 10 of 20

11 the Faculty of Arts Board (7/2003 meeting) and Acting Dean, Education (12/1/04), as described in document 03/0728, from semester 3, For ratification of executive approval 11.0 ABF MASTER OF PROFESSIONAL ACCOUNTING ADVANCED (5412, NA & 5413, GC) SPECIAL PURPOSE SUBMISSION 11.1 The Programs Committee is asked to ratify the Chair s executive action in recommending to the Academic Committee an amendment to the entry requirements to the Master of Professional Accounting Advanced (5412, Na and 5413, GC) as described in document 03/0642, recommended by the Faculty of Commerce and Management Board (9/2003 meeting), for introduction in semester 1, The proposal will enable international students with a major in accounting to achieve recognition of their qualifications with the professional accounting bodies. The amended admission requirements will read as follows: Applicants must hold a bachelors degree from a recognised higher education institution. Overseas graduates with a major in accounting or equivalent must have their qualifications assessed by CPA Australia before applying for entry to the Master of Professional Accounting Advanced. Over time, it was recognised that the focus of this program was too narrow and that a number of changes would need to be introduced to ensure the program remained attractive, including a change in degree title to Bachelor of Laws / Bachelor of Arts Law and Asian Studies. In 1996 a range of additional language and cultural and political majors were added to expand student choice and the attractiveness of the program. The internship program was also extended to include an opportunity in China. Page 11 of 20

12 12.3 The data provided as part of the annual program monitoring process indicated a decline in student demand and OP for this program over time. The Dean s Report on Annual Program Monitoring (presented to TLEC) highlighted the downturn in popularity and completion rates of students enrolled in the program and recognised the need for action. After consultation with the School of International Business and Asian Studies (IBAS), it was acknowledged that demand has been dropping for such programs gradually over the last five years and it was agreed that this program would be withdrawn from offer from The School of IBAS and LAW have agreed to withdraw this program and replace it with a new program (from within existing load and teaching resources) in the area of law and international relations. An examination of the financial statements has revealed no strategic advantage for the GSM to continue this partnership arrangement. Both administrative and academic salaries have been costly. Singapore did not offer complementary systems and new systems were consequently established to align with those of Griffith. The partner experienced high staff turnovers, which contributed to high costs and created quality problems. The Review Panel explored ways to reduce costs in Singapore, but resolved to recommend withdrawal of the programs in Singapore as expeditiously as GSM students and the partner will permit The partner has been given notice of termination of the contract which will conclude in April The partner has agreed that no further students will be admitted; therefore the programs are only available to continuing students. The GSM is advising each current student separately of the requirements to complete their program and assisting them to make alternative arrangements where necessary. Dr Ashley Lye from the GSM also visited Singapore to discuss with the students recommended pathways to complete their degrees. 20 PROGRAM OVERVIEW AND ADMISSION REQUIREMENTS About this Program Microengineering and its application to the design and fabrication of Microsystems is one of the most rapidly developing new industrial technologies. Microsystem technology is multidisciplinary and requires expertise that includes elements of physics, chemistry, biology, electrical engineering, materials engineering and design. The Masters program (and the Graduate Certificate exit point) will cover those aspects necessary to understand the principles of microengineering, the tools and fabrication processes used, the design, computer-based modelling and simulation of the systems, and the advantages and limitations of the current technology. The design and simulation of MEMS-related drive and interface circuits are also covered. An additional module in Project Management Innovation provides an introduction to the business aspects associated with product development and production. The research project brings together these skills in MEMS design and fabrication. The originality and novelty of design ideas will be judged in an informal competition/expedition. Admission Requirements In order to qualify for admission, applicants should hold an approved Bachelors degree or equivalent with a major in Electrical, Electronic, Computer, Mechanical, or Industrial Engineering, or Science. Knowledge of digital and /or analog circuit design is a distinct advantage As the program is closely aligned with the VLSI masters program, the Program Convenor has found that students with no background knowledge in analog or digital circuit design have significant difficulties in coping with the content of this program and wishes to indicate the they may not be admitted into the program.
